As energy demand grows rapidly worldwide, power line infrastructure will continue to be a major development planning challenge. This study considers the environmental conflict that has arisen over a transnational transmission line project between Canada and the United States. A qualitative conflict assessment is presented to define the parameters for consensus that could prevent protracted litigation between stakeholders. Proactively designing a process to encourage consensus building during the early development phase remains the most critical determinant of compromise. In this article, we argue that in this case a consensus‐building effort could be feasible if certain design requirements were met, including gaining the participation of key stakeholders, paying attention to trust, and focusing on the issues specific to this transmission line rather than to a larger energy discussion. The research shows that despite potential pitfalls, reaching more widely accepted and ecologically sensitive solutions to environmental conflicts through participatory and collaborative approaches is possible and worth the effort. 相似文献

Civic fusion occurs when people bond across passionate difference to solve a shared public problem. It requires bringing people close together under conditions that enable them to bond, even as their polarizing beliefs remain intact. In managing multiparty multi‐issue negotiations, public policy mediators help disparate, passionate parties negotiate actionable agreements. To achieve and sustain civic fusion, interested parties recognize and acknowledge confining assumptions and move through a continuum in which their certainty about each other and their presumed solutions is challenged and transforms to uncertainty and then to curiosity. They connect across common public goals and find mutual understanding and respect for the interests of others as they come to understand and accept the opportunities and limitations that are inherent to their complex situations. A steady stream of new understandings moves people beyond their long‐held perspectives to foster productive negotiations and build innovative solutions. Ultimately, the parties generate sustainable consensus agreements even as they retain their deeply held and often opposing values and beliefs. 相似文献

The division in the Korean peninsula has lasted more than a half century, and the people on both sides have become quite different in their values, beliefs, behaviors, and lifestyles. As the two sides have increased their exchanges and communications for the last several years, the biggest challenge Korea and its people face is: “How should human relationships be rebuilt after suffering from chronic conflicts between adversary states?” This article considers track two diplomacy/people‐to‐people dialogue as a response to this question and reviews the issues and obstacles related to initiating such a dialogue. 相似文献

What determines the success of a peaceful settlement attempt of a border dispute? In order to fully understand why decision makers choose to put an end to an ongoing conflict, it is necessary to consider the social trust levels of the general populations in both states. International conflict settlement requires public support at the domestic level. If a state’s general population perceives the potential dangers of a settlement as too severe, the conclusion of a peace agreement will be difficult. We argue that high levels of social trust allow citizens (1) to favor more conciliatory foreign policies and (2) to be more optimistic about the future behavior of other states. In democratic settings, these public attitudes serve as powerful constraints for decision makers. As a result, high aggregate levels of social trust should be directly related to concession-granting behavior by democracies as well as effective dispute settlement among jointly democratic dyads. We test these expectations with a new aggregate-level measure of social trust and find mixed support for our hypotheses: While trust does not influence the behavior of challenger states, it does have strong effects on democratic target states and jointly democratic dyads. 相似文献

We address whether politicians’ flip-flopping on support for a war is damaging to their electoral fortunes, and if the gender of the politician has a conditioning effect on this relationship. A series of survey experiments, conducted in 2010 and designed specifically for this project, allows us to examine the causal power of these two cues. Our results challenge the conventional wisdom: respondents do not fault leaders who change their minds about a conflict, and importantly, this effect holds irrespective of the gender of the politician. Instead, individuals react to the policy position the politician currently holds on a war regardless of the politician's consistency and gender. 相似文献

Enduring rivalries represent the most difficult challenges for policy makers seeking to promote international peace and security. Once in place, enduring rivalries account for a disproportionate number of crises, militarized disputes, as well as wars, and include conflicts that are more likely to escalate than those falling in other conflict contexts. Unfortunately, we know very little about conflict management in enduring rivalries from either a theoretical or policy perspective. This study seeks to account for why some rivalries are successfully managed while others persist at high and unabated levels of conflict In addressing these concerns, we explore 35 enduring rivalries over the period 1945–1992. We find that although enduring rivalries are quite resistant to influences that produce changes in their dynamics, both endogenous and contextual influences can exercise a significant impact upon the prospects for conflict management between enduring rivals. 相似文献

ABSTRACT Current tensions in the Gulf region highlight the persistence of crises and conflict. A number of states within the area now regularly engage in interventionist actions that challenge previously held norms of sovereignty and non-intervention. Fragmentation characterises what were once considered fairly robust structures of unity and enduring regional organisation. Theoretical norms that presuppose non-intervention are tested by new forms of coercion and interventionism among Gulf actors that exacerbate rather than resolve security dilemmas. In turn, this highlights the inadequacies of normative models of conflict management and resolution, and in particular mediation. In many public policy situations, formal negotiations and collective problem solving are inhibited by a lack of good ideas that can get the buy‐in and support of all involved stakeholders. We suggest that devising seminars provide a promising approach for helping to overcome this barrier. A devising seminar is an off‐the‐record, facilitated workshop that brings together representatives of core stakeholding interest groups to brainstorm mutually advantageous approaches to address collective challenges. In this article, we explain what devising seminars are, how they work, and how they can help with complex public policy disputes. We illustrate through the case of the Devising Seminar on Arctic Fisheries and conclude with lessons learned from that experience. 相似文献

The mediation of public conflicts is a complex interactive, social‐psychological, and often politicized process. Because of their complexity, the literature on how to effectively mediate these conflicts remains imprecise. In this study, I have focused on the sequencing of the overall mediation process and the interplay between initial conditions, mediation styles, and process dynamics to explore predictable patterns from early stage to deadline negotiations. By undertaking a two‐step qualitative comparison of twenty‐three public mediation cases, I have attempted to identify “equifinal” pathways — that is, a variety of different ways in which the same outcome can be achieved — that can lead to mediation success (or failure). My analysis reveals that both inclusivity (i.e., including all relevant participants in the process) and mediation institutionalization (i.e., the mediation process is sufficiently embedded in the political and administrative system) correlate to greater mediation effectiveness. Furthermore, this study also suggests that such key elements of deliberative negotiations as recognition and argumentation are essential for reaching a consensual agreement. 相似文献

This article examines how the EU interacts with other international organizations (IOs) with regard to human rights protection. Although studies on relations between IOs, namely inter‐organizational relations (IOR), have attempted to overcome a state‐centric tendency, existing IOR approaches are not suitable for analyzing human rights issues due to their indifference to law. To overcome this flaw, this article introduces the notion of ‘inter‐organizational contestation’ to account for the human rights implications of EU policies. This concept is applied to two contrasting cases: first, the EU's asylum policy, over which the EU is contested by other IOs; second, the implementation of targeted sanctions, over which the EU contests another IO. The article thus highlights the EU's ambivalent profile in human rights protection and contributes to the IOR literature. 相似文献

In this research, we explored the contributions of perceived procedural justice (PPJ) to the conflict management behaviors of adolescents when they experience conflict with their teachers. We tested an extensive model to determine how PPJ contributes to conflict management. We also extended research on PPJ to examine its impact on adolescents. Our results, acquired from a large and diverse sample of 256 high school students, indicate that PPJ had an impact on adolescents' approach to managing conflicts with their teachers. Students who perceived that their teachers' decision processes were just were less dominating and more avoiding, obliging, and compromising. In addition, we found that students' perceptions about the legitimacy of their teachers' authority mediated the relationships between PPJ and conflict management style. This study contributes to the rather scarce research on PPJ's role in conflict management and should be useful for educators searching for constructive, relationship‐based tools for conflict management. 相似文献

Key mediation attributes, such as mediating actors, the strategy they choose, and previous mediation experiences, are widely thought to influence the nature of a conflict management outcome. But how and when these features shape outcomes is not a straightforward matter, and a standard analysis of these factors does not lead to their widely anticipated results. Why? We develop a new analytical framework that argues that a dispute's intensity alters the conflict management processes. Furthermore, in order to observe this variation, we also need to expand the traditional, dichotomous notion of conflict management outcomes (success or failure) to include a fuller range of observed results. Using the most recent International Conflict Management data set and our new analytical framework, we analyze the effect on conflict management outcome of mediator (a) identity, (b) strategy and (c) history. We find that directive strategies and international mediators are effective in resolving high intensity conflicts, procedural strategies and regional mediators are effective in resolving low intensity conflicts, and that mediation history always affects resolution. Our results have implications for both the study and practice of international dispute mediation. 相似文献

This article discusses an extension to the Thomas–Kilmann conflict mode instrument (Thomas and Kilmann 1977) designed specifically for conflict situations in which strong negative emotional relationships are at play. The Thomas–Kilmann (TK) model is widely used to help participants (disputants and mediators) identify how two basic conflict characteristics interact to influence how stakeholders shape their actions with regard to their interests. Essentially the TK Model is built on the premise that the two salient conflict variables are the relative importance of the relationships at hand and the substantive issues being discussed. These variables are illustrated with a simple matrix that shows how each party will interact with the other based on the relative importance it places on these variables. Graphically illustrating where the behaviors fall on the matrix can explicate parties' behaviors to add a new perspective that may change the dynamic of the conflict. But the TK Model does not address scenarios in which individuals have very negative or destructive relationships, and sabotage, blocking, and exclusion are behavioral norms. Hence, we developed the Baumoel–Trippe (BT) Extension to the TK Model to address the highly negative and often identity‐based conflicts that are often found in the world of family business. Accordingly, the BT Extension to the TK Model explores conflicts in which the relationships are not merely unimportant or uncooperative, but where they become negative to downright vengeful. There is so much at stake for family business stakeholders that the family relationships may become so adversarial that the very business and family harmony all parties value are at risk. With our extension of the TK Model, we seek to provide insight into how decisions might be made when stakeholders are in highly negative, conflictual relationships. 相似文献

Conflict resolution as an academic field was built by pioneers like John Burton on the idea that conflict resolution academics must accomplish three basic interlocking tasks: conduct cutting‐edge research, educate students, and make a positive contribution to the real‐world work of practitioners engaged in resolving actual conflicts. Over time and as the field has grown, so have the demands to produce research deemed rigorous enough according to increasingly competitive and rigid traditional standards and so too have the demands of teaching growing numbers of students. Research and teaching commitments thus diminish the time and support available to engage in practice. Abstract The main aim of this article is to investigate the challenges facing public relations professionals in building organisation–public relationships (OPRs), by means of an overview of related modernistic literature, mainly within a modernistic paradigm. Dominant business developments have historically impacted the broader role of public relations in organisations and society, and it is maintained that the change in the domain of public relations to a relational perspective is yet again a consequence of the efforts by business to survive in the new millennium. There can be no doubt about the strategic importance of relationships to the survival of organisations and to public relations. A relational approach to public relations has major strategic value, and embracing its challenges is vital for the profession. The relational approach offers a two-fold opportunity to public relations professionals, namely to confirm their contribution to achieving organisational goals through the measurement of their relationship-building efforts, and the prospect of realigning themselves with other business functions in the organisation.
