Despite an increase in knowledge about human trafficking, little is understood about interpersonal power dynamics between traffickers and their victims; particularly in relation to coercion. Understanding victims’ perceptions of power is critical to developing trauma informed, targeted services for prevention, intervention, and aftercare services for survivors. This paper explores human trafficking victims’ (n = 31; adult, female, international) perceptions of traffickers’ interpersonal social power as influenced by prior entrapment factors and traffickers’ characteristics during the controlling period of the exploitation, the “maintenance phase”. Findings from this study reveal that entrapment factors and shared characteristics between victims and traffickers influenced perceptions of specific kinds of power. Moreover, findings suggest that more investigation is need to explore how much influence dynamics outside of the trafficking relationship (i.e., social and environmental factors) have on victims’ perceptions of traffickers’ power. Further, results suggest a need for anti-trafficking professionals to be particularly cognizant that victims may perceive individuals in positions of power such as social service providers and law enforcement, as similar to their traffickers.  相似文献

ABSTRACT

This piece focuses on the Ethiopian women victims of trafficking – the agency of these women in the whole trafficking process, and issues of choice – ‘trying a chance’, or just taking a risk to get out of poverty or difficult social circumstances, considering that they are lured, tricked, coerced, or even forced into the hands of traffickers by a wide range of circumstances and people, including family and friends. Traffickers target girls with economic, social, and family problems. Most of the trafficking of women and girls from Ethiopia is carried out through the use of service ‘agencies’ and human smugglers who facilitate the process of migration through a number of routes. Many of those who use the ‘desert route’ often begin from Sudan to North Africa from where they cross to Europe. The data for this contribution were generated in a study – ‘Captured in Flight: Experiences of violence among African women in Sweden’ – funded by the Swedish crime prevention agency (Brottsoffermyndgheten). The research for the project has been carried out in Sweden, but the women whose case studies are presented here have been in the Middle East, Turkey, Italy, Finland, and Greece before coming to Sweden.  相似文献

Despite recent reforms internationally, significant criticism has been levelled at police departments regarding their service delivery to crime victims, and particularly for the disbelieving and insensitive attitudes officers may display towards women reporting rape and sexual assault. Police responses are frequently influenced by negative judgements regarding the victim’s dress, behaviour, and demeanour. These are flawed and ‘imperfect’ women – what right have they to expect ‘perfect’ treatment? This paper approaches this issue from the other end of the lens by considering the positive lessons to be learned from how ‘perfect victims’ were policed. The material presented is based on interviews conducted with 14 of the women attacked by the same serial rapist, supplemented by interviews with police investigators. The paper aims to identify what contributed most to victim satisfaction with police performance, and to present this as evidence of ‘best practice’ to inform future developments in adult sexual assault investigations.  相似文献

Abstract

In recent years ongoing wars and serious violations of human rights have driven increasing numbers of people away from their homes, especially in the Middle East and Africa to countries in the European Union to seek asylum. It is estimated that between 5% and 35% of these asylum-seekers and refugees have suffered from torture or serious violence. Studies and practice have shown that an appropriate response to the special needs of victims of torture or serious violence contribute to reduce survivors’ suffering and provide properly international protection. EU legislation recognizes that such vulnerable individuals have special needs, but few of these needs have already been identified and recognized as such. This article reports on a qualitative study carried out in six EU countries - France, Germany, Greece, Italy, Malta and Portugal - to explore the special needs of victims of torture or serious violence who present among asylum-seekers, during the asylum request procedure, in reception, and throughout rehabilitation and social integration. The study aims to release into the academic community the results of a large policy and practice-oriented study.  相似文献

ABSTRACT

Views of people involved in the commercial sex trade have shifted. Once seen as prostitutes or “whores,” they are increasingly perceived as exploited “victims.” The behavior associated with commercial sex has been redefined from voluntary and disreputable to coerced and deserving of rescue. This new framework is part of a broader anti-trafficking movement in society to recognize and save vulnerable individuals who are exploited for sex. In this context, the model of problem-solving or specialty courts has been extended to sex trafficking cases. The goal first is to identify trafficking victims–also known as “victim-defendants”–and then to address their risk factors with services. The current review examines the prevalence and the effectiveness of sex trafficking courts. Although some promising evaluations have been conducted, it remains unclear whether such courts are addressing the unique needs of victim-defendants. Investigating this question is essential, given that trafficking courts are likely to grow in popularity and in number.  相似文献

ABSTRACT

The purpose of this study is to tell the stories of female victims of human trafficking from Ethiopia. It discusses the causes of trafficking and how it affects the social and emotional well-being of women. The study is conducted using a constructivist framework and involves in-depth interviews with five returnees whose experiences as victims are explored. The goal is to provide insight into the challenges faced by the wider population. Emergent themes in the stories are discussed in line with relevant literature. The study shows lack of job opportunities, limited income, and false promises made by brokers as the major factors drawing women into human trafficking. The findings also show that even after return, the victims experience further difficulties as a result of post-traumatic psychological factors. Looking at the significance of the research outcomes, the gleaned information could be of value for organizations working on migration and countering human trafficking.  相似文献

A crime victim’s relationship to the offender is widely recognized as an important variable in the study of victims and the criminal justice system. However, studies concerning comparisons of the needs of victims at various relational distances to the offender are lacking. The authors studied how the victim’s need for protection and punishment correlated to the victim’s relational distance to the offender. The authors distinguished more than the usual two victim-offender relationships (known vs. stranger offender), so that the needs of victims at intermediate relational distance (offender is known to the victim, but not an intimate) to the offender might become visible. A total of 370 victims were interviewed about their reasons for reporting the crime. Respondents were divided into three groups: small (intimates), intermediate (nonintimates), and large (strangers) relational distance. While controlling for gender of the victim and type of crime, the needs of victims were found to vary with the relational distance to the offender.  相似文献

This article presents and analyses the findings of a research project on power relations in the context of development partnerships with civil society on HIV/AIDS in Mozambique, Rwanda and South Africa, and engages in a critical dialogue with governmentality analysis. It argues that contemporary neoliberal government needs to be understood as context-specific articulations of three forms of power discussed by Foucault – sovereignty, discipline and biopower – and, in the global domain, a fourth form of power – (new) imperialism. Further, the analysis demonstrates how the introduction of a ‘package of (de-)responsibilisation’ shapes CSOs’ activities so that they become competitive service providers, use evidence-based methods and produce measurable results. Addressing the issue of resistance, it shows how the transfer of responsibilities may involve tension and struggle – a politics of responsibility.  相似文献

Abuse against children and the exploitation of children worldwide has become a growing concern. Child trafficking threatens children’s protection; and their right to survival, development and participation are violated. This article reviewed international and regional conventions and action plans that protect child victims of trafficking in Africa. It concludes that to fight trafficking, cross-border cooperation should be enhanced through bilateral, multilateral and sub-regional agreements. Furthermore, counter trafficking policies and measures targeting children should reflect a child-rights approach and children should be placed at the center of all initiatives and their best interest given primary consideration.  相似文献

Local authorities in England are required to make directories of services available to practitioners working with children and young people. This is against a background of continuing reforms intended to ensure that services are joined-up around the needs and choices of children, young people and their families. There are high expectations that more of these services will be delivered by organisations from theVoluntary and Community Sector (VCS), especially services for groups or communities that public sector agencies find hard to engage. This article reports and comments upon a regional study focusing on the production of children's service directories involving service providers and commissioners, as well as the producers of directories, in a series of facilitated workshop activities. The study highlights tensions between local authorities and service providers around how information about services is controlled, edited and accessed. We argue that current approaches to the provision ofdirectories are unlikely to have the transformational effects predicted by policy makers. This is partly because local authorities' traditional position (supported by the prevailing technologies) has meant that they have tended to monopolise the roles and responsibilities which in turn maintains their control of directory content. They do so in the face of increasing dissent from new and established providers. Moreover, current models of service directories fail to meet the emerging information needs of a range ofstakeholders including service providers, service commissioners and service users. Inconclusion we propose some questions to improve visibility and governance in the creation and maintenance of service directories.  相似文献

ABSTRACT

Justice for sex crimes is particularly complex due to the differences between victim needs and the operations of the criminal justice system. This study, using 70 semi-structured interviews and 2 focus groups from Canadian police departments, shows that Canadian police officers use characteristics from both procedural and distributive concepts of justice when responding and dealing with victims of sex crimes. We show that building trust, inclusion in the process, and upholding individual treatment needs are compelling components of police response that garner victim agency and satisfaction. As a result, victims are more satisfied with the process and outcomes of their cases, and through reconstructing success, so are police officers. Our discussion of a pluralistic approach captures how police officers justify and negotiate distributive and procedural justice in their responses to sex crime victims. Unlike research that focuses on the adverse treatment of victims, this paper finds promising changes in Canadian police officers’ conceptualization of justice for victims.  相似文献

This paper fills an informational gap for multidisciplinary providers of services to the former Soviet Union (FSU) immigrants in the United States, highlighting the long-term medical and mental health consequences of this group's pre-migration exposure to the 1986 Chernobyl nuclear disaster. The international literature is selectively presented together with recent findings of Chernobyl mental health sequelae in a cohort residing in the United States. Guidelines for service providers, as well as Russian language health service resources in US cities populated by significant FSU communities, are also furnished.  相似文献

The functions of the public sector penetrate almost all aspects of social life. Considering the tremendous implications that government employment holds for economic health and other aspects, it is understandable that the processes controlling entry to these jobs are subject to widespread concern. Democratic norms call for a representative bureaucracy. The large size and increasingly mono-ethnic of the Malaysian civil service have caused concern for some time. This study suggests that job characteristics, some background and personal characteristics are significant determinants of graduating students’ job choice. The study also demonstrates how representative bureaucracy would affect performance of the public sector.  相似文献

Based on field research in Lebanon and Sri Lanka, this article discusses the ways in which Hizballah and the LTTE use nonprofit service provision as a tool for increasing community support. The article compares the organizations’ goals for service provision and specific structures of service provision. The difference in resources and capacity between the two organizations has shaped the structure of service provision used by each organization. Whereas Hizballah autonomously operates a sophisticated group of nongovernmental organization (NGO) service providers, the LTTE has developed an elaborate system for controlling and channeling the resources of existing local and international NGO service providers.  相似文献

Recent statistics indicate that intimate partner violence is magnified on college campuses. In the university setting, victims of intimate partner violence may encounter numerous agencies (e.g., campus police, local courts, victim advocates) following reporting of victimization. The need for a coordinated community response to intimate partner violence of college students has been emphasized in recent years, yet little research has been conducted. This qualitative, exploratory study examines perceptions of 15 service providers in a recently implemented, campus-based, coordinated community response. Narrative data from semistructured interviews indicate that service providers are generally satisfied with the current response, but report a need for increased training and resources. Implications for future research, education, and public policy are discussed.  相似文献

This study investigates victims’ responses to the offer of involvement in a restorative intervention. It tests the hypotheses that victims’ choices are related to the seriousness of the offense (H1), and that this relationship is moderated by how long after the offense the restorative intervention is offered (H2). A cross-sectional, between-subjects design was used, drawing on data from 256 offenses collected for operational purposes by a restorative justice service. Victims of medium-seriousness offenses were most likely to choose indirect and direct reparation. Intervening time moderated the relationship between seriousness and victim choice: victims of low-seriousness offenses became more likely to choose community reparation with time, victims of medium-seriousness offenses became less likely to choose direct or indirect reparation, and there was no change with time for victims of the most serious offenses. These results suggest nonlinear relationships between seriousness, intervening time, and victim choice. Although more complex and in different directions than anticipated, they lend some support to both hypotheses. The study highlights qualitative differences between types of restorative interventions, points to a significant disparity between victims’ choices and processes the literature suggests are of most benefit, and raises questions regarding when and how restorative interventions should be offered.  相似文献

We test the separate and joint effects of strategy and regulation on public service performance. Strategy is measured as the extent to which service providers are prospectors, defenders and reactors. Regulation is assessed on the basis of the number of inspection events and service managers’ perceptions of the supportiveness of regulators. We find that, controlling for prior performance and the level of service expenditure, prospecting is a more successful strategy than defending or reacting. In addition, inspection events generally disrupt the relationship between strategy and performance, but regulation that is supportive reinforces this relationship. The evidence suggests that the impact of organizational strategies in the public sector is contingent on the characteristics of regulatory regimes.  相似文献

When deciding to resort to a PPP contract for the provision of a local public service, local governments have to consider the demand risk allocation between the contracting parties. In this article, I investigate the effects of demand risk allocation on the accountability of procuring authorities regarding consumers changing demand, as well as on the cost-reducing effort incentives of the private public-service provider. I show that contracts in which the private provider bears demand risk motivate more the public authority from responding to customer needs. This is due to the fact that consumers are empowered when the private provider bears demand risk, that is, they have the possibility to oust the private provider in case of non-satisfaction with the service provision, which provides procuring authorities with more credibility in side-trading and then more incentives to be responsive. As a consequence, I show that there is a lower matching with consumers’ preferences over time when demand risk is on the public authority rather than on the private provider, and this is corroborated in the light of two famous case studies. However, contracts in which the private provider does not bear demand risk motivate more the private provider from investing in cost-reducing efforts. I highlight then a tradeoff in the allocation of demand risk between productive and allocative efficiency. The striking policy implication of this article for local governments would be that the current trend towards a greater resort to contracts where private providers bear little or no demand risk may not be optimal. Local governments should impose demand risk on private providers within PPP contracts when they expect that consumers’ preferences over the service provision will change over time.  相似文献

Abstract

This study explores how vulnerable refugees’ experiences in the first year after being granted leave to remain in the UK impact on mental health and wellbeing. Nine semi-structured interviews were conducted with refugee survivors of extreme cruelty. Data were analyzed using thematic analysis with a narrative influence. Reported challenges included requirements to organize housing, finances and welfare benefits rapidly. Most respondents reported low mood, worry, exacerbated PTSD symptoms, physical ailments and isolation, but valued stable housing, meaningful activities, emotional support and service provider sensitivity in managing this transition. Policy and service recommendations are made, to assist integration and improve wellbeing.  相似文献

This article discusses the evolution of the Minnesota Parents’ Fair Share (MNPFS) program and to identify factors that have enabled the development of innovative practice in the delivery of a government sponsored human service program. The development and success of the MNPFS program is the result of utilizing contemporary models of shared leadership and enterprise management with committed frontline leadership from a variety of human service organizations. The MNPFS program is delivered and managed by frontline staff and leadership is shared by three Minnesota counties (Anoka, Dakota, and Ramsey) by staff from the courts, child support enforcement, income maintenance, and employment and training programs. Program services are targeted to unemployed or underemployed noncustodial parents whose children are on public assistance. The program is based on the assumption that children benefit when both parents contribute significantly to their children's economic and emotional needs.  相似文献
