This article analyses the implementation of managerial ideas in Kazakhstan using the case of a combined public service delivery called “One Stop Shops”. Several public services are provided in a single building rather than different government offices in a business-like style of service delivery and in a modern physical environment. The service integration policy is an attempt of Kazakhstani government to improve the quality of public services and reduce corruption. Some positive progress in improving the accessibility of public services has been noted. However, as this article argues, the country-specific model of “alternative-access” service delivery was not able to implement in-depth changes in the work of the public sector and improve service quality. Implementation of the managerial ideas has been limited and constrained by the institutional framework and culture prevailing in the Kazakhstani bureaucracy. The main conclusion is that the governments of transitional countries need to critically analyze the pros and cons of the new policies and reflect on their cultures before making further steps to adopt Western managerial initiatives.  相似文献

How does the territorial distribution of political and economic resources within national polities influence politics and policy making? This article examines the electoral dynamics of market reform in Argentina between 1989 and 1995. It provides insights into the way that the distribution of economic and institutional resources in federal systems shapes policy making and coalition building options for reformist governments. The electoral viability of the governing Peronist Party during the economic reform period was facilitated by the regional phasing of the costs of market reform. Structural reforms were concentrated primarily on economically developed regions of the country, while public spending and patronage in economically marginal but politically overrepresented regions sustained support for the governing party. Statistical analyses contrast patterns of spending and public sector employment in “metropolitan” and “peripheral” regions of the country during the reform period, as well as the social bases of electoral support in those regions. A conceptual distinction between “high-maintenance” and “low-maintenance” constituencies is also introduced to shed light on the dynamics of patronage spending in contexts of market reform.  相似文献

In both developed and developing countries, governments finance, produce, and distribute various goods and services. In recent years, the range of goods provided by government has extended widely, covering many goods which do not meet the purist's definition of “public” goods. As the size of the public sector has increased steadily there has been a growing concern about the effectiveness of the public sector's performance as producer. Critics of this rapid growth argue that the public provision of certain goods is inefficient and have proposed that the private sector replace many current public sector activities, that is, that services be privatized. Since Ronald Reagan took office greater privatization efforts have been pursued in the United States. Paralleling this trend has been a strong endorsement by international and bilateral donor agencies for heavier reliance on the private sector in developing countries.

However, the political, institutional, and economic environments of developing nations are markedly different from those of developed countries. It is not clear that the theories and empirical evidence purported to justify privatization in developed countries are applicable to developing countries.

In this paper we present a study of privatization using the case of Honduras. We examine the policy shift from “direct administration” to “contracting out” for three construction activities: urban upgrading for housing projects, rural primary schools, and rural roads. The purpose of our study is threefold. First, we test key hypotheses pertaining to the effectiveness of privatization, focusing on three aspects: cost, time, and quality. Second, we identify major factors which affect the performance of this privatization approach. Third, we document the impact of privatization as it influences the political and institutional settings of Honduras. Our main finding is that contracting out in Honduras has not led to the common expectations of its proponents because of institutional barriers and limited competitiveness in the market. These findings suggest that privatization can not produce goods and services efficiently without substantial reform in the market and regulatory procedures. Policy makers also need to consider carefully multiple objectives at the national level in making decisions about privatization.  相似文献

This paper analyzes the transformation of the signifier “corruption” in the Albanian public sphere during the period 1991–2005 from a discourse analysis approach. The aim is not to trace corruption in its presence and consequences, but to show how different articulations of corruption supported different agendas. More specifically, this paper aims to show how the corruption discourse that dominated Albanian public discussion during the period 1998–2005 served to legitimize a neoliberal order by articulating corruption as inherent to the public sector and to state intervention in the economy. This meant that corruption could be eliminated through neoliberal policies such as privatization and deregulation. Through a discourse analysis of corruption it is possible to politicize the concept of corruption instead of reducing it to a static and inherent feature of Albanian culture and society.  相似文献

This article addresses the relevance of public sector motivation (PSM) among unemployed workers. Despite the growing research interest among many public management and human resource management (HRM) scholars in employment choice, efforts to understand the “working minds” and motivational factors among the unemployed in their pursuit of a future career choice have been almost non-existent in HR scholarship in the public sector, which is critical considering the growing number of unemployed workers both domestically and internationally. Using data from the International Social Survey Program (ISSP) on Work Orientation modules in 1997 and 2005, this article examines the effects of public service motivation and rewards-based motivation on career decisions among the unemployed in seven countries. Findings indicate that while PSM and extrinsic rewards are positive and significant predictors of choosing to work in the public sector, intrinsic rewards were shown to be in a reversed relationship. Results also indicated that respondents whose previous jobs ended either in dismissal or due to family responsibilities were less likely to choose employment in the public sector compared to those whose previous job ended primarily due to retirement. Abstract

A causal association was found between higher levels of corruption and lower levels of satisfaction with local and national governments. However, interaction term analysis provides suggestive evidence that: first, as public service satisfaction increases, the effects of corruption change from negative values to positive values for both local and national governments; second, as political situations improve, the negative effects of corruption diminish for both local and national governments; and, third, as the economic situation improves, the negative effects of corruption diminish for local, but not for national governments.  相似文献

From an international perspective, a relationship between public sector transparency and better economic and social outcomes is something that is increasingly acknowledged. In terms of lack of transparency in budget reports both bureaucratic model and fiscal illusion theory have been argued as explanations. To assess transparency in budget practices we analyse to what extent a sample of 41 countries are meeting OECD requirements according to its Best Practices for Budget Transparency document (OBP). We find an average OBP fulfilment of 56.4 per cent. Transparency is negatively correlated with corruption and positively correlated with economic development. Countries receiving external financial and technical support meet fewer OBP recommendations than countries not receiving it. Considering the political framework, both progressive and conservative governments reach similar transparency levels. OECD members do not significantly fulfil more OBP suggestions than non‐members. In respect of 4 variables: transparency, corruption, democracy and development, four clusters of countries arise: top‐performing, low transparency‐developed, low transparency‐developing and worst‐performing.  相似文献

Public employment is a dynamic field of study, buffeted by the ever-changing and reforming public sector environment and by external events such as changing demographics and the global financial crisis. This first article to the special edition on contemporary public sector human resources provides a broad overview of recent developments, starting with the nature of public sector reforms and proceeding with analysis of the far-reaching effects on public employment. For many western countries, this has led to a hybrid model of old and new practices, with many internal contradictions and a confusing array of accountabilities. The new arrangements led to a de-privileging of public servants through reductions in merit and tenure. They also reduced the institutional capacity of central personnel institutions to co-ordinate and monitor public employment and public management. The article proceeds with a review of the implications of these changes in the face of new challenges such as skills shortages and economic pressures. This overview provides a backdrop for the variety of articles presented in the special edition.

Economic theory as well as conventional wisdom from corruption-ridden countries suggest that low wages among public employees lead to corruption, but cross-sectional empirical research has largely failed to confirm this relationship. In this article, we investigate the relationship between experiences of corruption and wage levels for public sector employees, utilizing both objective and expert survey data, with global coverage. The statistical analysis shows that higher wages, as compared to the average wage in the country, is associated with less corruption. There is also some support, but weaker, for the hypothesis that corruption increases when wages fall below subsistence levels.  相似文献

Experience in a number of developed and developing countries has shown that E-Governance initiatives can promote greater transparency with the goal of cutting corruption. This article examines perceptions of public service delivery in Fiji to explore the potential of E-Governance to cut corruption and improve governance. Based on a survey of community perceptions and a review of selected literature it suggests that service-delivery oriented IT initiatives can contribute to an effective, multi-pronged strategy to cut corruption in the Fiji public sector.  相似文献

Most developed countries continue to experience problems with malfeasance and corruption, making accountability a fundamental concern of the public government. Still, the mechanisms which ensure accountability are not given. This article explores two different and apparently conflicting principles of accountability in public organizations: “Professionalism” based on values and internalized incentive structures and “Managerialism” based on externalized incentives and hierarchy. The empirical analysis is based on a comparative survey among local government leaders in Sweden and Norway. The analysis shows that both professionalism and managerialism are regarded as important means for accountability and tend to be understood as complementary more than competing principles.  相似文献

Many developing countries are constantly seeking to reform their public services as part of a wider agenda which supports moves to a market economy and better governance arrangements. Some have embraced public management reforms as the template for their activities with limited success. This paper considers existing research on the impact of public sector reform in developing countries and offers an alternative approach, through case studies of Azerbaijan, Georgia and Kazakhstan, based on two keys elements: an agenda which attempts to shift developing countries to an outcomes based accountability approach operationalized through a “quality of life” framework; and, peer‐to‐peer learning.  相似文献

The notion of service can encompass much more than the basic duties of obedience, loyalty, trust, and courage directed solely to some higher secular authority. It can also encompass a duty to a “common good,” a “good society,” a “public,” or a people. If public service is to be viewed as an integral component of our democratic political system, the ethical-moral values of faith, hope, and love must be recognized as the critical impulses which energize a life dedicated to the service of democracy. But such an approach is very different from the current focus of democratic ethics. In particular the love ethic inevitably moves on a collision course with many of our basic canons of public sector management such as the concept of formal, institutionalized, bureaucratic authority, the notion of detached, dispassionate, objective neutrality, and the almost absolute emphasis placed on rational, routinized, programmed behavior.

To labor in the service of democracy is to recognize that all of us are called, in one way or another, to be watchmen, sentinels, or prophets of others. It is a recognition of the fact that a life in service of democracy is a life of constant instruction, giving and receiving knowledge about right conduct in the formation of one person's character by another, and in the acceptance of another's guidance in one's own growth. In a word, society is dependent on the career professionals in governments at all levels to lead it to a new value vision of the common good. As a first step in this direction, public administrators must be willing to confront the suppressive and debilitating constraints which currently are being imposed on bureaucracy from all directions, and to reaffirm the values and virtues inherent in the notion of service which have unified the ethical forces of democracy so well in the past.  相似文献

Over the recent decades decentralisation has been an influential process for public sector reform. Like many countries in Southeast Asia, the Philippines and Thailand have experienced a transitional period of decentralisation since the 1990s, but its corresponding results are considered to be poor, allowing for an increase in corruption associated with local elites and other interested parties. This article addresses the problem by focusing on Human Resource Management (HRM), with an emphasis on recruitment and selection in decentralised local governments, as there exists limited research in this area. Despite similar outlook of decentralisation reforms in these countries, the comparative analysis will illustrate differences in HRM policy arrangements between the central and local government, which reflect on the roots and backgrounds of the reform initiatives in each country. Moreover, empirical case observations at the local level from four case cities will present positive HRM practices, as well as the negative ones. Such evidence cannot be explained by contemporary theories on decentralisation, most of which doubt feasibility of the reform in developing countries.  相似文献

What determines a government’s level of public goods provision? Most scholarship tends to focus on the “demand side” of public goods provision, highlighting how varying patterns of social preferences shape the provision of public goods. In an analysis of municipal hospitals and infant health clinics in Germany’s 84 largest cities in 1912, this article uses an original dataset to test a variety of hypotheses to introduce an alternative logic centered around the institutional capability of local governments. The findings suggest a supply-side theory of public goods provision in which the fiscal resources of cities and the professionalism of local government officials are important determinants of the level of public goods. The implications of these findings are two-fold: first, in federal political systems, highly capable local governments—with resources, expertise and professionalism—might represent a “decentralized” or “bottom-up” path for achieving higher overall levels of state infrastructural power in a political system. Second, public health threats might serve as a crucial trigger for the development of local capacity and hence state infrastructural power more broadly.  相似文献

State and local governments commonly use a variety of incentives to encourage economic development and business retention. Policies which include economic development incentives are commonly criticized as being ineffective and wasteful uses of public funds. This paper addresses the issue of wastefulness through a business community's assessment of the relative value of eighteen incentives commonly used for business retention and development. Results are based on survey responses from nearly 700 businesses located in Wichita, Kansas. This study illuminates differences in value assigned to incentives by different types of business. Findings indicate that state and local governments that offer incentives without consideration of business type are in many cases delivering “windfalls” to the private sector. Even such highly touted incentives as property tax abatements are not valued equally by all types of businesses. This paper provides state and local governments with an improved understanding of business investment motivation and the relative value of different incentives to effective economic development policy.  相似文献

Decentralization of authority from central government to sub-national governments is an important part of modern public sector reforms and has been the primary contribution to public sector reform in Denmark and the other Nordic countries. On the assumption that political and administrative actors are authority maximizers, the paper analyses how national and sub-national actors react to these decentralization goals, and the extent to which they are implemented. The analysis points to the importance of both institutional and power variables. It concludes that dynamic change can take place in a public sector which is characterized by strong corporatist and multi-level institutions, such as in Denmark.  相似文献

Corruption is an especially serious problem for all countries, and has damaging effects on sustainable economic growth. Although there is a significant relationship between corruption and public expenditures, the degree and way of this relationship is changed according to countries. The main objective of this article is to analyze the relationship between corruption and the level and composition of public expenditures, using data from 21 countries which are classified as countries in above and below average corruption perception indices. In empirical analysis, panel data were used in modeling of the effects of corruption on public expenditures. The empirical results show the findings support the hypothesis that the composition of public expenditures has an important element on corruption for countries.  相似文献

During the past two decades, the public bureaucracy in Malaysia has undergone substantial reforms. Broadly aimed at excellence in the public service, these recent reforms are in many respects similar to those introduced in other countries under the new paradigm of “managerialism”. This article analyses the present trends of reforms in Malaysia and comments on some concerns and emerging issues. It shows that while these reforms have generally improved the delivery of public services, public administration in Malaysia continues to suffer from such problems as a weak system of accountability, growing incidence of corruption and mismanagement, absence of decentralisation and community participation, and non‐enforcement of rules and regulations.  相似文献

Since the 2007 federal election, the Australian government has implemented a plethora of new programs, many with dual economic and social objectives. A significant number of these initiatives have not only proved unsuccessful, but have also been criticized for their implementation and subsequent administration. This paper examines the Building Education Revolution Program, which commenced in 2009 with the objective of stimulating employment growth and improving school infrastructure, through the analytical prism of the government failure paradigm as well as the literature on “hollowing out” and decentralization. It is argued that the BER Program represents a “case study” of how governments should not pursue large-scale public expenditure programs.  相似文献
