This analysis addresses two interrelated questions: what were labor conditions like under Hugo Chávez? and what do those conditions suggest about the relationship between populism and leftism in Latin America? The answer to the first question is unequivocal. Despite its socialist rhetoric, the Chávez regime fragmented and weakened organized labor, undermined collective bargaining, and exploited vulnerable workers in cooperatives. Thus the regime's primary foible was not its radical leftism but its pursuit of populist control at the expense of the leftist goals of diminishing the domination of marginalized groups and expanding their autonomous participation in civil society. This appraisal of labor politics under Chávez indicates substantial tension between the realization of these leftist goals and populist governance. It further suggests the need to distinguish more clearly between leftism and populism and their respective impacts on democracy.  相似文献

The choice of exchange rate regime is a continuing challenge to Latin American policymakers, who currently face pressure to dollarize their economies. The constraints imposed by the "dollar bloc," the informal but powerful currency bloc that ties Latin America to the dominant currency, are central to that choice. Current weak economic performance has called the bloc's norms and principles into question and has made the exchange rate an open issue. Ecuador's full official dollarization is one possible strategy for countries with political stability but poor economic performance to gain access to needed dollar resources. Most of Latin America, however, will continue with variants of managed floating exchange rates, and the periodic foreign exchange crises will provide access to official dollar resources and facilitate renegotiation of the terms of outstanding debt.  相似文献

The volatility of Latin American society is producing political challenges to neoliberal capitalism, but these are complicated by the transformations neoliberalism has wrought in everyday social life. This paper explores tensions between movements to ‘democratise democracy’ and politics orientated to controlling the national state, while also considering apolitical forms of ‘resistance’ to humiliating conditions of life and the impact of new religious movements. I argue that although no instant utopias are likely, there are positive as well as negative possibilities in the way that apparently contradictory developments are combining to transform the established historical contours of hegemony in the region.  相似文献

The Amazon has been the object of numerous reflections upon the relationship between the natural environment and the categories of human society. This article analyses Brazilian writers who considered the relations between space and race over the course of the nineteenth century and early twentieth century. It focuses on João Henrique de Mattos, José Veríssimo and Euclides da Cunha, placing them in relation to each other and within local, national and international discourses on race, nature and development. Its aim is to examine how a racialised geographical understanding of the Amazon changed over the course of the nineteenth century and was tied to Brazilian nation‐building.  相似文献
