President Trump has publicly denigrated the value of the United States' intelligence community (IC), imperilling the morale and retention of intelligence officers. This article suggests a modernizing agenda for the UK public sector which focuses on three things. First, there is a need for modernizing the policy process, based on good research and value for money, so that policy is defensible, deliverable, owned, issued related, integrated, timely, clearly specified, well presented and contingent and flexible. Second, management or leadership must react well to situations and control and listen and coach. Third, service delivery must be client-focused, delivered at the most local level and use technology effectively. Unless these things are achieved, little else will happen with regard for example to partnerships, mechanisms for involving interests and the changing role of the citizen. © 1998 John Wiley & Sons, Ltd.  相似文献

In 1946, as the cold war deepened and American officials grew alarmed by the prospect of a communist-dominated France, US intelligence analysts began to report rumors of mysterious ‘parachutages’ of unidentified containers over the French countryside. Alongside equally sensational stories about the resurrection of international brigades and discoveries of hidden arms caches, these reports seemed to provide definitive evidence for widely held beliefs about communist intentions to seize power. This article investigates these claims and reveals the influence of a transnational network of informants hoping to stoke fears of revolutionary activity in order to encourage US involvement in postwar France.  相似文献

Can presidential commissions serve as a source of significant policy innovation in the area of intelligence analysis? This study shows that intelligence commission recommendations present a decidedly mixed bag. We cannot speak of a linear movement toward improving the quality or management of intelligence analysis in which one problem is solved and attention then is turned to the next. Yet presidential commissions looking into intelligence analysis cannot be mere symbolic window dressing. Many of their recommendations have been listened to. It would be more accurate to see them as having in each instance narrowed the range of policy choices receiving serious consideration as means of improving the intelligence product.  相似文献

Climate change requires more sustainable urbanism developments. Locales in temperate and arid climates are under added pressure to create more economical, ecological, and just neighborhoods. Do sustainable urbanism developments have advantages over traditional urbanism projects in temperate–arid climates? The main purpose of this paper is to examine four distinct neighborhoods in the southwest of the United States in order to clarify the evolution of sustainable urbanism developments according to the three C's framework of compactness, connectedness, and completeness. The methods included a study of each development's history, motivations, design principles, and built environment features. The key finding is an up-to-date understanding of how neighborhood development models have been implemented to help create more sustainable cities as well as the identification of a set of challenges and opportunities for advancing sustainable urbanism research.  相似文献

The Indo-Pacific region's security landscape is unfolding in highly uncertain and potentially explosive ways. The postwar American-led network of bilateral alliances – underpinned by concrete guarantees of extended deterrence and containment – is now yielding to a more diverse set of alignments and coalitions to manage an increasingly complex array of regional security issues. Multilateralism and minilateralism have emerged as two increasingly prominent forms of such cooperation. Minilateralism's informality and flexibility appeals to those who are sceptical about multilateralism's traditional focus on norm adherence and community-building even as great power competition in the Indo-Pacific is sharply intensifying. However, minilateralism's track record in the region is underdeveloped. The potential for this policy approach to be applied by the United States and its regional security partners as an enduring and credible means of diplomatic and security collaboration in the region will remain unfulfilled as long as the Trump administration's own geopolitical orientation remains uncertain.  相似文献

Information technology will have a significant impact on the intelligence analysis workflow, skills, and organization in the next couple of decades. In future, instead of ingesting information themselves, analysts will use a range of information tools to add value to data. Future analysts will need less knowledge of subject matter, and more general reasoning skills. The future task will involve more creativity, and less focus on detail, than today.  相似文献

Public organizations face a multitude of challenges that force them to innovate existing processes, policies, programs, and products. Indeed, in recent years, innovation has become a core topic of study in public administration. However, the vast majority of the public sector innovation literature stems from the United States and Western Europe. The lack of Asia-Pacific studies is particularly striking given that countries like Australia, China, Japan, New Zealand, South Korea, Singapore, and Taiwan consistently rank high on public sector innovation. This special issue brings together state of the art empirical research on public sector innovation in the Asia-Pacific region that examines a range of drivers and outcomes of innovation, including studies comparing Asia-Pacific countries and countries in the East and the West. The findings show that public sector employees in the studied countries all seek opportunities to innovate, whereas cultural norms and values either constrain or enable innovative behaviour and affect the extent to which employees experience leadership support for displaying such behaviour.  相似文献

The US struggle against global terrorist groups depends heavily on intelligence cooperation, particularly with developing world countries that are autocratic. This dependence creates many problems. Autocratic allies often have politicized security institutions to prevent a coup and maintain the regime in power. Services will be reluctant to cooperate on areas of high regime sensitivity. Internal communication and information sharing is poor, and security services are often pitted against one another. In addition, the regimes often lack democratic legitimacy, corruption flourishes by design, and many senior leaders are chosen for loyalty, not competence. American influence will be limited, and at times providing fewer resources may gain more influence than providing more assistance.  相似文献

This article examines the impact of cognitive bias on the analytic output of the United States intelligence community during the Prague Spring. Utilising a range of primary sources, including declassified documents, oral history and contemporary accounts, this article argues that as a result of heuristic biases, analysts formed the mindset that the Soviet Union would not invade Czechoslovakia, and did not alter that assumption in the face of increasing evidence to the contrary. Consequently analysts possessed a distorted understanding of both Soviet intentions and the prevailing political environment and did not accurately convey the likelihood of military action to consumers.  相似文献
