The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

The relationship between state and non‐state actors has been the subject of extensive debate within the governance literature. During this time two influential but very different accounts of governance have emerged: a society‐centred account which talks of governance without government and a state‐centric perspective which maintains that governance largely occurs by and through governments. There are of course alternative and more nuanced positions on offer. These two have nevertheless served to frame the debate around governance by engendering a zero‐sum understanding of the relationship between state and non‐state actors which obscures the way in which the presence of non‐state actors can enhance the policy capacities of state actors and vice versa. The Forest Stewardship Council (FSC) has been lauded as an exemplar of governance without government and has indeed, on occasions, had to overcome the indifference or even outright hostility of governments. But the society‐centred account does not do justice to the range of very different and sometimes mutually beneficial relationships between the FSC and state actors.  相似文献

Marshall Dimock's considerable intellectual contribution rested on naturalistic foundations. The character of these foundations can be illustrated by considering his personal commitment to living in harmony with nature and his affinity for naturalistic philosophy. This foundation led him to challenge dominant organizational theory and conventional professional norms. His later scholarship emphasized naturalistic principles as a corrective for the crisis of the American state. This scholarship outlined a minimal administrative state that relied on the virtues and creativity of the citizenry and counseled against the heavy-handed administrative professionalism inherent in a service state.  相似文献

One of the main issues for Latin America now that it is entering a new period of economic growth is the process of speeding up social development to catch up with economic trends. This may be seen by some as a highly profitable investment, but by most as a moral obligation. A long history of exploitation and the most recent decades of misgovernment have provoked a legacy of social injustice and disparities incompatible with the region's economic potential.

Structural adjustment policies impose a significant reduction in the size of governments which have shown an unequivocal tendency to retreat from their responsibilities regarding the social sector. Current trends of the new world order raise many concerns regarding the social perspectives of the less privileged layers of the population.

Besides the new economic opportunities, redemocratization of the region has led to a new socio-political environment in which paternalistic patterns have given way to a more participatory and mature relationship between government, civil society and business.

The so-called third sector has become of increasing importance and is growing rapidly in most countries. Business is also assuming new roles in terms of its responsibility towards social development. There is a change in culture and there are new opportunities to develop innovative forms of participation. The retreat of the State is opening up a new niche for the third sector and business to establish partnerships that can speed up social development without the risks of the heavy paternalistic and patronizing influence of governmental branches. Overall, one can observe a shift in responsibilities. Partnerships will involve the three actors, with government participating heavily in financing the operations of the third sector, while business lends its’ efficiency as well as material resources.

The business sector in Latin America is rapidly learning the social responsibility of participating in community initiatives and the benefits that such an approach can bring. Foreign companies have played an important role in bringing new values, strategies and experience of this participation. Local businessmen are adopting these values and adjusting them to their realities. The new economic and political environments have created a new sense of citizenship and there is an observable advance in the approach that business is taking in relation to the potential of its participation and of its responsibilities regarding social growth and development.

Corporate philanthropy -- or community relations, or corporate citizenship, as the local culture prefers to call it -- assumes several forms. Grantmaking is still the least frequent as companies prefer to maintain tighter control over the use of resources, either by operating their own projects in a joint effort with target communities, or by establishing partnerships with small organizations of the third sector. Stimulating volunteer work of their employees is also a form of participation.

More recently, in countries like Argentina, Brazil, Colombia and Mexico we have witnessed the emergence of associations of grantmakers and philanthropists, similar to those of the United States. Through these organizations, corporations, corporate foundations and independent foundations can share their experiences and values, coordinate their efforts and exert influence in the social and political environment.  相似文献

The nature of work and traditional notions of the public sector have been changing with increasing collaborative governance and delivery of public services among public, private and voluntary sector organizations. In the UK, governments at national and devolved levels of government have adopted collaborative governance for service delivery through various networks and partnerships. This article explores collaborative governance from a gender perspective, specifically the perceptions of women in public–private–voluntary sector partnerships. While previous research in this area has explored aspects of collaborative governance such as power, trust, accountability, decision‐making, performance, exchange of information and participation, there is very little research on women within these networks. The article therefore provides a gendered analysis, disaggregating survey data to better understand the dynamics, for women, of collaborative governance and partnerships among public, private and voluntary sector organizations.  相似文献

Abstract

This article examines the relationship between government performance and quality of life in the American states. We contend that the management capacity of state governments should have direct, tangible impacts on the overall social and economic well‐being of state citizenry. In order to test this idea, we examine the influence of state management capacity (using the 1999 Government Performance Project grades), alongside other economic and political variables, on two prominent measures of state quality of life—The Morgan Quitno “Most Livable State” Index and State Policy Reports' (SPP) “Camelot Index.” We find that both state economic conditions and governmental policy priorities have significant impacts on state performance levels. But, our results clearly indicate that the management capacity of state governments also contributes directly to improving the overall quality of life for state citizens.  相似文献

Forging partnerships for development is one of the eight Millennium Development Goals. While faith-based organisations (fbos) are receiving growing attention within development policy as important non-state service providers, they are assumed to be less conducive to forging partnerships with governments or development organisations than secular ngos due to their allegiance to specific religious beliefs. Analysing the dynamic of engagement between the state and madrasas (the most prominent fbo in the Muslim world) in six countries across two geographical regions—the Middle East (Egypt, Syria, Turkey), and South Asia (Pakistan, India, Bangladesh)— the paper counters the assumption that fbos are less likely to enter into negotiations, demonstrate flexibility, and engage in the strategic bargaining often involved in forging such partnerships. Like ngos, fbos respond to socio-political and economic incentives and enter into a variety of relationships with the state, ranging from co-operation to conflict. The defining feature in building a cooperative relationship is the level of trust between the negotiators on the two sides.  相似文献

This analysis examines the effects of political culture on the nature and practice of professional local government management by comparing the structures, responsibilities, and relationships of city administrative executives in the democratic countries of the United States and Norway. The findings suggest that, despite fundamental differences in societal institutions and settings, American and Norwegian city managers serve similar roles in their respective local government organizations. However, the notable variations in the processes of municipal management identified between the two nations appear to reflect the contextual influence of divergent political foundations on the operational environment of professional public administrators.  相似文献

In this article we break new ground by investigating cooperative agreements in urban development services, which include urban development, housing and sanitation for small local governments in Brazil (i.e., those with fewer than 20,000 residents in 2013–15). We find that public expenditure on urban development can be explained by both horizontal (intermunicipal cooperation) and vertical (public–public partnerships) cooperation. Regarding the impact of public sector cooperation on public expenditure, our results show that housing and sanitation services are less costly under intermunicipal cooperation. By contrast, urban development services are less costly when local authorities do not cooperate with other public entities. For public–public partnerships (with the state or federal government) cooperation leads to an increase in public funding, which implies that cooperative agreements might not lead to lower public expenditure. The findings in this article provide useful empirical insights into the administrative reorganization of Brazilian local government.  相似文献

The relationship between the length of tenure of elected heads of local governments (HOLG) and performance of local governments remains ambiguous, with few empirical studies on it. Korea presents a compelling case in that it has limited HOLG to serve only three consecutive terms based on the untested belief that longer tenures have a negative effect on local governments. To address these gaps, this study applies the fixed effect panel model, using the Korean government data from 2008 to 2014. Our findings reveal a negative relationship between tenure length and efficiency, particularly among local governments demonstrating a low level of efficiency. The relationship between the length of tenure and integrity is also negative, especially among local governments with low levels of integrity. However, given that these relationships disappear when factors specific to local governments are controlled, our findings should be interpreted cautiously.  相似文献

Multisectoral partnerships with local government have emerged as a strategy for solving ‘wicked’ problems in communities, although research about these types of public–private partnerships is limited. Available evidence suggests that differentials in power and status, value bases and perspectives on priorities have been problematic in partnership building with community. This paper examines the role of local government as the funded, lead organisation, in a public–private partnership for planning, designing and constructing a business accelerator in one of Australia’s growth regions. Partnership scope, role and outcomes were measured against a conceptual framework mapping success indicators. Findings show core principles for successful partnership were achieved and supported by the role, capacity and commitment of local government to forming strong working relationships with consortium partners. Relationship building and commitment to collective project outcomes were pivotal to success. Further research is needed to assess whether emerging trends hold and consolidate over time.  相似文献

Partnerships in international migration governance promise a cooperative approach between countries of origin, transit and destination. The literature has generally conceptualised migration partnerships as a policy instrument. This article suggests that understanding the broader transformations taking place in international migration governance under the rubric of partnership demands a novel analysis. Using a governmentality perspective, I interpret migration partnerships as an instance of neoliberal rule. Focusing on the convergence of international migration governance between the international realm and the European and North American region in particular, I demonstrate that the partnership approach frames international migration governance so as to enlist governments, migrants and particular experts in governing international migration, and invokes specific technologies of neoliberal governing which contribute to producing responsible, self-disciplined partners who can be trusted to govern themselves according to the norms established by the partnership discourse. The partnership approach is not a mere policy instrument; it goes beyond the European region and has become an essential element of the governance of international migration.  相似文献

For years, studies of state formation in early and medieval Europe have argued that the modern, representative state emerged as the result of negotiations between autocratic governments in need of tax revenues and citizens who were only willing to consent to taxation in exchange for greater government accountability. This article presents evidence that similar dynamics shaped the formation of Somaliland's democratic government. In particular, it shows that government dependency on local tax revenues – which resulted from its ineligibility for foreign assistance – provided those outside the government with the leverage needed to force the development of inclusive, representative and accountable political institutions.  相似文献

This article provides a critical overview of Public-Private Partnerships (PPPs) in Russia and Kazakhstan and examines the rationale underpinning such partnerships. The analysis discusses the reasons why governments in Russia and Kazakhstan focus principally on concessions as a form of PPP and goes on to provide a critical assessment of the key approaches and situational factors relating to concessions in these two countries.

The article finds that external globalization impulses pressed Russia and Kazakhstan to align their policies and institutions with western orthodoxy and perceived international best practice. An ever-increasing emphasis on use of PPPs has been a key feature of this alignment. However, the governments of Russia and Kazakhstan have increasingly resorted to concessions as progress with the development and implementation of Western style PPP models has stalled. This article concludes that the governments of Russia and Kazakhstan have demonstrated an overly optimistic approach to PPP and as a result may have substantially understated their overall concessional risks and costs. Features of Russian and Kazakhstani PPP arrangements such as ambiguity in output specification and extensive reliance on government subsidies, combined with lack of expertise of private partners, may significantly decrease concession benefits.  相似文献

The past 20 years have witnessed ongoing endeavors researching the factors that influence the implementation of performance budgeting. While various factors have been identified, the effort to build frameworks is still lacking. This research proposes a framework to study the nature of relationships among various political, economic, legal, and organizational factors with performance budgeting, as evidenced in US state governments. We found that the presence and the characteristics of the legal foundation, managing for performance, shared responsibilities with the legislature, and capacity building are the most important factors. The environmental factors, however, are not statistically significant.  相似文献

This analysis examines the issues of state and federal responsiveness and state and local government capacity from the perspective of county officials. Using data from a national survey of county administrators, elected executives, and commission chairpersons, the study finds that county officials are: (1) very confident of their own capacities to respond to local problems, but not as confident of local fiscal capacities; (2) very concerned about the responsiveness of state governments, particularly state legislatures, to local needs; and (3) not confident of the responsiveness of federal government to local needs either, but desirous of federal fiscal support. The assessments of state responsiveness appear related to state efforts to expand the policy making, taxing, and borrowing authority of their county governments.  相似文献

This paper discusses the components of local government budget processes and their relationship to fiscal stress. While many cities and counties are suffering from stressful fiscal situations, leading in some cases to bankruptcy filings or other severe measures, their budgets have to be balanced, unlike the federal government and some state governments. Using survey data from a large number of jurisdictions, this paper shows how local governments have developed budget processes which respond to these changing fiscal situations. Governments use computers, collect and analyze many different types of information, and use budgetary information for other management purposes in order to improve productivity. Budget processes are providing good information to local government decision makers which is helping them respond constructively to the fiscal crises of the 1990s.  相似文献

Seeking to address inefficient and costly infrastructure delivery, governments over the past two decades have turned to public–private partnerships (PPPs) to build and operate infrastructure. The key characteristic of PPPs is the outsourcing and ‘bundling’ of project delivery components (for example, design, build, finance, operate), structured to incentivise the builder-operator to incorporate long-term operating cost considerations in the design and construction phases of a project and reduce coordination costs. This article reviews the benefits and drawbacks of PPPs and the experience to date, focusing in particular on developing economies. Relative to traditional procurement, PPPs are complex, and require governments to anticipate and plan for contingencies and conduct monitoring and enforcement of long-term contracts. We argue that institutional capacity is a key determinant of PPP success and in mitigating potentially welfare-reducing contract renegotiations evident in the Latin American experience.  相似文献

In the economic literature concerning the money and capital markets of less developed countries, one half‐truth has persisted, namely that L.D.C. governments face a long and difficult task if they attempt to create bill markets. This paper presents a startling bit of counterevidence from Colombian experience, where a functioning government bill market arose almost before the government was aware that it was issuing bills. The implication is clear: it is only difficult to establish bill markets when the effort consists of the attempted creation of an artificial demand for bills at unrealistic interest yields. Finally, it is argued that L.D.C. governments may not have been foolish in so long ignoring the virtues of functioning bill markets.  相似文献

The article introduces the theoretical perspective on gradual institutional change to the corporatization literature. This is achieved via a longitudinal case study on the institutionalization of the Danish state guarantee model (SGM) for transport infrastructure based on archival document studies of seven infrastructure projects and 31 interviews with elite actors and experts. The article explores with a detailed analysis how the gradual change mechanisms of layering, conversion and displacement coexist, are interrelated, and are coevolving over a long period. It contributes to the corporatization literature presenting the SGM as an alternative to public and private partnerships and government agencies.  相似文献
