跨境数据流动是全球数字经济的重要基础,也是全球治理的新兴议题。在数字经济发展和东盟区域一体化的趋势下,东盟从统筹数字经济发展与数据保护入手,着眼于提升东盟国际竞争力和话语权,制定并完善跨境数据流动治理机制。这一机制的构建始于新加坡对数据保护规制的探索,基于东盟个人数据保护框架,在东盟数字一体化总体框架下制定数字管理框架,并以“东盟示范合同条款”和“东盟跨境数据流动认证”两大关键手段促进机制落实。该机制具有灵活性、包容性和指导性的特征,有利于促进东盟地区数字经济发展,降低谈判成本与合规成本,获得更多全球竞争优势。对于中国而言,在与东盟跨境数据流动治理机制合作对接方面具备可能性和可行性,需要充分认识和评估东盟机制对世界数字治理的影响、对地区数字经济秩序的挑战,推动中国与东盟之间的数字经济合作。  相似文献

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects.  相似文献

ABSTRACT

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. The education and training of international public managers is a powerful mechanism for policy learning and transfer. In a way similar to the globalization of MBA studies, which has contributed to the international diffusion of Western derived management concepts, a number of countries are investing in overseas training programs for their public servants to bring back international “know how” and good practice. Although this practice has been coterminous with the expansion of relatively easier and affordable international travel, policy learning activity in the area of administrative reform appears to have intensified.

Though largely undocumented, the UK has witnessed a sharp increase in the number of cohorts of Chinese civil servants arriving to enroll in short courses. Many of these courses are conducted outside the University system and are arranged and hosted by independent organizations. Despite this being a growth industry, the impacts are unclear and raise a number of questions, such as, what is being learned about UK public administration and how much of it is being transferred back to China? What is it about UK public administration that has particular appeal to China? Although training and development may have a multiple agenda, the assumption is that its primary purpose is to facilitate knowledge transfer. This article sets out to understand whether this recent trend constitutes an agent of international policy transfer between Britain and China. To do this, the article analyses the nature of policy learning from the UK within a cohort of senior Chinese public servants.  相似文献

The Contingent Valuation Method (CVM) is an economic analysis tool used to measure the utility of producing of public goods, based upon individual’s declared preferences. The public decision-maker is thus able to arbitrate between the expenditure to be made. The approach has been deployed in a centralist conceptual plan, leaving little room for citizens in the decision-making process and it has been undermined by the rise in power, notably in Europe, of multi-level governance. The decision-maker is no longer alone in this process and public decision-making must operate on the basis of common views adopted by various levels of government that should also establish much stronger links with the citizen-users of public goods. This article analyzes the operational impact of Citizen Advisory Committees (CAC) as participative tools of CVM that result in an effective cooperation between the various public actors and the civil society in public decision-making.  相似文献

This paper analyses the relationships between HIV/AIDS and education taking into account the appropriative nature of child income. Using a theoretical model, we show that considering remittances from one’s child as an insurance asset can reverse the usual negative relationship between disease prevalence and educational investment. This prediction confirms the results of an empirical study conducted on data compiled from the Demographic and Health Survey (DHS) database for 12 sub-Sahara African countries for children aged between 7 and 22-years-old. Using regional HIV prevalence as a measure of health risk, we find that the ‘sign of the slope’ between health risk and the enrolment of children is not constant. Splitting the data based on expected remittance patterns (for example rural versus urban), we obtain that the effect is most likely driven by household characteristics related to child income appropriation.  相似文献

Abstract

The new concept of social responsibility is strongly linked to the idea of the social enterprise as a living system, that is, a system capable of regenerating itself by producing “knowledge” and “trust” resources. Nevertheless, these resources can only spring from a tight relationship with the reference environment in which the enterprise operates. This paper aims at making some first considerations on the relationship between social responsibility and the environment, and upon how the environment may develop in symbiosis with the “living company.”  相似文献

The article examines some conceptual and practical tensions related to the application of the external governance framework to the European Neighbourhood Policy (ENP) in less motivated states, such as Belarus. First, it critically analyses the foundations of the external governance framework – from M. Smith's perspective – in order to suggest that the failure of the ENP to legitimize in Belarus should not be solely attributed to the vices of Lukashenko's regime. Second, it argues that an understanding of specifically Belarusian ‘boundaries of order’ – geopolitics and culture – is essential for tailoring a more nuanced policy that will be able to accommodate the needs and interests of ‘less motivated’ ENP partner states. In conclusion, it is suggested that a new policy framework – of extended partnership – should be more technical and less political, based on horizontal networks of cooperation rather than on hitherto hierarchical governance by conditionality that has found little appeal in the less motivated neighbourhood. The demographic diminution and the special economic situation in the East necessitate flexible strategies that make use of all available on-site resources. This includes taking into account economic concerns in governmental and developmental strategies for the public sector as well as improved integration of ‘active citizens’, for whom the government must provide adequate basic parameters in order to assure lasting and effective participation. In this context, the following article presents the findings of a study on East German municipalities that clarifies the obstacles and specific potentials of a stronger cooperation between the various societal sectors that is characterised by trisectoral governance.  相似文献

This article argues that in order to take into account changes in the governance era, performance assessment at the local level may well have to be refocused. Researchers will have to reconsider their strategies. They should consider the governance character of public administration and pay attention to co-operative settings and democratic aspects. In addition, researchers should think not just about gathering facts about the performance of local government, they should also try to contribute to a learning process. This paper presents a new strategy for assessing the capacity that local governments have to get things done. This strategy acknowledges the governance context of local authorities and casts a keen eye on the way local governments fulfil their functions and aim to involve various stakeholders. The evaluation of this assessment strategy shows its relevance, although minor improvements could be made.  相似文献

Australia–Asia relations are inextricably bound up with the development of notions of statehood and citizenship. The argument advanced here is that the way a state acts within the international community markedly determines how it relates to its own citizens. Here we suggest that the continuing and politically resonant idea of Australia as a ‘middle power’ is a crucial thread that links the international and national dimensions of citizenship building. From the very beginning of Federation, the contingent sovereignty of the new Australian Commonwealth in the imperial order became necessarily entangled with debate over national political institutions and citizenship building. Long after the end of the British Empire, the notion of middle power politics has determined the nature and shape of citizenship building. These statecraft projects of ‘citizenship building’ are profoundly shaped, determined and reinforced by the institutions and policies of regional engagement. We explore this framework through three critical junctures of domestic and external policy: 1. the emergence of dominion status on the basis of a common racial and cultural identity within the empire in the first half of the century;

2. the developing notion of a good international citizen during the Hawke and Keating period;

3. the invocation of Australian values by John Howard.

This essay analyzes Colombian foreign policy over the last three decades with specific emphasis on Bogota's peace diplomacy from 1978 up to 2000 in the context of an ongoing and degrading internal war. Initially, it assumes a modified realist perspective that links international relations with domestic structures. Then, the text defines three models of Colombian peaceful diplomacy according to the purposes, the means, and the rationales employed by the administrations that covered the above-mentioned period. After empirically evaluating the governments of Presidents Turbay, Betancur, Barco, Gaviria, and Samper and the first two years of the presidency of Pastrana, the article concludes with an assessment of the country's peace diplomacy and its impact on internal violence and instability. The foreign policies of the six different mandates show that Colombia never developed an overall, consensual state strategy towards peace, that the multiple peaceful diplomacies were partially successful in terms of sustaining the political regime and that, notwithstanding the latter, the successive governments failed to achieve a genuine resolution to domestic war. Finally, the article calls for a serious, active, and simultaneous state foreign policy and citizen's diplomacy in favor of peace.  相似文献

The Culture of Peace News Network, an internet news service, is analyzed in the framework of a general approach to education for a culture of peace. Its format reflects the eight program areas for a culture of peace as adopted by the UN General Assembly. Among its other operating principles are universality of news with all cultures and regions of the world given equal priority, requirement that reflection be accompanied by action and that news should be positive and open to debate, that ‘slow news’ is as important as ‘fast news,’ and that readers should participate by writing as well as reading. The Network has yet to achieve its goal of forcing commercial media to consider actions for a culture of peace as newsworthy, but it is suggested that this will depend on the growth of the global movement for a culture of peace which remains rather small at the present time.  相似文献

The standardization of work processes is a common feature of the public administration, aiming at both efficiency and equal treatment of citizens. Combining this standardization with employee motivation is considered a challenge. This challenge is explored, based on a survey to 261 social insurance officers (SIOs) at the Swedish Social Insurance Agency. Results reveal that, contrary to expectations, 73 per cent of these officials perceived the standardized protocols as supportive, rather than burdening. Justifications were codified in order to identify factors affecting these attitudes. Four categories emerged. These factors are discussed and it is concluded that the standardization of work increased professional status, by providing with legitimacy and authority. However, in order to ensure compliance and increase professional status, better opportunities for officials to influence protocols and contribute to the shared knowledge base are required.  相似文献

Nowadays, local authorities face a number of problems that are related to the global economic crisis. For every government, the idea of measuring authorities’ performances and transferring funds based on this estimation seems to be a solution for their sustainable development. In this article, we introduce a methodological framework for measuring the performance of local authorities based on the (a) quality of services offered, (b) complexity of operational procedures, and (c) cooperation with the central governance.
