This article seeks to place the study of British government in a broader context by exploring the potential contribution of an anti-foundational epistemology. We seek to 'reinvent' a self-conscious, sceptical and tentative approach rooted in philosophy and history. The first section defines the Westminster model and the family of linked narratives: traditional sceptics, social science, radical theory, new public management. The second section outlines an anti-foundational epistemology, focusing on the notions of traditions, narratives, decentering and dilemmas. The third section applies this approach to one prominent school of thought about British government: policy networks. We argue that an anti-foundational approach will decenter networks, shifting the locus of analysis from the institutions to individuals, and focus on dilemmas to explain how networks change. Finally, we conclude there is no essentialist account of British government, only complex and diverse narratives, and no tool kit for solving problems, only lessons drawn from many stories.  相似文献

To understand the impact of reunification upon Germans, we must make before and after comparisons across time, and also across central Europe. The first section shows that from the perspective of comparative Communist regimes, east Germans have been doubly advantaged, in former times because of belonging to a relatively prosperous part of the Soviet bloc and since reunification as subjects of a ‘ready‐made state’ with democracy and a wealthy social market economy. Analysis in the second section of the impact of reunification on west Germans shows that a significant proportion feel less satisfied than before, whereas the opposite is the case for east Germans. The third section introduces comparisons with Austria. Like the Federal Republic, it has enjoyed the advantages of democracy and a market economy, but without the trauma of division and reunification.  相似文献

Ten years after the 1994 Rwandan genocide occurred, seriousquestions remain about the circumstances of the British government'sresponse. This article critically evaluates the response ofJohn Major's government to the genocide. It does so in fourstages. The first section provides a brief overview of the Majorgovernment's international agenda in 1994, focusing on Britishpolicy towards the war in Bosnia and the African continent ingeneral. The second section deals with the substance of Britain'sRwanda policy, while the third discusses the ways in which thispolicy has been almost totally omitted from mainstream accountsof this period. The final section provides a critical evaluationof some of the tactics that British officials employed to avertcriticism of their government's policies. Based on the evidencepresented we conclude that the British government displayeda deeply troubling indifference towards the victims of Rwanda'sgenocide.  相似文献

Abstract

The free movement of workers again is a hot issue with regard to the Eastern enlargement of the European Union (EU). Members of the EU are extremely anxious of mass immigration flows from Central and Eastern Europe countries (CEECs). This paper analyses the socio-economic and demographic impacts of migration in the context of the next EU enlargement. How many people might migrate from the Eastern European transition countries to Western Europe, and what will be the socio-economic and demographic consequences of this emigration for the home countries? After providing a short overview of the theoretical literature and the empirical evidence on the socio-economic determinants of migration, the next section discusses the historical evidence of the migrant flows from the candidate countries into the EU. We draw on suggestions from the literature as well as on our empirical work. In the following parts, we evaluate the size and the structure of current and future migration to Western Europe following the opening up of the transition countries in the beginning of the 1990s. This part quantitatively evaluates the future migration pressure, based on the economic and demographic situation in the Baltic states and Western Europe. In the last section, we discuss the policy implication of our econometric analysis, and draw policy conclusions.  相似文献

This paper argues that South African writer, Bessie Head, crafted art that refuses discursive closure, or epistemic totalitarianism. The essay demonstrates this by examining Head's commitment to analysing power in the context of people's daily lives and her attention to the insurrectionary role of imagination in intervening in established dynamics of power. The first section draws connections between Head's practice of writing about ordinary people to her own experience and observations of living under South African apartheid. The second section focuses on the analytical links that Head makes between poverty, white privilege and institutional economic structures in order to demonstrate how her analysis of the rigidity of the system yielded an attentiveness to the need to be able to imagine other possibilities. The third section depicts Head's insurrectionary writing as part of a moral force that is, in part, a function of her analysis of the problem as an absence of imaginative possibilities. This, I suggest, indicates that – as with much critical African anti-colonial writing – Head's approach presents contemporary social theory with a challenge to epistemic totalitarianism that can be useful for addressing current issues.  相似文献

Transculturation is a frequent point of reference in Latin American cultural studies, but overuse is tending to create a new critical orthodoxy, and inattention to precise definition may be compromising effectiveness. This article assesses current deployments of the term and, through a close reading of the theoretical section of Ortiz’s Contrapunteo cubano, seeks to establish an understanding of what is involved in the cultural and human experience of transculturation. It concludes by examining recent critiques of the term and suggests a sceptical view of the potential for and limits on transculturation in the global context of Latin American cultures.  相似文献

Abstract

This article attempts to locate and assess the sources of India's land warfare doctrines and capabilities. It begins by briefly examining the Indian army's significant combat experience in dealing with the external and internal security threats during the past six decades. The first section analyzes the security challenges and threats that presently drive the evolution of India's land war–fighting doctrines and capabilities. The next section explains the military imperatives that are driving this doctrinal change. In the next section, the current status of India's land war–fighting capabilities is discussed. The subsequent section examines the institutional limitations that inhibit organizational change, and the final section highlights how these doctrinal and capability gaps might be addressed in the future.  相似文献

This article examines the experience of religious minorities in Myanmar between 2011 and 2017 in the context of the 2008 constitution and a new system of governance. It highlights the precarity of religious minorities and argues that neither the constitution nor the state were reliable sources of protection or redress during this period. The first section considers the multiple identities of religious minorities with regard to citizenship and national belonging. The second section elucidates how an enabling environment for Buddhist nationalism emerged and what types of actions state and non-state actors have taken with regard to religious minorities. The final section addresses the 2008 constitution and rule of law in Myanmar in order to understand the challenges for religious minorities in securing justice and protection.  相似文献

This special issue explores how one particular regional organisation, the Economic Community of West African States (ECOWAS), has defined certain transnational issues as security threats and how it has addressed them. In this introductory article, we begin by providing an overview and analysis of some of the most important transnational security challenges facing West Africa. Specifically, we discuss some of the problems raised by cross-border insurgencies, health challenges, organised criminal activities, terrorism and environmental degradation. We then examine the different levels at which actors have responded to these challenges. The section ‘Security culture: shaping the Economic Community of West African States (ECOWAS) response?’ sets out our approach to thinking about the concept of security culture and asks whether it might be relevant to understanding how and why ECOWAS has focused on responding to certain transnational security challenges and not to others. This article examines the role of Japan in relation to China’s security interests in the post-Cold War era. The first section assesses Japan as a potential security threat to China at a time when Japan appears to be re-emerging as a great power. It analyzes the possible rise of nationalism in Japan today, including discussion of China’s dispute with Japan over the Diaoyu Islands. The second section looks at how Japan can actually enhance China’s security interests, particularly in the economic sphere. Japan’s contribution to China’s modernization drive is assessed. It is argued that Japan seems to enhance China’s security interests more than it poses a threat, partly because of the economic benefits China derives from trading with Japan, and partly because Japanese foreign policy has hitherto been kept in check by the U.S.-Japan Mutual Security Treaty.  相似文献

Abstract

The tension between the conception of traditional leadership systems as mere cultural institutions and the lack of interest and/or ability to use them as practical development tools in Africa has prompted their critical reappraisal in this article. The article is based on the need for African countries to endeavour to achieve a dialectical mediation between traditional leadership institutions on the one hand and concrete rural development projects on the other, for the purpose of promoting sustainable development. It is argued that there is much that traditional institutions can do to influence activities in rural areas. Any lack of such involvement on the part of traditional leadership systems can only lead to little transformation in rural areas. The article discusses this position with reference to two rural activity systems related to gender-based issues and agricultural development. The article is structured in four parts. The first section is devoted to the introduction, the second and third sections examine the roles traditional leaders could play in the areas of gender and agricultural development, while the final section comprises the conclusion.  相似文献

This article analyses the dominant patterns of political culture among West Africa's state elites in an attempt to understand what standards, beliefs and principles they cherish. We suggest that although there are significant differences across the region's states, the dominant political culture can be characterised as neopatrimonial, that is, systems based on personalised structures of authority where patron–client relationships operate behind a façade of ostensibly rational state bureaucracy. In order to explore these issues the article proceeds in four parts. After providing a definition of political culture and why it is an important topic of analysis, we examine the central characteristics of the political culture held by state elites in the Economic Community of West African States (ECOWAS) region. The section ‘The Nigerian factor’ briefly discusses some of the malign effects that this culture has had upon governance and political economy issues in the regional giant, Nigeria. The final section explores whether the region's elites are living up to their own claims that they are embarking upon a serious attempt to engage in state reconstruction or are instead simply searching for alternative ways to sell their more traditional concern with regime protection. We conclude that, without a fundamental recasting of the political culture guiding the region's elites, a security culture that prioritises democracy and human security is unlikely to emerge within ECOWAS.  相似文献

In April 2019, Indonesia carried out simultaneous presidential and legislative elections. With an estimated 192 million voters acceding to 800,000 polling stations, this was the world's largest direct presidential election. Barring some dispersed claims of irregularities, the mammoth task of electing public representatives at the national as well as provincial and local levels was successfully carried out. Indonesia's voters had to decide on the 575 members of the national parliament, as well as some 20,000 seats in the country's many provincial and local legislatures, including 2,207 provincial level MPs from 34 provinces and 17,610 local councillors from more than 500 local authorities. Voter turn-out was an estimated 81.9 percent, the highest yet since Indonesia's transition to full democracy. Thus, at first blush, this electoral exercise can be seen as a logistical and political achievement, and an addition to Indonesia's track record of successfully-held elections. Yet, despite its technical proficiency and solid participation, the 2019 polls highlight pervasive societal and geographic fault-lines and raise questions about the strength of Indonesia's democratic institutions.

In order to analyse the importance of these elections, this article is comprised of six parts. Following this introduction, the second section briefly discusses the salient aspects of Jokowi's first administration. The subsequent part sets out the run-up to the presidential campaign, paying particular importance to changes in ‘rules of the game’ that altered the structural dynamics of the elections. The fourth section compares and contrasts the campaigns of the two opposing coalitions and the fifth analyses the electoral results. The final section concludes by discussing the denouement of the elections before looking forward.  相似文献

This article argues that the sexualisation of childhood discourses have a distinct history in Australia. To advance this argument, I will explore the similarities between these discourses and discourses surrounding the iconic Australian “lost child”. In all of these discourses, a white child (here a symbol of White Australia’s future and past) becomes lost in an unforgiving and dangerous environment. This child is assumed to be asexual, though with the likelihood that they will mature into reproductive heterosexuality. This latter point will be illuminated in the final section of the article, which will focus specifically on the 2016 criticisms of the Safe Schools Coalition Australia. These criticisms are the most recent examples of anti-sexualisation discourses in Australia.  相似文献

Abstract

This paper sees market building in Asia as part of the larger project of constructing a global market economy – a project which can be traced back to Adam Smith and, more recently, to the founding of a set of global liberal institutions in the post-World War II period. In the last two decades the global liberal impulse behind the creation of these institutions has gained momentum, in step with the emergence of a “world market” of genuinely global scale. The issue of risk is central to the project of building a world market. Following an introduction to the global liberal project, the first section of this paper addresses the question of risk through a critical analysis of the difference between negative risks (both external and internal) that pose a threat to the global liberal project, and the positive risks that the project seeks to embed and incentivise. The second section outlines the treatment of risk in the literature on the “political economy of reform,” and the third provides a detailed analysis of Social Risk Management at the World Bank and the Asian Development Bank over the last decade. The final section reflects on the implications for “building markets in Asia.”  相似文献

Fifty years after its original drafting, the German constitution has seen its text amended many times. Indeed, among OECD countries, the Grundgesetz has one of the highest rates of constitutional change. This article analyses these changes. It does so in a quantitative manner in its first section, before proceeding to ask how the numerous changes can be explained. Three approaches from the legal and political science literature are presented: one emphasising historical‐structural factors, one analysing changes as constitutional revisionism, and an institutional approach which focuses on the conditions for constitutional amendment. The strengths and weaknesses of each approach are then compared and contrasted, before the article concludes with an assessment of the characteristics of German constitutional policy.  相似文献

How do religious tolerance and religious freedom affect foreign policy? How are they institutionalized across the signatories of the Abraham Accords? This article examines foreign policy agenda setting of religious tolerance in the United States, Israel, and the United Arab Emirates. In the first section, the article analyzes discursive representations of the common roots of the three monotheistic religions and identifies recurrent tropes that highlight idealistic undertones in the Abraham Accords Declaration. In the following section, it critically examines the nexus between domestic and international politics and assesses the compatibility between social and public policy and foreign-policy agenda setting centered on interfaith diplomacy and dialogue. While this article acknowledges Donald Trump's and previous US presidents’ contributions to the advancement of international religious freedom, it argues that Trump's conflicting standards and selective approaches to foreign policy and human rights preceding the agreement have failed to promote constructive relations for furthering faith-based diplomacy. This article suggests that while the United States and the UAE laid the groundwork for promoting religious freedom and tolerance leading up to the Abraham Accords, projecting a coherent foreign-policy narrative across these contexts is hampered by institutional, legal, and political considerations.  相似文献

This article explores academic debates on transitions and democratic development, and outlines ideas relating to the governance issues considered by the papers in this special section. It presents a discussion of recent debates on democracy and transition in Latin America and concludes on the need to conceptualise the state in the region after the return to democracy.
