The events in East Timor leading up to and immediately following the vote for independence from Indonesia in September 1999, and the attendant breach in Australian-Indonesian relations, posed the greatest challenge to the Australian intelligence agencies and the national security policymaking organization in more than a quarter of a century. On the whole, the intelligence agencies performed very well, producing timely, accurate and informative reports, with the important exception being the under-estimation of the scale of the killings and forced deportations in the fortnight after 4 September, 1999. However, there were serious deficiencies in the national security policy-making organization, and elements of the intelligence community succumbed to political pressures when the Government found some of the intelligence about Indonesian involvement in planning and directing the violence to be unpalatable.  相似文献

Building computerized information systems in weak African bureaucracies is a formidable task. Information systems often succumb to organizational constraints and either fail or underperform. This article examines why and provides a model of how they can succeed. The thesis is that African bureaucracy and, surprisingly, information systems development are contingent structures and processes. Given the right combination of government reformers (saints) and appropriate technical assistance specialists (wizards), the personal and contingent nature of African bureaucracies can facilitate the rapid introduction of information technology reform. The difficult task is to sustain the reform in a context where government staff are apathetic or even hostile to the reform (demons). An information system is sustained when it is insulated—its output is revered and tampering is feared. In African bureaucracies, information systems fail or underperform more often than they succeed, because the saints are few, the demons are many, the wizards are inappropriate, the systems are complex and the organizations are weak. The article concludes by reviewing five conundra of systems development in African bureaucracies: building systems without saints, managing demons, compartmentalizing systems, integrating system compartments and insulating systems. © 1998 John Wiley & Sons, Ltd.  相似文献

Insofar as no democratic society can fully realize norms of free and equal citizenship, citizens in such regimes are likely to experience some degree of discontent with their political lives. This raises a second purpose for democratic theory beyond the usual focus on improving democratic institutions: the psychological issue of how ordinary citizens might find solace in the face of disappointment. Democratic theory is capable of providing solace because egalitarian commitments – equality, free speech, solidarity, and self-sufficiency – have a double potential: they not only ground efforts to democratize institutions, but when sublimated in apolitical form also have the capacity to generate a transcendence of the political form itself. In this essay, I pursue both ideas – the need for solace and egalitarianism's ability to provide it – through analysis of the way Epicureanism may have functioned for the ordinary, plebeian citizens in late Republican Rome.  相似文献

This article identifies two different senses in which the concept of ‘community’ can be seen to underpin the norm of vocal participation in democratic politics. The first is a broadly liberal view of community – traceable to Alexis de Tocqueville – that promotes active, vocal, and autonomous citizens and acts as a buffer between the state and the individual. A second broadly conservative view of community in the writings, for example, of Edmund Burke and T.S. Eliot treats community as organic, passive, and largely silent. It valorizes habit and habitual relationships as supporting political life through obedience to the law and respect for authority. While these two traditions stand apart, what is striking about both views of community is the one point about which both agree: citizens' sense of community is in decline within liberal democracies today. Thus silence and silent majorities are problematic to both traditions, albeit for different reasons.  相似文献

This paper moves away from ‘‘orientalist’’ visions of the island of Cyprus as the island of Aphrodite, the goddess of love and beauty, and looks at the wounds contemporary Cyprus still bears 36 years after its partition. The UN-controlled ‘‘Green Line’’ divides the island into a northern and southern side and its barbedwire and decaying infrastructure renders the violence of the partition and its traumatic consequences impossible to forget. This paper is about dividing lines and impenetrable walls separating territories and nations; it is about ways of remembering and forgetting and about possible routes of overcoming physical and psychological rifts through hopeful representations of friendly cohabitation. In particular it looks at the potential transformations of the Green Line through a reclamation project into a healing inter-communal memory space (Gritching 2010); and provides a close reading of the 1993 film-documentary Our Wall by Panicos Chrysanthou and Niyazi Kizilyürek underlining its significance and influence as counter-discourse to the silence and the re-memorialisation of the years before partition. Both the ‘‘Green Line project‘‘ and Our Wall underline the importance of memory-embedded representations in the emerging genre of ‘‘postcolonial utopianism’’ (Ashcroft 2009), as positive active tools to energise the hope for peace and reconciliation.  相似文献
