ABSTRACTBetween merit principles and social contacts, how they facilitate individuals to obtain a government job in the United States remains unsettled. Based on a survey administered via Amazon Mturk, this study finds that merit-based selection constitutes the most significant means to obtain public jobs, particularly so in state and local governments despite of sizeable respondents claiming other venues. The use of social contacts, including both strong and weak ties, shows little advantage on obtaining public employment but proves significant in private organizations. Controlling individuals’ previous job obtaining experience, the study contends that variations on job obtaining methods can be reasonably attributable to institutional distinctiveness that features different rules, procedures and regulations. Merit principles are kept alive in governments, though challenges persist, particularly so in federal government. The study ends up with a discussion of research findings and their implications in HR practices. 相似文献

Third World debt continues to be a critical and intractable issue. A particularly interesting aspect of the story is the effort
by external donors and lenders to promote specific policy changes in exchange for assistance in dealing with indebtedness
and promoting economic development. This study looks at the interactions between donors and decision-makers in sub-Saharan
African countries, an area where donors rather than private banks play a dominant role. Donors have been learning from the
uneven response to the reforms and are attempting to tailor the reforms somewhat to different contexts and to encourage more
consultations. To succeed in these efforts they need to reexamine their view of analysis as a purely technocratic exercise
among experts. They can learn from recent changes in the policy sciences, here called an interactive approach to policy analysis.
It makes three assumptions: policy relevant knowledge includes time and space information and is diffused; participants can
reason together and learn from each other; and there is a need for procedures and institutions to facilitate interaction and
learning. The study explores the assumptions implicit in donor actions and proposes that an interactive approach, with its
more open-ended perspective on knowledge, can stimulate greater dialogue and expand the kinds of information that are fed
into the process.

For over a century, the Canadian state funded a church-run system of residential schools designed to assimilate Aboriginal children into Euro-Canadian culture. In addition to the problems associated with its ethnocentric philosophy, the school system was also characterised by terrible health conditions and physical and sexual abuse of the students was widespread. Recently, the schools have been the object of the most successful struggle for redress in Canadian history. One particularly puzzling aspect about the school system is that it persisted for so long, despite that many of its failings were known very early in its operation. In this article, this puzzle is addressed via a cultural analysis of a political struggle over the residential schools that occurred within Canadian Anglicanism at the outset of the twentieth century. The article concludes that the meaning of the school system as a sacred enterprise contributed to its persistence. 相似文献

Both the Russian public and its elites were taken by surprise by the fact that Russia has become an immigration country. It has resulted in widespread anti-immigrant sentiments and inconsistency in government actions. Russian immigration politics, as well as immigration politics in liberal democracies of the West, are characterised by a wavering between protectionist and liberal laissez faire approaches. This leads to a mismatch between public rhetoric and legal decisions. However, two features seem to make the Russian situation specific: open borders with most of the countries of the former Soviet Union and omnipresent corruption. This study attempts to investigate the effects of cultural origin on the saving behaviour of immigrants in the United Arab Emirates (UAE). Using household survey data covering 3206 households, savings rates are found to be remarkably different across households from different countries/regions. Immigrants from developing countries appear to be uniform in terms of average household size, age, education and occupation. However, immigrants from Pakistan and India are found to have higher average savings rates than those from Arab countries, although they have relatively lower incomes. This suggests strong cultural effects on savings, a proposition that is generally supported by the econometric findings of this research. 相似文献

This article uses data for Nepal to test contemporary hypotheses about the remitting behaviour and associated motives of rural-to-urban migrants and to consider the likely impact of such remittances on rural development. Possibilities for inheritance, degree of family attachment, likelihood of eventual return to place of origin and family investment in the education of the migrants are found to be significant influences on levels of remittances by Nepalese migrants. However, in Nepal, remittances do not seem to result in long-term capital investment in rural areas and so may not promote long-term development of these areas. 相似文献

This article argues that the social capital framework used by development agencies in community-driven development projects in post-Soviet countries may not be adequate for analysing conditions affecting community participation. Research in Armenia shows that the availability of social capital in a community may not necessarily translate into participation. The governance environment plays a key role in affecting the nature and forms of community participation and in shaping local institutions in Armenia. The research argues against the ‘cultural’ view of institutional change, which presumes that the main barriers to participation are posed by cultural factors, such as interpersonal trust and the ‘mentality’ of post-Soviet citizens. Development interventions that focus on building social capital as a means to promote community participation may not be effective without addressing broader structural factors affecting participation. 相似文献

This paper argues that whether developing countries will be able to protect their plant genetic resources and the right of local communities to control and enjoy the benefits of their traditional knowledge will be determined both by policies adopted by the World Trade Organization ( wto ) and by the domestic policies these nations implement within their respective countries. Drawing on empirical data from a survey of various stakeholders on the issue of 'patenting of life forms', we argue that developing countries must unite behind the demand for a minimum wto standard that recognises and upholds the principle of 'prior informed consent'. 1 The paper also presents a number of domestic policy options available to developing countries to protect their key social, cultural and economic rights with regard to the patentability of life forms. 相似文献

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects. 相似文献
