实验主义治理秉持以现实问题为导向和以经验证据为支撑的实证理念和循证品格,在纵向放权的基础上通过目标设置、差异探索、治理评估、政策迭代和政策扩散等机制探寻政策改进和治理优化的可行路径。作为一种新的治理模式,它的兴起是为了应对治理复杂性的挑战、弥补科层式治理的不足和探寻治理现代化的路径等。实验主义治理模式注重纵向放权、公众参与和多元协作,改善了公共治理主体间的关系,提升了治理的参与性、科学性和有效性,是科层式治理模式的重要补充。但在实践中,实验主义治理也面临着法治困境、创新困境和合作困境等现实难题。在我国推进治理体系与治理能力现代化的背景下,应当协调好实验主义治理中创新与法治的内在张力,完善治理体制与机制,提升实验主义治理的实践效能,从而使其在全面深化改革进程中发挥更大的作用。  相似文献

This article develops a conceptual framework for studying democratic accountability in decentralised governance, and discusses critical issues about democratic accountability from a citizen's perspective. First, the concept is discussed and adapted to make it useful for studying democratic accountability in different governance structures. Second, the article scrutinises conditions for democratic accountability in decentralised governance based on three models. Third, democratic accountability is discussed with reference to a case study of public reviewers operating in four municipalities in Sweden. The study indicates that municipal auditors and the local media have the greatest impact on municipal policy. On the whole, auditors improve local governments’ internal control and systems for steering and monitoring municipal policy, whereas the media sometimes alter the policy agenda without changing the policy. Auditors maintain and support an elitist democratic orientation of democratic accountability, and the media maintain this democratic orientation and in addition promote democratic dialogue. Viewed from a citizen's perspective, the traditional accountability system does not work satisfactorily. State inspectors and municipal auditors – two important public reviewers in the current system – could improve their work to make it more useful to citizens’ democratic control. Another way discussed to develop democratic accountability is to promote participatory policy and concrete means of accountability (e.g. on‐site visits, conducted tours and different forms of democratic dialogue). The formal way to improve democratic accountability implies more transparency, monitoring and control, which may also lead to distrust and scapegoat thinking (i.e. a surveillance society), whereas concrete modes of accountability, more associated with participatory and deliberative democracy, imply mutual responsibility and trust building. Strengthening participatory policy, active citizens, collective responsibility and democratic dialogue could be an alternative to the emerging audit society.  相似文献

The study of subjective democratic legitimacy from a citizens’ perspective has become an important strand of research in political science. Echoing the well-known distinction between ‘input-oriented’ and ‘output-oriented’ legitimacy, the scientific debate on this topic has coined two opposed views. Some scholars find that citizens have a strong and intrinsic preference for meaningful participation in collective decision making. But others argue, to the contrary, that citizens prefer ‘stealth democracy’ because they care mainly about the substance of decisions, but much less about the procedures leading to them. In this article, citizens’ preferences regarding democratic governance are explored, focusing on their evaluations of a public policy according to criteria related to various legitimacy dimensions, as well as on the (tense) relationship among them. Data from a population-based conjoint experiment conducted in eight metropolitan areas in France, Germany, Switzerland and the United Kingdom is used. By analysing 5,000 respondents’ preferences for different governance arrangements, which were randomly varied with respect to their input, throughput and output quality as well as their scope of authority, light is shed on the relative importance of different aspects of democratic governance. It is found, first, that output evaluations are the most important driver for citizens’ choice of a governance arrangement; second, consistent positive effects of criteria of input and throughput legitimacy that operate largely independent of output evaluations can be discerned; and third, democratic input, but not democratic throughput, is considered somewhat more important when a governance body holds a high level of formal authority. These findings run counter to a central tenet of the ‘stealth democracy’ argument. While they indeed suggest that political actors and institutions can gain legitimacy primarily through the provision of ‘good output’, citizens’ demand for input and throughput do not seem to be conditioned by the quality of output as advocates of stealth democratic theory suggest. Democratic input and throughput remain important secondary features of democratic governance.  相似文献

This article examines the impact of the proliferation of nongovernmental organizations (NGOs) on governance in Kenya. Looking specifically at service provision, it analyzes how the growth of NGOs has begun to change the way decisions are made and policy is formulated. In so doing, the article explores shifting NGO–government relations over time. The governance of service provision has become a complex, intertwined affair in which NGOs sit on national policymaking committees, government integrates NGO plans and budgets into national policy, and government actors learn from and copy NGOs' participatory, accountable approach. Through (1) the integration of former NGO leaders in government, (2) increasing the variety of voices heard in government decision making, (3) lobbying by NGOs, and (4) mimicry of NGOs by government, governance of Kenyan service provision has begun to become more democratic. Through such changes, developing countries are witnessing a blurring of the line between public and private.  相似文献

Network governance can enhance democratic practice by furnishing new routes for actors to deliberate, make, and execute public policy. But it is hindered by a lack of political oversight, limited democratic competence of new organizational forms, and informality of operation. Little research has been conducted on the democratic performance of governance networks, and the methodology is poorly developed. Quality-of-democracy studies of national governmental and political systems offer a starting point. Their criteria-based method is useful in accessing the democratic "hardware" of formal entities, such as partnerships and hybrids, but it does not enable data to be gathered on democratic "software"—the informal day-to-day practices of actors in networks. Interpretive approaches offer a way forward. Narrative analysis, qualitative interviews using a criteria-based instrument, and Q-methodology provide routes into democratic software. They enable the researcher to move beyond the analysis of institutional nodes and to understand the democratic performance of the wider governance network.  相似文献

How we choose to apply this technology will determine the relationship between those who control technology and those who engage in governance. This article is concerned with the democratic quality of network governance in a local context; in particular, the interplay between traditional local government and the emerging network structures. What forms of interplay can be observed between traditional local government and emerging network structures? Of particular interest in this respect is the role of local councillors. As elected representatives, councillors embody the special commitment of authorities towards the public. However, involvement in networks implies a danger of capture, and if network decisions are not open to public scrutiny, democratic control is difficult to achieve even if local councillors are represented. This article therefore discusses networks and accountability: In what ways and to what degree are networks held accountable? Empirically, it explores three local policy networks, all involving the city of Kristiansand. One group of networks – neighbourhood networks – is internally initiated and maintained by the municipality of Kristiansand. Another network is an intermunicipal collaboration involving Kristiansand and five surrounding municipalities. The third network is an example of a public‐private partnership that includes the municipality of Kristiansand, as well as several other actors. The case studies show that the actual presence of local government representatives in networks is not enough to ensure accountability. Lines of popular accountability are stretched, either because the networks are deemed irrelevant by the city councillors, or because networks develop decision‐making styles that shield them from external political control, or because local councillors deliberately deprive themselves of influence over important policy fields.  相似文献

After ratification of the European Charter of Local Self‐Government in 1993, Turkey has witnessed major local government reform efforts in 2000s. The policy objectives of these reforms were granting more political, administrative and fiscal discretion to local governments along the principles of democratic decentralization and strengthening accountability linkages between citizens and local governments. We employ a diagnostic framework to analyse the impact of these reforms. In Kenya, as in many developing countries, centralized control over water resources was implemented to improve agricultural productivity. By the 1980s, however, Kenya's postindependence policies of bureaucratic control were in disarray, and conflicts over water use were common. More recently, Kenya has embarked on a series of reforms that create a polycentric approach to water governance, in which decision making about water resources is shared among multiple, overlapping local, regional, and national authorities. Drawing on archival and field research, we examine these reforms in their historic context and argue that whereas centralized control was poorly adapted to the Kenyan context, polycentric governance is better suited to Kenya's variable social and ecological conditions and the available resources of its administrative agencies.  相似文献

Abstract

As part of the strategy for better governance, the European Commission has taken steps towards improved consultation and dialogue on European Union (EU) policy with interested parties. Opening up the policy process and getting interest groups involved are considered important for the democratic legitimacy of EU policy making. This article examines the public Internet consultation on the Commission proposal for a new European chemicals policy, the so-called REACH system. Being one of the most consulted issues in EU history, the chemicals policy review is considered as a critical test for the participatory mechanisms provided by the European Communities. By analysing more than 6000 contributions to the consultation, it is demonstrated that it invited broad participation, although industry was considerably better represented than NGOs and other civil society associations. Moreover, an overwhelming majority of participants were national actors from the largest member states rather than transnational actors. It is concluded that online consultations can invite broad participation in EU policy shaping but it is unlikely to bring about equal participation from different group of actors. Therefore it raises concern when measured against standards of democratic governance.  相似文献

Increasingly, public administration in the United States operates in a densely interconnected international system in which local decisions and actions may trigger global repercussions—and vice versa—and the fate of communities in one region is bound to the choices of decision makers elsewhere. Administrative actors have become enmeshed in a complicated, interwoven pattern of governance in ways that shape actions, issues, and opportunities for influencing administrative agencies at national, state, and local levels. These developments call for a critical reappraisal of our inherited notions of governance, management, and accountability. Terrorist tragedy and responses to it call attention to these themes, but they apply broadly across the spectrum of governance challenges. To demonstrate this point, we analyze some implications of transnational governance for the institutions and practices of U.S. public management, with particular attention to another subject: environmental policy and management. A conclusion is that the public administration community must adjust traditional practices to facilitate the effective management of the global processes that, in turn, reshape the world.  相似文献

Big data applications have been acclaimed as potentially transformative for the public sector. But, despite this acclaim, most theory of big data is narrowly focused around technocratic goals. The conceptual frameworks that situate big data within democratic governance systems recognizing the role of citizens are still missing. This paper explores the democratic governance impacts of big data in three policy areas using Robert Dahl’s dimensions of control and autonomy. Key impacts and potential tensions are highlighted. There is evidence of impacts on both dimensions, but the dimensions conflict as well as align in notable ways and focused policy efforts will be needed to find a balance.  相似文献

Do citizens welcome the involvement of independent experts in politics? Theoretical and empirical work so far provides conflicting answers to this question. On the one hand, citizens may demand expert involvement in political decision-making processes in order to ensure efficient and effective governance solutions. On the other hand, citizens can be distrustful of experts and reject the unaccountable and non-transparent nature of expert-based governance. This note investigates citizen preferences for the involvement of experts in different stages of political processes and across ‘hard’ and ‘easy’ political issues. Results show that, in the absence of explicit output information, respondents prefer independent experts over national elected representatives in the policy design and implementation stages, across political issues. For the crucial stage of decision making, respondents show no difference in their evaluation of processes that delegate decisions to experts or to elected representatives, with the exception of environmental policy, where expert decision making is preferred. These findings are relevant for ongoing discussions on how to incorporate independent experts in political decision making in a way that citizens find legitimate and on how to address increased citizen dissatisfaction with the representative democratic functions performed by political parties, governments and politicians.  相似文献

Abstract

This article assesses in what ways and to what degrees civil society activities have advanced the legitimacy of global governance institutions. It is argued that these citizen initiatives have often enhanced the democratic, legal, moral and technical standing of regulatory agencies with planetary constituencies and jurisdictions. However, these benefits do not flow automatically from civil society mobilizations and on the whole are much less extensive than they could be. With a view to greater realization of the potential contributions to legitimacy, the article elaborates recommendations for more, more inclusive, more competent, more coordinated, and more accountable engagement of global governance by civil society organizations.  相似文献

This article carries a broad definition of public–private concertation as a flexible form of governance that is able to overcome the distinction between network governance and participatory governance. It creates a unified framework relying on a process‐related democratic approach in order to properly assess these practices in their democratic outcomes. This allows the article to fully depict how local governance arrangements affect local democracy, both positively and negatively. Drawing on four exemplary cases of urban policies developed in the Province of Milan, it highlights two variables that give account of the democratic implication of these practices: the role of the political leadership and the inclusive strategy that they adopt. Moreover, it underlines four additional factors that help more democratic outcomes: presence of cognitive justification, quality of participation, active opposition, and an outward communication.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

Abstract

The UK has become a prime case for the implementation of the ‘new governance’ of partnership between central government and civil society. This perspective has become central to New Labour policies for both local socio-economic regeneration and democratic renewal in the United Kingdom. However, limitations in its redistribution of power, its transparency in the policy-making process, including the representativeness of civil society participants, and, in the effectiveness of its outcomes have all been alleged by academic critics. These issues are explored by contrasting a robust, British case of local, participatory governance in Bristol with a quite different, and more conventional approach to democratic renewal in the Italian city of Naples. Despite similar problems of socio-economic dereliction and similar schemes of regeneration in the two cases, the Italian approach emphasized the exclusive role of a renewed constitutional democracy, while in Bristol central government agencies promoted an accentuation of local trends to participation by local civil society organizations. Applying an analytical framework composed of national policies and regulations, institutional rules and norms, and the collective ‘identity’ factors identified by social capital theory, governance changes are here treated as ‘exogenous shocks’ and/or as opportunities for choice. However, over and above differences in these institutional frameworks the key factors are shown to be the longer-standing political cultures influencing local actors and their own repertoires of action; with repertoires influenced by objective validations of previous policy choices, or economic or electoral successes. The study finds that the achievements of the ‘inclusive’, participative governance approach do not significantly exceed those of an exclusivist, ‘neo-constitutionalism’, as practised by a more autonomous local government in Naples. Thus, on this evidence, enhanced civil society engagement still requires greater freedom from central government direction.  相似文献
