Debates about governance and the relationship between governance and government have focused upon markets, hierarchies and networks as principal modes of governance. In this paper we argue that persuasion constitutes a further and distinctive mode of governance, albeit one which interpenetrates other modes of governance. In order to assess the nature, limitations and scope of persuasion and the complex relationships between markets, hierarchies, networks on the one hand and persuasion on the other, we interpret persuasion through the prism of two theoretical perspectives on governance. We argue that the society‐centred perspective usefully draws our attention to the role played by non‐state actors in the exercise of governance through persuasion but that a state‐centric relational account can help us to better understand important facets of persuasion as a mode of governance.  相似文献

The purpose of this paper is to identify ‘participative politics' and what is here called ‘self‐service politics' as distinct political themes in many advanced democracies, in order to investigate their main elements and chart their interrelationships. These two themes are examined from the viewpoint of politicization and depoliticization tendencies. Participative politics consists of three main forms, defined as active citizenship, citizen networks and co‐production. Self‐service politics, in turn, connects each of these forms to a larger political transformation by pitting themes of activating politics, social governance and accountability against them. The paper investigates what bearing participative politics, and self‐service politics as its inevitable attendant, have on the sphere of democratic deliberation.  相似文献

This article presents the findings of a study examining the roles and behaviours of boundary‐spanning managers during the establishment of voluntary public‐private partnerships (PPPs). It responds to recent calls in the literature to pursue research that incorporates the pivotal contribution of individual actors in the collaborative process, and to set this research within the stage specific context of partnerships. The analysis is located within the theoretical framework of organizational sensemaking. Using a grounded methodology of data collection, coding and analysis within ten Australian and UK PPPs, the study demarcates a four‐stage evolutionary establishment process of PPPs. Within each stage there exists a specific managerial focus in conjunction with one or two main managerial challenges. Boundary‐spanning managers employ various strategies to overcome such challenges within each specific stage, thus ensuring the progressive evolution of the PPP. These foci, challenges and strategies are identified and analysed in the article.  相似文献

The aim of this paper is to contribute to the understanding of the role of think tanks in the governance of regional policy. The paper critically reviews a series of reports by United Kingdom (UK) based think tanks, published between 2002 and 2008, a period of interest on the part of national government in the most appropriate configuration of subnational governance. Policy transfer and the role of ideas in regional policy provide the framework for analysis. The interpretation of the findings suggests that the think tanks considered are largely products of national policy debate and party politics in the United Kingdom, despite efforts to devolve power. This is surprising given debates about the influence of European Union regional funding on UK regional policy, seen as a prime example of multi‐level governance.  相似文献

Debates about the appropriate territorial scales of government to meet the challenges of economic, political and social change have gained momentum in Western Europe in recent years. In the UK, political mobilization has transformed constitutional arrangements in Northern Ireland, Scotland and Wales. By contrast, in the English regions, a less radical approach has been adopted, but the outcome has been a strengthening of the institutions of regional governance. A key feature has been the enhanced responsibilities of the Government Offices for the Regions, which have been encouraged to build on their traditional administrative functions and adopt a more strategic role. This article explores the Offices’ contribution to regional and local governance. Our central argument is that although increasingly expected to act as a bridgehead between national and sub‐national government and a focus for regional policy coordination, their potential role in filling the missing gap in English regional governance has not yet been fully grasped.  相似文献

ABSTRACT

Past research on environmental justice concerns has focused primarily on the siting of hazardous waste facilities. Less research has been done on other aspects of environmental policy in which concerns of racial or other injustices arise. This study shows that environmental injustice is not limited to the sitting of hazardous facilities or the occurrence of pollution, but occurs also at the policy formation and implementation stages in other areas such as solid waste management. To study this issue, this study focuses on the implementation of the Illinois Solid Waste Management Act of 1988, in two counties in north-eastern Illinois, Kankakee and Will. In neither of the two counties were minorities included in the planning process, and out of a total of 91 advisory committee members, minority interests were represented by only one black male. At the same time racial minorities made up about 15 percent of the total population in the two counties.

The study shows that the main reason for this lack of representation is not a lack of environmental concern among blacks. Nor can it be explained by a lack of interest in participation in environmental decision-making among blacks. Rather, the study shows that the process is led by misconceptions among planners and decision-makers who generally believe that blacks are not interested in environmental issues and therefore not interested in participating in environmental decision-making. The conclusion of this study is that it is the belief held by local planners and decision-makers that there is a lack of interest in environmental issues among blacks, that produced a planning process in which the interest of minorities were not represented.  相似文献

The partnership principle in EU cohesion policy was introduced in order to involve subnational authorities and interest organizations in policy formulation and implementation. In this article we examine how the member states have reacted to this call for a new way of making public policy. We argue that the multi‐level governance literature and the critics of the multi‐level governance framework have not examined implementation structures properly, but have focused on regional influence. We conduct a comparative analysis of the Dutch and Danish implementations of the European Social Fund and the European Regional Development Fund. Our findings show that when examining implementation structures it becomes clear that member states are in full control of the re‐allocation of EU funds. They show that Denmark and The Netherlands have been able to absorb EU cohesion policy within already existing national implementation structures of labour market policies and regional development. One central theoretical implication of our study is that the focus of studies of any fundamental re‐allocation of power resources in cohesion studies should comprise the entire network of implementation rather than the strategies of its individual component actors.  相似文献

There is a large amount of literature and research on network management strategies. However, only a limited portion of this literature examines the relationship between network management strategies and outcomes (for an exception, see Meier and O’Toole 2001 ). Most of the research focuses on managerial activity or networking rather than on the question of which types of strategies matter the most for outcomes of complex processes in networks. This paper attempts to address the question of whether managerial strategies matter for outcomes and also explores which types of strategies have an effect on outcomes. The research is based on a survey sent to respondents involved in environmental projects in The Netherlands. The findings show that the number of employed network management strategies has a strong effect on perceived outcomes. The few variations in the effect of four constructed types of network management strategies found include exploring content, connecting, arranging, and process agreements.  相似文献

Multi‐level governance, network governance, and, more recently, experimentalist governance are important analytical frameworks through which to understand democratic governance in the EU. However, these analytical frameworks carry normative assumptions that build on functionalist roots and undervalue political dynamics. This can result in a lack of understanding of the challenges that democratic governance faces in practice. This article proposes the analysis of democratic governance from the perspective of multiple political rationalities to correct such assumptions. It analyses the implementation of the Water Framework Directive in the Netherlands as a paradigmatic case study by showing how governmental, instrumental, and deliberative rationalities are at work in each of the governance elements that it introduces. The article concludes by discussing the implications of a perspective of multiple political rationalities for the understanding and promotion of democratic governance in practice.  相似文献

This article discusses the growing importance of operational reforms in the context of welfare state transformation processes, and the role that principles of new governance play in shaping these reforms. It focuses specifically on one social policy area considered crucial in reforming welfare states: the provision of activation services that aim at increasing the employability and labour‐market participation of people dependent on benefits or social assistance. The article argues that besides the reforms of the programmatic aspects of social policies and social services (formal policy reforms), reforms of the way in which policies and services are organized, administered and delivered (operational policy reforms) have received increasing attention as a ’second strand’ of welfare state reforms. It illustrates this by analysing and comparing reforms of the provision of activation services in two European countries: Italy and The Netherlands. The article not only reveals the growing emphasis in both countries on operational policy reforms which are to an important degree inspired by principles of new governance, but also shows significant similarities and differences in their concrete manifestations, which could be interpreted as pointing out processes of ‘path‐dependent convergence’.  相似文献

This paper reviews the evidence of public infrastructure's impact on economic development. The evidence indicates the marginal net social returns is low. The paper also examines the effect of economic, demographic, and political forces on infrastructure investment. A growing literature on ‘agencification’, ‘quangocratization’, and the ‘autonomization’ of the state has highlighted a coordination dilemma in contemporary public governance whereby governments rely on delegated governance but are frustrated by the lack of control that arises from such structures. In the run‐up to the 2010 General Election in the United Kingdom this coordination dilemma was prominent as the capacity of the Cabinet Office to exert control over arm's‐length bodies, either directly or indirectly, received intense criticism. This article presents the findings of the first detailed research project to examine the subsequent Coalition Government's approach to this dilemma. It argues that in relation to the governance of public bodies, the role and capacity of the Cabinet Office has been transformed. In mapping this development the article explores the implications of the centre striking back in the context of ‘post‐New Public Management’ reforms.  相似文献

The popularity and scope of network governance research and practice continues to expand from its divergent foundations, assumptions and methodological positions. This paper introduces a symposium of papers on this substantial sub‐field by first summarizing the sprawling research endeavour that comprises it. The main theoretical and empirical approaches that have been used to guide it to date are then briefly described, emphasizing recent debates about interpretivism and decentring. Next, it suggests that a robust and interesting future for network governance requires diversity, rather than adherence to a single approach. It is argued that more sophisticated approaches for examining network governance are fashioned through a synthesis of ideas and methods to create an analysis of networks as networks. This is especially the case where some formal analysis of network structure is used in concert with an interpretive examination of action and process. Finally, the papers in the symposium are introduced.  相似文献
