The article offers a genealogy of ‘deliberative governance’ in the EU—an important contemporary discourse and practice of ‘throughput legitimacy’ within that setting. It focuses on three key episodes: the late 1990s ‘Governance’ reports of the European Commission's in‐house think‐tank, the Forward Studies Unit (FSU); the Commission's 2001 White Paper on Governance; and the EU's ‘Open Method of Coordination’, which emerged in the 1990s and was widely studied in the early and mid‐2000s. The genealogy serves to highlight the particular intellectual lineages and political contingencies associated with such a discourse and in so doing points to its exclusive potential in both theory and practice. In particular, the article argues that it excludes, on the one hand, those championing the enduring sociological and normative importance of the nation state and an associated representative majoritarianism and, on the other hand, those (excessively) critical of a functionalist, neoliberal, market‐making status quo.  相似文献

Despite criticism, global biofuel production continues to rise, using primarily food crops. Between 2001 and 2012 it increased nearly six-fold, driven primarily by domestic policies, yet raising strong international concerns, eg over impacts on global food prices. Nevertheless, little international biofuel governance has emerged. This article examines the various extraterritorial dimensions of domestic biofuel policies and investigates why international biofuel governance has remained vague, despite its controversial nature. It uses the politics of scale to analyse why countries may wish to frame it as a global or domestic issue. Three extraterritorial dimensions are identified: global environmental impacts, global socioeconomic impacts, and attempts at extraterritorial control over biofuel production abroad. While major producers have successfully avoided liability for impacts by preventing the scaling up of much biofuel governance to the international level, major importers have tried to fill perceived governance gaps using policies aimed at extraterritorial control. We show that both the rise of nationally oriented development policies with extraterritorial impacts and of unilateral sustainability rule making primarily affect weaker countries, making global inequalities more pronounced. It is essential that adaptation governance take into account both environmental and global socioeconomic changes, such as higher agricultural commodity prices.  相似文献

This paper discusses practices and paradigms that expatriate and national humanitarian aid workers use to deal with major problems they encounter in their daily work. It views ‘Aidland’ as an arena where different actors encounter, negotiate and shape the outcome of aid. One of the main findings is that there are consistent differences in the way expatriate and national aid actors perceive problems in their field, as well as in the way they respond to these issues. The paper shows that these perceptions often translate into heterogeneous paradigms and practices between expatriate and national staff, particularly around remote control aid, partnerships and donor reporting. These findings are highly relevant in the current context of ‘localisation’, suggesting that the so-called North/South divide continues to exist and more explicit attention should be given in aid research to the heterogeneous strategies of different actors working in the aid sector. The paper is based on analysis of data derived from a multiple-round Delphi expert panel study involving 30 highly experienced humanitarian aid practitioners.  相似文献

This form of government is an implication of nationalism. Thus, every state is a nation?Cstate. Since nationalism is the cultural framework of modernity in all its expressions, every state is also a modern state. The future of the nation?Cstate depends on the future of nationalism. The recent globalization of nationalism into the formidable civilizations of South-East Asia has opened a new era for the latter. Son preference has persisted in the face of sweeping economic and social changes in the countries studied here. We attribute this persistence to their similar family systems, which generate strong disincentives to raise daughters – whether or not their marriages require dowries – while valuing adult women's contributions to the household. Urbanisation, female education and employment can only slowly change these incentives without more direct efforts by the state and civil society to increase the flexibility of the kinship system such that daughters and sons can be perceived as being more equally valuable. Much can be done to accelerate this process through social movements, legislation and the mass media.  相似文献

Through most of the second half of the 20th century the idea of ‘development’ served as a key conceptual marker for understanding global hierarchies of wealth and power. The development initiative acquired epochal significance at the intersection of three world-historical processes: the transition in the regulation of economic activity from laissez-faire to nationally managed economies; the dismantling of colonial empires and the emergence of a Third World; and the shift in the locus of hegemony from Britain to the USA, and the parallel cold war bifurcation of the world order. The promise and optimism generated by development was unevenly sustained during the long postwar boom, although the subsequent downturn altered many of the co-ordinates within which development was conceived, but outside which it could not survive. In this context, neoliberal globalisation has emerged as a new, albeit tenuous, framework for articulating global hierarchies. By historicising the development framework, and its links to the making and unmaking of the Third World, this article provides one plausible vantage point from which to survey the current dynamics between power and plenty.  相似文献

Abstract

Over the past decade, many hospitals have invested in major restructuring and/or reengineering efforts designed to enhance their competitiveness by improving product quality and/or reducing costs. For a variety of reasons, these significant changes have not been systematically evaluated. This research provides an objective look at the results of restructuring/reengineering hospitals and an examination of the influences on employee perceptions of reengineering's outcomes. This research demonstrates that employees, including upper management, had little or no objective knowledge of the outcomes of their change efforts. However, perceptions of all employees involved in a major change effort are critical if their full participation is to be sustained. The ultimate sustainability of many hospital strategic change efforts may rest largely on subjective assessments of its outcomes. The research reported here suggests that such perceptions vary significantly by organizational level and may not be stable over time. While the passage of time sees improvements in managers' perceptions of reengineering results, line personnel become increasingly skeptical and less positive. Further objective research is encouraged to more definitely distinguish the impact of employee perceptions on change efforts' outcomes and sustainability.  相似文献

Over the past 20 years post‐structuralist scholars have produced critiques of the field of development. In some circles it is now quite broadly accepted that this approach is futile and that we ought to move into a ‘post‐discourse’ era. By way of counterpoint, this paper argues that such exchanges are based on misrecognitions whose acceptance forecloses possibilities that both critics and their detractors would welcome. The paper is broken into two sections. The first engages problems ascribed to post‐structuralist critiques that seem to have been particularly successful in discouraging further engagement. The second explores three aspects of a single moment of post‐structuralist thought that have been obscured by current debate. Engaging these aspects, while bringing difficulties of its own, may secure conditions necessary for the emergence of the sorts of partnerships often claimed as necessary both by developers and by their post‐structuralist critics.  相似文献

The internal organizational problems of terrorist groups are analyzed. The purpose is to investigate how violent action by members of such organizations can be triggered by internal organizational problems rather than by external factors exclusively. Two kinds of problems are studied: command problems and political problems. Command problems include the following: reconciliation of security with efficient communication, the clustering of ethnic groups under stress, the role of women, and the quality of the membership. The political problems include the following: the self‐destructive potential in each terrorist organization (especially in case of its victory), the problem of inflated membership, and the role of terrorist leaders as the givers of moral dispensation.  相似文献

Abstract

The aim of this article is to explain the internal conditions of military security in a non-European context. It utilises securitisation as the theoretical perspective and investigates Iranian and Indonesian case studies to explore how the perception of internal threats and vulnerabilities determines the approaches to military security. It begins with a reiteration of securitisation theory assumptions, followed by clarifying the understanding of security in non-Western contexts. The case studies focus on the conditions which facilitate securitisation, including the nature of securitising actors, assumed concepts of security, and securitisation processes and their outcomes. The analysis indicates a necessity for several alterations in securitisation theory to realise its full potential. Civil–military relations in Asian states differ from those in the West, as both Iran and Indonesia show a high degree of military involvement in political affairs. Military security also becomes securitised as a result of internal political rivalries. The perception of threats is a tool in the struggle to extend the capabilities of security agencies or retain influences.  相似文献

Early commentators on the newly independent Belarusian state of the 1990s indicated that there was something lacking in Belarusian identity. The people did not seem to respond powerfully to the new symbols of the state, use of the national language intermingled with Russian, and economic concerns appeared to trump popular concerns with promoting Belarusian language or culture. Other former Soviet states were embracing ethnic national ideals, and as such, many assumed that Belarus should follow a similar path. However, as an examination of the history of the Belarusian territory demonstrates, a national ideal based on ethnicity was problematic in Belarusian society, and as such, the ethnic notions of Belarusian identity forwarded by some Belarusian elites failed to appeal to the masses. Instead, Belarus seems better suited to a more inclusive civic identity than an exclusive ethnic one. This research examines the nature of contemporary Belarusian identity, with particular attention to the civic versus ethnic aspects of that identity. We argue that although Belarusian identity is obviously in flux and subject to heavy debate, it is currently demonstrating more civic aspects than ethnic ones. This finding is based on original survey data obtained in Belarus in 2009 and 2010.  相似文献

Over recent decades global labour markets have emerged and skill shortages in particular sectors have generated an international competition for the best and brightest. The developed world is seen to ‘poach’ this talent from poorer countries, with the resultant ‘brain drain’ undermining their capacity to develop. This paper calls into question the assumption that the emigration of the highly skilled will automatically represent a loss to the country of origin. The paper positions itself between the two extremes of brain drain as constituting a pure loss or a pure gain for sending countries and calls for a more moderate approach to skilled migration and its impact on development. The paper goes beyond the simple brain drain/brain gain dichotomy by looking at the flow of the skilled within specific geographic spaces and the resultant policy dilemmas and options.  相似文献

The focus of this article is methodological and macro‐sociological. Its purpose is to disentangle some of the issues which arise in the sociology of development, and to question the assumptions and implications of a particular mode of conceptualization based on the notions of modernity and modernization which has provided the characteristic theoretical framework of the sociology of development. The principal assumptions of modernization theory as understood here—often enough made explicit by those who use this approach—are (1) that modernization is a total social process associated with (or subsuming) economic development in terms of the preconditions, concomitants, and consequences of the latter; (2) that this process constitutes a ‘universal pattern’. Obviously among various writers there are differences of emphasis with respect to the meaning of modernization, partly due to its relationship with—or derivation from—that most contentious concept ‘development’. For Lerner modernization is ‘the social process of which development is the economic component’ (Lerner, 1967, p. 21); while Apter sees development, modernization and industrialization as terms of decreasing conceptual generality (Apter, 1967, pp. 67–9). Some writers stress structural aspects while for others ‘the concept of modernization has to do with a transformation of culture and of personality in so far as it is influenced by culture, rather than of some aspect of social organization or of human ecology’ (Stephen‐son, 1968, p. 265). It is hoped that the following discussion is both specific enough to convey the essential aspects of the type of theory under review, and flexible enough to allow for some of the variants on the basic theme in what is a highly condensed survey of a substantial body of literature.1 The critical approach adopted reflects certain ideas about societies and hence the questions social scientists should ask; these preoccupations cannot be discussed fully within present limits but are indicated in the suggestions contained in the concluding section. The first section serves to outline the context in which the concept of development studies arose. This is followed by a schematic outline of the central concepts and conceptual procedures of the sociology of development, and more specifically of modernization theory, which are then criticized on a number of counts. These criticisms lead on to an argument for the use of a historical perspective—moreover, one which results in a re‐examination of the concept of underdevelopment, relating it to the expansion of Western capitalism and the effects of this process on the diverse indigenous societies of what is now called the Third World. The relationships of dependence and exploitation created by the process are exemplified in the colonial situation as narrowly defined though this is by no means the only situation characterized by such relationships. This perspective, developed in the work of certain political economists, can serve as the basis of a sociological approach which would prove more fruitful both in understanding the nature of underdevelopment itself, and in assessing the range of possibilities of development in the Third World, than that generally employed in the sociology of development at present.  相似文献

Abstract

Studies of terrorist psychology have typically focused either on single individuals or group dynamics within the organizations that these individuals have joined. Less attention has been paid to the background conditions which give rise to these individuals and organizations, even for environments in which generalization appears to be feasible. This paper focuses on one such environment. Its principal goal is to highlight the theoretical connections between a society's ethnic cleavages; the development of ethno‐political activity, especially organized violence and terrorism; and the implications of this activity for the functioning of institutions in “democratic” and “non‐democratic” societies. A related objective is the identification of policy responses to latent or manifest ethno‐political activity and an assessment of their potential efficacy. These points are illustrated by examining a small ethnic group, the South Moluccans in Holland, which would appear to have had little motivation to engage in violence or terrorism, but some of whose members nevertheless did.  相似文献

This study explores women’s practice of acquiring, “growing” and multiplying a “home of one’s own” in the borderlands of the Free State province of South Africa and Lesotho. It shows how a home of one’s own confirms that one is a person proper (motho, p. batho), thus distinguishable from any other entity (ntho, p. dintho). A woman establishes a home of one’s own as a domain of autonomy (ha ka) where she can reproduce persons for whom she provides a home (heso). After her death, such a home remains an incubator of personhood. As a process of apprehending self, this gendered practice does not necessarily require men’s involvement, which is important in a social landscape of many female-headed households. Their gendered conception of residential property, alongside the possibility to let or sell homes, enables women to support theirs and others’ aspirations as the crisis of unemployment in the borderlands deepens.  相似文献

Abstract

The Iraqi Kurds now not only possess their most powerful regional government since the creation of Iraq following World War I (the Kurdistan Regional Government—krg), but also play a prominent role in the Iraqi government in Baghdad, holding the posts of president, foreign minister and several other cabinet positions. After a great deal of wrangling, the Kurds managed to maintain their strong position in al-Maliki's new Baghdad government finally cobbled together in December 2010. This dual governmental role stood in marked contrast to the situation that existed before the events of 1991 and 2003, when the Kurds were treated as second class citizens and worse. The ultimate question is for how long this unique Kurdish position of strength will last. Many Arabs still resent the Kurdish claims to autonomy as a challenge to the Arab patrimony and see a federal state for the Iraqi Kurds within Iraq as simply a prelude to secession forced upon the Arabs at a moment of temporary weakness following the war in 2003. When will the Iraqi Arabs organise themselves and start trying to reduce the power of the Kurds again? This paper will analyse this developing situation and tentatively conclude that the two sides are most likely to continue to coexist in a troublesome but peaceful relationship.  相似文献

This article focuses on the development-themed Manga series entitled 1 World Manga, a World Bank/Viz Media project that follows the adventures of a young orphan boy, who ‘discovers that the only way to become a true warrior is to understand the challenges facing the poor and disadvantaged people he befriends along the way’. I argue that the series generates a pedagogical meta-narrative of ‘development’ that engages behavioural and situational, rather than ontogenetic and structural causes of inequality and disenfranchisement impede the characters' human development. I then discuss how ‘pedagogical’ fictions of development produce normative discourses of development that are centred around explicit, recognisable, fixed sets of circumstances, actors, and outcomes, and how they differ from ‘ethnographic’ fictions of development that emerge when development projects and interventions become sites of cultural production.  相似文献

Recent research has revealed the need to include and understand local actors in order to improve the effectiveness of peacebuilding. According to these analyses, peacebuilding could become more respectful of cultural differences thanks to a genuine engagement with the specificities of the local. Empirical studies of the ‘different’ local have thus flourished in the field with the ambition of countering the universalist tendency of traditional peacebuilding. Through the use of the concept of ‘dilemma of difference’, this article challenges this intuitive argument and argues that these approaches risk reproducing a stigma attached to the ‘different’ local. Indeed, emphasising difference in order to ensure its respect means separating and reifying ‘it’ as a deviation from the norm(al). As such, this analytical strategy is likely to recreate the stigma that contributed to the exclusion of local actors in previous peacebuilding practice and research. In contrast, I outline three strategies for studying difference differently in peacebuilding: focusing on the institutional arrangements that enabled specific differences to emerge and become visible; recognising that these differences are internal to peacebuilding (and thus an unlikely source of alternative and emancipation); and revealing the unstated and implicit Self for/from whom local difference is relevant.  相似文献
