Understanding the new context of the male sex work industry

The article reviews past and recent research on male sex work to offer a context to understand violence in the industry. It provides a critical review of research to show, first, the assumptions made about male sex workers and violence and, second, how such discourses have shaped thinking on the topic. The article presents a case study and original findings from two studies conducted by the authors in Australia and Argentina on violence in the male sex industry. Finally, the article reviews examples of legislative reforms to show how the sex industry is being regulated.     

Effects of the criminalizing policy of sex work in Spain

The aim of this study is to analyse the effects on sex workers of new regulations that ban the practice of street prostitution in Spain. This country has not traditionally maintained a clear policy regarding prostitution. However, in recent years there has been a clear turn towards the criminalization of behaviours related to voluntary prostitution. The city councils of several Spanish cities have banned the practice of street prostitution and sanctioned it with fines issued to both prostitutes and clients. Even if few studies on prostitution have been carried out in Spain, none of them had yet analysed the effects of the adoption of civic ordinances on sex workers.In this paper we present the results of an empirical research carried out with a sample of 79 sex workers – in 20 cases with in-depth interviews – to explore the effects of the new regulation on their labour conditions.     

性权利的国际保护及我国刑法立法之完善

性权利作为一项基本的人权之一 ,越来越受到国际社会的关注。《巴伦西亚性权宣言》和《香港性权宣言》这两个国际性权宣言并不是坚持绝对的性自由 ,其所主张的是有限制的性自由主义 ,体现了一种全新的性权国际保护目标。我国性犯罪之立法完善表现为 :对婚内强奸行为不宜按传统观点一律不以犯罪论 ,应当区别不同情况分别论处 ,司法机关应当以司法解释的形式加以明确 ;扩大我国刑法规定的猥亵犯罪的犯罪对象 ;删去聚众淫乱罪和引诱未成年人聚众淫乱罪 ,增设公然猥亵罪。     

农村普法：谁来解我孤独——关于农村普法工作的逆向思考与对策研究

党的十六大提出要全面建设小康社会,重点、难点在农村。同样,普法工作的重难点也在农村。本文首先从普法者的角度简要分析了法律在农村难以普及的原因,接着采取逆向思维方式,站在农民的立场上,从法律实效、法律成本、社会保障、宣传教育等几方面重点分析了“如何才能让农民接受法律”,得出了“普法原本不孤独”,需要立法、司法、行政及民间组织和民间活动等多个环节的共同努力、改进和创新的结论,以期对农村普法工作有些启示。     

Social-Nationalists in the Ukrainian Parliament

Disillusionment with the leaders of the Orange Revolution and their successors, combined with rhetorical and symbolic adjustments made by the ultraright party Svoboda, led to its electoral success in the 2012 parliamentary elections in Ukraine. As a result, xenophobia and anti-Semitism have become part of the public political discourse.     

Training multi-disciplinary teams to work with sex offenders: Effects on staff attitudes

Abstract

A recent British Prison Service initiative has focused on providing sex offender programmes facilitated by multi-disciplinary teams of staff. A three week long training programme was designed to provide staff with the necessary knowledge, skills and experience to facilitate these structured treatment groups. Following the training, staff indicated they were more confident in their ability to provide treatment and showed a greater belief that treatment could be successful. In addition, they showed significantly more positive attitudes towards sexual offenders and to offenders in general. However, participants did not indicate undue concern about working in a sensitive treatment area. This pattern continued at six month follow-up, indicating that the training changed attitudes as expected, and that the training was seen by participants as adequately preparing them to undertake provision of a structured sex offender treatment programme in a secure setting.     

Do juvenile curfew laws work? A time-series analysis of the New Orleans law

Juvenile curfew laws are one of the most recent weapons for combating delinquency, but little is known about their effectiveness. This study examines the impact of the juvenile curfew law in New Orleans, Louisiana on victimizations, juvenile victimizations, and juvenile arrests. Interrupted time-series analyses are used to compare victimizations and arrests before and after the curfew was implemented. The results show the ineffectiveness of the curfew. Victimizations, juvenile victimizations, and juvenile arrests during curfew hours did not decrease significantly after the law went into effect; some victimizations during non-curfew hours increased significantly after the law was implemented.     

Do Ukrainian Firms Benefit from FDI?

All countries are eager to attract as much foreign direct investments (FDI) as possible. At the same time FDI may have not only positive, but also negative economic effects for receiving countries. Positive effects are associated with technology transfer, efficient allocation of resources, and training of domestic workers. However, the entry of foreign firms could, e.g., lead to a decrease of labor productivity at domestic firms, which is a negative effect. The main purpose of this paper is to estimate direct and indirect effects of FDI. First, we test for direct influence of foreign direct investments on firms’ performance, where the latter is estimated alternatively as labor productivity and as exports. FDI notably increases both labor productivity and export volumes. Second, we look for spillover or indirect effects. There is statistical evidence that the levels of FDI in certain regional industries are associated with higher performance indicators of firms’ not receiving FDI in those same regional industries.     

Traffic violations: determining the meaning of violence in sexual trafficking versus sex work

This contribution will consider the current linkages among migration, sex work, trafficking in persons, and violence. Efforts to end trafficking in persons are perhaps the most important contribution to antiviolence program design in the global arena over the past decade. Significant funding and technical assistance are flowing to organizations to prevent and alleviate the effects of trafficking, and new legislative regimes have been established within countries and globally (e.g., the 2002 UN Crimes Commission's Protocolon Trafficking in Persons). To explore how trafficking and international sex trade issues converge, the author draws on participant observation in international debates such as Beijing Plus Five and the Crimes Commission from 2000 to 2001, on interviews with key figures in the antitrafficking world and with sex-worker rights advocates, and on program documentation.     

The Ukrainian Revolution and the Russian Counterrevolution

The shift to a monopolistic political regime in Russia in 2004 was largely a defensive reaction to the Orange Revolution in Ukraine, but it is likely to prove counterproductive.
