The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States.  相似文献

Abstract

This article develops a pooled comparative analysis aimed at addressing two of the three overarching research questions of the special issue. It first discuss an ‘end of ideology’ research question: that is, whether party constituencies and party strategy show clear challenges to classic twentieth century ideological alignments. Second, it investigates the type of issue strategy that parties employ in this new ideological environment, expecting mainstream parties to stress a problem-solving approach, while challenger parties should favour a conflict-mobilisation strategy. Finally, the article combines these two fundamental dimensions (ideological consistency; reliance on problem-solving vs. conflict-mobilisation strategies) in order to identify party strategy innovations in current West European elections.  相似文献

This study addresses the dynamics of the issue space in multiparty systems by examining to what extent, and under what conditions, parties respond to the issue ownership of other parties on the green issue. To understand why some issues become part and parcel of the political agenda in multiparty systems, it is crucial not only to examine the strategies of issue entrepreneurs, but also the responses of other parties. It is argued that the extent to which other parties respond to, rather than ignore, the issue mobilisation of green parties depends on two factors: how much of an electoral threat the green party poses to a specific party; and the extent to which the political and economic context makes the green issue a potential vote winner. To analyse the evolution of the green issue, a time‐series cross‐section analysis is conducted using data from the Comparative Manifestos Project for 19 West European countries from 1980–2010. The findings have important implications for understanding issue evolution in multiparty systems and how and why the dynamics of party competition on the green issue vary across time and space.  相似文献

This article systematically investigates interest group–party interactions in the Netherlands, Denmark and the United Kingdom based on cross‐national surveys with responses from 1,225 interest groups. The findings show that interest groups and parties still interact in the beginning of the twenty‐first century, but that the vast majority of their interaction involves a low degree of institutionalisation. Using fractional logit analysis, it is demonstrated that the strength of interest group–party linkage is primarily affected by systematic differences in state–society structures and organisational group characteristics. Moreover, differences are found in what conditions different types of interaction. Whereas historical legacies and partisan origin influence an interest group's structural party links, group resources make interactions of a less institutionalised, ad hoc nature more likely.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献

The classical outbidding model of ethnic politics argues that democratic competition involving ethnic parties inevitably leads to ethnic outbidding where parties adopt ever more extreme positions. However, recent small‐N studies show that ethnic outbidding is only one of a range of strategies available to ethnic parties. This article seeks to explain why some ethnic parties are extremist, whereas others adopt moderate positions. Drawing on the ethnic outbidding and the nested competition model of ethnic party competition, it is hypothesised that the ethnic segmentation of the electoral market, and the relative salience of an ethnically cross‐cutting economic dimension of party competition, account for the varying degrees of extremism. Hypotheses are tested drawing on a novel, expert‐survey‐based dataset that provides indicators for the positions of 83 ethnonational minority parties in 22 European democracies in 2011. Results of ordinary least squares and two‐level linear regressions show that as the economic dimension gains importance, parties become more moderate relative to the party system mean. The electorate's ethnic segmentation has a positive effect on extremism, but this effect is not significant in all models. Contrary to expectations, higher ethnic segmentation of the party system is associated with more moderate positions in the majority of the estimated models.  相似文献

Abstract

From the moment the Berlin Wall came down scholars and politicians around the world expressed concern about an upsurge of extreme-right politics in Eastern Europe. Dramatic events like the Yugoslav conflict and even the so-called ‘velvet split’ of Czechoslovakia only strengthened this fear. Despite these many general warnings about the rise of extreme right parties (ERPs) in Eastern Europe very little empirical work has appeared on the subject. Mudde's article provides an analytical tool which will help to further understanding of the extreme right in the region. It presents and applies a fairly straightforward typology of ERPs in Eastern Europe based on the (ideological) character of the parties. The pre-Communist ERP locates the origin of its ideological identity in political parties and ideas of the pre-Communist period, generally harking back to national-conservative, monarchist, or indigenous or foreign fascist ideals. The character of the party might be expressed in the open espousal of pre-Communist ideas or by using the associated ‘folklore’, while in some cases there might even be continuity in personnel or organizations (often through the émigré community). With the notable exceptions of Croatia and Slovakia, pre-Communist ERPs have remained marginal in post-Communist political life. The Communist ERP looks for ideological inspiration in the Communist period and includes nationalist splits of the (former) Communist parties as well as new parties that combine a nationalist ideology with a nostalgia for Communist rule. They are mainly successful in countries where the Communist regime had a strong nationalist undercurrent and the party is still in the hands of hardliners (e.g. Romania and Russia). Post-Communist ERPs, finally, locate the source of their identities in the post-Communist period: these organizations are new and their focus is on current political issues. They harbour no feelings of nostalgia, either for the pre-Communist or the Communist period. Post-Communist ERPS have developed in most East European countries but, although some have achieved remarkable electoral successes, in general they have been only moderately successful (similar to ERPs in Western Europe).  相似文献

Abstract

This article analyses party strategies during the campaign for the Dutch general election of March 2017, making use of issue-yield theory. It investigates whether parties strategically emphasise high-yield issues, by juxtaposing the issue opportunities provided by voters with parties’ issue emphasis during the campaign. More specifically, it asks whether parties strategically emphasised issues that were expected to reward them electorally. Analysing voter preferences and party campaign data, it is found that parties and most of their constituencies show high ideological consistency, that parties emphasise mostly positional issues and thus choose a conflict-mobilising strategy, and that most parties emphasise high-yield issues rather than following the general political agenda. Four small parties that won significantly behaved strategically while the social democrats – who severely lost – hardly did. The findings imply that the issue-yield framework can help to explain the election result in the fragmented Dutch multi-party context.  相似文献

Few political parties are willing to lead the public debate on how the European Union should develop and parties rarely publicly discuss issues on the EU agenda. This is probably one of the most important democratic problems in the contemporary EU. When and why parties are willing (or not willing) to discuss European cooperation is therefore an essential issue in which political science should engage. Previous research has shown that parties that are internally divided on EU issues downplay these issues in order to avoid internal disputes. At the same time, parties that have severe intraparty conflicts over the issue are unable to contain the debate. Thus, parties that are unified in their position on EU issues and parties that are heavily split speak about the EU, but others do not. Also, earlier research has shown that political parties downplay issues in response to internal divisions among their supporters. It is argued in this article that the focus should not be solely on intraparty conflict or whether or not a party's voters are hesitant or disunited, but rather on how these factors interact in order to better understand how parties act strategically regarding EU issues. Using a new dataset that relies on quantitative content analysis of quality newspapers during the national election campaigns in the period 1983–2010 in France, Germany, the United Kingdom and Sweden, it is found that parties that have a high degree of internal dissent on European issues, while at the same time having an equally divided electorate, are the parties that are most present in the public debate. Hence, it is the interaction between these two important factors that explains much of the variation in the amount of attention paid to European issues in national election campaigns.  相似文献

While direct state funding of political parties has been a prominent theme in cross‐national research over the last decade, we still know little about party strategies to access state resources that are not explicitly earmarked for partisan usage. This article looks at one widespread but often overlooked informal party practice: the ‘taxing’ of MP salaries – that is, the regular transfer of fixed salary shares to party coffers. Building on notions of informal institutions developed in work on new democracies, the theoretical approach specifies factors that shape the acceptability of this legally non‐enforceable intra‐organisational practice. It is tested through a selection model applied to a unique dataset covering 124 parties across 19 advanced democracies. Controlling for a range of party‐ and institutional‐level variables, it is found that the presence of a taxing rule and the collection of demanding tax shares are more common in leftist parties (high internal acceptability) and in systems in which the penetration of state institutions by political parties is intense (high external acceptability).  相似文献

The political landscape of Japan changed drastically in the early 1990s with new parties forming, the main government party losing power temporarily, and the traditional rival parties forming a coalition government. This article examines how the spatial dimensions of party conflict changed according to surveys of the mass public. Contrary to theoretical expectations based on the stabilizing effects of party identification, we find that the structure of public attitudes toward the parties changed considerably as the party system changed. Abrupt changes in the party system were reflected in changed cleavage patterns. Independence increased during this period and changed from being perceived as a separate dimension to being seen as part of an anti-politics-as-usual dimension.  相似文献

The transparent disclosure of political donations is an important anti‐corruption measure. However Australia's current disclosure system has been too poor to sustain rigorous empirical analysis by either journalists or researchers. The barriers to analysis lie in the data collected and in how it is disclosed to the public. This article seeks to give an overview of the transparency problems in the disclosures. It then outlines what limited insights can be gleaned about the political donations landscape. It finds that donations are dominated by the federal election cycle, transparently declared donations make up a small and declining proportion of parties’ incomes at 12–15%, and the amount of money going entirely undisclosed is more than 50% and growing. It also finds indications of paying for access and donor strikes being used to punish government that require further research.  相似文献

The May 2014 European Parliament (EP) elections were characterised by the success of far‐right Eurosceptic parties, including the French Front National, UKIP, the Danish People's Party, the Hungarian Jobbik, the Austrian FPÖ, the True Finns and the Greek Golden Dawn. However, a closer look at the results across Europe indicates that the success of far‐right parties in the EP elections is neither a linear nor a clear‐cut phenomenon: (1) the far right actually declined in many European countries compared to the 2009 results; (2) some of the countries that have experienced the worst of the economic crisis, including Spain, Portugal and Ireland, did not experience a significant rise in far‐right party support; and (3) ‘far right’ is too broad an umbrella term, covering parties that are too different from each other to be grouped in one single party family.  相似文献

While the 2014 European Parliament elections were marked by the rise of parties on the far right‐wing, the different patterns of support that we observe across Europe and across time are not directly related to the economic crisis. Indeed, economic hardship seems neither sufficient nor necessary for the rise of such parties to occur. Using the cross‐national results for the 2004, 2009 and 2014 EP elections in order to capture time and country variations, we posit that the economy affects the rise of far right‐wing parties in more complex ways. Specifically, we compare the experience of high‐debt countries (the ‘debtors’) and the others (the ‘creditors’) and explore the relationship between far right‐wing party success on the one hand, and unemployment, inequality, immigration, globalisation and the welfare state on the other. Our discussion suggests there might be a trade‐off between budgetary stability and far right‐wing party support, but the choice between Charybdis and Scylla may be avoided if policy‐makers carefully choose which policies should bear the brunt of the fiscal adjustment.  相似文献

Building on previous work on competition networks and governmental performance among British local governments, this article investigates the diffusion of government quality across subnational regions of Europe through strategic interaction with neighbouring regions or competitor regions more generally. The article demonstrates the presence of spatial interdependence using standard spatial regression models and controlling for common explanations of quality of government. In particular for regions with high levels of autonomy from the national government, there is clear adjustment in government quality to be seen in response to disparities with competitor regions. The article further investigates the intensity of this geographical effect separately in the north and south of Europe in order to estimate the potential for virtuous or vicious cycles of good governance in the two regions, respectively. It is found that while regions in the north develop relatively independently of each other but respond to competitive pressure across Europe, in the south regions demonstrate a higher level of local interdependence, increasing the possibility of virtuous cycles – but also of vicious ones.  相似文献

This article suggests theoretical refinements to the multiple streams framework (MSF) that make it applicable to parliamentary systems and the decision‐making stage of the policy process. Regarding the former, the important role of political parties in parliamentary democracies is highlighted. Party policy experts are expected to be members of the policy communities in the policy stream and to promote viable policy alternatives in their respective parties, while the party leadership is concerned with adopting policies in the political stream. With regard to the latter, the introduction of a second coupling process to analyse decision making more rigorously is suggested. Moreover, the article provides operational definitions of the framework's key concepts when applied to parliamentary systems and derives a systematic set of falsifiable hypotheses for agenda‐setting and decision making in these systems, thus addressing one of the main critiques against the MSF – namely that no hypotheses can be derived from it.  相似文献

In the early autumn of 2013 large minorities in Italy and the United States fermented crises that badly disrupted the government of the two countries. These cases were widely understood as instances of dysfunction in established democracies that would rarely be replicated elsewhere. However, while all the conditions that generated the crises are unlikely to be evident in other established democracies three important factors that caused the disruptions in the American and Italian political processes are also sources of political conflict in Britain. They are the powers of the second legislative chamber, the weakening links between parties and social groups, and the redrawing of electoral boundaries. All of them present problems for political reform in Britain, and understanding the role they played in the two political crises of 2013 is important for future reform in Britain.  相似文献

While institutional theories of party system size are usually examined cross‐nationally, there is ample reason to expect that changes in electoral institutions will affect party system size within countries as well. Although some of this effect may occur immediately, most of the effects are likely to be realised over time and across subsequent elections. A series of error‐correction models examine the short‐ and long‐term effects of changes in electoral institutions on party system size. The results indicate that changes in electoral institutions do produce the expected effects on party system size, and that these effects occur mostly over the long term.  相似文献

It is well known that different types of electoral systems create different incentives to cultivate a personal vote and that there may be variation in intra‐party competition within an electoral system. This article demonstrates that flexible list systems – where voters can choose to cast a vote for the list as ordered by the party or express preference votes for candidates – create another type of variation in personal vote‐seeking incentives within the system. This variation arises because the flexibility of party‐in‐a‐district lists results from voters' actual inclination to use preference votes and the formal weight of preference votes in changing the original list order. Hypotheses are tested which are linked to this logic for the case of Belgium, where party‐in‐a‐district constituencies vary in their use of preference votes and the electoral reform of 2001 adds interesting institutional variation in the formal impact of preference votes on intra‐party seat allocation. Since formal rules grant Belgian MPs considerable leeway in terms of bill initiation, personal vote‐seeking strategies are inferred by examining the use of legislative activity as signalling tool in the period between 1999 and 2007. The results establish that personal vote‐seeking incentives vary with the extent to which voters use preference votes and that this variable interacts with the weight of preference votes as defined by institutional rules. In addition, the article confirms the effect of intra‐party competition on personal vote‐seeking incentives and illustrates that such incentives can underlie the initiation of private members bills in a European parliamentary system.  相似文献
