Abstract.   This article addresses the general notion that bureaucrats may oppose the introduction of reforms in the public sector, and that their views concerning reform will differ from that of politicians. Such a situation may create a sense of conflict between the two spheres, but different views on public sector reform can also follow other conflict dimensions. Two such dimensions are outlined: the one between political parties, and the one between a political-administrative elite and a group of more peripheral politicians and administrators. The hypotheses set forward are tested by comparing local authority politicians' and administrative leaders' views on public sector reform. The data does not support the notion of general conflict between politicians and administrators, or that of conflict of interest between an elite and a more peripheral group. In general, politicians and administrators have rather similar views, but there is a wide difference between political parties. The administration places itself somewhat in the middle between political extremes, being moderately positive towards most reforms.  相似文献

The public sector in Africa is riddled with widespread ineffectiveness. Although some countries have implemented various reform programmes with the support of international development agencies, the results so far have been disappointing. One reason for the failure is that the policies have focussed more on achieving macroeconomic stability than making the organisations effective. This article explores a fundamental problem of the policies—the need to focus on the human component of organisational performance. Using education and health organisations in Ghana as examples, the article advances a hypothesis that the livelihood strategies of public sector employees and the performance of their organisations are interconnected. Specifically, it is argued that as public sector employees have become more dependent on multiple sources of income, they have developed multiple social identities, which influence the culture of their organisations. The organisational culture may have encouraged employee effectiveness in some cases, but for most organisations, it has resulted in practices that perpetuate inefficiency and poor performance. This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values. 随着我国改革开放的深入和社会主义市场经济体制建设的日益完善,传统公共行政的那种僵化的、等级森严的官僚制式的观念正在被新的政府公共管理理念所替代。本文透析了我国政府在进行行政管理改革的进程中所暴露出的一系列有关政府公共管理事务能力、国民素质、非政府组织、政府外交管理事务、政府行政改革滞后于经济改革等方面的问题。最后认为,当前我国应该采纳新的政府公共管理理论,重塑公共政策的价值起点,加快新一轮的政府体制和职能改革,早日使我们的政府变成真正的“统一、高效、公正、廉洁”的政府。  相似文献

The article argues that explanations of problematic governance are institutional rather than organizational and have their roots in the deep structures of society. Bangladesh is used as an exemplar for such analysis, deploying the notion of the institutional responsibility square comprising four institutional domains of state, market, community and household. A prior or ‘total institution’ metaphor is used to describe the ways in which different classes are obliged to pursue their livelihoods, entrapped within the problematic social embeddedness of these four institutional domains. The article develops this argument via three themes: permeability between these domains (i.e., blurred moral boundaries between public and private behaviour); problem of legitimation of public institutions, given this permeability; and the incorporated rather than independent characteristics of civil society, thus limiting optimism about its potential to create reform. Nevertheless the article offers a strategic agenda of institutional improvement (i.e., escape from the prison) based on the principles of shifting people's rights from the problematic, uncertain informal sphere towards the formal realm. This paper contributes to the study of public value management (PVM). PVM is distinguished from other approaches to public administration in its focus on establishing community networks and collaborative capacity building for the creation of public value. We explore PVM through a case study of a public–community sector partnership strategy called the positive behaviour framework (PBF), a state government initiative designed to transform services for people with disabilities. The development and implementation of the PBF is analysed via a transitional change or ‘sector awareness’ model. Each phase of the model is illustrated through ‘positive stories’ that depict key moments in the change process and in the activities that public sector managers employed to raise awareness, build capacity, and promote collaboration. We discuss the implications of the study for disability sector change management and for the further study of the PVM approach to public sector administration.  相似文献

To enhance the capacity of public institutions in Ethiopia and to create an ideal environment for investment and economic growth, the public sector has gone through a series of reform processes including the civil service. This article attempts to assess the outcomes of the Public Sector Capacity reform, based on a small‐scale survey conducted in two ministries. The survey, which was conducted between March and May in 2005, reveals a notable transformation of service delivery in each organisation. Very high levels of user satisfaction and spectacular improvements in performance were also recorded as a result of the introduction of business process reengineering (BPR). Although the change process in both organisations tended to be sluggish, these improvements appear to be outstanding within the context of Ethiopia's system of public administration. However, one challenge will be for the government to maintain the momentum of reform and to cascade BPR and other elements of the reform to other divisions, departments and work units in the government. Putting in place incentive schemes and an appropriate monitoring system should protect the reform from backsliding. Despite the pessimistic accounts of public sector reform in African countries, this article reveals that there are positive findings of interest to the field of development administration. The public policy process in Australia is changing towards a more interactive, collaborative model, where governments seek to develop partnerships with civil society and private sector organisations to manage complex policy challenges. This article discusses research conducted into a project implemented by a Victorian government department that sought to involve stakeholders in addressing natural resource management issues in the agricultural sector. The research revealed that public administration practices associated with the new public management approach impeded the ability of the project to facilitate participation by diverse stakeholders in the decision‐making process. The article challenges the view that the discourse of collaboration and community engagement takes public administration down a constructivist path and suggests that agencies need to become reflexive about the way in which public administration practices are constitutive of the community engagement process if they are to facilitate genuine participation of other stakeholders.  相似文献

The 1997 British election marks a major change in British government. Eighteen years of Conservative rule had brought about growing inequality and social division and have generated powerful demands for new directions in public policy, especially in the areas of welfare and public administration. On welfare state reform Labour is constrained by election promises to restrain taxation and public expenditure. New Labour ministers influenced by the New Right have in any case largely rejected traditional social democratic redistributive strategies and are seeking instead new ways of reducing welfare dependency.
The virulent spread of quangos at all levels of government and a marked increase in the centralisation of power in Whitehall have given a new impetus to demands for constitutional reform. Labour's response to these demands is a major program of regional devolution, House of Lords reform and open government measures.

Reform is never far from the centre of public administration practice and scholarship. In this article Doug McTaggart, the chairman of the Queensland Public Service Commission, and Janine O'Flynn, from the University of Melbourne, explore the challenges of reform and the state of play. McTaggart, who was a commissioner on the Queensland Commission of Audit, sets out the case that business as usual will no longer suffice given the range of challenges faced by governments. He sets out to explain how we ended up in our current state and what needs to happen to repair it, drawing on deep experience in the practice of reform. O'Flynn positions reform as one of the central questions in public administration and management and makes the case for rethinking reform conceptually to drive change in practice. In doing so she points to our weaknesses in determining whether reform fails or succeeds and makes the case that, until we rethink reform, business as usual might be all we end up with. McTaggart and O'Flynn bring together the expertise of practice and academia to bring new insights in this persistent challenge of public administration, and raise a series of questions for debate.  相似文献

Conscious pursuit of public goals is the essence of public policymaking. Policy process involves among other things activating and mobilizing various administrative elements such as authority, structure, resources, procedures, and relations. Rationality requires that these elements become continuously restructured, revamped, and realigned in order to maximize the goal effectiveness of policy. The effort to gear administrative elements to the achievement of deliberate policy goals is administrative reform. This is a continuous and prevasive process.Now the crux of administrative reform is innovation, that is, injection of new ideas and new people in new combinations of tasks and relationships into the policy and administration process. This is, however, not an automatic process. It requires strategy in order to facilitate its adoption and diffusion throughout the public organization.The purpose of this paper is to examine the relevance of innovation theory to administration in developing countries in general and administrative reform in particular and then to devise a heuristic matrix of administrative reform strategy that brings to the fore innovational leadership and environmental factors.  相似文献

The Global Forum on Reinventing Government has made government reform and new forms of comparative public administration and politics global issues. Since the forum was initiated in the United States in 1999, it has been held in locations around the world with broad representation. Yet the proceedings of these forums have not been fully reported to the international public administration community. This paper reports on the ideas on reinventing governance that emerged from the Sixth Global Forum. Many of the participants in the forum came from developing countries, so the paper also provides ideas and points of view on governance that are beyond the mainstream literature in this area.  相似文献

Both internationally and within Australia public policy is experiencing a rush back to the idea of community. After 15 years of discourse about the new public management and economic rationalism a much older discourse is slipping back into public policy. It is a normative discourse about changing relations between state democracy, market capitalism and civil society in which the idea of community is a central ‘new’ relation used to manage both state and market failures. Already new policy tools emerging from this discourse can be seen with innovations based on concepts such as partnerships, place management, and a raft of community consultation mechanisms. Much of the rhetoric about community as a new foundation for public policy, however, remains confused. The result is a muddle of ideas in which this potentially useful concept is in danger of becoming just another public policy reform fad. This article looks at what policy makers are saying about community, identifies problems in this current usage and offers ways of thinking about community with a view to establishing its policy utility.  相似文献

Abstract

The widely held belief that decentralization of public services would reduce the fiscal burden of deeply indebted states led a large number of developing countries throughout the 1980s and 1990s to embark on devolution and public sector reform. Among the responsibilities that have generally been devolved are the provision and support of drinking water facilities. There is, however, a substantial cross-national difference in implementation records of public service devolution. This paper argues that state-building legacies, which shaped the capacity of local governments and the opportunity structure of local governments to cooperate with indigenous communities, explain this variation. This argument is analyzed in the context of devolution of water supply in Ghana and Senegal. The analysis shows that the weak capacity of local governments is compensated in Ghana, but not in Senegal, through co-optation of historically strong traditional authorities into local governance structures.  相似文献

A government's budget represents a statement of its priorities. During the past 25 years, the international community has recognized that gender equality is essential for sustainable economic growth and full social development, and it has called upon nations to use their budgets to promote genderequitable resource allocation and revenue generation. More than 60 countries have answered this call by implementing gender-responsive budgets at the national and subnational levels. However, gender-responsive budgeting is virtually unheard of among public finance scholars and U.S. public administration scholars and practitioners. Here we define gender-responsive budgeting, discuss the need for it, describe the lessons learned, and discuss its potential as a budget reform. We hope our commentary will bring gender-responsive budgeting into the mainstream of research in the U.S. public administration community and into the practice of government budgeting.  相似文献
