This article looks into the future of regional cooperation in South Asia in the light of two emerging powers: China and India focussing on how their rise would change the relationship in the region. The paper argues that China and India both are trying to enhance their spheres of influence forcing the states in the region to align with either of them in a binary framework of unstable equilibrium and uneasy coexistence rather than reinforcing the regional solidarity of SAARC. Such a competition between China and India and the putative interventionary efforts of Western powers and their agencies in the region are bound to bring implications of profound value for not just regional cooperation but for the individual destinies of the various states involved in the days ahead.  相似文献

This article argues that although there is no contradiction as such between radical commitment and practical politics, the demands of modern party and electoral politics present a challenge to radical parties. The case of the German Greens, Europe's most successful ecology party, is examined in this context, as they have faced this dilemma since their take-off into mainstream politics in the 1980s. This article assesses their response to the radicalism versus realism challenge over the past two decades, as well as considering its impact on the organizational structure of the party, its electoral strategy, ideology and policy agenda.  相似文献

Globalization as a development model is generally now regarded as the sine qua non for development policy with little room for alternative theorising on capitalist development. Neoliberalism, as the supporting ideology of globalization, inflates the social significance of the market and mystifies human relations. It therefore, gives a distorted view of reality, how people are living and their agential capacity to improve their lives. Critical to human agency is it the way it is exercised—does it reduce inequality or does it exacerbate inequality? How is this human agency exercised by different groups of people? The paper provides a discussion on the relationship between neoliberal ideology, globalization and the exercise of human agency. It examines the social reality of globalization and neoliberalism and how this affects the agential capacity of human beings to direct their development, as individuals, communities and as nations.  相似文献

ABSTRACT

Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.  相似文献

The changing dynamics of international politics such as the expansion of the European Union, the growing importance of Asia, and the post-11 September environment have raised great concern about US soft power all over the world. At the governmental level, transpacific relationships may have encouraged military, economic and sociopolitical collaboration. The Asians' perceptions about US soft power at the individual level, however, may not be consistent with the governmental level. By using the 2003 AsiaBarometer survey, this article examines the factors that contribute to individuals' perceptions about US soft power in seven Asian nations – China, India, Japan, Malaysia, South Korea, Sri Lanka and Thailand. Three main factors – military, economic and sociopolitical – are considered. Higher assistance by the US government engenders positive responses from the respondents. For causal relationships, economic and sociopolitical variables, rather than the military variable, enforce individuals' positive perceptions about US soft power, according to the multilevel estimates.  相似文献

Culture in its various forms now serves as a primary carrier of globalization and modern values, and constitutes an important arena of contestation for national, religious, and ethnic identity. Although reactions in Europe, Japan, and other societies where modern values prevail, tend to be symbolic, in areas of the developing world, especially in Muslim countries where traditional values and radically different notions of identity and society predominate, reactions tend to be very intense and redirected at external targets through forms of transference and scapegoating. The idea behind citizenship education is that it will help both to integrate the demands of justice, equality and community and to prevent the increasing apathy towards politics and government, which may damage the health and stability of a modern liberal democracy. The recent British Report on Education for Citizenship and the Teaching of Democracy in Schools (the Crick Report) can be seen as a response to those concerns. This article discusses these concerns and offers an evaluation of the main recommendations of the Crick Report from the perspective of ethnic minorities and disadvantaged groups. If citizenship education as defined by the Crick Report is intimately linked to ideas of entitlement, justice and tolerance of difference, would such an education help students to acquire the necessary knowledge and understanding, skills and dispositions to tackle racism, discrimination and disadvantage? An incisive education must help to remove social, racial and sex barriers that prevent some citizens from enjoying their full citizenship rights. This article offers some critical general conceptual perspectives that aim to help inform teachers thinking about those issues.  相似文献
