It has been argued that political parties are in decline. While they used to be responsible for connecting citizens to the state by translating their preferences into policies, they have increasingly become part of the state, acting as governors instead. While this perspective emphasises parties’ representative function, it is less clear what their role is in a more direct democratic context. Parties may gain support due to such context, but they may also be seen increasingly redundant in a situation where citizens can co‐decide directly. Focusing on party membership, this study tests these rival expectations on a panel of 16 West European democracies over the period 1980–2008 and finds that parties tend to have higher levels of party membership in a direct democratic context. The usage of referendums, however, does not contribute to this effect.  相似文献

While the collapse of party membership in the last half‐century has consumed much of the focus of party scholarship, the notion of membership itself is surprisingly under‐theorised. This article presents a tripartite framework for understanding party membership as a constructed concept: from the perspective of the state, the individual and the political party. As organisational mediators and strategic electoral actors, political parties construct varying notions of membership in order to mobilise resources and gain legitimacy, while balancing the participatory demands of citizens with the legal and normative expectations imposed by the state. Using a number of illustrative examples from Europe and beyond, the article analyses the development of supporters' networks and the extension of participatory opportunities to non‐members. Designed in part to address this membership decline and to offer individuals a different way of engaging with political parties, these initiatives are seen as a crucial step in the evolution of modern parties towards looser, more individualised and amorphous networks of affiliation.  相似文献

This article offers an overview of levels of party membership in European democracies at the end of the first decade of the twenty‐first century and looks also at changes in these levels over time, comparing party membership today with figures from both 1980 and the late 1990s. While relying primarily on the direct and individual membership figures as reported by the parties themselves, the fit of the data with survey data is explored and it is concluded that the two perform well in terms of convergent validity. The differences between large and small democracies are examined, as well as old and new democracies, and it is found that levels of party membership are related to both the size and age of the democratic polity in question. Finally, the implications of the patterns observed in the membership data are discussed, and it is suggested that membership has now reached such a low ebb that it may no longer constitute a relevant indicator of party organisational capacity.  相似文献

Party politics and electoral research generally assume that party members are loyal voters. This article first assesses the empirical basis for this assumption before providing individual‐level explanations for defection. It combines prominent theories from party politics and electoral behaviour research and argues that internal disagreement and external pressure can each bring about disloyal voting. The hypotheses are motivated with multi‐country European survey data and tested on two sets of party‐level national surveys. The results show, first, that, on average, 8 per cent of European party members cast a defecting vote in the last election, and second, that dissatisfaction with the leadership is the strongest predictor of defection. Additionally, internal ideological disagreement is associated with higher probabilities of defection, whereas the effects of pull factors in the form of contentious policies are rather limited. These findings emphasise the importance of testing scientific assumptions and the potential significance of party leadership contests.  相似文献

How can one explain the significant vote losses of mainstream parties across Europe in recent years? In this article, it is argued that mainstream party convergence is an important determinant of the recent political and electoral volatility in European party systems. More specifically, it is hypothesised that as mainstream parties converge on the left-right scale, voters will switch from supporting a mainstream party to a non-mainstream party in the next election as they look for an alternative that better represents their ideological views. To test these theoretical expectations, data is combined from the Comparative Study of Electoral Systems and the Manifestos Project for nearly 15,000 vote choices of individual voters in 30 elections in 16 West and East European countries from 2001 until 2013. The findings have important implications for understanding the recent rise of non-mainstream parties, the changing nature of party systems and the increasing complexity of cabinet formation across Europe.  相似文献

Why do constituent parties that participated in a party merger that was intended to be permanent decide to leave the merger to re‐enter party competition separately? To address this question, merger termination is conceptualised in this article as an instance of new party formation, coalition termination and institutionalisation failure. Building on this conceptualisation, three sets of factors are presented that account for which mergers are likely to be terminated by constituent parties and which are not. To test these three sets of hypotheses, a mixed‐methods design is used. First, survival analysis is applied to a new dataset on the performance of mergers in 21 European democracies during the postwar period. The findings support hypotheses derived from a conception of merger termination as new party formation: pre‐ and post‐merger legislative performance significantly affect the probability of merger termination. Furthermore, the institutionalisation of constituent parties helps to sustain mergers if the latter already built trust in pre‐merger cooperation, in line with the conception of merger termination as institutionalisation failure. Two theory‐confirming case studies are then analysed: one case of merger survival and the other of termination. These case studies substantiate the working of the significant variables identified in the large‐N analysis that drove the selection of case studies. They also reveal how mediating factors difficult to capture in large‐N designs help to account for why factors that – theoretically – should have complicated the working of the ‘survival case’, and should have been beneficial to the ‘termination case’, did not generate the expected effects.  相似文献

Over the past decade, clear evidence has been produced showing that effective constituency campaigning in British general elections can lead to better electoral performance. This evidence has challenged the received wisdom that only national campaigning is significant and that efforts at local level are meaningless rituals. Denver et al. have focused on the role of the national parties in strengthening local campaigns in target seats; Seyd and Whiteley, by contrast, have stressed the importance of local party membership. This article attempts to assess the relative electoral impact of national party co-ordination and constituency party membership and suggests that the impact of these two factors varies by party.  相似文献

Many studies have shown that individual religiosity is related to a Christian Democratic vote. Recently, studies from sociology of religion have reported the rise of holistic spirituality. This paper is the first to examine the effects of holistic spirituality on party choice. In addition, it critically assesses the assertion that conventional religiosity prevents individuals from affiliating with Green parties.Our results show that spirituality is related to a higher probability of choosing Green parties. Moreover, conventional religiosity increases the probability that moderate left voters will prefer a Green party to a Social Democratic party. This result shows that there is common ground between the electorates of Green and Christian Democratic parties, thus creating possibilities for new political coalitions.  相似文献

The December 2003 Duma election was a landmark in Russian elections, marking a significant decline in electoral support for the Communist Party of the Russian Federation (KPRF). This article explains the decline of support for the KPRF in the December 2003 election. Our specific focus is on the decline in rural support for the KPRF. This particular aspect is important because rural voters constituted a large portion of the KPRF's support throughout the 1990s. Using data from two rounds of surveys in several Russian regions, the article demonstrates that by 2003 the KPRF failed to capitalize on the ‘misery of the market,’ that is, to capture support from the ‘losers and malcontents’ during market reform, suggesting that KPRF supporters dealigned themselves from the party.  相似文献

Which new parties entered national parliaments in advanced democracies over the last four decades and how did they perform after their national breakthrough? This article argues that distinguishing two types of party formation (that facilitate or complicate party institutionalisation) helps to explain why some entries flourish, while others vanish quickly from the national stage. New parties formed by individual entrepreneurs that cannot rely on ties to already organised groups are less likely to get reelected to parliament after breakthrough than rooted newcomers. This hypothesis is tested on a newly compiled dataset of new parties that entered parliaments in 17 advanced democracies from 1968 onwards. Applying multilevel analyses, the factors that shape newcomers' capacity to reenter parliament after breakthrough are assessed. Five factors have significant effects, yet affect party performance only in particular phases: both a party's electoral support at breakthrough and its operation in a system with a strong regional tier increase the likelihood of initial reelection. In contrast, a distinct programmatic profile, the permissiveness of the electoral system and easy access to free broadcasting increase a party's chance of repeated reelection. Only formation type significantly affects both phases and does so most strongly, substantiating the theoretical approach used in this article.  相似文献

In a democracy, citizens are expected to have political opinions. Previous research has shown that citizens, in part, form their opinions by following cues from political parties. Building on this literature, this article argues that these cueing effects are the result of individuals identifying with political parties, leading to parties as credible sources and alignment of attitudes to maintain in-group coherence (motivated reasoning). However, party cues can only be successful when individuals are actually exposed to these cues, which previous research has not explicitly studied. Using survey data (N = 20,893) collected from 21 EU member states, this study shows that cueing effects indeed depend on the strength of party identification and the degree of exposure. These results demonstrate the contingent nature of party cueing effects which are also changing as party loyalties decrease.  相似文献

For a number of Western democracies, it has been observed that the preferences of poor and rich citizens are unequally represented in political institutions and outcomes. Yet, the causes of this phenomenon are still under debate. We focus on the role of elections in this process, by disentangling biases towards different income groups that stem from the party system and from voters’ behaviour. Our aim is to uncover whether elections as selection mechanisms contribute to unequal representation by analysing factors of the supply and demand sides of the electoral process. On the supply side, we focus on the congruence of parties’ policy offers and voters’ preference distributions. This shapes citizens’ possibilities to express their policy preferences. On the demand side, we are interested in the extent to which citizens from different income groups base their vote decisions on their policy preferences. The empirical analysis relies on the European Social Survey and the Chapel Hill Expert Survey and covers 13 Western European countries. Our results indicate, first, that the economic and cultural preferences of poor and rich citizens differ significantly, and second, that party systems in the countries under investigation represent the lowest income groups the worst, and the middle income groups the best. This makes it difficult for citizens at both the lower and the higher end of the income distribution to voice their preferences in elections. Additionally, we show that low income citizens tend to take policy less into consideration when making an electoral choice than richer citizens. Thus, while the rich make up for their representation bias by taking policy more into account in their voting behaviour, the electoral stage poses another obstacle for the poor to overcome the representation bias. In summary it can be said that already on the supply side there is an unbalanced disadvantage in terms of representation for the very poor and the very rich, but the pattern leads to an even more asymmetrical misrepresentation of the poor due to the election act.  相似文献

Communist successor parties in central Europe are not a homogeneous group of political actors. Processes of organisational reform undertaken in the immediate post-1989 period placed them on a programmatic trajectory which has since proven difficult to successfully modify. Parties that centralised power around a small group of elite actors have enjoyed more flexibility in their attempts to maximise votes and remain ideologically broad. Parties that radically democratised by empowering their memberships and/or middle-ranking officials have remained much more ideologically conservative and have tend to be neo-communist in orientation. This has strongly affected not just their positions in national party systems, but also their attitudes and behaviour towards foreign actors/institutions. Some communist successor parties therefore remain side-lined on the anti-capitalist far-left while others have developed into confident, outward-looking centre-left actors while one - the Slovak SDL - imploded on account of its own internal contradictions.  相似文献

Corporate governance has long been a feature of the arts and cultural sector and is a requirement for all cultural organisations seeking public funding, regardless of their size. However, despite the ubiquity of corporate governance in the arts and cultural sector, there is little research addressing the experiences of managers. This study examines the experiences of managers in performing arts organisations in working with their boards, based on data collected across 20 performing arts organisations in Australia using a stakeholder salience lens. Our results indicate that while the board is seen as a key organisational stakeholder, managers have a range of concerns about the governance role of boards, and in particular their limited effectiveness on the dimensions of legitimacy and urgency. We find that arts managers often must wrestle with competing agendas around creative autonomy and the low‐risk appetite of their management boards. Our findings highlight the need to re‐align, particularly in small‐ and medium‐sized organisations, the organisational needs of arts managers with corporate governance arrangements, without detracting from creative endeavours.  相似文献

In this paper we study differences between generations in the degree to which long-term and short-term factors affect party preferences in established and consolidating European democracies. Scholarly literature has shown that younger cohorts in Western Europe are less likely to be guided by social class, religion and left/right than older cohorts. Little is known, however, about the extent to which such differences exist for the effects of short-term factors. Similarly, inter-generational differences in the effects of long- and short-term factors in post-communist countries have remained largely unexplored. Based on the European Election Study 2009, we show differences between generations that are compatible with de-alignment of younger generations along traditional cleavages. Yet, we also see an increased importance of attitudes towards immigration among the younger generations, which could signal a form of re-alignment.  相似文献

Current comparative policy research gives no clear answer to the question of whether partisan politics in general or the partisan composition of governments in particular matter for different morality policy outputs across countries and over time. This article addresses this desideratum by employing a new encompassing dataset that captures the regulatory permissiveness in six morality policies that are homosexuality, same‐sex partnership, prostitution, pornography, abortion and euthanasia in 16 European countries over five decades from 1960 to 2010. Given the prevalent scepticism about a role for political parties for morality policies in existing research, this is a ‘hard’ test case for the ‘parties do matter’ argument. Starting from the basic theoretical assumption that different party families, if represented in national governments to varying degrees, ought to leave differing imprints on morality policy making, this research demonstrates that parties matter when accounting for the variation in morality policy outputs. This general statement needs to be qualified in three important ways. First, the nature of morality policy implies that party positions or preferences cannot be fully understood by merely focusing on one single cleavage alone. Instead, morality policy is located at the interface of different cleavages, including not only left‐right and secular‐religious dimensions, but also the conflicts between materialism and postmaterialism, green‐alternative‐libertarian and traditional‐authoritarian‐nationalist (GAL‐TAN) parties, and integration and demarcation. Second, it is argued in this article that the relevance of different cleavages for morality issues varies over time. Third, partisan effects can be found only if individual cabinets, rather than country‐years, are used as the unit of analysis in the research design. In particular, party families that tend to prioritise individual freedom over collective interests (i.e., left and liberal parties) are associated with significantly more liberal morality policies than party families that stress societal values and order (i.e., conservative/right and religious parties). While the latter are unlikely to overturn previous moves towards permissiveness, these results suggest that they might preserve the status quo at least. Curiously, no systematic effects of green parties are found, which may be because they have been represented in European governments at later periods when morality policy outputs were already quite permissive.  相似文献

Most explanations of party system stability focus on the strength of mass-elite linkages. We highlight the role of institutions, focusing on how electoral rules and elected institutions, especially the presidency, impact elites' incentives to coordinate on a stable set of parties or to form new parties, thus affecting electoral volatility. Using Central and Eastern European elections data, we find that directly elected presidents increase volatility and that presidential power magnifies this effect. Absent a directly elected president, high district magnitude is associated with increased volatility, but district magnitude dampens the impact of an elected president on volatility; hence, our findings underscore the interactive impact of institutions on party systems. We also find evidence that bicameralism and concurrence of presidential and parliamentary elections decrease electoral volatility. Our model not only explains persistently high electoral volatility in Eastern Europe, but the extreme stability of Western European party systems.  相似文献

Abstract

From the moment the Berlin Wall came down scholars and politicians around the world expressed concern about an upsurge of extreme-right politics in Eastern Europe. Dramatic events like the Yugoslav conflict and even the so-called ‘velvet split’ of Czechoslovakia only strengthened this fear. Despite these many general warnings about the rise of extreme right parties (ERPs) in Eastern Europe very little empirical work has appeared on the subject. Mudde's article provides an analytical tool which will help to further understanding of the extreme right in the region. It presents and applies a fairly straightforward typology of ERPs in Eastern Europe based on the (ideological) character of the parties. The pre-Communist ERP locates the origin of its ideological identity in political parties and ideas of the pre-Communist period, generally harking back to national-conservative, monarchist, or indigenous or foreign fascist ideals. The character of the party might be expressed in the open espousal of pre-Communist ideas or by using the associated ‘folklore’, while in some cases there might even be continuity in personnel or organizations (often through the émigré community). With the notable exceptions of Croatia and Slovakia, pre-Communist ERPs have remained marginal in post-Communist political life. The Communist ERP looks for ideological inspiration in the Communist period and includes nationalist splits of the (former) Communist parties as well as new parties that combine a nationalist ideology with a nostalgia for Communist rule. They are mainly successful in countries where the Communist regime had a strong nationalist undercurrent and the party is still in the hands of hardliners (e.g. Romania and Russia). Post-Communist ERPs, finally, locate the source of their identities in the post-Communist period: these organizations are new and their focus is on current political issues. They harbour no feelings of nostalgia, either for the pre-Communist or the Communist period. Post-Communist ERPS have developed in most East European countries but, although some have achieved remarkable electoral successes, in general they have been only moderately successful (similar to ERPs in Western Europe).  相似文献

Most quantitative analyses of policy convergence treat transnational communication in international organisations and domestic economic problems as additive factors. By contrast, this article argues that domestic economic problems motivate governments to search for successful policies, while international organisations offer channels for policy learning. Thus, both factors interact, magnifying each other's effects. The argument is corroborated by a quantitative analysis of the privatisation of telecommunications providers in the Western OECD world. A dyadic logit model shows that joint membership in international organisations increases the likelihood of policy convergence if governments face budget deficits. The argument of the article builds a bridge between theories of international organisations and domestic theories of policy making. Theories of the former gain an important scope condition specifying the conditions under which transnational communication works, while exploring the latter gains a theory specifying where new policy ideas come from.  相似文献
