The emerging field of synthetic biology (SB) is just entering policy debates. Reports from non-governmental organizations, such as the ETC Group and the International Risk Governance Council, have recently been issued, but there have been few systematic analyses of the policy problems that we will likely face as this area develops. Biosecurity issues are the most defined; other societal oversight issues and implications have not been well explored. Although SB could assist in addressing pressing global challenges, such as sustainable and renewable energy, there are considerable societal concerns that accompany its development and applications. This article is designed to anticipate and prepare for these concerns by identifying policy problems associated with SB oversight, upstream of its development. Projected applications of SB are reviewed and a typology of them is developed. Key oversight policy problems are then identified based on historical experiences with other emerging technologies, such as nanotechnology and biotechnology. Problems associated with biosecurity, biosafety, intellectual property, and ethics are discussed in relation to the typology of SB applications to identify applications of the highest potential concern. Finally, policy options for SB oversight are considered, preventative to promotional. We propose that different categories of SB application may warrant different oversight regimes: there might not be an appropriate “one size fits all” approach. We stop short of making specific recommendations, but suggest that the typology, problems, and oversight options identified in this article be used as a starting point for deliberative, democratic decisionmaking processes that take into account a wide range of perspectives about risk, economic impact, scientific progress, and moral reasoning in the design of oversight systems.  相似文献

This article discusses the phenomena of nanotechnology, and notes that despite high investment levels for global research and development, the public presently understands neither the implications of this emerging technology nor how it might be best governed. It considers the notion of the public interest and its place in the public policy cycle, and notes some of the specific challenges posed by this new technology. Adopting a comparative jurisdictional approach, this article maps a range of policy and dialogue activities currently underway within the United Kingdom and Australia and concludes that policy dialogue is an essential component of public policy development for all emerging technologies. While the Australian government is currently beginning this process, compared to countries such as the United Kingdom, such efforts here are still embryonic. A fuller engagement in wide‐ranging public debate is suggested as a part of protecting the public interest.  相似文献

This article examines social science relevant to public engagements and identifies the challenges to the goal of meaningful public input into science and technology policy. Specifically, when considering “which forms, features, and conditions of public engagement are optimal for what purposes, and why?” we find social science has not clarified matters. We offer a model to guide systematic research that defines and empirically connects variations in features and types of public engagement activities to specifically defined variations in effective processes and outcomes. The specification of models, as we have done, will guide policy makers, practitioners, and the public in determining what kinds of engagement techniques are optimal for what kinds of purposes. Our model is presented to start conversations and inspire research that in the future should help to ensure meaningful public participation that meets the promise of contributing thoughtful societal values and perspectives into governmental policies impacting science and technology research.  相似文献

We examine the role of environmental assessments in the siting process mandated under the ambitious Nuclear Waste Policy Act of 1982. We analyze the effect of these assessments in both the western and eastern United States using the original documents, critiques of the methodology of the assessments, and public comments on the siting process, including a content analysis of hearings in Wisconsin and Maine. We conclude that the major effect of the assessments on the policy process was to stimulate public and state opposition to the Department of Energy's efforts to implement NWPA, leading to what could be called policy failure and a significant redirection of the act by Congress in late 1987. The paper represents an early report of a more comprehensive and ongoing study of the politics of nuclear waste disposal.  相似文献

What people think about food nanotechnology (nanofood) is under‐explored in the United States, especially outside of quantitative surveys. As such, we set out to examine public attitudes toward food nanotechnology in conversational, focus group settings in order to identify policy options for nanofood governance, and in particular, options for labeling. Through analysis of focus groups in six U.S. locations, we found that the vast majority of the participants wanted nanotechnology labels for all types of food products, and most were willing to pay a premium for labeling. Participants cited abilities to choose and avoid potential risk as the main purposes of nanofood labels. However, they recognized that labels alone do not provide much meaning and that information concerning food nanotechnology products needs to be sought and supplied beyond the label to enable informed choices. Additionally, willingness‐to‐use and risk–benefit perceptions varied according to the position and intended functions of the nanomaterials in food products.  相似文献

In this article, public policy is put into a multi-stakeholder rather than adversarial perspective: we argue that there is a role for multi-stakeholder involvement in both the development and implementation of public policy; these are separate processes that can involve different patterns of stakeholder involvement (stakeholders have different skills and levels of interest in public policy) in either one or both the development and implementation phases. We need new models, approaches and examples of such multi-stakeholder public policy, and in this Special Issue, we focus on China, where such research is only slowly emerging. We present and analyse six papers that fall naturally into three categories: (1) corporate social responsiveness and societal relationships; (2) public affairs (particularly reputation management) and citizen involvement; and (3) public-management-oriented, data-based analyses. These articles, taken together, increase our understanding of multi-stakeholder research and practice, but equally as important, they give us insights into how Chinese public policy academics research and report public policy. This window into academic research and thinking offers us an opportunity to expand and deepen our understanding of public policy and its implications for public affairs in China. It has been observed that countries that implemented new public management (NPM) reforms are currently witnessing growing complaints about a decline in the policy capacity of their public services. Australia is a part of this trend with public sector leaders increasingly voicing concern about policy capacity decline within the Australian Public Service (APS). This article sets out to examine whether there is an empirical basis for this discourse and to assess allegations that NPM reforms have contributed to any related shifts. It draws on rail policy and the Department of Transport as its case study. It finds that the reforms transformed role of the department in a way that enhanced strategic policy capacity. However, the reforms also introduced a number of structural impediments that make it difficult for the new role to be effectively executed .  相似文献

Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Policy-makers are frequently required to consider and manage conflicting public values. An example of this in the environmental domain is biodiversity offset policy, which governments worldwide have adopted as a mechanism to balance environmental protection with socio-economic development. However, little work has examined administrative practices underpinning biodiversity offset policy implementation, and how the adoption of coping strategies to manage value conflicts may influence resulting policy outcomes. This study fills this research gap using a case study of Australia's federal biodiversity offset policy under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999. Using data from 13 interviews of federal policy administrators, I show that the introduction of a new policy in 2012 enabled a shift from the use of precedent to a technical approach for setting offset requirements under the EPBC Act. Yet, multiple sources of policy ambiguity remain, and administrators have adopted post-approval condition-setting, or ‘backloading’—a form of cycling, facilitated by structural separation—to defer detailed assessments of offset requirements until after biodiversity losses are approved. Backloading thus undermines the effectiveness of environmental policy and will persist as coping strategy unless policy ambiguity is reduced via legislative amendments and adequate resourcing of biodiversity conservation.

The need to understand the scope for comparative lesson‐drawing on national‐level climate mitigation policy has acquired added significance due to the current impasse in international‐level governance. Greater policy learning or lesson‐drawing among peers at the national level could, to an extent, foster meaningful developments by overcoming generalised international apathy and inaction. In this respect, we analyse the features of one significant example of national climate policy in order to examine the scope for lesson‐drawing, thereby setting out a normative research agenda. The UK Climate Change Act 2008 remains one of the few examples of legally enshrined national mitigation legislation and hence provides a relevant, but surprisingly under‐researched, source of learning for policy‐makers worldwide. By analysing its development, critical features and implementation, this article shows that—despite criticism of the sustainability and implementation effectiveness of the Act—some aspects of the policy could provide lessons for other states, and hence are potentially transferable extraterritorially, although lesson‐drawing itself is conditional on contextual constraints.  相似文献

Climate science research documents and predicts changes in the physical environment. This information informs policy decisions and public programs through the design of human interventions that promote adaptive management. Since the early 2000s, federal funding has led to the creation of transdisciplinary regional climate workgroups to facilitate integrative knowledge coproduction and promote shared use of research results by scientific and nonscientific stakeholders. Labeled “boundary organizations,” these workgroups are tasked with facilitating partnerships between climate science researchers and practitioners with expertise in multiple physical and social science disciplines. When these organizations are successful, scientific findings and practitioner experiences are integrated to synergistically create usable knowledge about adaptive management that provides direct public value and creates broader societal impacts. This article explores the broader impacts provided by these boundary organizations through the establishment of regional research agendas and the communication of research results in ways that influence regional public policy and promote adaptive management.  相似文献

Public involvement in environmental policy analysis and planning may be in some cases for the purpose of incorporating public values and preferences in decision making. Narrative policy analysis is put forward as a method, which is particularly useful to the practice of public involvement for maintaining a juxtaposition of views throughout the policy development and planning process. It is argued that this process may facilitate the consideration of public preferences in a decision-making process. This can be achieved through the joint development of a meta-narrative.  相似文献

Innovation has joined the mainstream in many nations as governments search for new ways to tackle challenging societal and economic problems. But Australia is seen to be lagging on innovation policy. Is this related to how governments define innovation? What do they regard as the problem they are addressing? What proposed solutions follow from this? This paper examines how Australian governments have defined innovation over four decades, signalling their policy intentions about how to make the nation more innovative. Definitions of innovation are analysed using 79 Australian (national level) policy documents published from 1976 to 2019. Close reading of these documents suggests two main definitions: innovation as technology, and innovation as culture. Topic modelling uncovers more differentiated themes, shows how definitions change over time, and demonstrates an association between definitions and political parties in government. The divergent approaches suggest a lack of coherence and continuity to policy on innovation in Australia.

This paper situates food safety concerns raised in the Brexit debate since the referendum and suggests that, although the issue of chlorinated chicken entered public discourse, it represents wider concerns about food safety standards. Food safety has had high resonance in the UK since the 1980s, but Brexit shows how it connects to wider concerns also raised about Brexit, such as impacts on healthcare, the effects of austerity on food poverty, the limitations of low waged employment, concerns about migration and labour markets, and regional economic disparities. Brexit’s impact on the UK food system is immense because food has been highly integrated into EU governance. While food standards can be portrayed as a single narrow issue, the paper suggests it provides a useful lens with which to examine, interrogate and comprehend these wider Brexit politics. The complex realities of food politics and wider food system dynamics undermine any simplistic political narrative of ‘taking back control’.  相似文献

The application of marketing models in political and public sector contexts is examined. The assumptions in marketing of positive outcomes of (i) rapid responses to consumer concerns, (ii) the extension of choice and customisation in product development, and (iii) the application of market research techniques are considered in turn. This analysis suggests that in the political context, responding rapidly to public opinion is not necessarily a sound reaction; extending choice and customisation of products may not best serve public welfare, and applying market research techniques may not provide for the best system for policy decisions. The features of liberal representative democracy, particularly the role of deliberation, informed assent and accountability, have been neglected. Speed of response has been emphasised to the cost of democratic filters and checks on public opinion; enhanced choice, enabled by mass customisation, presents problems of social fragmentation; and the application of market research is no substitute for political discourse and engagement. Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Abstract

Amid growing alarm over the rising atmospheric concentration of greenhouse gases, increasing attention is being given to ‘geo-engineering’ technologies that could counteract some of the impacts of global warming by either reducing absorption of solar energy (solar radiation management (SRM)) or removing carbon dioxide from the atmosphere. Geo-engineering has the potential to dramatically alter the dynamics of global climate change negotiations because it might cool the climate without constraining fossil fuel use. Some scholars have expressed concern that certain states may be tempted to act unilaterally. This paper assesses the approach that China is likely to adopt towards governance of SRM and the implications this holds for broader international climate negotiations. We survey Chinese public discourse, examine the policy factors that will influence China's position, and assess the likelihood of certain future scenarios. While Chinese climate scientists are keenly aware of the potential benefits of geo-engineering as well as its risks, we find that no significant constituency is currently promoting unilateral implementation of SRM. China will probably play a broadly cooperative role in negotiations toward a multilaterally governed geo-engineering programme but will seek to promote a distinctive developing world perspective that reflects concerns over sovereignty, Western imperialism and maintenance of a strict interpretation of the norm of common but differentiated responsibility.  相似文献

The political transition from Lee Kuan Yew to Goh Chok Tong to Lee Hsien Loong has generally been interpreted as a trajectory of gradual liberalisation in Singapore. This discourse of liberalisation is encouraged by a variety of factors such as policy changes over censorship regulations, a younger and more cosmopolitan polity, the government's global city ambition and desire to turn the city-state into a creative hub. Such factors, however, often obscure the contemporary policing dynamics of the People's Action Party (PAP) state. Using Erving Goffman's concepts of the ‘back’ and ‘front’ regions, this paper will demonstrate how the PAP state operates in different social spaces and how it engages in the different politics of these spaces. Using specific cases from the theatre community, this paper argues that the discourse of liberalisation has grown because the PAP state has, in recent times, exercised its censorship powers in the ‘back regions’ of theatre, away from the media and public. Finally, it will examine recent amendments to the Films Act and the Public Order Act which clamps down on acts of civil disobedience, and show that this is consistent with what Goffman calls ‘dark secrets’—that is, facts that are incompatible with an individual's or institution's public image.  相似文献

This article contributes to the conceptualisation of evidence‐based policy through providing a framework of the key factors that influence research utilisation, including those that shape the quality of evidence provided. We apply this framework to an analysis of public policy to regulate the remuneration of freight truck drivers to improve workplace safety in their industry. Recent policymaking concerning the regulation of truck drivers’ remuneration in Australia provides an opportunity to examine the quality and utilisation of research evidence by external evidence providers in opposing political contexts. This article suggests the need for informed and vigilant scrutiny of the contributions of evidence providers to government policymaking, particularly in the case of wicked policy problems about which there are sustained ideological differences that underpin problematisation, research interpretation, and conceivable policy solutions.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献
