This paper applies concepts developed in the Policy Agendas Project (PAP) literature to an analysis of Australian tax policy over the post war period. It argues that a major turning point in the Australian tax policy agenda occurred during the second term of the Hawke Government (1984‐87). Beyond this turning point, and despite the fierce partisan conflict concerning tax policy over the past two decades, there has been remarkaly little difference between Australia's two major parties at the level of substantive policy content. The Australian tax policy agenda over the post war period can be characterised by remarkable policy continuity punctuated by a period of change in the mid 1980s when structural change in the international political economy precipitated unprecedented domestic liberalisation.  相似文献

The Spanish legislative election of 2015 speaks of change. This is the end of the traditional two-party system and the beginning of a new political era marked by institutional renewal. The Socialist Party and the Partido Popular have both lost significant parliamentary force, whereas two new parties (Podemos, and Ciudadanos) are now crucial to ensure stable government majorities. This new parliamentary scenario seems to better mirror the political pluralism of a changing society which has already demonstrated for change in striking events such as the 15-M Movement. However, political parties are far from showing conciliatory aspirations, possibly because a new election is suddenly a realistic option. This report outlines the political context of the election, indicates the main topics during the campaign and discusses the results.  相似文献

This article explores how work motivations differ between administrative and political elites, based on 94 qualitative interviews conducted in the Netherlands, European Union, and United States. Both elite groups are primarily motivated in their initial choice of public service by wanting to contribute to, serve, or improve society; job content, career opportunities, political ideals, and personal background are also important motivators. Once in public service, serving society remains important, but politicians differ from public managers in that they want to have a big impact and bring about actual societal change, and they consider themselves best equipped to do so, whereas the latter value intellectually stimulating work more than anything else. Motivational categories for both groups are relatively stable across institutional settings. Theorizing on the results, the author offers seven propositions for future research. This article contributes to the research on motivation in the public domain by using qualitative methodology and including politicians.  相似文献

Variance components estimates of political and social attitudes suggest a substantial level of genetic influence, but the results have been challenged because they rely on data from twins only. In this analysis, we include responses from parents and nontwin full siblings of twins, account for measurement error by using a panel design, and estimate genetic and environmental variance by maximum‐likelihood structural equation modeling. By doing so, we address the central concerns of critics, including that the twin‐only design offers no verification of either the equal environments or random mating assumptions. Moving beyond the twin‐only design leads to the conclusion that for most political and social attitudes, genetic influences account for an even greater proportion of individual differences than reported by studies using more limited data and more elementary estimation techniques. These findings make it increasingly difficult to deny that—however indirectly—genetics plays a role in the formation of political and social attitudes.  相似文献

Housing support policy for persons with disabilities who require access to 24‐hour formal or informal support is changing throughout Australia. This is consistent with international trends including: independent living in generic housing; facilitating choices about where and with whom people live; individualised home‐based support; and community integration. Are these trends leading to policies that are effective in the Australian context? This article presents a framework for analysing the effectiveness of new approaches to housing support using a rights perspective. The framework consists of four domains: client outcomes; administrative systems; service viability; and coordination between formal and informal carers. Applying the framework to six case studies found that they all aim to foster independence, while providing effective individualised, holistic housing support.  相似文献

How might we think about democratic governance? This paper distinguishes between system governance and radical democracy. System governance borrows the language of radical democracy while missing its spirit. It advocates increased participation through networks because new institutionalists suggest networks are an efficient means of service delivery. It advocates increased consultation to build consensus because communitarians suggest consensus is needed for effective political institutions. System governance is, then, a top‐down discourse based on the alleged expertise of social scientists. Radical democrats concentrate instead on the self‐government of citizens. Instead of the incorporation of established groups in networks, they promote a pluralism within which aspects of governance are handed over to associations in civil society. And instead of consultation prior to decision making, they promote a dialogue in which citizens play an active role in making and implementing public policy.  相似文献

Abstract

Religious organizations are key structural components of Kenyan civil society that have played or continue to play a critical role in socio-political developments. In the last two and half decades especially, religious institutions have been among the principal actors shaping the mechanics and trajectories of Kenya's political order. But religious organizations’ political behaviour, especially in the country's search for a new constitution, was contentious and remarkably inconsistent. There were moments of progressive actions but also behaviour that imperilled progress. This article probes this ambivalence of Kenyan faith groups in the struggles for a new constitution. It is argued that their political behavioural inconsistencies largely reflect an ethnic, class and, to a lesser extent, instrumentalized doctrinal or denominational schism that is ever present in the wider Kenyan society. By analysing how religious leaders and their organizations challenged political elite domination while remaining amenable to its influence, this article illustrates the contradictions of elite pacts in these struggles and how they constrained progressive transformation.  相似文献

Public evaluations of EU performance are not only critical indicators of the EU's output legitimacy, but also shape future support for European integration. For citizens to monitor the political performance of the EU they need relevant facts, yet it is anything but clear that gains in information about EU performance cause change in judgements about such performance. Drawing on two‐wave panel data, this article examines whether acquiring information following a real‐world EU decision‐making event alters citizens' judgements about the utilitarian and democratic performance of the EU. It also examines how this effect differs for people with different levels of general political information. It is found that citizens who acquired performance‐relevant information became more approving of the EU's utilitarian performance but did not change their judgements about its democratic performance. Also, individuals with moderate levels of general political information were affected most strongly by new facts about performance. The implications of these findings for EU‐level representative democracy are considered.  相似文献

This article continues the themes developed in a previous paper looking at reparations for past wrongs in post-colonial Australia. It narrows the focus to examine the scope of the law of tort to provide reparations suffered as a result of colonisation and dispossession, with particular emphasis on the assimilation policies whose legacy is now known emphatically, although it ought not be exclusively, as the Stolen Generations. The search for more than just words is particularly topical in light of the Australian Prime Minister’s formal apology in early 2008. This highly symbolic step must not lose momentum. That momentum could be both political and legal. In the latter context, we explore here the concept of alien tort, in the light of current Australian tort jurisprudence, which has thus far proved inadequate to achieve compensation for the harms suffered. Taking a comparative approach, procedural and substantive developments are to better deliver justice consistent with community values. In particular, the greater acceptance of psychological harm as actionable tortious conduct in Canada and the United States is examined. The article further examines the scope for stolen children to bring suit under the US Alien Tort Claims Act 1789. While the Australian government enjoys sovereign immunity in the courts of the United States, non-state organisations such as churches that were complicit in the forcible removals may be subject to United States jurisdiction wherever they have a presence in that country. The procedural and substantive elements of such a claim are discussed. In particular, the relevant cause of action, the issue of forum non conveniens and the statute of limitations will be analysed to map out whether a claim could be developed and successfully prosecuted.  相似文献

Game theoretic analyses of American institutions and American political development largely are disconnected enterprises, yet they share many points of contact and thus opportunities for fruitful exchange. In this essay I discuss the value and limits of formalization for the enterprise of institutional analysis that those fields have in common. I conceptualize two broad approaches that formal modelers have taken to study institutions—institutions as game forms, and institutions as equilibria—that have been relatively successful for understanding institutional choice and stability. At the same time, formal modelers have been less successful in addressing institutional change and development, topics about which APD has much to offer. Overall, I contend that crosstalk between the two fields can benefit them both.

Abstract

Focusing on Japan, this paper explores whether powers and competences in the political system are likely to be recalibrated in favour of the executive when the environment is perceived as increasingly threatening. It shows that the executive has been significantly strengthened during the past two decades of political reforms, though a closer look reveals that only the most recent efforts are motivated by security concerns. Case studies on military deployments and arms exports do not expose any clear trend towards curbing parliament’s formal control powers, but they indicate two related mechanisms that affect executive?legislative relations. Firstly, the executive has sought to ensure faster decision-making in security policy, which may limit the Diet’s ability to scrutinise policies in depth. Secondly, the level of contestation over security policy issues has been decreasing, especially given the securitisation of North Korea and China. This provides the executive with more leeway in devising policies.  相似文献

Over time, gender and politics research has made progress in identifying those factors that result in low numbers of women in political institutions and in making evidence-informed suggestions about how to ameliorate them. These factors include discrimination in party recruitment processes, male-dominated political culture and broader gender inequalities in society. In contrast, little is known about public opinion regarding these drivers of women's political under-representation, especially whether to who or what women assign blame for the under-representation of women in politics differs from men. This article provides the first discussion and analysis of blame assignment for women's numeric under-representation in politics. In doing so, it outlines and operationalises a framework that distinguishes between meritocratic explanations of women's under-representation, whereby the blame for women not holding political office in greater numbers is assigned to women themselves, and structural explanations, whereby social forces external to women are seen to result in their numeric under-representation. Cross-national data from 27 European countries is used to show that women are significantly more likely than men to assign blame for women's numeric under-representation to structural factors. The hierarchical nature of the dataset is exploited using multilevel models and significant differences in levels of structural blame assignment between countries is found as well as between-country variation in the probability of women assigning blame to structural explanations for women's under-representation. Finally, the category of structural explanations is disaggregated in order to assess their relative prominence and to provide strong corroborative evidence that women predominantly assign blame for women's under-representation to political culture over other structural blame factors. The article concludes with a discussion of the implications of the study's findings for policy makers contemplating the pursuit of gender equality policies aimed at increasing women's political representation and makes suggestions for the direction of future research in this area.  相似文献

What are the origins of policy agendas and what determines agenda setting? The one robust theory in the literature associates different agendas with different moments in the evolution of the broader party system namely mass, catch‐all and most recently cartel patterns. This article explores Australian evidence for this thesis. It also argues the cartel moment has recently mutated. Agenda setting is now circumscribed by a mismatch between the needs of policy making and the political incentive structure. The media have become primary tissue connecting political elites to their publics. But this traps the system in short term, primarily populist stances. Systemic capacities to mediate agenda setting have thus been corrupted.  相似文献

Studies of representational roles usually examine elected representatives rather than election candidates and make little attempt to link roles with either behavior or the popular vote that candidates attract. In this paper, we use 1990 Australian data to examine all major party election candidates, and show that candidates identify with three types of representational roles:locals, who focus on articulating local concerns and interests;partisans, who see their role in party political terms; andlegislators, who emphasize the parliamentary role of an elected representative. Incumbents, especially party leaders, focus on the partisan role. Candidates in each of these three types have different views of the qualities that a candidate should possess and emphasize different forms of campaign activity. In turn, these roles have a modest impact on the popular vote that candidates attract, net of other factors. In Australia, incumbents rely on national partisan forces for reelection, while challengers rely much more on their own efforts.  相似文献

This article introduces the special issue on the politics of postcapitalism. Considering the theoretical foundations, empirical perspectives and political ramifications of claims made about a coming ‘post-work’ or ‘postcapitalist’ society, it maps existing debates through a discussion of two key recent texts, Paul Mason’s Clear Bright Future and Aaron Bastani’s Fully Automated Luxury Communism. It first surveys how the relationship between labour market trends, technological change and wider political-economic shifts is articulated in the postcapitalist literature. It then explores how concepts from Marx are deployed to depict social relations as a constraint on technological development and its utopian potentialities, leading to political demands for new class actors and electoral blocs centring on the new forms of economic and political activity associated with digital networks. It also considers the role of the state and how this theoretical and political approach envisions historical change, situating utopian visions of an incipient postcapitalist alternative to capitalism within the contemporary political context of authoritarian populism and challenges to liberal democracy. Finally, it explores the continuing relevance of humanism as a critical counterpoint to the social and philosophical agenda of present day ‘posthumanism’. It concludes that, in unfavourable political conditions, it would be strategically unwise to stake too much on an over-optimistic approach to the unfolding future. This outlook, it is suggested, carries considerable risks and consequences for a contemporary left in search of a viable electoral coalition and route back to power.  相似文献

This article examines the mass public's perceptions of the factors that actually influence Supreme Court decisions as well those that ought to influence such decisions. We expect significant discrepancies between what the public believes ought to be the case and what it perceives to actually be the case with regard to Supreme Court decision making and that these discrepancies have a significant negative impact on the public's assessment of the Court. More specifically, we hypothesize that the public believes that political factors have more influence on the Court than ought to be the case and that the public perceives traditional legal factors to be less influential than they should be. We find that the expected discrepancies do exist and significantly detract from popular regard for the Court.  相似文献

This paper tests cognitive mobilization, structural role, and traditional socialization agent theories of political literacy, conceptualized as the potential for informed political participation. Political literacy cannot be measured directly, but we presume that if people are politically literate, they understand party differences and know basic political concepts and facts. Other names for this concept include political expertise, political awareness, and civic competence. Using Jennings and Niemi's youth-parent panel socialization data, we conclude that cognitive mobilization has the largest effect on political literacy, followed fairly closely by structural roles. Socialization agents have a very minor effect. This conclusion partly supports prevailing cognitive mobilization explanations of this concept. However, self-selection causes much of the relationship between political literacy and education, making education's cognitive mobilization potential far smaller than most political scientists assumed. Political involvement and ability are the main sources of cognitive mobilization instead, and education's spurious cross-sectional effect primarily reflects structural roles.  相似文献

This paper explores the content of the Australian foreign and defence policy agenda over the past 50 years, finding evidence of both continuity and change. Australian political leaders have generally committed to cooperation with international institutions, wealth creation through engagement with Asian economies in particular, and security through the American alliance. In this period, changes in foreign policy approach either concerned marginal issues or were driven significantly by exogenous factors: by changes in the international environment or by global events that propelled a reconsideration of Australian foreign and defence policy interests. However, periods of policy change and significant public attention in – particular around the Vietnam and Iraq wars – illustrate the continued relevance of political choices and agency. Both conflicts and debates around them ushered in changing foreign and defence policy considerations, and both raised fundamental questions about Australian security and independence in the context of the American alliance.  相似文献

This article uses social network data to study the integration of local elites in four Swedish municipalities. Four research questions are asked. First: How integrated are the elites? While the results modify the picture that there are two rather distinct elites in Sweden – that is, a political elite dominated by the labour movement and an economic elite dominated by business and the large business organizations – it is interesting to note that integration between elite spheres is lowest for the relation between politicians and business representatives. To a considerable degree, integration between political and economic elites is indirect, mediated through the administrative elite. The second question is: Are the inner elite circles dominated by the political, economic or administrative elite? The study indicates that local elites in Sweden are strongly dominated by political elites, and also by administrative elites. This is reassuring, since it would indicate a democratic deficit if the structural power of decision making in municipalities resided predominantly in economic actors and administrators. The third question is: What is the role of friendship relations in creating elite integration? The study indicates that private relations among elites both reinforce professional networks and extend them in important ways. The final question is: Is elite integration contingent on political stability and/or the structure of local business? The results are surprisingly stable across the four municipalities, even though the largest distinction was found between elite core and periphery in the politically most stable municipality, which was also the one with the lowest economic diversity.  相似文献

Does the introduction of proportionality in electoral systems help to boost popular evaluations of democracy? This article takes advantage of an electoral reform in Lesotho to conduct a natural experiment. We trace shifts over time in popular political support, using Afrobarometer data collected before and after reform to measure mass satisfaction with democracy and public trust in political institutions. We find both direct and indirect effects. In the aggregate, Lesotho's transition from a majoritarian to a mixed electoral system is directly associated with increased levels of citizen support for the country's state and regime. Importantly, however, formal institutions have only indirect effects at the individual level, where a person's informal partisan status – as a member of a winning majority or losing minority – mediates the impacts of institutional change.  相似文献
