The Eurasian Economic Union (EAEU) appeared in January 2015 as the latest and most ambitious attempt at reconnecting the post-Soviet space. Building on the Customs Union between Belarus, Russia, and Kazakhstan (2010), and successfully extending membership to Armenia and Kyrgyzstan (2015), the EAEU not only connects a market of over 182 million people, but has the stated aim of utilizing European Union experience to achieve deep integration in a fraction of the time. Based on original fieldwork conducted in Armenia, Belarus, Kazakhstan, and Russia, this article examines the kind of integration project currently under construction, as well as the EAEU’s ability to make a significant impact in the region. As argued, despite early achievements, the EAEU is very much limited to reproducing sovereignty rather than transforming it, marking a clear disconnect between rhetoric and reality. Moreover, when viewed from the perspective of the three “I”s – institutions, identity, and international context – even this modest reality faces significant barriers.  相似文献

This paper applies the Europeanization ‘toolkit’ to EU democratization policies in Morocco within the European Neighbourhood Policy (ENP) framework. To this aim, the bottom-up and top-down dimensions of EU?Morocco relations are analysed diachronically both before and after the Arab Spring. The analysis shows that the Moroccan ruling elite has used the anchor to the EU as a survival strategy and that the EU has merely responded to Moroccan political liberalization rather than having influenced it. Therefore, the paper debates the extent to which the very notion of Europeanization might be used with respect to democratization policies in Morocco, and it shows an overturning of the sender?receiver relationship proving that Europeanization has been used instrumentally rather than having any autonomous supportive effect on democratization.  相似文献

Abstract

In the rush for development, the regulatory state has assumed the mantle of a new panacea: the instruments and mechanisms necessary for better government, better governance, and better lives. This paper poses two basic questions in response to the rise of the regulatory state and its increasing diffusion into developing countries. First, can regulatory states exist in developing societies or, more accurately, can effective regulatory states emerge and hope to function in a manner similar to their counterparts in developed countries and deliver the types of benefits and outcomes they promise? And second, do regulatory states offer the most effective modalities for delivering enhanced social well-being? By unpacking the concept of the regulatory state and addressing its underlying assumptions and implicit normative values, it is suggested that the modalities of governance entailed in the regulatory state model may not be well suited to developing countries, hurting rather than enhancing governance outcomes. These issues are explored in relation to the Indonesian energy sector, specifically the upstream electricity generation, transmission and distribution sectors, and the machinations involved in governing the sector.  相似文献

Family policies have traditionally been weak in Southern Europe. In the last two decades, however, and following a ‘catching up’ course, Spain has created new family programmes and expanded existing ones. Meanwhile, the picture for Italy during the years preceding the crisis is more of a ‘frozen landscape’. However, the diverging paths of the two countries in terms of policy reform in the years preceding the crisis do not place them in substantially different positions. The economic crisis and the austerity measures that followed have aggravated the weaknesses of family and care policies in both countries.  相似文献

This article examines Ghana’s foreign policy-making with reference to internal and external determinants (structural/systemic). Besides these determinants, political actors (primarily, presidents/heads of state) have shaped the country’s foreign policy outcomes, but this field of enquiry (i.e. the individual-level analysis) has not, received much attention in the literature. To enhance the understanding of leadership and personality traits in foreign policy-making, this study draws on the theory of Leadership Trait Analysis to examine Jerry John Rawlings and Ghana’s foreign economic policy in the early 1980s. It argues that the leadership traits of Rawlings to some extent shaped Ghana’s foreign economic policy decisions in the early 1980s.  相似文献

When the popular initiative “against mass immigration” was accepted by the Swiss people and cantons on 9 February 2014, Ticino had by far the highest approval rate. The Italian‐speaking canton thus once more confirmed its singular position, assumed since the 1990s, on popular votes regarding immigration and foreign policy. This seems to be indicative of wider crises and changes in both the economic and political spheres that have favoured the emergence of a political opposition between centre and periphery. The results of a survey among 1400 citizens of Ticino after the vote of 9 February confirm this. In essence, on top of the question of immigration, the vote was influenced by a fearful perception of Ticino as a “double periphery” vis‐à‐vis both Berne and Lombardy.  相似文献

Following Bosco and Verney’s analyses of ‘electoral’ and ‘government epidemics’, the 2018 Turkish Cypriot legislative election is examined in the context of the impact of the economic crisis on elections and government formation in southern Europe. Despite its obvious idiosyncrasies as a self-declared state with 335,000 inhabitants, in the last decade of economic crisis and austerity policies, the Turkish Cypriot case has followed a largely similar pattern to other southern European countries: declining turnout; emergence of start-up parties; three consecutive early elections; a more fragmented parliament; sidelining of the biggest party in government formation; the first ever grand coalition; and, finally, an unprecedented four-party coalition bringing together parties from left, right, and centre.  相似文献

This paper explores how state agents and civilians justify human rights violations when the military perform police tasks. Based on a set of interviews and documents, it analyses the actions of the armed forces and the police during a military-led operation that targeted drug trafficking organisations in Tijuana. In a context of limited civilian control over the armed forces and the police, the paper identifies two discourses that supported the illegal action of state agents: the construction of a foreign other who does not belong to society and the need to use violence to accomplish a greater good.  相似文献

This article studies the motivations of party leaders to form "minimum winning" electoral coalitions—alliances that cease to be winning if one member is subtracted. In Brazil, concurrent elections stimulate political actors' coordination, and electoral alliances are allowed. In 2002 and 2006, moreover, the Electoral Supreme Court obliged those parties with presidential candidates to replicate this electoral arrangement in the district. Under "verticalization," parties with presidential candidates could not form alliances with rival parties in the concurrent legislative and gubernatorial elections. Verticalization arguably pushed party leaders to form minimum winning electoral coalitions. This new rule forced them to reconsider the contributions of each possible ally in the elections for president, federal deputy, and governor. Examining the elections from 1998 to 2006, this study finds that under verticalization, while parties did form more electoral coalitions with those partners they considered crucial to win, they did so at the expense of policy.  相似文献

A geographer specializing in the Russian economy looks at the experience of two large Finnish energy companies, Fortum and Neste, in Russia during the 1990s and 2000s, to reassess the relationship between Russia and foreign investors. The article asks if foreign companies can influence the course of economic transformation in Russia, thus creating favorable investment conditions. From a source base that includes company publications, news sources, and the scholarly literature, Fortum and Neste's strategies for multidimensional geoeconomic engagement of Russia, their participation in pro-development coalitions of influential actors, and cultivation of long-lasting interactions with top Russian decision-makers are detailed and analyzed.  相似文献

ABSTRACT

This article reflects upon the beginnings and development of radical Basque nationalism in light of its ethnic exclusion criteria. We argue that the existence of a tradition of “strong” alterity does not necessarily lead to the appearance of tendencies favoring the use of violence to confront the other. Without rejecting the importance of a discourse of hate proceeding from the past, such tendencies are due more to a combination of the historical context and individual and group decisions. It is important to bear this in mind to underscore the responsibilities of those who were not satisfied with constructing the image of a despicable enemy, but instead decided to employ violence to solve the problem that the latter might cause.  相似文献

Abstract

Despite warnings of unchecked nuclear proliferation and the potential for state-sponsored WMD terrorism, official statements and consistent diplomatic activities show that China remains resolutely committed to a patient and peaceful strategy for dealing with third-party non-compliance and nuclear breakout. Although it has adopted more stringent national controls and has signed up to an ever-increasing array of international non-proliferation agreements, China prevents the decisive application of the enforcement mechanisms available to the UN Security Council, and is highly critical of non-proliferation initiatives that attempt to bypass these mechanisms. To put it another way, China is resolutely opposed to nuclear non-proliferation with teeth, preferring to keep the regime muzzled. This article examines the rationale behind China’s approach to this issue, drawing on the English School’s interlinking concepts of international system, international society, and global society to help explain China’s advocacy of peaceful non-proliferation and the resulting tensions in its relationship with the United States and other parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).  相似文献

This article explores the impact of the current recession on Ecuadorian labour migration to Europe. Several factors affect the evolution of this migration system: receiving countries' policies, the labour market demand (and its deterioration) and the scope for the self‐maintenance of migrants' social networks. We especially focus on a relatively less studied issue: emigrant policies, symbolised, in Ecuador, by a pervasive emphasis on migrant return, somewhat echoed even in Spain, as a destination country. Still, a massive return scenario is implausible in the light of migrants' family stabilisation abroad, and of the uncertain prospects for development in their motherland. Even during a worldwide recession, the ‘hidden agendas' in migration policies, along with the distinct time‐scale and the self‐feeding potential of a long‐distance migration system, should be critically appreciated.  相似文献
