How accurate is it to speak of a Polish russophobia today? The historic view of Poland as the easternmost bulwark of Western Christianity has involved an ‘othering’ of Russia that may be less salient following Poland's membership in the European Union. Elite and citizen attitudes towards Russia since 2004 are analysed and, in particular, the impact of the nationalistic policies of the Kaczyńskis promoted between 2005 and 2007 is assessed. Data indicate that Poles' attitudes have shifted from a fear of foreigners, including Russians, in part because of an increased sense of collective security, in part because of newfound economic confidence. The 2010 Smolensk air disaster that resulted in the deaths of many Polish leaders has been a valence issue in Polish domestic politics, but has generally advantaged politicians opposed to fanning fears of Russia. Since 2007, the two Tusk-led governments have registered Poles' mixed attitudes towards Russia more faithfully than the Kaczyńskis' leadership did. This has served as the basis for engaging in more cooperative foreign relations with Russia.  相似文献

Although much has been written on the Sri Lankan state's civil war with the Liberation Tigers of Tamil Eelam (LTTE), less has been said about how the conflict's dynamics evolved. How did the parties come to utilize the methods they did? Why did the war become so brutal, characterized by a predisposition toward extreme violence on both sides? Using the typology of “dirty war,” this investigation seeks to address such questions, demonstrating how the strategic choices of the main belligerents shaped the conflict. The analysis shows that while the conflict emerged out of deep-rooted social and ethnic divisions, these factors do not account for how the war came to be defined so comprehensively by the methods of dirty war. It finds that dirty war developed from a sporadic tactic to advance political goals to dominant military practice by a reciprocal process of escalation that eventually internalized dirty war as the accepted mode of strategic communication.  相似文献

Increasing attention has been drawn to the risk posed by air pollution, a risk that has wide-ranging effects (on the environment, health, the economy, culture, urban design and politics). New environmental movements and political agendas have emerged in the past 10 years. A growing number of social groups have been formed to express their concerns and challenge established laws and rules. This paper will borrow Ulrich Beck's concepts of risk, reflexivity and sub-politics to analyse the new social movement that addresses air quality in Hong Kong. While previous environmental problems were considered manageable, air pollution is a risk that seems to defy solution. As a result of the institutional failure to deal with this risk, there has been a new alignment of interests and the emergence of a new form of politics—a sub-politics that leads to a sharing of power between established and informal politics, and the government and society. Although established political institutions have been receptive, altering the rules and increasing public participation, the extent of sub-politicization is still limited. This is due, in part, to the overall absence of reflexive self-regulation among individuals in the society, which might lead to a state of ‘disorganized irresponsibility’.  相似文献

This article examines the self-positioning of the three Baltic states in international politics in relation to the major structural pressures challenging the status quo of the transatlantic security configuration. The constitutive role of the Russia-Georgia war of 2008, the global economic recession, the debt crisis in the eurozone, and the shifting policy preferences and force projection of the United States towards Asia are explored as the key sources of the emerging Baltic security predicament. The empirical conclusions of the poststructuralist discourse analysis conducted for this study demonstrate how the Baltic states, in particular Estonia, have recently come to redefine the contents of ‘new’ Europe, thereby shifting the extant fault lines within the European Union.  相似文献

安全概念及其适用范围是国际关系学界长期以来争论的焦点之一。冷战结束后,传统安全的边界被打破,非传统安全领域议题越来越多地占据国家安全和国际关系议题的中心地位。国家行为体追求绝对安全状态和无节制扩充安全议题,可能造成资源的错配和浪费,导致国内政治的保守化和国际交往的封闭趋向,最终反而不利于实现安全目标,从而掉入“泛安全化陷阱”。当前,国际上少数国家表面上以“国家安全”为由干扰国际合作,实则推行单边主义和保护主义政策,对全球多边主义秩序规则、国际合作、大国关系造成严重冲击,其消极影响不可低估。党的十八大以来,中国的安全体系和能力建设取得了重要成就,形成了总体国家安全观的理论体系。作为新兴大国,中国同时面临复杂的安全形势和较大的发展压力。中国应以总体国家安全观为指导,理性平衡好安全与开放、发展之间的关系,审慎塑造安全议程,防止落入“泛安全化陷阱”。同时,中国在国际上应坚决反对滥用安全概念的行为,在新兴全球性议题上高举合作旗帜,推动经济全球化和国际关系民主化的持续发展,积极推动国际安全治理机制改革和创新,为构建人类命运共同体凝聚广泛共识和作出积极贡献。  相似文献

Al Qaeda has crafted a successful media strategy that is adeptly suited for the war of ideas against the United States. Osama bin Laden and Ayman al-Zawahiri have demonstrated a great ability to lead plural groups and exploit innovation with the use of technology. This article explores how they have connected with diverse audiences around the world with a constant message. The repetition of their platform themes and use of “message projection opportunities” demonstrate a great understanding of human nature, marketing strategy, global media, and world politics. In line with Prospect Theory, bin Laden and Zawahiri's messaging strategy emphasizes stemming losses over solidifying gains. Only through a better understanding of Al Qaeda's media strategy and all of its strengths, weaknesses, and idiosyncrasies can the United States truly recognize what it is up against and begin to construct an effective and comprehensive counter strategy.  相似文献

Abstract

This article asks, ‘How are femininities constructed in resisting the “war on terror” and with what implications for women's agency and the conceptualisation of gender?’ It examines the under-studied gender logics of non-violent resistance to the ‘war on terror’ by focusing on a series of conferences held in Cairo, between 2002 and 2008, uniting opposition to imperialism, Zionism, neoliberalism and dictatorship. Whereas much feminist scholarship conceptualises sex–gender difference within patriarchy as the major source of women's subordination, women speakers at the Cairo conferences erased patriarchy as a source of subordination and valorised sex–gender difference as a source of agency in resisting the ‘war on terror’. Femininities were constructed against the dominant narratives and practices of the war on terror through the representation of national/religious or class differences. These ‘resistance femininities’ represent strategically essentialised identities that function to bridge differences and mobilise women against the ‘war on terror’.  相似文献

What are the analytical benefits of using the security vocabulary when addressing issues of human well-being? And to what extent can a security framing of these issues be useful in the normative and political sense – that is, when making judgements about existing policies and when formulating and implementing alternative ones? This article uses the case of food security to engage with these questions. It argues for a shift away from conceptual fine-tuning of what food security should mean and towards an appreciation of how security functions as a political modality. Whilst acknowledging that this modality can work to encourage international conflict, enable governmental control and empower global capitalism, the idea that security has an inherent logic which denies progressive politics is refuted. Drawing on the idea of emancipation in critical security studies, and applying it to empirical examples from contemporary Brazil, it is shown how food security can help expedite action to address harm and vulnerability, reinforce the public sphere and widen the scope of social concern.  相似文献

This article critically details the strategies and ideologies that inform three key post-9/11 volumes on the politics of terror, war making and national security in the USA. These texts, by renowned American ‘masters of statecraft’ Robert Kaplan, Victor Davis Hanson and Michael Ledeen, encourage the USA's political and military leadership to embrace terror and violence and to be continuously at war against alleged American enemies. The article argues that these writings are representative of what French post-structuralist and gender scholar Julia Kristeva has called abjection. Indeed, these literatures require their readers to be one with hatred and destruction, and to violently reject anything that appears to be un-American. Their ideologies—which have been immensely influential in post-9/11 American national security circles—aim to prepare and condition American citizens for years of ongoing violence, war and possibly terror. They encourage hatred towards enemies that may not even have been named yet. By openly propagating these kinds of discourse, these scholars' texts render the prospect for peace (in Iraq, the Middle-East and everywhere else) in the 21st century ever more difficult to achieve.  相似文献
