This attempt to objectively assess the costs and benefits of involvement in the harambee education movement for individuals and families is directed at policymakers and is an exercise in policy analysis. Evaluative studies of this nature are essential to the improvement of the of the overall quality of policymaking. Despite general agreement that harambee education projects involving secondary schools differ in many ways from types of self-help projects, few attempts have been made to assess the long-term social impact of the harambee education movement. For nearly 2 decades Kenya's harambee movement has flourished and has been largely viewed as a positive contribution to national development. Between 1969-79, the total value of contributions to self-help projects rose from around $6 million to almost $27 million, demostrating the substantial inputs of local communities to the economic growth of the country as a whole. Policymakers, after initial reservations about independent self-help, in recent years have come to rely on such activities as complementary to the government's efforts. Self-help activities aimed at expanding educational opportunity are the most significant in terms of both monetary resources expended and the scope of human involvement. Benefits are difficult to extimate. The growing number of students in harambee schools does not necessarly indicate that the majority of these students are acquiring marketable skills or that their consequent levels of academic training will prepare them to complete successfully in the job market with the average student educated in government-sponsored schools. The evidence, in fact, clearly points in the opposite direction. Yet, politicians, policymakers, and citizens continue to regard harambee activities for expanding educational opportunities atall levels as necessary contributions to Kenya's development program and to individual achievement. The direct cost to government for harambee education can be compared with the direct private expenditure on this type of ecucation. The 1976 annual private investment in harambee education was $45 million. The most direct benefits from harambee efforts are reaped by wealthier regions and communities in Kenya. The greaes social benefits derived from the government's policy toward the harambee school movement are political benefits. By symbolically drawing linkages between its national development strategy and independent self-help activities, the government can elicit the tacit support of rural communities. Direct social costs of such a policy are minimal. The indirect, long-term costs may result in disastrous, unintended consequences as the pool of educated and unemployed youths expands and as resulting ethnic and class inequalities sharpen and crystallize.  相似文献

A common practice of poor households to informally deal with risk is to allocate children’s time away from school towards income-generating activities or household production. Focussing on Rwanda, this study investigates whether the provision of formal health insurance helps to prevent this undesired risk coping strategy. We find that children of households enrolled in health insurance work significantly less compared to those of not enrolled families, and also have better educational achievements. The results suggest that policy interventions which reduce household risk exposure may have additional benefits in terms of lower child labour supply and higher schooling levels.  相似文献

Micro-finance provides financial services to poor women from developing countries where cultural and social constraints limit their opportunities for economic advancement. Using Forbes’s process of conducting systematic review, 12 quantitative studies from South Asia reporting on the impact of micro-finance on women’s mental health outcomes were analysed. Overall, studies revealed that the duration and depth of involvement in micro-finance activities would make a difference in women’s mental health and not just receiving loans; however, rigorous programme evaluation is needed. Collaborative actions by micro-finance and health care practitioners to recognise women’s mental health needs and to strengthen measures to optimise the beneficial effects of micro-finance must be considered.  相似文献

This article examines cultural policy developments affecting the Australian local government sector arguing for policy that directly addresses the operational needs of small to medium museums. Over a period spanning roughly three decades, national and state government involvement in ‘community’ cultural programmes has decreased, with local authorities assuming primary funding responsibility; a process I call the ‘municipalisation of culture’. The dual imperative for councils to provide dynamic cultural facilities while demonstrating prudent spending of ratepayer money has produced a challenging climate for local museums. Using the state of New South Wales as a case study, this article explores how this shifting cultural policy landscape, together with growing instrumentalisation of cultural programmes, has transformed the perceived context and purpose of museums in local government areas. It argues that the pressures of demonstrating impact across an array of public benefits in a restricted funding climate threatens the sustainability and meaningfulness of local museums.  相似文献

This article reviews the existing literature on young disadvantaged fathers' involvement with children. It first outlines the predominant theoretical perspectives regarding father involvement among resident (married and cohabiting) biological fathers, resident social fathers (unrelated romantic partners of children's mothers), and nonresident biological fathers. Second, it presents a brief discussion of the ways in which fathers contribute to childrearing. Third, it describes the socioeconomic characteristics of men who enter fatherhood at a young age, highlighting that they tend to be socioeconomically disadvantaged. Fourth, it reviews the empirical research on both antecedents of father involvement and patterns of involvement across father types. Finally, it describes the limitations of existing research and provides suggestions for future research and policy.  相似文献

Abstract

This article seeks to analyse the informal borrowing sources of the poor as well as the purposes for borrowing. The obsession on characterising the poor as financially excluded fails to grasp their active financial lives. This article emphasises how relations of credit/debt are rooted in complex social and cultural forces. It is precisely because of the social embeddedness of credit that family finance, though interest-free, is not a first resort. Similarly, credit in kind from shopkeepers, though critical to consumption smoothing, is detested by some people. Also, it is argued that the involvement of the traditional leader in repayment enforcement in informal financial groups challenges the economistic narrative that attempts to separate credit from cultural norms.  相似文献

Abstract

The Mexican policy of Irrigation Management Transfer has been widely propagated as a success and has become a model for other countries seeking to improve the performance of their irrigation systems while also cutting public expenditures. This article analyses the process of policy-making that has generated the policy model and follows the practices, means, and events through which it has achieved increasing transnational circulation, popularity, and support. The main argument of this article is that the success of a policy model is only a success within the cultural and ideological understandings of a policy network and given the means, practices, and events that generate and disseminate it. This particular case further suggests that success in policy-making, rather than being based on straightforward evidence of improved management performance, is often part of a cultural performance.  相似文献

Local governments make a significant annual investment in arts and cultural development programmes. However, the practicalities of measuring the return on this investment have been largely overlooked by researchers, and investigations into return on investment have frequently focused on the economic return. Here, it is argued that intrinsic social and cultural returns on investment are equally important. A further issue is that measurement frameworks have often taken an outputs-based approach, seeking to evaluate the performance of one-off events rather than measuring the outcomes or impact of the total investment in arts and cultural development over the life of a policy or strategy. This paper therefore takes a broader, outcomes-based approach and offers a practical evaluation framework. An implementation-ready method is presented which will allow local government policy-makers to provide evidence of medium- and long-term outcomes and impacts of their arts and cultural development programmes and weigh this against their investment.  相似文献

This research examines home healthcare programs implemented in Puerto Rico and Indiana. Puerto Rico is primarily a Hispanic territory of the United States, while Indiana is a culturally Anglo Midwestern state. This study explores the cultural values that influence unpaid care of older adults in these two settings. I hypothesize that dissimilar cultural values will influence care of unpaid primary caregivers (UPCs) in both jurisdictions. Results supported the hypothesis: UPCs emphasized different cultural values in caregiving. The study recommends that the federal government support families with essential services to enable them render badly-needed care to their elderly family members.  相似文献

This study examines determinants of the rural-urban gap of household welfare in Vietnam during 2008–2012 using national household data. We have used unconditional quantile regressions (UQR) to carry out quantile decomposition analyses to identify underlying causes for the rural-urban disparity across the entire distribution. Our analyses have overcome the limitations of Oaxaca-Blinder decomposition, namely, (i) decomposition is made only at mean and (ii) a dependent variable has a linear and parametric relationship with covariates. For these purposes, we have carried out detailed decomposition analyses and the UQR decomposition (N) combined with the reweighting technique. Our results show that basic education is beneficial to the rural poor and ethnic minorities in improving their living standards. Remittances generally improve rural welfare, but do not reduce within or between-inequality. Public policy should ensure easier access to education for the rural poor and support the self-employed to raise and stabilise income.  相似文献

This study sought to learn from Latino immigrant parents which and how state-level immigration policies impact their families. Fifty-four Latino immigrant parents participated in interviews. Constructivist grounded theory methods were used to complete the analysis. Results indicate that fear of detainment, deportation, and family separation affects participants emotionally and behaviorally. Participants experience exploitive practices in the workplace and through traffic infractions. Social support networks are constantly changing and weakened when families relocate in search of immigrant friendly communities. Simultaneously, parents develop strategies to protect their families against stringent immigration enforcement. Implications for practice, policy, and research are discussed.  相似文献

Abstract

This article compares village, national, and provincial forestry policy in early-twentieth-century China, with a focus on Yunnan, making three important observations. First, by identifying villages as key arenas for the production of forestry policy, it highlights the importance of rethinking the political geography of forestry policy during this period, to establish a proper comparative baseline for evaluating policy implementation. Second, its comparisons reveal diverging interests in forestry at these three levels, ranging from village reforestation for ecological conservation to provincial afforestation for economic development. Third, it shows that policymakers in these three arenas deployed distinctive cultural and political resources to promote their policies. The localized formats and objectives of village policies may have rendered them relatively invisible to national policymakers, who promoted more general and systematic forestry frameworks as novel interventions into a seemingly neglected policy arena that demanded comprehensive and intensive political intervention.  相似文献

Economic indicators in the United States document the poor economic straits in which Native Americans find themselves. Historically, scholars have explained delayed economic development using Linear Stage, Structural-Change, Dependency and Neoclassical Counter Revolution Models. All of these, however, are unable to fully explain the Native American case. We discuss the deficiencies of these models and point out the effects of constantly changing United States policies on Native American economic well-being. We present data from a survey of tribal government respondents about preferred business arrangements on the reservation to support greater attention to cultural identity in economic development studies. A model that incorporates cultural and sovereignty variables is presented. Diane Duffy, Ph.D., is assistant professor of political science at Iowa State University. She combines the study of political psychology and public policy by examining citizen perceptions of political issues. Currently she is examining Native American perceptions of “patriotism.” Jerry Stubben, Ph.D., is an Extension State Communities Specialist and adjunct associate professor in the Professional Studies Department at Iowa State University. He descends from the Ponca Tribe of Nebraska and served as Chair of the American Indian Studies Program at ISU from 1990–1995. Presently, he serves as co-investigator on a National Institute on Drug Abuse funded project to develop, implement, and evaluate a tribally based, family oriented substance abuse prevention program on the Mille Lacs reservation in Minnesota and Lac du Flambeau reservation in Wisconsin.  相似文献

Much of what has been written about collaboration treats it instrumentally as a means–ends tool of improvement. However, despite considerable collaborative activity there is little evidence that clearly links collaboration to improvements in service‐user outcomes or reduced inequalities. In this article we draw on literature from critical public policy and governance studies to recast collaboration as an expression of cultural performance associated with a rather different set of values and measures. We argue that understanding collaboration in the round means that we need to pay attention to all dimensions of performance including cultural performance. We argue that this in turn helps to explain the persistent appeal of collaboration amongst policy makers and practitioners.  相似文献

Networks have come to the fore as a means by which government can achieve its strategic objectives, particularly when addressing complex or “wicked” issues. Such joined-up arrangements differ in their operations from other forms of organizing as they require collaborative effort to deliver the collaborative advantage. Strategic Human Resource Management is concerned with the matching of human resource practices to the strategic direction of organizations. It is argued that the strategic direction of government has been towards network involvement and that, as a result, a reconfiguration of Human Resource Management practices is needed to support this new direction. Drawing on eight network case studies findings are presented in relation to the roles government is expected to play in networks and conclusions are drawn about what types of human resource management practices would best support those roles. This article examines the ‘tax on bachelors, singles, and small families of the USSR’. The tax was introduced in 1941 to boost the birth rate and expanded in 1944 to finance the state’s benefits offered to mothers and children. The Ministry of Finance eventually moved away from its support for the regressive and inefficient bachelor tax and explored other tax-based strategies to boost the birth rate and support families. However, it was constrained in its reform efforts, both by Khrushchev and by ideas about the appropriate role of taxes as the Soviet Union progressed away from crisis and towards communism.  相似文献

Governments prioritize some rights over others because of policy constraints. We ask whether differential disability policy priorities can readdress other unrealized rights when applied to services for people with disabilities in boarding houses in Australia. The housing is inappropriate to their support needs and breaches their immediate right to unsegregated housing. Findings about the government-funded support showed that their well-being improved, but the housing increased their support needs and reduced their eligibility for suitable housing, implying that support policies that prioritize progressive realization rights are not successful where immediate realization rights to housing remain unaddressed. These findings about the negative social outcomes from ignoring human rights hierarchies have implications for policy priorities.  相似文献

Poverty reduction is the overarching goal of most development interventions in the developing world. From 2004, Ghana has been implementing a land reform policy/programme that seeks to improve tenure security and reduce poverty. The present study uses qualitative methods to analyse the extent to which land reforms are enabling or inhibiting poor land users in Ghana to exit poverty and improve their living standards. The study finds that Ghana’s land reform system redefines customary land governance resulting in a breakdown of the trusteeship ethos of the chieftaincy institution, increasing land sales, insecurity of land tenure for the poor and disappearing commons. These factors subsequently have adverse impacts on the ability of poor people to meet their livelihood needs. The study concludes that, for land reforms to work proactively for the poor, they must be pursued as part of broader, holistic and integrated development initiatives.  相似文献

The implications of recent immigration for race relations in the United States depend importantly on family cultural orientations among Mexican Americans and how this group is culturally perceived by Anglos. Because Moynihan's 1965 work (in)famously emphasized the need to change black family culture in order to ameliorate black poverty, his work still holds implications for understanding how cultural orientations affect changing color lines. Unfortunately, his partially insightful analyses inadequately foresaw that policies designed to alleviate poverty through the modification of family cultural patterns are likely to fail without parallel changes in structural opportunities. Similar limitations also often emerge from mis-characterizations of Mexican origin family cultural situations, which all too often are incongruously reified as either being unduly familistic (thus falsely implying Mexican origin families foster self-sufficiency) or largely governed by culture of poverty tendencies (thus inaccurately suggesting Mexican origin families depend on welfare). Here we review research suggesting that Mexican origin families are neither substantially familistic nor disproportionately susceptible to moral hazard, thus indicating that future Mexican origin economic advancement is likely to turn on the availability of structural opportunities. In-depth interviews with Anglos further suggest that Mexicans are not culturally viewed with the same degree of prejudice and discrimination as blacks, implying that the integration of Mexicans into American society, contingent on adequate economic opportunity, will probably progress more steadily than often feared, while that of blacks may proceed more slowly than often expected.  相似文献

This study of 2,722 adolescents aged 14-18 years explored whether parental involvement can protect against adolescent suicide attempts. Compared to their counterparts suicide attempters were more likely to have been in trouble with the police, to report lower levels of parental interest and academic motivation, and to report suicidal ideation and using alcohol or an illegal drug when they feel stressed. They were also less likely to reside with both parents. The association between parental involvement and suicidal behaviour was not stronger for sons than for daughters or for adolescents who had experienced family disruption than for those who grew up in two-parent families.  相似文献
