International and national level disability inclusive discourse, policy and strategy typically render invisible the institutional structures, political economies and socio-cultural power relations that constitute the lived experience of disability. The lack of robust information on disability extends these theoretical blind spots to the absence of disability in official statistics, political dialogue and social policy. Empirically grounded, inclusive research that recognises disability as embedded in globalised political economies and culturally specific power relations is required to address the theoretical, statistical and programmatic invisibility of disability. Such research will provide a solid knowledge base on which to build effective inclusive interventions.  相似文献

Records management is a fundamental activity of public administration. Public records are a crucial component of the most human actions. They form the basis of any political and legal system and secure human rights. Records Management Systems provide information for planning and decision making, promote the government accountability, improve servicing citizens and ensure the organizations' enactments legitimacy. ABSTRACT

Local policy-makers’ incentives to address an issue is conditioned by how they perceive public attention. Our study focuses on drinking water management at the municipal level in Sweden. Provisioning and management of drinking water is a responsibility of the local governments. Interviews with local politicians and public administrators in seven municipalities reveal that local policy-makers think that citizens view provisioning of drinking water as a taken for granted service, and also lack knowledge of and interest in drinking water issues. Public attention is further seen as a double-edged sword since engagement in water issues often is a result of problems with water provision. The findings are discussed from a theoretical perspective of the role of agenda-setting in public policy. It is argued that the view of policy-makers of citizens as unengaged negatively affects the incentives to bring drinking water to a prominent place on the local policy agenda.  相似文献

This paper investigates how the unique financial model of multilateral development banks – dependent largely on issuing bonds in private capital markets to raise lending resources – came about in the early history of three different MDBs, and how this in turn shaped their operational characteristics. Historical research demonstrates that the World Bank, Inter-American Development Bank (IADB) and Andean Development Corporation (CAF) converged on organisational and operational arrangements very different to what their founders had intended, and much closer to one another, as a direct result of the need to secure sufficient resources to function as viable development lenders. The findings indicate that in the absence of governments willing or able to provide significant financing out of their budgets, MDBs tend to converge towards a single organisational model in order to maintain access to international capital markets. All three MDBs examined here modified their lending and financial policies in unexpected ways and, in the case of the IADB and CAF, even restructured their original membership, specifically for the purpose of securing adequate financial resources.  相似文献

Abstract

Defining the state as ‘organised violence’, based on the emergence of the modern European national state system, Charles Tilly identified four essential war-driven, state-building activities: ‘war-making’; ‘state-making’; ‘protection’ of elite ‘clients’; and ‘extraction’ of resources. Drawing on Tilly's primary categories of analysis, this essay considers the ways in which war, or the threat of war, real or imagined, shaped the Soviet state, particularly in its Stalinist manifestation. This essay argues that Tilly's warfare-state paradigm, judiciously deployed, brings into high relief facets of Soviet state-making that few other paradigms do.  相似文献

This article explores a key facet of the ideational dynamic underlying the politics of the global financial crisis, examining the interpretative and communicative practices through which the two most powerful central banks in the world—the Fed and the ECB—made sense of the events. Drawing on a constructivist neoinstitutional perspective, the study traces and analyzes the diagnoses and causal accounts of the global financial crisis formulated and voiced by these two actors, mapping and examining their evolution from the beginning of the events in the American subprime market in mid-2007 through the peak of the crisis in global financial markets in mid-2009. The analysis assesses the extent to which the two central banks diagnosed and explained the crisis in ways that challenged dominant notions and conceptual assumptions regarding the economic field, particularly the financial realm, or rather in ways that served to ratify them. While in the first stages of the crisis the diagnoses and causal accounts tended to ratify dominant notions and understandings of the financial field, they later evolved as involving a partial, but still significant, reassessment of established truths. These coherent and detailed sense-making plots touched upon some of the most basic attributes of global financial capitalism, carrying with them the potential for helping to open up the political space for a reevaluation of some of its ideational underpinnings.  相似文献

This article is concerned with religious soft power in foreign policy making through a focus on the foreign policies of the USA, India and Iran. It suggests that, if religious actors ‘get the ear’ of key foreign policy makers because of their shared religious beliefs, the former may become able to influence foreign policy outcomes through the exercise of religious soft power. In relation to the above-mentioned countries, the article proposes that several named religious actors do significantly influence foreign policy through such a strategy. It also notes that such influence is apparent not only when key policy makers share religious values, norms and beliefs but also when policy makers accept that foreign policy should be informed by them.  相似文献

Mainstream approaches explain privatization policy failure by taking account of the surrounding sociopolitical and economic context. This article examines the unsuccessful Greek privatization over the first half of the 1990s by following an alternative approach. It looks at the obstacles originating from intragovernmental politics and the state organizational structures and resources. Contrary to what the British or French experience would suggest, the adoption of a statist, impositional policy-making strategy in the Greek case failed to achieve policy effectiveness. Indeed, it probably ended up accelerating policy failure. The employment of statism as a policy-making strategy was undermined by the structural weaknesses of the state.  相似文献

Suicidal violence involves three levels of analysis: individual motivations, organizational strategies, and societal conflicts. Using rationalist, culturalist, and structuralist approaches to contentious politics, this article explores the intersection of rationality, norms, and conflict in the making of extreme violence. The case of Palestinian suicide bombers demonstrates the interdependence of the three approaches to explaining suicidal violence. For individuals, self-sacrifice is conceived as an act of personal redemption rooted in religious morality and national salvation. For organizations, human bombs provide strategic advantages in the context of asymmetrical warfare. For collectivities, martyrs are venerated when three conditions converge: (1) cultural norms encompass symbolic narratives that honor martyrdom; (2) legitimate authorities acquiesce to extreme violence; and (3) conflicts generate feelings of victimization and threat by external enemies.  相似文献
