This paper discusses the notion of 'environmental rights and duties', looking at the points of conceptual convergence of the perspective of sustainable development and the perspective of rights, duties and citizenship. It points to show that the introduction of environmental issues in considerations about citizenship implies a paradigmatic shift in the conception of citizenship towards a global (vis-a-vis nation state), collective (vis-a-vis individualistic), and positive (vis-a-vis negative liberal) framework. Conversely, bringing a citizenship perspective into the environmental debate implies a human-centered view of the environment. The key question is, in consequence, under what conditions is it possible to talk about 'environmental citizenship'? What would its meaning and content be?  相似文献

Do more rules improve overall policy performance? To answer this question, we look at rule growth in the area of environmental policy from an aggregate perspective. We argue that impactful growth in rules crucially depends on implementation capacities. If such capacities are limited, countries are at risk of ‘empty’ rule growth where they lack the ability to implement their ever-growing stock of policies. Hence, rules are a necessary, yet not sufficient condition for achieving sectoral policy objectives. We underpin our argument with an analysis of the impact of a new, encompassing measure of environmental rule growth covering 13 countries from 1980 to 2010. These findings call for ‘sustainable statehood’ where the growth in rules should not outpace the expansion in administrative capacities.  相似文献

This article seeks to promote an integrated approach to the study of citizenship policies, which pays due attention to their potential impact on migrants whose self-recognition are formally delimited by legal definitions. Through a novel approach that makes use of naturalisation processes as an empirical entry point into the narratives of citizenship embraced by Turkish migrants, this article investigates the role of dual citizenship policies in three European countries: Spain, the Netherlands and the UK. The evidence from the sample group displays a process of ‘self-bargaining’ prior to the naturalisation decision, which calls into question the link established between legal and emotional bonds of citizenship. The Dutch example demonstrates how Turkish migrants cope with the ban on dual citizenship by downplaying the identity-conferring role of citizenship status. This leads to a decoupling of legal and emotional aspects of citizenship and thereby to the adoption of a thin sense of citizenship. While Spain represents an in-between case that has a tolerant implementation despite a de jure ban, the British example shows how the process of ‘self-bargaining’ can result in the widening of emotional landscape, when dual citizenship is allowed. A thick sense of citizenship is therefore not only preserved but it can also be extended to the citizenship of the country of residence.  相似文献

Several European countries of immigration have recently introduced citizenship ceremonies on either a mandatory or voluntary basis. Yet, little is known about how the target group for such ceremonies experiences them, and to what extent citizenship ceremonies achieve their goals of contributing to a greater sense of belonging. In this article, we analyse interviews with more than 50 newly naturalised Norwegian citizens about their reasons to attend or to not attend the voluntary ceremony in Norway. We find little resistance to the idea of citizenship ceremonies. For some participants, the ceremony seems to have great emotional value; the majority, however, chooses not to participate.  相似文献

Democratic theory and prior empirical work support the view that political participation, by promoting social integration and pro-social attitudes, reduces one’s propensity for anti-social behavior, such as committing crimes. Previous investigations examine observational data, which are vulnerable to bias if omitted factors affect both propensity to participate and risk of criminality or their reports. A field experiment encouraging 552,525 subjects aged 18–20 to register and vote confirms previous observational findings of the negative association between participation and subsequent criminality. However, comparing randomly formed treatment and control groups reveals that the intervention increased participation but did not reduce subsequent criminality. Our results suggest that while participation is correlated with criminality, it exerts no causal effect on subsequent criminal behavior.  相似文献

  • In this developmental article, the authors outline a five‐stage system to classify levels of relationship engagement (LRE) between firms and government actors when developing their political‐market strategies (PMS) as part of a wider stakeholder management programme. In an attempt to develop the research agenda in this increasingly important area, the authors propose a set of hypotheses to drive forward the research agenda. Overall, we argue that firms can develop PMS into a dynamic capability but further research is needed to determine whether or not the capability developed is first or second order (i.e. contributing to other sources of competitive advantage).

Abstract

This article aims to compare discourses about national and European policies on active citizenship and democratic participation, with a particular focus on youth and migrants. For this purpose we analysed official documents of public institutions and nongovernmental organizations (NGOs) in order to assess how the process of Europeanization has influenced national policies with regard to increasing political participation and citizens' civic awareness. Additionally, we conducted interviews with policy makers and NGO leaders in order to integrate and compare different levels of discourse and thus identify potential dissonances. Analysis of the documents shows that there is a strong concern to match national policy priorities with those established by international organizations. Notwithstanding positive perceptions, NGO leaders and policy makers criticize the ways policies have been implemented, stressing the need to adopt a strategy that bridges the gap between the prescribed and the real, as well as the importance of overcoming the hegemony of economic factors in policy decisions. In this regard, NGO leaders criticize the cynicism of political leaders and policies motivated by demographic and economic concerns. In relation to European identity and integration, NGO leaders argue that Europe must be collectively constructed; yet, policy makers stress that the failure of the Constitutional Treaty in 2005 resulted from a deficit in the negotiation process. In sum, this article suggests that it is necessary to promote greater involvement of civil society in the design and implementation of policies which, in turn, may contribute to the strengthening of shared democratic principles.  相似文献

ABSTRACT

The concept of migration and development (M&D) and practices in that area have lain on many countries’ political agendas for decades, with no clear focus or coherent strategy knitting together the various stakeholders working in the sphere. This article analyzes the main conceptions of M&D in the discourses and practices of Spanish NGOs and compares them with the focuses that have arisen in the academic sphere, for a look into primarily five issues: whether NGOs have their own focus on the migration-development nexus or are swayed by public institutions’ guidelines; whether NGOs steer their actions more toward preventing and restricting migration or toward promoting development; whether NGOs also consider potential effects on development in receiving countries; whether NGOs entertain the idea of participatory actions where immigrant persons hold centre stage; and whether NGOs fulfil their civic and political function as a propounding force to contribute to democratic governance in migration matters.  相似文献

Social scientists generally begin with a definition of citizenship, usually the rights-bearing membership of nation-states, and have given less attention to the notions of citizenship held by the people whom they study. Not only is how people see themselves as citizens crucial to how they relate to states as well as to each other, but informants' own notions of citizenship can be the source of fresh theoretical insights about citizenship. In this article I set out the four notions of citizenship that I encountered during interviews and participant observation across two contrasting regions of Mexico in 2007–2010. The first three notions of citizenship were akin to the political, social and civil rights of which social scientists have written. I will show that they took particular forms in the Mexican context, but they did still entail a relationship with nation-states – that of claiming rights as citizens on states. But the most common notion of citizenship, which has been little treated by social scientists, was of civil sociality – to be a citizen was to live in society, ideally in a civil way. I argue that civil sociality constitutes a kind of citizenship beyond the state, one that is not reducible to the terms in which people relate to states.  相似文献

This article aims to discuss whether there is such a thing as citizenship performed at the level of the sub-state region and, if so, how this can be studied. It is suggested that aspects of citizenship should be studied not only in the context of sub-state administrative units, but also in the context of more loosely interconnected functional economic regions. The main argument for this is that, although there is no ‘contract’ between the polity and the citizen in these functional regions, they are often highly politicized spaces, governed by coalitions of public and private actors whose actions can be of considerable importance for those inhabiting them. It is also suggested that, in the absence of formal rights and institutionalized relations between citizens and polity, we need to explore how ‘citizens’ and ‘citizenship’ are conceptualized by the polity in these regions more broadly. The article focuses (a) on the conditions for citizenship in the functional region and (b) on those discourses of citizenship that emerge under the conditions identified. A tentative conclusion is that, in the absence of formal citizenship rights connected to the functional space, a discourse about citizens and citizenship has emerged, which is focuses solely on citizens' capacity to contribute to economic growth.  相似文献

This article reviews existing literature on the construction of cultural citizenship, and argues that cultural citizenship expands the concept of ‘citizenship’, promotes citizens' consciousness and ensures the protection of minority rights. Since the 1990s, three cultural policies have arisen related to cultural citizenship in Taiwan: ‘Community Renaissance’, ‘Multicultural Policy’ and the ‘Announcement of Cultural Citizenship’. ‘Cultural citizenship’ has expanded the concept of citizenship in two ways. First, it has led to the consideration of the minority rights of Taiwanese indigenous peoples, the Hakkas, foreign brides and migrant workers in ‘citizenship’; and second, it has placed emphasis on ‘cultural rights’ in addition to civil rights, political rights and social rights. This article begins by exploring what approach to cultural citizenship is used in cultural policy, and what approach is suitable for practising cultural citizenship in Taiwan. I argue that minority groups practise their cultural rights with the public participation of Community Renaissance. Taiwan's case bears out Stevenson's view: a society of actively engaged citizens requires both the protection offered by rights and opportunities to participate. Finally, this article shows the challenges and contradictions of cultural citizenship in Taiwan: the loss of autonomy and the continuation of cultural inequality.  相似文献

This article explores the possibilities for new forms of ‘digital citizenship’ currently emerging through digitally supported processes of narrative exchange. London: Sage; Dahlgren, P. 2009. Media and Political Engagement. Cambridge: Cambridge University Press.) circuit of ‘civic culture’ as a model for exploring the interlinking preconditions for new acts of citizenship, we discuss the contrasting outcomes of research at three fieldwork sites in the North of England – educational (a sixth form college), civil society (a community reporters' network) and social (a local club). Each site provided clear evidence of the elements of Dahlgren's circuit (some depending on the intensive use of digital infrastructure, others predating it), but there were also breaks in the circuit that constrained its effectiveness. A crucial factor in each case for building a lasting circuit of civic culture (and an effective base for new forms of digital citizenship) is the role that digital infrastructure can play in extending the scale of interactions beyond the purely local.  相似文献

Pilot and demonstration (P&D) projects are commonly deployed to catalyze early adoption of technology but are poorly understood in terms of mechanism and impact. We conceptually distinguish unique functions of pilots and demonstrations, then examine whether they accelerate adoption in the case of green building technology. To identify effects on adoption, we develop a difference-in-difference-in-differences strategy, exploiting variation in timing, location, and technologies of green building P&Ds. Results indicate local quarterly green building adoption rates double following completion of a P&D project. Further analyses examine mechanisms driving this effect. The results suggest green building demonstration projects create learning externalities, proliferating technology diffusion in local markets and through building owner networks. Together, these results suggest that investments in P&D projects by public and private actors can lower costs for subsequent adoption.  相似文献

This paper departs from the contested nature of the border that separates each side in secessionist conflict – the parent state considers this as an internal administrative line; the de facto state, conversely, sees this as an international border. The argument made builds upon the theoretical aspects of the bordering practices in the current literature, and then examines three cross-border cases – Mainland China-Taiwan, Cyprus-Northern Cyprus and Moldova-Transnistria, to demonstrate different patterns of cross-border interactions and their achieved outcomes. It questions why border-crossing practices have either brought about normalization in degrees, or with a questionable value? This paper makes the conclusion that although border-crossing practices have normalized relations between adversaries, they have also simultaneously brought along self-perpetuating separation as most of the divisions still persist today. Redefining borders and facilitating cross-border interactions has only had a limited contribution to conflict management.  相似文献

The ability of the civil service to act as a reservoir of institutional memory is central to the pragmatic task of governing. But there is a growing body of scholarship that suggests the bureaucracy is failing at this core task. In this article, we distinguish between two different ways of thinking about institutional memory: one “static” and one “dynamic.” In the former, memory is singular and held in document form, especially by files and procedures. In the latter, memories reside with people and are thus dispersed across the array of actors that make up the differentiated polity. Drawing on four policy examples from three countries, we argue that a more dynamic understanding of the way institutions remember is both empirically salient and normatively desirable. We conclude that the current conceptualization of institutional memory needs to be recalibrated to fit the types of policy learning practices required by modern collaborative governance.  相似文献

Charlie Hebdo, a synonym for the universal cause of liberty and freedom of the Press, gained international attention after the terrorist attack of January 2015. However, Charlie Hebdo through its particular humour, which is both culture-bound and ideology-oriented, triggered anger and indignation, mainly after the publication of cartoons portraying little Aylan, the symbol of refugees’ tragedy, and in particular, the one which depicted him as “an ass groper”. This article sets out to investigate from a cross-linguistic and cross-cultural viewpoint reactions that the most controversial cartoon triggered, while considering both the socio-political context of the event and examining the crisscrossing and competing narratives it gave rise to. In doing so, the study draws heavily on the narrative theory of translation [Baker, Mona. 2006. Translation and Conflict: A Narrative Account. London: Routledge, Baker, Mona. 2007. “Reframing Conflict in Translation.” Social Semiotics 17 (2): 151–169, Baker, Mona. 2010. “Narratives of Terrorism and Security: ‘Accurate’ Translations, Suspicious Frames’.” Critical Studies on Terrorism 3 (3): 347–364] and uses concepts and methods from Critical Discourse Analysis, and semiotic approaches to cartoon translation. Working with a trilingual corpus composed of articles from various French, English and Greek online newspapers and blogs, it first delineates the theoretical framework, the methodological approach applied and then it proceeds with the analysis of stancetaking as deployed in headlines and examines from a contrastive viewpoint the competing translational narratives in English and Greek data.  相似文献

This might suggest that a capitalcity is more attractive than other cities because of thecapital city function. In the paper, we test this hypothesis bylooking at employment growth in a sample of capital cities.Employment growth might indicate outmigration from the politicalhinterland and immigration into the capital city. Specifically, welook at a sample of regional capitals that consists of West-Germancounty seats. These county seats underwent reform in the latesixties and early seventies.
