The literature on government responsiveness to societal issues is extensive but provides a mixed assessment of effectiveness. We examine this issue in the case of policy addressing effective and safe management of research and development in the emerging field of nanotechnology. Specifically, we examine the agenda setting effects of the 21st Century Nanotechnology Research and Development Act (the Act), a piece of legislation designed to be implemented by a network of actors in the nanotechnology research and development policy subsystem. We adopt a public values lens in our examination of discourse related to societal concerns. Policy documents from Congress, an agency, and federal funding recipients are examined. Findings suggest a narrowing of public values discourse around more specific societal concerns in the documents crafted after the Act was passed.  相似文献

In 2005, the Ontario government passed the Places to Grow Act and the Greenbelt Act, both major changes in land use policy designed to preserve greenspaces and combat urban sprawl in the Greater Golden Horseshoe, Canada's largest conurbation. This article examines the actors, actor beliefs, and inter‐actor alliances in the southern Ontario land use policy subsystem from the perspective of the Advocacy Coalition Framework (ACF). Specifically, this paper undertakes an empirical examination of the ACF's Belief Homophily Hypothesis, which holds that inter‐actor alliances form on the basis of shared policy‐relevant beliefs, creating advocacy coalitions. The analysis finds strong evidence of three advocacy coalitions in the policy subsystem—an agricultural coalition, an environmentalist coalition, and a developers' coalition—as predicted by the hypothesis. However, it also finds equally strong evidence of a cross‐coalition coordination network of peak organizations, something not predicted by the Belief Homophily Hypothesis, and in need of explanation within the ACF.  相似文献

Civil society as a social sphere is constantly subjected to change. Using the Dutch context, this article addresses the question whether religiously inspired engagement is a binder or a breakpoint in modern societies. The author examines how religiously inspired people in the Netherlands involve themselves in non-governmental organizations (NGOs) and voluntary activities. Religious involvement and social engagement in different European countries are compared and discussed. In addition, the author explores the models of civil society and applies these to both the Christian and Islamic civil society in the Netherlands. Using four religious ‘identity organizations’ as case studies, this article discusses the interaction of Christian and Islamic civil society related to secularized Dutch society. The character and intentions of religiously inspired organizations and the relationship between religious and secular involvement are examined. This study also focuses on the attitude of policymakers towards religiously inspired engagement and government policy on ‘identity organizations’ in the Netherlands.  相似文献

ABSTRACT

This article seeks to argue that the problematic engagement between United Nations peacebuilding and local civil society reveals an ontological tension between different forms of conceiving of actors and processes in peacebuilding contexts. Relationality is introduced as a potential analytical breakthrough. The article problematises UN static categorisations as failing to capture the complexity of local civil society and imposing a highly technical form of engagement. Unaware of these limitations, the UN seeks to instrumentalise local civil society to engage it in peacebuilding settings. This pattern is critically presented here as a totalising process through which the UN attempts to secure modernity.  相似文献

From the mid‐1960s through 1980, major policy changes were adopted as a result of federal and state public lands protection statutes. This article analyzes the impact these policy changes have had upon the economies of gateway communities, a subject of limited discussion in the scholarly literature. One conclusion is that gateway community economies have become less dependent on resources extraction. This analysis finds that several factors––beyond policy change––have influenced the shift away from resources extraction. Likewise, there is the question over what economic mainstays have stepped in to fill the resources extraction void? For many gateway communities, it appears that the answer has been recreational tourism. The implications of this economic shift within gateway communities are explored.  相似文献

Funded by the National Science Foundation and the National Nanotechnology Infrastructure Network (NNIN), this study asks qualitatively analyzes interviews with 48 nanoscientist users at four NNIN facilities. The main research questions were: (1) Do nanotechnologies pose unique social and ethical concerns?; (2) how are the risks associated with nanotechnology distributed among different human populations?; (3) what are specific policy steps that can be used to manage such risks? This study purposefully oversampled female scientists to correct for the historical underrepresentation of women in the nanotechnology workforce. By amplifying the voice of this science, technology, engineering, and mathematics (STEM) workforce minority, the policy discussion contained herein better reflects the concerns of the general population. The results, analyzed with the aid of qualitative data analysis software, yield interesting differences in risk characterization among the scientists and innovative policy suggestions for the nanoscience community and regulators alike.  相似文献

This article presents an up‐to‐date view of leading U.S. nanoscientists' perceptions about the regulation of nanotechnology. Our analysis draws from the results of a 2011 mail survey with 444 of the most prolific nanoscientists in the United States to explore their perceptions about existing nanotech policies, the development of new nanotech policies, and mandatory policies about the implementation of safe lab practices for federally funded nanoresearch. In addition to exploring the scientists' perceptions about these pressing policy issues, we also test relationships between their perceptions about regulation and control variables such as gender, disciplinary affiliation, and political ideology. Last, the results of the 2011 data collection are compared with a similar mail survey that was conducted in 2007 with leading U.S. nanoscientists to explore any changes over the four‐year time period in scientists' perceptions about nanotechnology policy making, and governmental involvement in nanotechnology research.  相似文献

I address two questions in this article. First, how do policy changes in Canada differ from those in the United States? Second, are such changes isolated from American influence? I argue that Canadian policy changes will be more driven by subnational bureaucrats, more dependent upon fortuitous alignments of interests and institutions, and less quickly emulated by other jurisdictions than policy changes in the United States. I will also argue that policy changes in Canada are not completely isolated from those in the United States, not given the ability of ideas to cross international borders to change the framing of issues. I examine these arguments in the context of changing river management policies in British Columbia and Ontario.  相似文献

In recent years the United Nations Environment Program, UN Conference on Environment and Development, and other international organizations have acknowledged the importance of civil society for engaging stakeholders in environmental change—especially at the local community level—and in promoting democracy. 1 In Russia, efforts by nongovernmental organizations (NGOs) to promote reform since 1991 have aimed at achieving both objectives and face numerous political, legal, and attitudinal hurdles. This article examines these hurdles and the factors that facilitate development of an environmentally conscious civil society in Russia through analysis of the views of 100 representatives of environmental NGOs, news media, scientific community, corporations, and public agencies. We also investigate three abbreviated but illustrative vignettes that illuminate civil society impediments. Our thesis is that successful efforts to ensure adequate protection of Russia's environment require a strengthening of civil society.  相似文献

What people think about food nanotechnology (nanofood) is under‐explored in the United States, especially outside of quantitative surveys. As such, we set out to examine public attitudes toward food nanotechnology in conversational, focus group settings in order to identify policy options for nanofood governance, and in particular, options for labeling. Through analysis of focus groups in six U.S. locations, we found that the vast majority of the participants wanted nanotechnology labels for all types of food products, and most were willing to pay a premium for labeling. Participants cited abilities to choose and avoid potential risk as the main purposes of nanofood labels. However, they recognized that labels alone do not provide much meaning and that information concerning food nanotechnology products needs to be sought and supplied beyond the label to enable informed choices. Additionally, willingness‐to‐use and risk–benefit perceptions varied according to the position and intended functions of the nanomaterials in food products.  相似文献

The purpose of this paper is to analyze the efforts of the Project on Emerging Nanotechnologies (PEN) in seeking to influence nanotechnology policy in the United States. Using the conceptual framework of anticipatory governance to guide the analysis, a series of strategies that PEN adopted will be described, including leveraging external expertise, developing cross‐disciplinary research products, providing a future‐oriented view on policy analysis, and building a brand for communications and outreach. This case study is a useful example in demonstrating the recent conceptual shift away from relying on government‐led technology assessment efforts to consider the longer‐term implications of new technologies toward the concept of anticipatory governance that includes a more substantive role for nongovernmental actors, that in providing forward‐looking, actionable intelligence for decision makers. Considering the example of PEN also highlights the critical role that boundary‐spanning organizations play in linking together disparate communities of expertise.  相似文献

Abstract

Understanding policy change mechanisms has been a key question for scholars of public policy and collective action. However, policy scholarship mostly ignores civil society-based explanations of policy processes. In order to address this gap, this study combines the Advocacy Coalition Framework with networked collective action perspectives and analyzes a successful case of mobilization of women’s rights organizations in Turkey to reverse a bill on child marriage. Study findings suggest that advocacy coalitions are not static entities. When different issues in a policy subsystem are invoked, the structure of inter-coalition networks can change substantially and these variations in inter-coalition interactions may have consequences for influencing policy change. Moreover, this paper argues that extensive street protests and online campaigns by civil society organizations have the capacity to boost the bargaining power of minority coalitions, especially in contexts that lack multiple formal venues for making policy claims.  相似文献

This article discusses the phenomena of nanotechnology, and notes that despite high investment levels for global research and development, the public presently understands neither the implications of this emerging technology nor how it might be best governed. It considers the notion of the public interest and its place in the public policy cycle, and notes some of the specific challenges posed by this new technology. Adopting a comparative jurisdictional approach, this article maps a range of policy and dialogue activities currently underway within the United Kingdom and Australia and concludes that policy dialogue is an essential component of public policy development for all emerging technologies. While the Australian government is currently beginning this process, compared to countries such as the United Kingdom, such efforts here are still embryonic. A fuller engagement in wide‐ranging public debate is suggested as a part of protecting the public interest.  相似文献

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. Under social policy realism, a complex interplay of factors drive policy with the state, corporate actors, and interest groups, and the market often playing a primary role. These complex policy outputs have a direct impact on society and the natural environment reflected in government policy output actions or inactions.  相似文献

Technology‐based economic development programs have become a salient feature of the state policy landscape since the 1980s. While much research exists on the topic, little attention has been given to the processes of policy formation. State programs have moved towards high technology areas emphasized at the federal level over the past decades, and nanotechnology became one of the latest targets. This paper examines the eight‐year process through which Pennsylvania adopted a “state‐wide strategy,” culminating in the Pennsylvania Initiative for Nanotechnology. In this process, programs that responded to the interests of multiple agents came first, and a state policy was formulated after the fact. This pattern of “rationalized policy formation,” as opposed to rational policy formation, may be more common than suspected. Its strengths and weaknesses in this Pennsylvania case are discussed.  相似文献

The Collingridge dilemma—the problem of reacting to emerging technology either “too early” or “too late”—is one that is readily recognized by developers and promoters of nanotechnologies. One response can be found in the rise of a discourse of “responsible development” in the science and innovation policy landscape. While a number of commentators have discussed the potential of such initiatives, it remains unclear how responsible development is actually being configured “on the ground,” in private sector nanotechnology. This paper addresses this question by analyzing empirical engagements in Europe and the United States in order to map industry operationalizations of “responsibility” in these contexts. We show that a number of different articulations of “responsibility” are present, including as a response to public lack of trust and perceived public pressure, and as the management of risk. We close by relating these findings to the theoretical literature on responsibility, other contemporary accounts of the ways in which responsible development can be operationalized, and the possibilities that these articulations of responsibility may open up.  相似文献

The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.  相似文献

Research initiatives to enhance knowledge‐based societies demand regionally coordinated policy approaches. By analyzing the case of the European Commission, Directorate‐General Research and Innovation, this study focuses on examining the cognitive mechanisms that form the foundation for institutional transformations and result in leadership positions in regional governance. Drawing on policy learning theories, the study emphasizes specific mechanisms of institutional change that are often less noticeable but can gradually lead to mobilizing diverse groups of stakeholders. Through historical and empirical data, this study shows the importance of policy learning through communication processes, Open Method of Coordination initiatives, and issue framing in creating a stronger foundation for policy coordination in European research policy since the 2000s.  相似文献
