As the world shifts from American‐led Globalization 1.0 to 2.0—an interdependence of plural identities where no one country or group of nations is at the helm—a vacuum is forming. The intellectual hegemony of Western ideas of development and society no longer prevail, but new models are yet to be found. In the wake of this vacuum, we are witnessing, as Pankaj Mishra writes, worldwide “mutinies” against the old order along with a surge of nationalism and xenophobia that is looking to imagined organic unities of the past, as Elif Shafak writes. What fresh, non‐global ideologies might emerge? The world is rapidly evolving on many fronts. Brazil, Turkey and other emerging powers are taking their own initiatives and building their own global links outside the old frameworks of the G‐8, the United Nations Security Council and NATO. The “third way” politics of Tony Blair that embraced globalization from the left of center in Britain has given way to the Tory party once again. Just as recovery from the financial crash seemed on the horizon, Europe's sovereign debt crisis has erupted. The historically unprecedented pace and scale of urbanization in China is transforming the politics of the Communist Party. The theory of urban bias was a major contribution to the evolution of contemporary theories of political economy that remains highly relevant today. Yet theorists of urban bias have still not produced a general explanation that accounts for anomalous cases of what we call “rural incorporation,” or coalition strategies based on modest rural producers. These anomalous cases suggest that the collective action underpinnings of urban bias theory underdetermine outcomes. This paper advances a new explanation of the anomalous African cases of Kenya, Côte d’Ivoire, and Zimbabwe. After detailing the costs of rural incorporation, we theorize the conditions that would motivate state elites to overcome their pro-urban biases and offer substantial material benefits to non-elite agrarian producers. Rural incorporation is an optimal strategy only when state elites are locked in unusually intense conflict with their rivals. Most nationalist movements in Africa did not meet this condition and their leaders followed pro-urban policies. The three outliers are all cases of settler colonialism: bitter rivalry between European settlers and native planters created the conditions for rural incorporation. We show how native planters and their political allies selected rural incorporation as a political-economic instrument of commercial competition and political supremacy. Case studies of Ghana and Nigeria demonstrate that in the absence of political and economic rivalry with settlers, African leaders selected the “default” strategy of urban bias.  相似文献

Much development theory is based upon elite-led conceptions of social change. Elite development theory (EDT) conceptualises ‘the poor’ as human inputs into or, at best, junior partners within elite-led development processes. This elitism contributes to the continual (re)framing of the poor as passive beneficiaries of elite policy, and legitimates economic exploitation of the poor. These claims are illustrated by discussing a number of EDT traditions – the Washington/Post-Washington Consensus, statist political economy, modernisation Marxism and varieties of pro-poor growth. As an alternative to EDT the article argues for a conception and practice of ‘labour-centred development’.  相似文献

This article seeks to contribute to recent debates on the link between political settlements and state building. It proposes a theoretical framework that centres on the alternative concept of ‘elite bargain’ and suggests that inclusive elite bargains can be expected to facilitate both peace and economic development. Yet a detailed case study of elite bargains in Zambia shows that all good things do not always go together. While inclusive elite bargains have indeed helped to avoid civil war, they have often constrained economic development—a dilemma of unproductive peace.  相似文献

Conflict characterised Russian elite politics during the Yel'tsin years. This article adopts a network approach to understand the sources of elite contention in one Russian locality between 1994 and 2000. The findings suggest that elite conflict during the Yel'tsin years had its roots in structural and cultural forces deeper than control over official positions and differences in socio-demographic characteristics. The article reveals that elites fragmented over time into factions. Rather than having a unifying culture, elites from different factions held distinct worldviews that were patterned by their networks. The characteristics of their worldviews matched the structural properties of elite factions and reinforced differences between them.  相似文献

Abstract

This article focuses on Dominican migration to the United States (U.S.) after 1965. Dominicans left their homeland pressured by economic needs, the desire to improve their lives, and encouraged by a de facto immigration policy that facilitated their exodus. Once in the U.S., most Dominicans encounter an economy that increasingly demands skills and levels of schooling they do not possess. Rather than a prosperous life, in the new land, Dominicans face high unemployment levels and an alarming state of poverty. Paradoxically, while the needs of Dominicans continue to be unmet in the new society, the social policies and the conditions that push them out of their country remain in effect. On its part, the U.S. has responded by adopting a number of immigration laws to control the entrance of unwanted and unneeded job-seekers. As a result, the number of Dominicans coming to the U.S. has begun to decline as the number of Dominicans deported to the Dominican Republic has increased. In the end, poor Dominicans are pushed back and forth by both societies whose immigration policies mask their unwillingness to respond to the needs of the group. The article also discusses the impact on the Dominican community of 9/11 and the crashing of the AA flight 587, on November 12, 2001.  相似文献

At the turn of the 20th Century when Western power was at its height, Sun Yat‐Sen sought to blend the Confucian tradition of meritocratic governance and Western‐style democracy in his vision for modern China. With the “rise of the rest” in the 21st Century—led by China—perhaps the political imagination is open once again, this time not only to Western ideas flowing East, but Eastern ideas flowing West as well. The political imagination has been pried open anew not only because of the sustained success of non‐Western modernity in places like Singapore and China, but because democracy itself has become so dysfunctional across the West, from its ancient birthplace in Greece to its most advanced outpost in California. That liberal democracy is the best form of governance ever achieved in the long arc of history is no longer self‐evident. Today, democracy, which has been captured by a short‐term, special‐interest political culture, has to prove and improve itself by incorporating elements of meritocracy and the long‐term perspective. If not, political decay beckons. In this section, we evaluate the tradeoeffs and ponder the possibilities of combining a more knowledegable democracy with a more accountable meritocracy.  相似文献
