Myanmar's 2010 multi-party election was the nation's first in two decades, signaling a manufactured transition from nearly half a century of military dictatorship toward parliamentary democracy. The current single-member district, plurality voting electoral system limits the parliamentary representation of smaller, ethnic political parties, and inflates the influence of larger, enfranchised parties, jeopardizing peaceful national reconciliation between various factions and the country's inchoate democratic institutions. Myanmar's Union Electoral Commission should consider electoral reforms that: (a) maximize proportional representation; (b) guarantee peace and political stability; and (c) guarantee a sufficient parliamentary majority that can govern the nascent democracy. The ideal system for the upcoming 2015 general elections is a Mixed-Member Proportional (MMP) one, with one parliamentary house electing ministers by plurality in regional districts and the other with proportional representation by party list. This paper considers alternative electoral systems in light of the status quo and argues that MMP would produce the most stable and representative results for all parties concerned.  相似文献

This study examines the effects of political knowledge on various types of political participation by focusing on five recent presidential and legislative elections in Taiwan. The empirical findings indicate that political knowledge has positive effects on some types of political participation but the effects of political knowledge on different types of political participation vary by the types of electoral systems and elections. Besides, although the interviewer's assessment of the respondent's level of information has been widely used as an effective indicator of political knowledge, this study shows that the interviewers tend to rate men and partisans as politically knowledgeable, which might lead to a biased estimate of political knowledge. Overall, this study provides insight into the relationship between political knowledge and political participation in Taiwan.  相似文献

Authoritarian regimes often use fiscal policy to reward political supporters and to punish political opponents. In many authoritarian regimes with political institutions like parties, legislatures, and elections, elections become a focal point for budget expenditures and the distribution of government patronage. A time-series analysis of Malaysian fiscal expenditures from 1967 to 1997 shows that the ruling coalition systematically increases federal government spending before elections. In addition to marshalling private resources to distribute patronage, the Malaysian government manipulates the government’s official position. These findings have important implications for the growing literature on political institutions under autocratic regimes and the politics of patronage and redistribution in the developing world. They also suggest a new empirical domain for existing theories of political business cycles.  相似文献

Abstract

This paper sets out a conceptual framework for studying the conditions under which presidential leadership in the United States can be thought of as autonomous. Unlike others, who view executive institutions as reflections of conflicts between dominant societal forces, I examine the case of the American presidency and focus on organizational–institutional considerations. Specifically, I focus on the process of institutionalization as a means of building capacity, which I argue, in contrast to others, is a necessary condition for autonomy. Additionally, Iargue that work on the presidency, and the American state in general, suffers from a level of analysis problem, which obscures opportunities for identifying and analyzing autonomous presidential leadership. I conclude with thoughts for a research agenda.  相似文献

This study analyses the relationship between provincial election outcomes and campaign spending. This study is novel as it utilizes only those expenses that should have a causal link with election success. OLS regression controlled for candidate quality, incumbency, and economic conditions reveals a positive (negative) relationship between campaign (challenger) spending and election succession, while logistic regression results in a 93% correct prediction rate. Two-staged least-square regression corroborates the findings. The results suggest that although campaign spending is useful, incumbency status and experience are more important. Additionally, campaign spending is less important during close elections and has a diminishing marginal return.  相似文献

This article examines the phenomenon of the second election after democratization in developing countries. Unlike the euphoria that often accompanies the immediate post-democratization election, the second election gives clear evidence of the progress of democratic consolidation or whether the new regime has incorporated authoritarian elements and become a hybrid. To measure the democratic gains or losses that are seen in the second election, an analytical framework has been adopted comprised of three dimensions: regularity, openness and acceptability. This framework is applied to Bhutan where the second election took place in 2013. The findings are that progress was made on all three dimensions of democratization in the election although some democratic shortfalls were still evident. For Bhutan, the overarching concern for political stability is seen to have greatly affected the design and implementation of its electoral system.  相似文献

This article examines the significance of emerging international interdependency and how it may influence the teaching of Public Affairs/Administration (PA) in the next decade. Postwar demand for international courses is described along with a different set of contemporary factors that is internationalizing traditionally domestic sectors of society. The growing importance of policy issues such as international trade and economic competition, immigration, and terrorism is examined along with the possible effect on education. The potential roles of public administrators are also outlined and recommendations are made for ways in which the PA community can assess its response to an internationalized policy environment.  相似文献

While the canonical literature on oil wealth suggests that hydrocarbon windfalls encourage repressive despotism, Kuwait provides a case of an oil-rich autocracy governing instead through popular rentierism—that is, through a broad coalition of social forces, one that furnishes enduring loyalty from below while constraining abuses of state power from above. This paper provides a theoretically guided explanation for this exceptional outcome. I argue that the Kuwaiti regime’s coalitional bargains originated in the pre-oil era, when domestic opposition and geopolitical constrictions compelled it to forge new social alliances at the dawn of modern statehood. This inclusionary strategy mediated the subsequent effect of oil rents, which the regime used to institutionalize its mass base with costly material and symbolic side payments. Such popular incorporation bound large constituent classes to the regime’s survival, precluding the need for widespread repression. After 50 years, these coalitional bargains have also proven remarkably resilient, as social actors have continued to endorse the autocratic leadership despite economic crisis and wartime defeat.  相似文献

The Polish parliamentary elections of 2001 took place in a context of fresh upheavals in the configuration of political parties. The architects of the new electoral law aimed to reduce the seats gained by the social democrats and increase their own. They succeeded in the first aim by a change of electoral formula, forcing the victorious social democratic electoral coalition to seek a third coalition partner. They did not achieve the second aim, as their own failures in government drastically reduced their electoral support and facilitated the breakthrough of populist formations. The result had implications for party development and the composition and workings of both parliament and government. While representation was enhanced by a parliament more accurately reflecting the voters’ choice, the impact appeared potentially harmful to Polish democracy as a whole.  相似文献

Latin American populism has been characterized as a time-bound phenomenon, part of the political revolution against the old agricultural oligarchy and accompanying import-substitution industrialization. It has been asserted that populism died with the “exhaustion” of the “easy phase” of import-substitution, and that bureaucratic authoritarian regimes were predicated on that demise. Brazil, Argentina, Mexico, and Peru are regularly cited as evidence. This article examines these definitional premises in light of the apparent resurgence of populist politics in the democratic transition in Brazil. It is argued that populism is not a pre-1964 anachronism, but is predictably appealing in the 1980s. Distinctions among populistappeals, contention for power, andsuccessful populist order suggest that populism and its leaders offer a very limited alternative to the future of Brazilian politics. Engineering elections through gender quotas is a crucial component of strategies that seek to empower women through increased participation in the political system. In the south Indian state of Karnataka, this experiment has seen mixed results: it has made women more visible, decreased levels of corruption in Panchayati Raj institutions, and increased self-efficiency of women representatives. It is more difficult, however, to claim a substantive change in institutional priorities and state accountability. As important is the fact that nongovernmental organizations (NGOs) often provide significant training and support in successful cases. Engineering elections thus highlights possibilities for change through increased participation by women.  相似文献

This article examines the dynamics of popular mobilisation in autocratic post-communist regimes, focusing on how opposition groups manoeuvre around cultural and structural constraints to inspire ordinary citizens to join street protests, despite the real dangers associated with political action. Using evidence from original interviews with activists in Georgia, Ukraine, and Russia, the article analyses the comparative challenges facing Russian activists in constructing new collective identities for the people they hope will become their followers, through the use of an inclusive, civic nationalism and a narrative that links action in the present to an ongoing, shared historical process.  相似文献
