Colorado’s Amendment 36 proposed to switch Colorado’s representation in the Electoral College from winner-takes-all to proportionality. We evaluate unilateral and uniform switches to proportionality both from Colorado’s perspective and from an impartial perspective on the basis of a priori and a posteriori voting power measures. The present system is to be preferred to a unilateral switch from any perspective on any measure. A uniform switch is to be preferred to the present system from Colorado’s perspective on an a priori measure, and from an impartial perspective on an a posteriori measure. The present system is to be preferred to a uniform switch from Colorado’s perspective on an a posteriori measure (with some qualifications), and from an impartial perspective on an a priori measure. We conclude with a discussion of the appropriateness of these measures.  相似文献

Through use of an exploratory case study, this research examines the concepts that distinguish a networked company from other organization models. These concepts are then applied in a field case study to a networked company called the Port Arthur Remediation Team (PART). PART was formed in 1996 by an integrated petroleum company, an environmental engineering concern, and a heavy construction firm to manage the remediation of an oil refining facility. How this networked firm learned to organize, coordinate activities, attain goals, and link its operational components in a useful way are described.  相似文献

Global citizenship is a concept that has been both propounded and critiqued on a number of grounds in recent scholarship, but little attention has been paid to what it might mean in an age of empire. Beginning with an analysis of American empire, the author argues that there has been an important shift in the meaning of imperial rule from what was initially a “realpolitik” version of empire in the immediate aftermath of 9/11 to what has become a more “liberal” form of imperial power since late 2003. Whereas the former sought national security in a seemingly anarchical and hostile world, the latter has sought to spread a particular kind of globalized citizenship to the world, particularly in the Middle East. The author argues that the ideological grounding for such an imperial “civilizing mission” needs to be challenged through an alternative theorization of global citizenship. Thus, the second half of the article suggests a new theory of global citizenship rooted in two basic principles: social rights (in order to address the least well off) and shared fate (in order to draw the links between the north/south and east/west). Taken together, they provide a starting point for an alternative theory of global citizenship that speaks not simply against empire but to it.  相似文献

This article explores the relations between voluntary organisations and the city administration in two British cities through an analysis of the impact of social capital. It provides a corrective to the dominant individual-level approach by offering an organisational-level analysis of social capital. The evidence suggests that inter-organisational social capital is not distributed equitably within cities. Voluntary organisations that regularly engage with a city administration can build networks of trust and information flows that outstrip those available to other voluntary organisations. Although it is easier to build social capital within a sector, such as the voluntary sector, building it in tight networks with voluntary organisations would appear to be an achievable goal for a city administration – but such networks do not guarantee an enhanced overall confidence in the local political system.  相似文献

It is possible that a budget breaking incentive scheme may not solve the problem of moral hazard in team production, due to an incentive for a principal to cheat on such an agreement. This is a problem common to incentive schemes which result in an unbalanced budget, which include among them processes designed to reveal demand for public goods. This paper shows the conditions under which cheating is possible, and designs a payment scheme for the principal which is free of any cheating incentive.  相似文献

Using close election outcomes, we identify a personal effect of incumbency on the probability of seeking election, and seeking and winning office in subsequent elections for elected officials in an Open List Proportional System. In many cases Danish local elections creates an as-if random distribution of candidates that are elected or not, which is an ideal setting for a Regression Discontinuity design. The incumbency advantage has been studied to a great extent, though primarily in pluralistic electoral systems, while more recent studies have extended the scope to Proportional Representation systems. This study adds to this budding literature by showing an advantage in a new context and focusing on candidate level electoral returns under conditions where candidates are arguably least likely to benefit from incumbency.  相似文献

"Individualism" as a deliberate indifference to public lifeand to the responsibilities of active citizenship was firstdescribed in Tocqueville's Democracy in America. That discussionhas often been taken to mean that this indifference is an inevitableconsequence of modem democracy. Yet the mainly theoretical treatmentof the problem in Democracy does not make such a strong claim,and should be read more as a warning of a possible danger thanas a statement of a necessary result. The creation of an ethosof individualism as a substitute for citizenship is first fullydescribed in Tocqueville's late work on the prerevolutionaryregime in France. There he shows that incapacity for citizenshipemerged less from the march toward equality than from the resortto highly centralized administrative methods as an instrumentof modernizing reform. Tocqueville's argument in The Old Regimeand the Revolution should be regarded as an essential componentof his political science and, in particular, as a powerful studyof the consequences for democracy of administrative centralization.  相似文献

The development of the infrastructure of the Open Method of Coordination (OMC) is an unaddressed topic in scholarly debates. On the basis of secondary literature on the European Employment Strategy, it is hypothesised that a conflict between an incentive and reluctance to act on the EU level on the side of member states limits the choice for a policy instrument to the OMC, and is a driving force behind the development of its infrastructure. From empirical findings on the OMC e-Europe it shows that for the development of the infrastructure of an OMC on a policy field, a need for an instrument has to be present that can neutralise the conflict between an incentive and reluctance to act on the EU level.  相似文献

Abstract

In 2004 and 2006, proposals were made at APEC summits to establish a Free Trade Area of the Asia-Pacific (FTAAP). This was an essentially a reworking of an idea first raised in the mid-1960s to create a Pacific Free Trade Area, or PAFTA. Although the PAFTA initiative never advanced, it helped lay the first organizational foundations for regional economic community building in the Asia-Pacific. The recent FTAAP proposal thus brings us full circle to the antecedent origins of APEC itself. If realized, an FTAAP would also create a free trade zone that would encircle the Pacific Rim economy and thereby subsume the region's now large number of bilateral and sub-regional free trade agreements (FTAs) into one unified agreement. Yet there are many inherent problems with establishing an FTAAP. These broadly relate to deconstructing the preferentialism of existing bilateral and sub-regional FTAs, achieving a consensus on the technical policy content and ideational principles on which an FTAAP would be based, and addressing various geopolitical issues such as reconciling the formation of a pan-regional Asia-Pacific FTA with an already fragile multilateral trading system. Growing interest in a ‘rival’ East Asia Free Trade Area project presents another geopolitical challenge. In considering these and other questions, it is concluded that many obstacles will remain in the path to realizing an FTAAP, and that this may not actually be a desirable objective to pursue for some time yet.  相似文献

Using a behavioral model of political decisionmaking, it is argued that an increasing population size and/or an increasing efficiency of production in a private enterprise economy relative to a centrally planned economy may create the conditions for a self-interested nomenklatura in a Soviet-type economy to consider a transition to a market economy. This transition may be thwarted, however, by the threat for prospective private enterpreneurs of exploitation after the change of regime. Some form of political pluralism guaranteeing sufficient political influence to private entrepreneurs appears to be required for a successful transition. The analysis shows that such a combined political and economic reform can be in the interest of the nomenklatura, thereby providing an endogenous behavioral explanation for a change of regime.  相似文献

We construct a spatial election model in which candidates inherit initial positions in the strategy space, presumably from previous political activity, and they are restricted to strategies close to their initial positions. We establish sufficient conditions for the existence of an equilibrium. The equilibrium need not entail an expectation of a zero plurality for each candidate. We then apply this model to a sequence of elections in which a series of opposition candidates challenge incumbents. Given certain regularity conditions, the result will be an apparent incumbency advantage, corresponding to that observed in recent congressional elections.  相似文献

The debate about the scope of feasible policy-making in an era of globalisation continues to be set within the context of an assumption that national capital markets are now perfectly integrated at the international level. However, the empirical evidence on international capital mobility contradicts such an assumption. As a consequence, a significant puzzle remains. Why is it, in a world in which the observed pattern of capital flows is indicative of a far from globalised reality, that public policy continues to be constructed in line with more extreme variants of the globalisation hypothesis? I attempt to solve this puzzle by arguing that ideas about global capital market integration have an independent causal impact on political outcomes which extends beyond that which can be attributed to the extent of their actual integration.  相似文献

This article considers environments in which individual preferences are single‐peaked with respect to an unspecified, but unidimensional, ordering of the alternative space. We show that in these environments, any institution that is coalitionally strategy‐proof must be dictatorial. Thus, any nondictatorial institutional environment that does not explicitly utilize an a priori ordering over alternatives in order to render a collective decision is necessarily prone to the strategic misrepresentation of preferences by an individual or a group. Moreover, we prove in this environment that for any nondictatorial institution, the truthful revelation of preferences can never be a dominant strategy equilibrium. Accordingly, an incentive to behave insincerely is inherent to the vast majority of real‐world lawmaking systems, even when the policy space is unidimensional and the core is nonempty.  相似文献

This essay argues that politically motivated business cycles could persist in a democratic society even if the electorate votes in a rational, fully informed manner, provided that government policymakers have the means to systematically generate macroeconomic fluctuations. This cyclic outcome reflects the pReferences of an electorate that is composed of imperfectly altruistic voters belonging to different overlapping generations. Since each generation has a different horizon over which it would like to have elected politicians provide an optimal economic policy plan, an intergenerational conflict of interests situation arises. This conflict is placed into an explicit political context, whereby cycles become generated under the institutional constraint of periodic elections.  相似文献

In participatory democratic theory we see a positive reassessment of political representation these days. Whereas until recently representation has at best been accepted as an unavoidable substitute for direct democracy, newer theories regard representation as constitutive for democratic political action. Such a turn in the assessment of representation has become possible by dismissing an autonomy-oriented concept of democracy that goes back to Rousseau, and of which a modified version is represented by Jürgen Habermas today. The new interpretations understand representation not in the sense of an as perfect as possible transmission of the will of the represented to the representative, but as a relation of difference which allows for plural acting and political judgment in the first place. Although the discussion of these theories shows that they can offer an interesting theoretical reconstruction of representative democracy, they remain very vague in specifiying concrete possibilities of political action and democratic participation for the represented.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献

Although prior research demonstrates that strong partisans are less likely to cast a split-ticket, recent scholarly work hints that partisan-ideological sorting—the matching of an individual’s partisan and ideological identities—may play a comparatively stronger role in shaping this voting behavior. Simply, if a high degree of congruence between identities underscores psychological orientations that prevent association with an out-group, then highly-sorted voters should be less likely to cross-party lines within the voting booth. Using the 1972–2012 ANES Time-Series and 2010 CCES surveys, we provide evidence that demonstrates that a high degree of partisan-ideological sorting produces the strongest negative effect on split-ticket voting among a variety of alternative explanations at both the national and subnational levels. We then supplement these analyses with 1992–1996 ANES panel data to demonstrate how changes in sorting over time affect this voting behavior. Our results indicate that although an increase in partisan strength alone is insufficient to reduce an individual’s propensity to cast a split-ticket, an increase in identity sorting over time has a strong negative effect on split-ticket voting. We conclude with a brief discussion about the consequences of identity convergence; namely, that sorting fosters a unique form of electoral “polarization.”  相似文献
