This paper focuses on the complex nature of post-war multilingual landscapes in Pristina, the capital of Kosovo, as shaped by the country’s political shift after independence in 2008. We aim to contribute to this sociolinguistically underexplored territory through an examination of the relative predominance and visibility of the capital’s most dominant languages: Albanian, Serbian, and English. Our central aim is to empirically problematize the shared co-officialdom of the Albanian and Serb languages, as put forward in the “Ahtisaari Plan” in 2007 and subsequently adopted in the State Constitution in 2008 and Language Laws in 2006 and 2008. We posit that the multilingual language policies which paint an inclusive, multi-ethnic picture of Pristina do not coincide with its monolingual Albanian reality. In addition to these empirical findings, our second aim is to contribute to the theorization of authorship in the public sphere. With reference to the Pristina context, we problematize the analytical categorization conventionally made between top-down and bottom-up agency and distinguish a third category of semi-official authorship. This third category enables us to examine the dynamic nature of the discrepancy between Kosovo’s language policy and Pristina’s urban linguistic reality in more detail.  相似文献

How was a new infrastructure of revenue-collection instituted after the collapse of Soviet-type regimes in Eastern Europe? This article suggests that currently available answers to this question are unsatisfactory. Building upon insights derived from the literature on fiscal sociology and from Joseph Schumpeter’s analysis of modern “tax states,” it outlines a new approach to the study of various phenomena related to revenue-collection in postcommunism. More specifically, I examine a set of empirical and theoretical issues related to the reemergence of a taxpayer as having a cultural role, the reconfiguration of the bureaucratic apparatuses bequeathed by the old regime, and the recreation of trustworthy national currencies. Having identified important gaps in our understanding of the transformative processes that engulfed the region after 1989, the paper introduces a more comprehensive research program focused on the context-specific challenges inherent in the attempt to re-establish tax states in the formerly communist countries.  相似文献

Abstract

The Bulgarian government is involved in sub‐version of Western governments, almost certainly orchestrated in Moscow, involving drugs, weapons, and terrorism. Despite U.S. efforts to work with Bulgaria to curb the illicit traffic of drugs and weapons, cooperation has been virtually nil. This has prompted some members of Congress to probe Bulgaria's motives, and on February 26, 1985, Senator Alphonse D'Amato introduced a bill, S. 515, the Bulgarian Interrelation Review Act, directing the President to conduct a comprehensive review of U.S. policy toward Bulgaria. This article analyzes that legislation, the dimension of the drugs and terrorism connection in Bulgaria, and offers further recommendations in dealing with the issue.  相似文献

While it is becoming increasingly evident that the post-Leninist state is experiencing a considerable decline in capacity and strength, Western analysts have been slow to address the situation analytically. This essay examines the reasons for the lack of attention paid to the state by former Sovietologists, and offers a new theoretical perspective on the Leninist and post-Leninist states. The utility of this perspective is subsequently demonstrated by applying it to the case of local government reform in Poland. The inability of the Polish reform to overcome the administrative weakness of the state demonstrates both the seriousness of the problem, and the need for greater “state” consciousness on the part of post-Sovietologists.  相似文献
