The end of communism in Central and Eastern Europe offered the region a unique opportunity for institutional redesign. Thanks to the variety of historical experiences, inherited structures, transition paths and deal sweeteners during the round-table talks, post-communist Europe initially witnessed much institutional diversity. Throughout the course of the past decade, however, there has been a notable convergence of institutional designs across the region. The process of convergence has been, in part, a response to domestic political concerns, but the demands of the European Union have also played a role. This article plots the course of institutional development in the region, outlining some of the major cases of institutional redesign and highlighting both the positive and negative impact of 'Europe' on the process.  相似文献

There is a close connection between regionalism, federalism,and the movement to create a united federal Europe. The recentmovement to create a "Europe of the Regions" is one expressionof these connections. However, there are many kinds of regions,and certain forms of regional policy that may not necessarilybe an expression of either regionalism or European federalism.It might be said, nevertheless, that a "Europe of the Regions"is emerging in the weaker sense that, in today s Europe, significantchanges are taking place in the nature and functions of thenation-state. Britain decided to join the European Community because its postwar, postimperial policies had failed and successive Governments saw no viable alternative. After ten years of being denied entry by De Gaulle, Britain joined on disadvantageous terms and with the British political parties, and the British people, deeply divided. Accession did not resolve the underlying issues and Britain's first year of membership saw an unprecedented oil crisis, bad relations between Britain and the United States and the demise of the British government led by Edward Heath. The underlying issues which had not been resolved in the accession negotiations were reopened by Harold Wilson and later by Margaret Thatcher. This article argues that the future of the European project depends on the capacity to maintain security. It traces the link between security and political institutions in the case of nation states and, subsequently, blocs. The security of nation states and blocs was defined in terms of the defence of borders against an external enemy and the preservation of law and order within borders. Today, the distinction between internal and external has broken down; 'new wars' are a mixture of war, organised crime and violations of human rights. Security can only be maintained through the extension of law and order beyond borders – through enlargement, migration and citizenship policies, and effective humanitarian intervention. Any other approach could lead to a reversal of the process of integration. This type of security policy is likely to be associated with a very different type of polity.  相似文献

In this article, Sayyid’s focus is on the relationship between the emergence of Islamophobia and the crisis of Europeanness. What is it about Europeanness right now that makes one of its most vocal expressions an insistence on the Muslim question? To answer, or perhaps address, the question of why the Muslim question and why now, Sayyid places the formation of European identity in a postcolonial context. That is, the horizon opened by the decentring of the West not only geopolitically or economically but also culturally and philosophically is explored. East Central Europe in its various permutations—historical and cultural—provides an excellent platform to study the impact of the postcolonial on Europeanness. The East Central European experience of the postcolonial is inflected through a history of imperial articulations and peripheralizations that demonstrate not only the contingency of the idea of Europeanness but also its imbrication with the Orient.  相似文献
