形式主义与实质主义范式是经济社会关系研究的两种基本范式。追求普遍性是形式主义范式的基本特征,它认为人类的经济社会关系中存在着普遍的、超越时空限制的行为模式。实质主义范式的基本特征则是彰显特殊性,强调任何经济社会关系都是发生于特定的历史语境和社会形态中的现象,是社会文化建构的产物。如何超越普遍性与特殊性的对立,成为经济社会关系研究中新的知识增长点。很多学者都致力于打破这种二元知识形态。无论他们是否探索出了第三种范式,都表明当代经济社会关系研究范式的重建不仅是可能的,而且是必须的。  相似文献

This article considers environments in which individual preferences are single‐peaked with respect to an unspecified, but unidimensional, ordering of the alternative space. We show that in these environments, any institution that is coalitionally strategy‐proof must be dictatorial. Thus, any nondictatorial institutional environment that does not explicitly utilize an a priori ordering over alternatives in order to render a collective decision is necessarily prone to the strategic misrepresentation of preferences by an individual or a group. Moreover, we prove in this environment that for any nondictatorial institution, the truthful revelation of preferences can never be a dominant strategy equilibrium. Accordingly, an incentive to behave insincerely is inherent to the vast majority of real‐world lawmaking systems, even when the policy space is unidimensional and the core is nonempty.  相似文献

We provide a natural extension of the Borda count to the n-dimensional spatial context, an algorithm to find the spatial Borda winner based on the notion of an inverse Borda count, the result that the Borda winner and the Condorcet winner coincide in unidimensional space when all alternatives on a line are feasible, results that show that in multi-dimensional space the Borda winner and the Condorcet winner (except under very implausible circumstances) will be distinct, and some results on the manipulability of outcomes under the Borda rule as a function of the domain of alternatives over which the Borda count is to be defined.The listing of authors is alphabetical. Commercial space travel is looking more like a real possibility than science fiction, but tied to that ambition we may be held back by the gravity of emerging ethical dilemmas. This viewpoint article surveys a range of social, economic, and political questions, and critically evaluates reasons why we should explore space. The usual ethical issues related to environmental and safety concerns are just the beginning, as there are other interesting questions, such as: what would be a fair process for commercializing or claiming property in space; how likely would a separatist movement be among space settlements who want to be free and independent states; and are reasons to explore space, like for adventure, wanderlust, or “backing up the biosphere,” good enough to justify our exploration of space? The point here that we should explore space; and if we are to move forward with our journey, which may be unstoppable anyway, then we should seriously consider these issues. At the least, this would give the public more confidence—amid questions of misplaced priorities and wasteful spending, along with an increased focus on ethics in science—that we are looking ahead before we take another leap for mankind.  相似文献

This essay extends the theory of simple collective decision problems to spatial games in which (contrary to the traditional assumption) each agent's preferences are concave, in the sense that the alternatives that the agent does not prefer to any particular reference alternative together constitute a convex set. Such concave preferences might characterize decision problems in which, say, a site must be selected for some obnoxious facility, such as a prison, garbage dump, or facility for managing hazardous materials. The results indicate that, under these conditions, the (weak -)core can be structurally unstable, changing discontinuously with apparently minor perturbations of the decision problem. The main theorem identifies a curious property of the core when the set of feasible alternatives is compact and convex and each agent's preferences are strictly concave. Namely, a point in the feasible set's interior can belong to the core only if there is no feasible alternative that makes every member of any winning coalition strictly worse off. The development of micro-satellites, including nano-satellites, has opened up opportunities for their varied uses. One such utility is as space mines. The purpose of this instrumentality is protective and defensive to escort important space-mission vehicles. These act as security commandoes till impelled to action by anticipated threat or hostile intruder entering the path. Similarly, conventional land mines can be adapted for use on the surface of the moon. These, also termed “space mines,” can serve as proximity or peripheral defense to installations and national assets on the moon and other celestial bodies.

Space mines by their small mass and weight or nature of operation cannot be regarded a weapon of mass destruction or used as nuclear weapon prohibited under the Outer Space Treaty. Secondly, their deployment in passive defensive role does not foul with any substantive provision of space law. Nor are these prohibited by any definitional embargo. Illusioned by the apparent legality, space mines could be strategized in large configurations making outer space environment denser for safe space traffic. Modern satellites are high-cost vehicles and their operational economics cannot brook attrition.

Considering the comparable purpose and role of space mines, one needs to draw wisdom from experience with landmines or cluster bombs. These have been banned on the earth after suffering enormous losses and tragedy. Prudence ordains to learn from past mistakes and it would seem sagacious to nip the evil of space mines in the bud itself.  相似文献

The purpose of this study is to investigate the relationship between social media usage for work purposes and employee job satisfaction in the public sector. Because social media is a relatively recent phenomenon, the ways in which it affects employee attitudes such as job satisfaction are not well-known. Using self-determination theory (SDT) as a framework, this study tests whether perceived competence, relatedness, and autonomy mediate the relationship between social media usage for work purposes and employee job satisfaction. Data were obtained from the Australian Public Service Commission (APSC). Overall, results generated from the structural equation models support SDT, suggesting that employees using social media for work purposes have higher self-determination and higher self-determination increases their job satisfaction. In particular, the effect of competence to job satisfaction is very high. However, while social media usage for work purposes can enhance employees’ need for autonomy and competence, it does not have any statistical effect to employees need for relatedness. In addition, social media does not have any statistical and direct effect to job satisfaction. The results suggest that social media has an indirect effect to job satisfaction. This article discusses the implications of these findings.  相似文献

Recent research demonstrates that a wide range of political attitudes, beliefs, and behaviors can be explained in part by genetic variation. However, these studies have not yet identified the mechanisms that generate such a relationship. Some scholars have speculated that psychological traits mediate the relationship between genes and political participation, but so far there have been no empirical tests. Here we focus on the role of three psychological traits that are believed to influence political participation: cognitive ability, personal control, and extraversion. Utilizing a unique sample of more than 2,000 Swedish twin pairs, we show that a common genetic factor can explain most of the relationship between these psychological traits and acts of political participation, as well as predispositions related to participation. While our analysis is not a definitive test, our results suggest an upper bound for a proposed mediation relationship between genes, psychological traits, and political participation.  相似文献

This essay shows that, for any non-collegial voting rule, σ, there exists an integer, s(σ), with this property: if the policy space, W, has dimension no greater than s(σ), then there exists a profile of smooth utilities on W, such that the core for σ at this profile is non-empty and ‘structurally stable’ under sufficiently small perturbation. This paper utilizes a rich longitudinal data set--the Women's Employment Study (WES)--to investigate whether obesity, which is common among women of low socioeconomic status, is a barrier to employment and earnings for current and former welfare recipients. We find that former welfare recipients who are both White and morbidly obese have been less successful in transitioning from welfare to work. These women are less likely to work at any survey wave, spend a greater percentage of months between waves receiving cash welfare, and have lower monthly earnings at each wave. The magnitude of the difference in labor market outcomes between the morbidly obese and those who are less heavy is in some cases similar in magnitude to the differences in these labor market outcomes between high school dropouts and graduates. In contrast, we find no such labor market differences associated with morbid obesity for African-American respondents. This paper documents the relationship between weight and labor market outcomes for the first time among the welfare population. In addition, it investigates whether the correlation for White females is due to unobserved heterogeneity. We find that after controlling for individual fixed effects, the point estimate of the correlation of morbid obesity and each of the labor market outcomes falls considerably and is no longer statistically significant. These results are consistent with unobserved heterogeneity causing the correlation between morbid obesity and labor market outcomes. Findings are similar after controlling for the respondent's mental and physical health.  相似文献

Equal freedom is the common starting point for most contractual theories of justice from Hobbes and Rousseau to Rawls. But while equal freedom defines a common starting point for these theories, this does not result in a general consensus on the conception of justice. On the contrary, different ways of conceptualizing the contractual starting point leads to different conceptions of the demands of justice. To fully understand the relationship between equal freedom and justice we therefore first need to explicate how and why the initial condition of equality is transformed into demands of justice. In this paper we discuss how this transformation takes place in the theories of Hobbes, Rousseau and Rawls, with particular emphasis on the vexed relationship between motivation and justification.  相似文献

We study two different varieties of uncertainty that countries can face in international crises and establish general results about the relationship between these sources of uncertainty and the possibility of peaceful resolution of conflict. Among our results, we show that under some weak conditions, there is no equilibrium of any crisis bargaining game that has voluntary agreements and zero probability of costly war. We also show that while uncertainty about the other side's cost of war may be relatively benign in peace negotiations, uncertainty about the other side's strength in war makes it much more difficult to guarantee peaceful outcomes. Along the way, we are able to assess the degree to which particular modeling assumptions found in the existing literature drive the well‐known relationship between uncertainty, the incentive to misrepresent, and costly war. We find that while the theoretical connection between war and uncertainty is quite robust to relaxing many modeling assumptions, whether uncertainty is about costs or the probability of victory remains important.  相似文献

This paper examines the relationship between income and the extent of material hardship and explores other factors that might affect hardship. Using panel data from the Women's Employment Study, we examine the incidence of material hardship from 1997 to 2003 among current and former welfare recipients. We then consider the extent to which income is associated with hardship. We show that hardship decreases monotonically across quintiles of the income distribution for several income measures. When we measure income as the average across the 6‐year study period, a 10 percent increase in average income is associated with a 1.1 percentage point decrease in the likelihood of experiencing a hardship, a drop of about 3.4 percent. We also find that the relationship between transitory changes in income and hardship is weak. These results are consistent with findings based on a nationally representative sample of disadvantaged households from the Survey of Income and Program Participation. Our results indicate that observable factors, such as measures of mental health, are more strongly related to hardship than current income. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

The term space security is often used, but seldom analyzed. This is a significant gap in the literature of space politics, as it posits considerable implications for debates on how to deal with a runaway growth in the space debris population, and how we argue for or against space weaponization. Securitizing all threats in space may lead to greater difficulties in enacting debris removal measures, as these systems are inherently dual-use. A case is made for keeping space security in its traditional connotations of national security so that environmental issues related to orbital debris can be resolved with reduced security concerns in a space development framing.  相似文献

A hot topic within national security policy circles involves space weaponization. Concerns about a future arms race, cost, operational capability, and other problems appear to be new. However, past space weaponization efforts have addressed these same issues. Current policy makers can look to World War II German experiments, the Soviet Union's co-orbital anti-satellite system, and the United States' X-20 Dyna-Soar proposals to explore these same challenges. A look to the past might help policy makers to consider many of these same questions that past governments have wrestled with in any attempt to gain an operational status for a proposed space weapon.  相似文献

Abstract. The article addresses a public sector principal-agent relationship under a financial regime of block grants. Two types of questions arise in principal-agent relations in this setting. The first is whether a public sector agent can force the principal to approve budgets that are away from the principal's ideal point, or if it is the principal that is the strong party in the relationship and can determine the agent's budget. The second is whether the agent can exploit a situation of asymmetric information or neglect from the principal, to lower efficiency. Predictions from different assumptions of the principal-agent relationship are empirically tested on data from counties and county run hospitals in Norway. Results show that counties have the upper hand in the relationship and can set hospital budgets. However, agents reduce efficiency when budgets are increased and counties can not prevent efficiency from falling by monitoring the agent. Under a block grant financing system counties face a tradeoff between cost-efficiency and production. Low budgets lead to high efficiency and low production. High budgets lead to low efficiency and high production.  相似文献

In contrast to the traditional modeling of voter choice based on proximity, under directional models, selection of candidates is based on the direction and/or intensity of change from a status quo or neutral point. Voter choice can also be modeled as representing both approaches, e.g., as a directional model with proximity restraint, or alternatively, in terms of proximity to discounted positions. We provide a unified perspective for these seemingly disparate models in terms of what we call “shadow” positions. We demonstrate that voter choice in a variety of spatial models including directional components can be viewed as proximity-based choices. Voters choose the candidate whose shadow is nearer, where shadow locations are defined by a simple transformation. We apply this approach to equilibrium analysis, showing that results for a discounted proximity model can be carried over – via shadows – to a variety of directional models.  相似文献
