Abstract

What does the ‘war on terror’ mean in a volatile local context in which soldiers have scant knowledge of the terrain and the identity of an adapting and potent guerrilla force that resembles the noncombatant population? This overriding question is addressed through a field-based study of the Civilian Joint Task Force (Civilian JTF) in northeastern Nigeria, a hybrid vigilante network of local ‘youth with sticks’ (kato da gora) and local hunters (yan faratua) working closely with the Nigerian military to identify and capture members of Boko Haram in their communities and in the surrounding bush. The article underscores the key role of the Civilian JTF as ‘knowledge brokers’ in sharpening up the counterterrorism surveillance of the Nigerian military.  相似文献

The anti-poll tax campaign has been the subject of scant empirical or theoretical analysis. One explanation lies in the difficulty of locating the campaign within existing theories of pressure groups or social movements. This article argues for the creation of a distinct model of protest, based upon the concept of a pressure movement, to explain a campaign that was single-issue, decentralised, non-hierarchical and variable according to location. Distinctions between pressure groups and social movements have become increasingly arbitrary with the rise of groups lacking formalised membership. Pressure movements are thus likely to form key contestatory actors in future years.  相似文献

Conventional accounts underestimate the duration and impact of the movement against the Vietnam War. Data from the New York Times Index show more arrests in antiwar protests in 1972 than in the years usually considered the height of the movement; demonstrations continued until a week before the end of the war. The persistence of the movement strengthens claims it succeeded. While those who minimize movement influence assume it had to be popular to succeed, it had a direct impact on policy makers uncertain about future trends in public opinion and electoral behavior. The movement changed the discourse about, and the conduct of, the war, restraining escalation and accelerating troop withdrawals. Comparing Nixon's goals and those of the movement with the Paris Peace Accords shows the success of the movement. The movement also helped lower the voting age, reform the presidential nominating system, and change attitudes towards military action.  相似文献

This brief evaluation of the co-operative organizational apparatus in Nigeria examines three aspects of a ‘co-operative ideology’; the basis of the co-operative idea; the form of economic organization and the organizational structure. The analysis proceeds in the framework of the ‘entrepreneurial approach’ and concludes that such an ideology must reflect among other things, the economically inaltruistic and individualistic nature of human behaviour that is found in Nigerian traditional communities.  相似文献

This article reviews the relationship between the semiotic implications of the emerging concept of the African Renaissance, and the historical trajectory of semiotic studies in South Africa. Linked with the residual ideological territories occupied under the rubrics of ‘semiotics’ and/or ‘semiology’ are the ways these discourses have been re-articulated or re-presented within the politics of the post-apartheid era. As a concept of the ‘post’, therefore, the semiotic implications of a projective strategy like the African Renaissance require more than the mindless dyadism of linguistic semiology. The article sketches the outline of the case for a radical appropriation of the semiotics embedded in C.S. Peirce's pragmatism as a way of constituting the reality of ‘Renaissance’ concepts in terms of a Task. The place of semiotics within the broader philosophical and analytical programme is illustrated by means of a table that links semiotics, pragmatism, and radical theory. The table indicates how the issues discussed in this article can be seen to fall under a schema that foregrounds Peirce's realization that aesthetic and ethical concepts are prior to those based purely on logic. As such, therefore, the article suggests that topics in social or cultural semiotics are more readily amenable to semiotic interpretation and analysis under a pragmatic rather than a linguistic methodological regime.  相似文献

Public administration writers, with some notable exceptions, generally have not paid a great deal of attention to the history of ideas. However, public administration inquiry is profoundly affected by longstanding political and social ideas. This article shows how the idea of the state as a purposive association—that is to say, a collective enterprise that is driven by some set of substantive ends or purposes—has helped to shape the thinking and discourse of some public administration writers, particularly those of the reinventing government movement. Ubuntu is an African philosophical worldview that has increasingly gained prominence since South Africa's democratic transition in 1994. It places emphasis on the world's common humanity and its consequent interdependence. Through content analysis, the article examines the soft power that is inherent in South Africa's foreign policy, as codified in the 2011 White Paper on South African Foreign Policy–Building a Better World: Diplomacy of Ubuntu. In its findings, the article established a distinction between Joseph Nye's original conceptualization of soft power, formulated from a United States realist foreign policy perspective, and the one inherent in South Africa's humanist foreign policy guided by the philosophy of Ubuntu. This distinction is premised on the geopolitical disparities between the two nations. The article further examines South Africa's wielding of soft power within the African continent, the first audience of the country's diplomacy of Ubuntu.  相似文献

Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much-needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting on our own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.  相似文献

Politics and history are closely intertwined and historians play a vital role in British public life. Yet, British political history, which has a critical contribution to make for understanding British politics today, faces two urgent challenges. First, academic history has retreated from subjects that remain hugely popular in media and trade publishing and of interest to social scientists, such as the histories of political institutions and formal power structures. Second, political history is disconnected from innovative trends in the wider historiography of modern Britain. Combined, these issues leave political historians in an ambiguous position in relation to the wider field, to other academic disciplines and to contemporary political debates. After discussing these challenges, this introduction surveys this special issue, which reflects on what (if anything) is distinctive about political history as practised today, and what its contribution to historiography, social science and public life should be. It ends by posing key questions for historians of all methodological stripes who investigate Britain's political past.  相似文献

By way of welcoming one of the first—and still too few—accounts by African administrators of what it was like to have served under two masters, one British and one African, the article first reviews the chronology of the literature on and by Africa's administrators. Starting from a survey of the history of the British Colonial Administrative Service and some of the recent memoirs of its members, a milestone in the literature is signalled by the shift in emphasis of public service commissions of enquiry away from primary concern with salaries and conditions of service to concerns with the positive Africanization of the civil services. The gradual responsibility of Africans themselves for such reports is then noted, often culminating in a recommendation for the establishment of an Institute of Public Administration. While the quantity and quality of insiders' literature by Africa's civil servants still falls short of that which has characterized the writing by Indian members of the former Indian Civil Service, the position has improved since the publication of the proceedings of the Inter-African Public Administration seminars and by the noticeably less constrained comments by the bureaucracy during a period of military rule. The article concludes with a look at the Ife University project and calls for an extension of such primary research into African administration while the first, and historically unique, generation of African bureaucrats are still alive to record their memories and interpret their significance against subsequent analysis.  相似文献

The World Bank has been widely critiqued as a global governance actor capable of coercing and persuading its developing member countries to accept its policy recommendations. This article contributes to academic discussion by drawing upon the policy transfer and policy mobilities literatures to analyse the World Bank's two main pillars of technical assistance (TA): TA components (advisory services contained within lending operations) and stand‐alone TA projects (loans and credits that solely finance TA). Beginning from the constructivist position that ‘development’ is a social construct, the article argues that relational dynamics between TA provider and recipient affect the perception of the legitimacy of policy norms transferred from the ‘international’ to the ‘domestic’. The value added of the article is thus that policy legitimacy is not simply conferred by whether advice is technically sound but moreover through the social and political interactions—the relationship—between TA provider and recipient. This article responds to the contemporary debates in UK higher education about the need to ‘decolonise the curriculum’, with particular attention to the implications for the discipline of history. The author positions these important debates as one outcome of a transnational movement led by students of colour whose grievances reach into and beyond the classroom. The first part of the article examines the origins of this movement identifying some important antecedents as well as the broader political and socio-economic forces that propelled its rise in 2015. There then follows an examination of the movement's multidimensional critique of the university sector, which includes—but is not limited to—the call to ‘decolonise the curriculum', before considering potential implications for academic workers labouring in the discipline of history.  相似文献
