This article analyses the influence of ballot structure over satisfaction with democracy. In line with previous literature, we hypothesize that some ballot structures – such as preferential ballots – generate more satisfaction with democracy than closed ones. Yet, we expect these differences to be especially relevant among the more knowledgeable electorate, since any open ballot structure requires more sophisticated voters. Using CSES surveys, our results do not show a clear and simple relation between ballot openness and satisfaction with democracy as some previous research seems to suggest. Our findings rather suggest a more limited effect. Preferential ballots and open lists are the only ballot structures that generate more satisfaction, when compared to most of the remaining ballot structures. Yet, this relation is restricted only among the more knowledgeable electorate. The liberty of choice that ballot structure offers only concerns a reduced portion of the electorate, namely the more politically sophisticated one.  相似文献

David Miller’s political philosophy of immigration employs two complementary argumentative strategies to challenge open border theories. The first strategy is to defeat the principled case for open borders, such as the global equality of opportunity argument for more lax immigration control. The second strategy is to establish the democratic community’s prima facie right to determine the shape of its future, including membership and the right to exclude. First, I argue that Miller’s conception of global equality of opportunity is overly narrow and that his objections to the principle, to the metric and to what counts as feasible political action misfire against other, more plausible, accounts. Second, I argue that his democratic interpretation of collective self-determination does not solve the pressing question concerning the morally justified scope and content of self-determination and the moral limits of the right to exclude. I conclude by questioning Miller’s general strategy: whether theories of immigration should be engaged in an exercise of shifting the burden of proof between open and closed borders. By contrast, I argue that a more desirable task for the political philosophy of immigration is to find ways in which the joint requirement of global equality of opportunity and collective self-determination can be coherently upheld.  相似文献

The December 1996 peace settlement in Guatemala agreed a series of institutional reforms in order to recognise the rights of the country's indigenous peoples; some 23 different ethno‐linguistic groups which make up 60% of the overall population. This article explores the relationship between pluri‐culturalism, citizenship, democracy and law in the contemporary politics of Guatemala. While territorially autonomous regions or separate legal jurisdictions are often proposed as a means to ensure indigenous rights, I argue that within a framework of post‐conflict reconstruction, integration with a measure of autonomy for democratically organised communities is the ideal. This is linked to development of an integrative form of citizenship which combines both social membership and identity and rights. Finally, I argue that support for pro‐active efforts to challenge the legacies of authoritarianism, militarisation and inequality will be necessary in order to strengthen democracy, build a culture of citizenship and increase justice.  相似文献

Seat allocation formulas affect candidates' incentives to campaign on a personal rather than party reputation. Variables that enhance personal vote-seeking include: (1) lack of party leadership control over access to and rank on ballots, (2) degree to which candidates are elected on individual votes independent of co-partisans, and (3) whether voters cast a single intra-party vote instead of multiple votes or a party-level vote. District magnitude has the unusual feature that, as it increases, the value of a personal reputation rises if the electoral formula itself fosters personal vote-seeking, but falls if the electoral formula fosters party reputation-seeking.  相似文献

Although trust is clearly central to human relations of all kinds, it is less clear whether there is a role for trust in democratic politics. In this article, I argue that trust is central to democratic institutions as well as to democratic political participation, and that arguments which make distrust the central element of democracy fail. First, I argue for the centrality of trust to the democratic process. The voluntary compliance that is central to democracies relies on trust, along two dimensions: citizens must trust their legislators to have the national interest in mind and citizens must trust each other to abide by democratically established laws. Second, I refute arguments that place distrust at the centre of democratic institutions. I argue, instead, that citizens must be vigilant with respect to their legislators and fellow citizens; that is, they must be willing to ensure that the institutions are working fairly and that people continue to abide by shared regulations. This vigilance – which is reflected both in a set of institutions as well as an active citizenry – is motivated by an attitude termed 'mistrust'. Mistrust is a cautious attitude that propels citizens to maintain a watchful eye on the political and social happenings within their communities. Moreover, mistrust depends on trust: we trust fellow citizens to monitor for abuses of our own rights and privileges just as we monitor for abuses of their rights and privileges. Finally, I argue that distrust is inimical to democracy. We are, consequently, right to worry about widespread reports of trust's decline. Just as distrust is harmful to human relations of all kinds, and just as trust is central to positive human relations of all kinds, so is distrust inimical to democracy and trust central to its flourishing.  相似文献

When political philosophers ask whether there is a philosophical justification for democracy, they are most frequently concerned with one of two queries. The first has to do with the relative merits of democracy as compared with other regimes. The second query has to do with the moral bindingness of democratic outcomes. But there is a third query we may be engaging when we are looking for a philosophical justification of democracy: what reason can be given to democratic citizens to pursue democratic means of social change when they are confronted with a democratic result that seems to them seriously objectionable or morally intolerable? In this paper I develop an epistemological response to the third query. The thesis is that we have sufficient epistemological reasons to be democrats. The epistemological norms that we take ourselves to be governed by can be satisfied only under certain social conditions, and these social conditions are best secured under democracy.  相似文献

'Constitutional environmentalism' has not been a prominent topic of political study, but in practice the phenomenon has been developing apace. It has become appropriate to ask, in a UK and European context, as elsewhere, whether constitutional environmental rights are valid, necessary, practicable or desirable. Accordingly, after clarifying the scope of a potentially feasible environmental right I assess the case for it in the light of four critical questions: whether environment protection can be considered a genuinely fundamental right; whether a new right is necessary for achieving that end; whether the right is practicable; and whether pursuing environmental ends by means of rights is democratically legitimate. While presenting arguments for an affirmative answer on each score, I also show that the strength of the case ultimately depends on a number of contextual issues. In the concluding section, I indicate issues which warrant further research by political scientists and theorists.  相似文献

One in five people in the EU and nearly one in ten in the world are now aged 65 and over. This demographic transformation is one of the great successes of the twentieth century and has profoundly altered the composition of electorates in many democracies. This article explores whether and how this population ageing reshapes the relationship between democracy and capitalism. I argue that ageing changes the economic and policy priorities of a growing share of democracies’ electorates in ways that incentivise elected governments to prioritise certain social policies and economic outcomes, such as pensions and low inflation, at the expense of others, most notably greater social investments and pursuing economic growth. As a result, gerontocracies increasingly lead to what I call a ‘gerontonomia’ characterised by democratically sustained economic stagnation.  相似文献

While it is widely believed that electoral competition influences public spending decisions, there has been relatively little effort to examine how recent democratization in the developing world has resulted in changes in basic service provision. There have been even fewer attempts to investigate whether democracy matters for public spending in the poorest developing countries, where "weak institutions" may mean that the formal adoption of electoral competition has little effect on policy. In this article I confront these questions directly, asking whether the shift to multiparty competition in African countries has resulted in increased spending on primary education. I develop an argument, illustrated with a game-theoretic model, which suggests that the need to obtain an electoral majority may have prompted African governments to spend more on education and to prioritize primary schools over universities within the education budget. I test three propositions from the model using panel data on electoral competition and education spending in African countries. I find clear evidence that democratically elected African governments have spent more on primary education, while spending on universities appears unaffected by democratization .  相似文献

Traditionally, the debate over English devolution has been framed by mainstream parties, favouring a top‐down approach. However, this scenario has recently started to change, particularly in the areas with stronger regional identities such as the North of England. In 2014, the first regionalist party (Yorkshire First) was created, followed by the North East Party and the Northern Party. Such actors overtly challenge the narratives of regionalisation that have prevailed so far, and endorse bottom‐up regionalism. This article offers the first analysis of these ‘new regional voices’ in the North, and seeks to assess emerging tensions between regionalisation and regionalism in the devolution debate. To achieve this, it concentrates on the case of Yorkshire First, drawing on documentary analysis and the results of a membership survey. It will be argued that, although still limited in its impact, the rise of Yorkshire First signals the presence of a political vacuum in the region which has been left open by mainstream politics, and that regional identity and territorial cleavages do matter in the current debate on devolution in the North of England.  相似文献

The British Labour party's recent adoption of a partially open primary for the selection of its leader conforms to a trend seen across many European political parties of increasing rights and privileges in internal party decision‐making and expanding opportunities for more loosely affiliated supporters to participate in party activity. This dual trend can be seen as a response to changes in the membership environment, greater individualisation of political participation and growth in social movement politics and online activism. Yet as much as parties are responding to a changed membership environment, they are also driving that change, increasingly blurring the distinction between members and supporters. This article examines the recent impact of this change within the British Labour party and argues that, in line with Susan Scarrow's theory of ‘multi‐speed’ membership, the Labour party's experiment in expanding affiliation options has led directly to a tension in locating the source of authority within the party, creating a challenge for its new leader in accommodating his new supporters within his party's representative traditions.  相似文献

Research has consistently shown that women are less likely than men to participate in political parties as members and activists; this participation gender gap has persisted despite narrowing gender gaps in education, employment and in other types of political participation.  Yet while the gaps are widespread, their size varies greatly by country as well as by party.  To what extent do party organizational factors help explain these disparities? More pointedly, are there any lessons to be learned from past experiences about party mechanisms which might help to reduce these gaps? To answer these questions, this study investigates grassroots partisan participation in 68 parties in 12 parliamentary democracies, considering whether factors that have been shown to boost the number of women candidates and legislators are also associated with changing the traditionally male dominance of grassroots party politics.  We find evidence of links between some party mechanisms and higher women's intra-party participation; however, because the same relationship holds for men's participation, they do not alter the participation gender gap. Only greater participation of women in parties’ parliamentary delegations is associated with smaller grassroots gender gaps. We conclude that parties which wish to close grassroots gender gaps should not rely solely on efforts aimed at remedying gender gaps at the elite level.  相似文献

The Colombian case offers a rare opportunity to observe effects of electoral reform where districting remains constant. Only the formula changed, from extremely ‘personalized’ (seats allocated solely on candidate votes) to ‘listized’: seats are allocated to party lists, which may be either open or closed. Electoral reform has effects on both the inter-party dimension (the number of parties competing) and the intra-party dimension (the extent of competition within parties). Consistent with theoretical expectations, the inter-party dimension features an increased number of parties in the low-magnitude districts and a decrease in the high-magnitude districts. On the intra-party dimension, the impact “mirrors” the inter-party: less competition in smaller districts, yet more in larger districts.  相似文献

Scotland’s future within the European Union (EU) played a prominent role in the 2014 independence referendum. The story goes that latent supporters of independence voted to stay within the UK to maintain EU access. Defeated, Scottish leaders declared the referendum a once-in-a-life-time event only repeated if conditions substantially changed. With the UK now facing a chaotic exit from the EU, proponents of Scottish independence have suggested that a second referendum may occur after Brexit negotiations are completed. Faced with a consensus among Scottish party leaders in supporting EU membership, those hoping for a second independence referendum, we argue, looked to alternate sources of information that saw Brexit as an opportunity to create the conditions that would spur a second referendum. Using panel data from the British Election Study, we examine whether Scottish voters voted tactically to leave the EU. We argue that Scottish National Party voters were likely to interpret statements on the conditions for a second independence referendum as an implicit signal to vote “Leave.” The results have important implications for the role of referendums in representative democracy, strategic voting, and the importance of intra-party division on individual vote choices.  相似文献

Theorists assert that international capital mobility creates substantial pressure for all democratically elected governments to decrease tax burdens on business. I explicate and critique the general version of this theory and offer an alternative view. Empirically, I explore whether or not the globalization of capital markets has resulted in decreases in business social security, payroll, and profit taxes. I also investigate whether or not capital mobility has intensified government responsiveness to domestic investment and profitability. Evidence suggests that business tax burdens have not been reduced in the face of rises in capital mobility nor is tax responsiveness to profitability and domestic investment intensified by more open capital markets. To the contrary, analyses indicate that business taxation has become subject to new 'market conforming' policy rules that developed in tandem with liberalization of markets. These new policy orientations reduce the economic management roles of business taxation while leaving the revenue-generating roles intact. In conclusion, I discuss the implications of the findings for questions concerning the structural power of internationally mobile capital, redistributive policies, and the autonomy of democratically elected governments in a global economy.  相似文献

Abstract

Opposition to the burqa is widespread in Europe but not in the United States. What explains the difference? Focusing primarily on the French case and its Belgian facsimile, we seek to underscore the role of social theorists in legitimizing bans on the full veil. Ironically, this role has been largely disregarded by Anglophone theorists who write on the veil, and who often oppose its prohibition. This article suggests that Europe tends to be more repressive towards full veils because its political process is more open to multiple theoretical representations of the phenomenon of veiling. Conversely, the United States is more open to the provocative display of religious symbols in public because the political process is pre-structured by legal conventions that tend to filter out social theory. The push to ban the burqa in France principally derives from its brand of republicanism rather than being a product of racism and Islamophobia. Of particular significance in the French case is the emphasis on reciprocity as a political principle, a principle that is elongated into an ideal of sociability by French theorists in different disciplines. The arguments of these theorists are described, their rationale is explained and the impact of their intervention on the policy process is documented. The French case, where the popular press and legislature play a major role in shaping policy towards the burqa, is contrasted with that of the United States, where the judiciary, defending religious freedom, remains the most influential collective actor. Each country has correspondingly different attitudes to democracy. In France, the mission of democracy is to extend political equality to the social realm whereas in the United States it is religion that is prioritized so as to protect that which is deemed most sacred to the individual.  相似文献

In many emerging and authoritarian countries, civil society organizations that focus on political or sensitive policy issues are being cracked down upon, while service-oriented ones are given a relatively greater ability to operate. What might the consequence of this be for democratic practice given the important role civic organizations play in this process? We examine this question by considering whether the absence of confidence in a country's governing institutions is related to membership in service-rather than governance-focused civic organizations, and how such membership is associated with elite-challenging, political activities in Kazakhstan, Kyrgyzstan, and Tajikistan. We find that individuals who have no confidence in state institutions are less likely to seek membership in governance-focused civic organizations, but not necessarily in service-focused ones. At the same time, membership in both types of civic organizations is associated with participation in political activities, while beliefs that a country is run democratically decreases it. This suggests that a variety of civic organizational types, even those without an explicit governance-focus, contingent on perceptions of democratic governance and other covariates held constant, enhance democratic practice.  相似文献

Scholars often mention the centrality of parties for the democratic political system. Indeed political parties are indispensable institutions for the linkage between state and society, and should not remain absent in any comparative analysis of citizens’ political attitudes. Yet, only rarely do scholars study how parties shape people’s opinion about democracy. This article seeks to amend this lacuna and examine empirically how party level characteristics, specifically the nature of a party’s candidate selection procedure, relate to the level of satisfaction with democracy among citizens. The authors constructed a cross-national dataset with data on the selection procedures of 130 political parties in 28 country-sessions to examine whether citizens that vote for democratically organized parties are more satisfied with the way democracy works in their country. Additionally, this relationship is examined more closely in Israel and Belgium, two countries where candidate selection procedures show substantial variation and where politicians have made a strong claim for intraparty democratization. Both the cross-national as well as the country-specific analyses indicate that democratic candidate selection are indeed associated with greater satisfaction with democracy.  相似文献

The purpose of this paper is to provide the definitional and empirical background to the Liberal Democracy Series I Index of democracy that is available in Bollen (1998) but whose rationale has not been published. More specifically, the paper (1) gives a definition of liberal democracy that has guided the formation of this index, (2) describes measures that correspond to this definition, (3) provides a measurement model that links the indicators of democracy to the latent variables that represent the concept, (4) explains the construction of the Liberal Democracy Series I Index, and (5) compares the Series I democracy measure to two other widely used democracy measures in a latent curve model. The Liberal Democracy Series I Index provides a simple unweighted measure of liberal democracy that minimizes the bias in expert ratings, is highly reliable and highly correlated with the latent liberal democracy variable. The evidenced reviewed here suggests that its measurement properties are superior to the Polity and Vanhanen democracy indices with the exception that it is available for a more limited period of years than these latter two.  相似文献

In the West, the middle class has been considered a potent agent of the sociopolitical transition toward democracy and the cornerstone of democratic rule. Does a middle class in China think and act democratically and hence serve as the harbinger of democratic change in that country? This study attempts to answer this critical question by examining the attitudinal and behavioral orientations of middle-class individuals toward grassroots self-government in urban China. It is based on data collected from a representative-sample survey conducted in Beijing. The findings indicate that China’s middle class expects grassroots self-government to be formed in a democratic way; yet the middle class is critical of the currently-implemented self-government system because it is not organized as democratically as they expect, and therefore the middle class is less likely to participate in the system. These findings have significant implications for the role of the Chinese middle class in the democratization of China.  相似文献
