The impact of terrorist events on attitude formation and change among mass publics has been well established in political research. Still, no individual-level study has examined the impact of terrorist attacks on political participation. This article aims to fill that gap. Drawing on theories of affect, it is predicted that fear stemming from a terrorist attack will increase motivation to seek out political information, yet will have a negative effect on actual participation. On the contrary, anger will hinder information seeking but will boost the intention to participate in political rallies. These hypotheses are tested using data from a two-wave panel study that collected one wave before and a second wave after the January 2015 Paris attacks, and from one cross-sectional study carried out soon after the November 2015 attacks.  相似文献

The theme of this article is political citizenship among people with disabilities. Political citizenship on the basis of gender and ethnicity has received attention internationally. However, there has been little attention on political citizenship of persons with disabilities. The article sheds light on political representation at the local level in Norway. The data used are from a survey sent to 767 political representatives in local politics and 50 administrative representatives. Our study shows that disabled people are under-represented in local political assemblies, and thus, their political citizenship is not fully acknowledged. We apply Fraser (N. Fraser, 1997. Justice Interruptus. Critical Reflections on the ‘Postsocialist’ Condition. New York and London: Routledge) concepts of redistribution and recognition to analyse the lack of representation of disabled people. According to the dimension of redistribution, the analysis shows that neither the physical conditions nor the organization of the different meetings is particularly well adapted for disabled people. The dimension of recognition shows that disabled representatives are expected to be more occupied with issues concerning disability than other representatives. The analysis also shows that over time it has become more important for elected disabled representatives to put issues concerning disability on the agenda.  相似文献

Indonesia is a country that implements a democratic political system. As such, the involvement of society in the political process becomes very important. The purpose of this article is to research the democracy and local political participation in Sumedang. The study uses qualitative methods with primary data obtained from field observations and direct interviews of several informants. Additionally, the researchers use secondary data as a complement to the analysis. The results of this study indicate that the community at the local level truly understands the importance of political participation. However, due to disappointment in government performance, a part of the community has become discouraged from participating in the political process conducted by local governments. Several factors hinder efforts to encourage political participation. These include limited access to political aspirations that are still rare and the process of political education that is still low.  相似文献

In the United States, active church membership among ethnic and racial minorities has been linked to higher political participation. In Europe, the influence of religious attendance on political mobilisation of ethnic minorities has so far been little explored, despite the heated public debate about the public role of religion and particularly Islam. This study uses the 2010 Ethnic Minority British Election Study to theorise the relationship between religious attendance and political participation of ethnic minorities in a European context and extend existing theories to non‐Christian minority religions. The article shows that despite a significantly different context in which religion's place in political life is more contentious, regular religious attendance increases political participation rates of ethnic minorities. Some possible explanatory mechanisms are tested and an important distinction is introduced between those mechanisms that mediate, and those that moderate the impact of religion. The study finds that British minority churches and places of worships vary in how willing and effective they are in politically motivating their worshippers, and concludes that this relates to the political salience of certain religions within the United Kingdom context.  相似文献

It is argued in this article that threatening stimuli affect political participation levels among non‐authoritarians more than among authoritarians. Focusing on socioethnic diversity, which is known to be particularly threatening to authoritarians and to relate negatively to political participation in the general public, analyses of individual‐ and macro‐level data from 53 countries is presented which supports this thesis. Participation levels among authoritarians are largely static, regardless of a country's level of socioethnic heterogeneity, while non‐authoritarians participate considerably less in countries with relatively high levels of socioethnic heterogeneity. This suggests that authoritarians participate to a proportionately greater degree in the most diverse countries.  相似文献

This article investigates whether the smaller gender gaps in political engagement, found in more proportional electoral systems, translate into smaller gender differences in political participation. Using data from the Comparative Study of Electoral Systems, it presents the argument that more proportional systems may send signals that multiple interests are included in the policy‐making process, which may increase women's levels of political participation and thereby reduce gender gaps. Additionally, the article tests for the possibility that a greater number of political parties and the elected representatives they provide act as barriers to political participation that have a greater impact on women's levels of participation than men's. It is argued that women's lower levels of political resources and engagement might create more difficult barriers for them than for men. Results lend little support for the first hypothesis, but a greater confirmation for the second.  相似文献

Over time, gender and politics research has made progress in identifying those factors that result in low numbers of women in political institutions and in making evidence-informed suggestions about how to ameliorate them. These factors include discrimination in party recruitment processes, male-dominated political culture and broader gender inequalities in society. In contrast, little is known about public opinion regarding these drivers of women's political under-representation, especially whether to who or what women assign blame for the under-representation of women in politics differs from men. This article provides the first discussion and analysis of blame assignment for women's numeric under-representation in politics. In doing so, it outlines and operationalises a framework that distinguishes between meritocratic explanations of women's under-representation, whereby the blame for women not holding political office in greater numbers is assigned to women themselves, and structural explanations, whereby social forces external to women are seen to result in their numeric under-representation. Cross-national data from 27 European countries is used to show that women are significantly more likely than men to assign blame for women's numeric under-representation to structural factors. The hierarchical nature of the dataset is exploited using multilevel models and significant differences in levels of structural blame assignment between countries is found as well as between-country variation in the probability of women assigning blame to structural explanations for women's under-representation. Finally, the category of structural explanations is disaggregated in order to assess their relative prominence and to provide strong corroborative evidence that women predominantly assign blame for women's under-representation to political culture over other structural blame factors. The article concludes with a discussion of the implications of the study's findings for policy makers contemplating the pursuit of gender equality policies aimed at increasing women's political representation and makes suggestions for the direction of future research in this area.  相似文献

This paper explores a major road to substantive representation in democracies, by clarifying whether demands of rich and poor citizens are taken up in the electoral platforms of political parties. Doing so constitutes a substantial broadening and deepening of our understanding of substantive representation – broadening the countries, issue-areas and years that form the empirical basis for judging whether democracies manifest unequal representation; and deepening the process of representation by clarifying a key pathway connecting societal demands to policy outcomes. The paper hypothesises that party systems in general will respond more strongly to wealthy than to poor segments of a polity. It also hypothesises that left parties will more faithfully represent poorer and less significantly represent richer citizens than do right parties. We find substantial support for these expectations in a new dataset that combines multi-country, multi-issue-area, multi-wave survey data with data on party platforms for 39 democracies.  相似文献

Past scholarship has documented that women tend to know less about politics than men. This study finds that political knowledge of one kind—knowledge about the actual level of women's representation—is related to support for having more women in office. Individuals who underestimate the percentage of women in office are more likely than individuals who know the correct percentage to support increasing women's representation. Meanwhile, individuals who overestimate the percentage of women in office are less likely to support increasing women's representation. Ironically, women are more likely than men to overestimate the presence of women in office. I also find that gender predicts support for having more women in office, with women more supportive than men. Women would be even more supportive of electing more women to office if they were as knowledgeable as men about the extent of women's underrepresentation.  相似文献

A strong link between citizen preferences and public policy is one of the key goals and criteria of democratic governance. Yet, our knowledge about the extent to which public policies on specific issues are in line with citizen preferences in Europe is limited. This article reports on the first study of the link between public opinion and public policy that covers a large and diverse sample of concrete public policy issues in 31 European democracies. The findings demonstrate a strong positive relationship and a substantial degree of congruence between public opinion and the state of public policy. Also examined is whether political institutions, including electoral systems and the horizontal and vertical division of powers, influence the opinion-policy link. The evidence for such effects is very limited, which suggests that the same institutions might affect policy representation in countervailing ways through different mechanisms.  相似文献

This article studies political participation in the context of decentralisation in Europe. Recent secession attempts demonstrate how the demand for decentralisation energises citizens. Yet the fact that decentralised institutions, initially, were endorsed to increase citizens’ participation is often neglected. In order to test this contention empirically, three theoretically informed arguments are developed, making use of the most recent data on regional authority for 282 regions in 20 European countries. Results of three-level hierarchical models lend support to the arguments. Regional self-rule increases probabilities to engage only in more demanding and less common forms of participation. It also acts as a political opportunity structure, moderating the influence of individual driving forces of participation. Participatory effects on protest activity, however, turn out to be endogenous, as the instrumental variable analysis indicates that decentralisation does not increase protest, but rather the reverse. These findings seem relevant to the current heated debates both on secession attempts and waning political involvement.  相似文献

The economic crisis that started in 2008 has negatively affected European nations to different degrees. The sudden rise in demonstrations particularly in those countries most hard hit by the crisis suggests that grievance theories, dismissed in favour of resource‐based models since the 1970s, might have a role to play in explaining protest behaviour. While most previous studies have tested these theories at the individual or contextual levels, it is likely that mechanisms at both levels are interrelated. To fill this lacuna, this article examines the ways in which individual‐level grievances interact with macro‐level factors to impact on protest behaviour. In particular, it examines whether the impact of individual subjective feelings of deprivation is conditional on contextual macroeconomic and policy factors. It is found that while individual‐level relative deprivation has a direct effect on the propensity to have protested in the last year, this effect is greater under certain macroeconomic and political conditions. Both significant results for the cross‐level interactions are interpreted in terms of their role for opening up political opportunities for protest among those who feel they have been most deprived in the current crisis. These findings suggest that the interaction of the contextual and individual levels should continue to be explored in future studies in order to further clarify the mechanisms underlying protest behaviour.  相似文献

This research examines in detail the structure of the issue public for health care reform, drawing from extensive, nationally representative survey data tapping general attentiveness to news and public affairs, specific interests in health care issues, and motivations (e.g., personal health and financial conditions) to follow health care reform issues. We furthermore adopt a multi-dimensional approach to defining the contours of the issue public for health care policy, separately studying its cognitive, affective, and behavioral underpinnings. Results indicate only weak interconnections across these dimensions—measured through health care knowledge, holding strong opinions on health care issues, and participation in health-related political activities, respectively—and somewhat different structural and motivational patterns underlying each. This paper seeks to test the view that the Internet will provide politicians and political parties with a means of directly communicating with electors, so circumnavigating the perceived bias of the mass media, and explores how the political use of the Internet will impact on campaigning, particularly at the local/personal level. The evidence surveyed shows that political use of the Internet is, despite the hype, still in its infancy, but that more extensive use will lead to changes in the style and mode of political communications. The Internet will eventually enable politicians and parties to address a mass audience in qualitative new ways, tailoring their message and information dissemination to individual and local concerns. But this will bring all the consequences of direct communication, such as increased workloads and the danger of atomising the political process. Politicians and parties may hanker for the days when the traditional mass media intervened in the process of political communications. Education plays an important role in the political, social and economic divisions that have recently characterised Western Europe. Despite the many analyses of education and its political consequences, however, previous research has not investigated whether government policy caters more to the preferences of the higher educated than to the preferences of the lower educated. We address this question using an original dataset of public opinion and government policy in the Netherlands. This data reveals that policy representation is starkly unequal. The association between support for policy change and actual change is much stronger for highly educated citizens than for low and middle educated citizens, and only the highly educated appear to have any independent influence on policy. This inequality extends to the economic and cultural dimensions of political competition. Our findings have major implications for the educational divide in Western Europe, as they reflect both a consequence and cause of this divide.  相似文献

Against premature claims about the declining political relevance of social class in post-industrial democracies, recent research indicates that class continues to be a relevant determinant of political preferences. In post-industrial societies ‘old’ class divides on economic issues coexist with ‘new’ class alignments on cultural topics. While there is cumulated evidence of social classes’ distinct placement on these issues, this paper argues that the strength of class divides depends on the extent to which these issues are politicized by political parties. Studying preferences on economic and cultural issues (attitudes towards redistribution, immigration, gay rights and European integration), this study shows that class divides in preferences are context dependent. The multilevel analyses drawing on data from the European Social Survey and the Chapel Hill Expert Survey for 27 European democracies demonstrate that classes’ differences in preferences are accentuated on issues strongly contested and emphasized by parties, and mitigated on issues where party conflict is weaker. Adding to recent literature on parties and class conflict, this study identifies another stage at which parties can affect the strength of class voting. The varying strength of class divides across contexts also has implications for parties’ ability to garner support beyond a single class. This becomes increasingly unlikely in contexts of high issue politicization.  相似文献

Abstract

The news media’s ability to mobilise citizens to participate politically by emphasising elite conflict in politics is not well understood. This article argues that citizens may gain knowledge when exposed to conflict news framing. It further theorises that whether they translate their knowledge into political participation is conditioned by their orientation towards conflict. Individuals who avoid conflict participate less frequently than individuals who do not. The proposed moderated mediation process was tested using a content analysis of news media coverage and a three-wave panel survey (n?=?2,061). Results show that the effect of exposure to conflict news framing on (changes in) political participation is positively mediated by knowledge. This mediation effect is moderated by conflict avoidance, where the effect is more positive among conflict non-avoiders than conflict avoiders. This study shows that understanding the news media’s mobilising effect on political participation requires attention to both news content and individual motivational factors.  相似文献

Recent decades have witnessed increased empirical and policy interest in children’s citizenship, particularly since the ratification of the United Nations Declaration of Children’s Rights. However, support for children’s active citizenship is often hindered by the pervasiveness of discourses that characterise children as innocent, developing, and free from responsibility. Public and governmental decision-making largely excludes children’s consultation and contributions, often determined by age alone. To quantifiably assess the amount of public support for children’s political participation, we commissioned a Likert scale survey question on degrees of support for children and youth (across four age groups between 3 and 18 year olds) having the opportunity to influence government decisions, in the Australian and New Zealand 2016 versions of the International Social Survey Programme (ISSP). Analysis of responses to this question in relation to demographic survey data indicate variation in preferences for different age groups, and that age, gender, and political party preference of respondents were variables of significance for both nations. These variables point to potential predictors of attitudes toward political participation of children and youth which have relevance for policymakers and educators in relation to provision of programmes that will increase the engagement of children and youth in government decision-making.  相似文献

High public interest today in political communications such as ‘spin’ and in political participation such as electoral turnout suggests that there may be value in exploring the processes by which political messages are produced and consumed, and their inter‐relationship with participation. It may be that what citizen‐voters think of message production influences how they consume political news and publicity (through observing and evaluating), and that the propensity to political participation is subsequently affected. This paper offers a model which traces the production of political communications, starting at their origins in the political class, and flowing via traditional political journalism or controlled media and new media to citizen‐voters who both observe and evaluate them (ie consume them) before, during and after making any political choices. It is hypothesised that the observation and evaluation of message production and content by political consumers influences both their types and levels of participation. Research of this nature into political organisations is relatively rare. Similarly, there is little evidence of investigations into other aspects highlighted in the model: attitudes of the political class towards political communications, the production of political communications before they reach the media and how they are received by the media, and their consumption by citizen‐voters in relation to the propensity to participate in politics.
