The European Union's attempts to improve its democratic character increasingly often lead to debates about how to include civil society organizations in its decision-making processes. However, this interpretation of participatory democracy seems at odds with democratic traditions in a number of member states. Among those, France is said to be at the diametrically opposite end of the EU democratization debate spectrum. French democratic thought is based on government through electoral representation. The aim of this article is to analyze both theoretically and empirically the discourse and participatory processes in both the EU and France. While normative approaches to democratic patterns in the EU and French political debate show important differences, empirical evidence suggests that the misfit between the European and French conception of democracy is less developed than one might believe.  相似文献

In the context of European integration, Sweden and Finland are frequently seen as natural allies. Based on a number of perceived similarities, their shared Nordic heritage, established historical ties and their concurrent accession to the European Union (EU), they are rarely seen as competitors or proponents of diverging points of view. Their alignment within the EU, over sub‐regional issues surrounding Northern Europe in particular, is often rather taken as a given. By focusing on the specific conduct of Sweden and Finland as regional stakeholders in the Baltic Sea Region (BSR) and the way they have played this role within the EU, this article seeks to challenge these common assumptions. It shows that Sweden and Finland do not converge in their positions, also in matters concerning the EU's Northern Dimension – that is, a policy that distinctly furthers regional core issues whose promotion within the EU could be in both states' interest. Instead of pooling forces to attain greater leverage within the EU, Sweden and Finland rather compete with each other in this regard. Using the example of the Finnish Northern Dimension initiative, this article shows how Sweden and Finland have promoted sub‐regional matters through different political and organizational channels, keeping bilateral cooperation to a minimum and leaving potential avenues of pooled action at the EU level aside. The article thus concludes that the concept of a Swedish‐Finnish tandem within the EU needs to be looked at more critically when it comes to explaining or predicting their conduct as Member States.  相似文献

Modern states are distinguished by the breadth and depth of public regulation over private affairs. This aspect of state capacity and state power is predicated on frequent and dense encounters between the state and the population it seeks to control. We argue that literacy in the language of state administration facilitates state–society interaction by lowering the transaction costs of those encounters. We support this claim with evidence drawing upon detailed historical data from nineteenth-century France during a crucial period of state and nation building. Focusing on the specific domain of French marriage regulations, we find that increasing literacy predicts greater popular involvement with local authorities across French regions over time. These results demonstrate that literacy plays an important role in political development not solely by enhancing loyalty to the state, as the literature has recognized, but also by lowering linguistic and human capital barriers to state–society interaction.  相似文献

The hijab , an Arabic word that is related to Islamic proper dressing, has become a buzzword in contemporary French popular discourse. In the Islamic tradition, both men and women are required to dress modestly. Women traditionally cover their hair, a practice called hijab. This hijab (Islamic scarf) seems to have created a controversy in France in recent years, and the French media have exploited the matter even further. Even scholars seem to have abstracted the cultural/ religious symbol from its proper context. The controversy of the hijab in France therefore has actually revealed more about the character of the French society/ mentality than about the Muslim community. I intend to use the controversy over the hijab to question and challenge the conventional reading of the integration of the Muslim Maghrebin people into secular French society. I will explore the concept of integration and the way this integration functioned as a source of privilege as well as a source of discrimination. I will use the debate over the hijab to further investigate the interplay of religion, immigration and citizenship in France.  相似文献

Abstract

The British, American, French and Finnish governments are seeking to promote investment in a new generation of nuclear power plants. Nuclear power programmes are delivered through networks of international companies through which government must manage. This is consistent with the concept of governance. Governments can advance their policy goals by using a variety of policy instruments to shape and organize governance networks. This is known as metagovernance. The paper considers the extent to which the selection and deployment of the policy instruments used to metagovern is informed by the prevailing tradition of government. The paper examines how the British, American, French and Finnish governments have tried to metagovern. It is shown that whilst governing traditions do inform the selection and deployment of the policy instruments used to metagovern, the composition of the network, and the nature of the policy problem also plays a role in shaping government action.  相似文献

The article discusses the main results of a study of the power structure of Finnish society. The purpose of the study was to investigate whether Finland is controlled by one closed, cohesive and unanimous power elite, by several rival elites, or whether, instead, the power structure is so decentralized that there is no justification for referring to a power elite in the first place. The working hypothesis was that Finnish society is controlled by one power elite. The study was based on a positional approach, using a survey questionnaire to collect data both from members of the power elite and from the population at large. The main conclusion of the study is that, with certain reservations, it is legitimate to speak of a fairly cohesive and unanimous, single power elite in Finland. Interaction among elite groups is close, and their attitudes are similar. In terms of recruitment patterns the Finnish power elite is fairly closed: the top social stratum is clearly overrepresented and the lowest underrepresented. On the other hand, no single stratum has a dominant position in the power elite.  相似文献

The dominant view of India's Northeast highlights violence as a predominant feature and presents civil society as non-existent. Nevertheless, between a militarily-willed state and violent insurgencies lie very many formal associations and informal networks that organize the space for a civil society. The paper attempts to highlight the existence of such relatively lesser-known institutions of civil society in the region. However, there seem to be differences in the very nature of associations of civil society. Homogenous, intra-ethnic networks of civil society in the rural Northeast seem to be more vulnerable to violence and nationalistic fervour. In contrast, formal associations or inter-ethnic informal networks in the urban Northeast seem to handle conflicts and violence better. While the contents herein are expected to inform public discourses on a fragile region, they might also help challenge popular notions about the potential of an existent civil society in similar regions.  相似文献

Existing theories of global civil society are problematical for two reasons. First, they assume that transnational organisations can assist world-wide democratisation without questioning either the representativeness of such organisations, or their accountability, or the potentially negative ramifications of their actions for international political equality. Second, despite placing new emphasis on political agency outside of the state, many accounts of global civil society ultimately reproduce statist discourse by reducing action in global civil society to a struggle for rights. This misrepresents global civil society since arguments for rights are, inter alia , arguments for the state, whereas the agency of global civil society immanently questions the legitimacy of the state.  相似文献

The article explores recent debates about citizenship and social provision in France. It examines the essential concepts comparable to ‘social citizenship’, as understood in British debates, and the role that they have played in the development of the French welfare state. Its conclusions are threefold. First, social provision in France is founded on the principle of solidarité, which holds that all citizens face a series of social risks (unemployment and illness) that make them dependent on one another. Second, as the traditional insurance principle (the core of the French welfare state) is founded on socio‐economic conditions (concerning the nature of social interdependence and social risk) that no longer exist, the emergence of these social ills has led to not one but three crises of citizenship: a crisis of coverage, of legitimacy and of participation. Third, while it is too early to draw definitive conclusions, recent policy reforms suggest that the difficulties faced by French welfare are encouraging moves towards the British model of tax‐based (rather than insurance‐based) financing of social provision.  相似文献

This paper examines the performance of the Finnish economy during the so-called incomes policy period, 1969-80. For this purpose Finland is compared with the other OECD countries both before and during the incomes policy period. The results suggest that in terms of economic growth, inflation and unemployment, Finnish economy has improved its performance, particularly before the economic recession of the mid-seventies. Cross-national comparisons point out that the recession has been met in various ways: some countries have restrained inflation, some unemployment. Secondly, the paper examines the effects of incomes policy agreements on the growth of social expenditure, the result being that incomes policy cannot be regarded as responsible for the growth of social expenditure in Finland. Thirdly, effects on income distribution are analyzed. Here incomes policy has played a role: income inequalities diminished during the first five years of incomes policy. Since then, they have not changed. The paper ends by discussing the impact and nature of incomes policy.  相似文献

Anthony Atkinson's idea of a participation income draws attention to the various ways in which people contribute to society. Current discussions on social participation go beyond paid work to include volunteering, education, and caregiving to kin. With the idea of the participation income, various forms of contribution can be highlighted and acknowledged. This article investigates how the idea of a participation income is reflected in Danish, Finnish, German and Dutch social policies. It shows that different elements of a participation income are incorporated in active labour market policies: Denmark adopted a narrow focus on paid work; Finland seeks tailor‐made solutions for the long‐term unemployed; Germany reformed many policy areas to achieve a better activation; and the Netherlands acknowledges a wide range of social participation forms. These country differences highlight that governments can adapt the idea of a participation income to achieve the focus they desire.  相似文献

Because contemporary theories of politics discuss the appeal of leaders primarily in verbal terms, it is often difficult to go beyond anecdotes when explaining the effects of televized appearances of leaders and candidates. Experimental studies of the way American viewers respond to televized excerpts of leaders were replicated in France shortly before the legislative elections of March 1986, using comparable expressive displays of Laurent Fabius (then Social Prime Minister), Jacques Chirac (Gaullist Mayor of Paris who became Prime Minister), and Jean Marie LePen (head of the Front Nationale). Although the results show striking similarities in the system of nonverbal behavior in France and the United States, there are cultural differences in the role of anger/threat (which elicits more positive responses from French viewers than Americans) as well as variations in the evocative character of the facial displays of individual leaders. These experimental findings clarify recent discussions concerning the evolution of the French party system, providing insights into the role of political culture as well as leadership style in the media age.  相似文献

Since Tocqueville's seminal writings, voluntary associations have been proclaimed to be schools of democracy. According to this claim, which regained popularity during the 1990s, involvement in voluntary associations stimulates political action. By participating in these associations, members are socialised to become politically active. Supposedly, having face‐to‐face contact with other members induces civic mindedness – the propensity to think and care more about the wider world. Participating in shared activities, organising meetings and events, and cooperating with other members are claimed to induce civic skills and political efficacy. Over the years, many authors have elaborated on these ideas. This article offers a systematic examination of the neo‐Tocquevillian approach, putting the theoretical ideas to an empirical test. It offers a critical overview of the literature on the beneficial role of voluntary associations and dissects it into five testable claims. Subsequently, these claims are tested by cross‐sectional, hierarchical analyses of 17 European countries. The authors conclude that the neo‐Tocquevillian theory faces serious lack of empirical support. In line with the expectations, they find a strong, positive correlation between associational involvement and political action. Moreover, this correlation is positive in all countries under study. However, more informative hypotheses on this correlation are falsified. First, the correlation is stronger for interest and activist organisations than for leisure organisations. Second, passive (or ‘checkbook’) members show much higher levels of political action than non‐involved, whereas the additional effects of active participation are marginal. Third, the correlation between associational involvement and political action is not explained by civic skills and civic mindedness. In sum, the authors find no evidence for a direct, causal relation between associational involvement and political action. The socialisation mechanism plays a marginal role at best. Rather, this article's findings imply that selection effects account for a large part of the correlation between associational involvement and political action. The conclusion reached therefore is that voluntary associations are not the schools of democracy they are proclaimed to be, but rather pools of democracy.  相似文献

Abstract

Opposition to the burqa is widespread in Europe but not in the United States. What explains the difference? Focusing primarily on the French case and its Belgian facsimile, we seek to underscore the role of social theorists in legitimizing bans on the full veil. Ironically, this role has been largely disregarded by Anglophone theorists who write on the veil, and who often oppose its prohibition. This article suggests that Europe tends to be more repressive towards full veils because its political process is more open to multiple theoretical representations of the phenomenon of veiling. Conversely, the United States is more open to the provocative display of religious symbols in public because the political process is pre-structured by legal conventions that tend to filter out social theory. The push to ban the burqa in France principally derives from its brand of republicanism rather than being a product of racism and Islamophobia. Of particular significance in the French case is the emphasis on reciprocity as a political principle, a principle that is elongated into an ideal of sociability by French theorists in different disciplines. The arguments of these theorists are described, their rationale is explained and the impact of their intervention on the policy process is documented. The French case, where the popular press and legislature play a major role in shaping policy towards the burqa, is contrasted with that of the United States, where the judiciary, defending religious freedom, remains the most influential collective actor. Each country has correspondingly different attitudes to democracy. In France, the mission of democracy is to extend political equality to the social realm whereas in the United States it is religion that is prioritized so as to protect that which is deemed most sacred to the individual.  相似文献

Abstract

The 1901 Law on Associations and the 1905 Law on the Separation of Churches and the State constitute enduring landmarks in the government of religion in France. With these statutes, a religiously neutralized public space came into being, for the purpose of governing a religiously (and ideologically) divided population. A consideration of the legislative history throws light on the related concepts of laïcité and anticommunautarisme, without caricaturing the ‘secularist’ institutions of a French state where – as in other European liberal regimes – religious associations now play a definite but limited role in areas of governmental concern.  相似文献

Crozier's Bureaucratic Phenomenon was a landmark in the development of both the sociology of organizations as a research approach and the study of French society in the 1960s. To understand its genesis requires an exercise in the history ofcontemporary thought, locating Crozier's magnum opus within the context of the influence of Gouldner, March and Simon. His initial intellectual preoccupation was with the role of trade unions in the US and France during the cold war. This led to his main cultural finding: the fear of face-to-face communication. requiring impersonal mediation to avoid confrontation with those in authority. France required a new style of authority and her intellectuals should provide it as a way of dealing with the problem of overcoming cultural lag and changing France into a modern industrial society.  相似文献

Contemporary authoritarian regimes frequently coexist with a range of non-governmental associations, while resisting any trajectory towards democratization. This article reviews three major explanations for such political interactions, before proposing an alternative explanatory framework, using Young's dualistic approach to civil society. This approach stresses that the discursive role of civil society needs to be understood in order to explain the dynamics of coercion and cooperation faced by civil society organizations under authoritarian rule.  相似文献

This paper examines the debate around the headscarf in France with the view to critically examining two central arguments put forward by the Stasi Commission for the restriction of the headscarf in French public schools—that the headscarf imperiled public order and that it jeopardized neutrality in the public sphere. In the case of the first argument, this paper argues that France did not meet the threshold requirement necessary to curtail religious rights in public schools. In the case of the second argument, this paper insists that neutrality in the pulic sphere has always involved some accommodation of religious groups in society and should include the headscarf in public schools. The paper argues that the decision to ban the headscarf is ultimately a controversy about French identity and the values on which the French community is built.  相似文献

Much has already been written about the September 1944 evacuation of the Finnish intelligence service to Sweden, which was designated Operation ‘Stella Polaris’. Newly declassified intelligence documents found at the US National Archives provide a fresh perspective on the role of the American wartime foreign intelligence service, the Office of Strategic Services (OSS) and its successor, the Strategic Services Unit, in ‘Stella Polaris’ and its aftermath. The documents reveal that throughout World War II, the OSS secretly obtained sensitive intelligence information concerning America's wartime ally, the Soviet Union, from agents within the Finnish intelligence service. The OSS Stockholm Station purchased Soviet and other foreign government code and cipher materials from the Finns, not realizing until later that the Finns had sold the same material to other states. The Americans responded by recruiting some well-placed agents within the Finnish ‘Stella Polaris’ organization, who provided detailed information about the intelligence activities of the Finns in Sweden, and the work of Finnish intelligence officers in France after the end of the war. Among the key pieces of intelligence obtained was the fact that the French intelligence service was intercepting American radio traffic.  相似文献
