Abstract

In the nearly 15 years since the events of 11 September 2001, the Federal Bureau of Investigation (FBI) has undertaken a succession of efforts to become an agency capable of fulfilling the intelligence functions with which it has been entrusted. However, historically, the FBI’s experience with intelligence has been reactive due to a law enforcement culture that closed cases rather than identified ways to keep opportunities for collection open, as well as bureaucratic wariness due to the differing expectations from one Presidential administration to the next. The Threat Review and Prioritization (TRP) process is the most recent iteration of the Bureau’s attempt to organize as an intelligence service. However, TRP is informed not by a mission of developing intelligence that will help to disrupt emerging threats or exploit opportunities at both the strategic (policymaking) and tactical (arrests), but instead reactively focuses on the threats which have become fully manifest within the FBI’s own domain. TRP leaves the US at a disadvantage vis-à-vis state and non-state adversaries and competitors. Organizationally, it institutionalizes the shortcomings of reactivity and insularity that were the unfortunate characteristics of the pre-9/11 FBI.  相似文献

This article examines how Great Britain helped create Pakistan’s Inter-Services Intelligence Directorate (ISI) with two goals: (1) establishing a Pakistani branch of a Commonwealth intelligence network; (2) ensuring information security within that network. Ultimately, this endeavor failed because of perceived deficiencies in Pakistan’s security institutions and Britain’s inability to address Pakistan’s security needs. By the mid-1950s ISI forged close ties with the United States which offered more and with fewer political strings attached. This article offers new insights on intelligence alliance formation during the cold war. It also provides a useful case study in the weaknesses of multilateral intelligence coalitions.  相似文献

ABSTRACT

Post-conflict interventions to ‘deal with’ violent pasts have moved from exception to global norm. Early efforts to achieve peace and justice were critiqued as ‘gender-blind’—for failing to address sexual and gender-based violence, and neglecting the gender-specific interests and needs of women in transitional settings. The advent of UN Security Council resolutions on ‘Women, Peace and Security’ provided a key policy framework for integrating both women and gender issues into transitional justice processes and mechanisms. Despite this, gender justice and equality in (post-)conflict settings remain largely unachieved. This article explores efforts to attain gender-just peace in post-conflict Bosnia and Herzegovina (BiH). It critically examines the significance of a recent ‘bottom-up’ truth-telling project—the Women’s Court for the former Yugoslavia—as a locally engaged approach to achieving justice and redress for women impacted by armed conflict. Drawing on participant observation, documentary analysis, and interviews with women activists, the article evaluates the successes and shortcomings of responding to gendered forms of wartime violence through truth-telling. Extending Nancy Fraser’s tripartite model of justice to peacebuilding contexts, the article advances notions of recognition, redistribution and representation as crucial components of gender-just peace. It argues that recognizing women as victims and survivors of conflict, achieving a gender-equitable distribution of material and symbolic resources, and enabling women to participate as agents of transitional justice processes are all essential for transforming the structural inequalities that enable gender violence and discrimination to materialize before, during, and after conflict.  相似文献

There are three positions about the impact of outward foreign direct investment (FDI) from China on the policies of Latin American and Caribbean (LAC) countries: the “Wealth is Power” camp, which associates political power with Chinese economic lures; the “Conditionalist” camp, which contends the international and domestic economic and political context determines the specific political effect of Chinese outward FDI (OFDI); and the “Politics is Power” camp, which believes no dramatic political changes have resulted from the economic stimuli of Chinese OFDI (COFDI) and associated economic lures. Case studies herein on Brazil and China, Argentina and China, Ecuador and China, and the Caribbean and China support the Conditionalist camp, albeit to differing degrees and for different reasons. Case studies herein on COFDI in Argentina and in Colombia also deepen our knowledge about the drivers of COFDI. They challenge those asserting that COFDI in LAC is driven purely by political motives. This piece also reviews and critiques the state of the literature on COFDI in LAC and suggests a pathway for moving to the next level. It specifically recommends researchers work to cumulate knowledge by asking similar kinds of questions across cases, exploit theory, and work on variable conceptualization and operationalization.

ABSTRACT

Okamura reviews the 2008 US presidential campaign and the election of Barack Obama as a ‘post-racial candidate’ in terms of two different meanings of ‘post-racialism’, namely, colour blindness and multiculturalism. He also discusses his campaign and election from the perspective of Asian America and Hawai'i given that Obama has been claimed as ‘the first Asian American president’ and as a ‘local’ person from Hawai‘i where he was born and spent most of his youth. In both cases, Obama has been accorded these racialized identities primarily because of particular cultural values he espouses and cultural practices he engages in that facilitate his seeming transcendence of racial boundaries and categories generally demarcated by phenotype and ancestry. Okamura contends that proclaiming Obama as an honorary Asian American and as a local from Hawai‘i inadvertently lends support to the post-racial America thesis and its false assertion of the declining significance of race: first, by reinforcing the ‘model minority’ stereotype of Asian Americans and, second, by affirming the widespread view of Hawai‘i as a model of multiculturalism.  相似文献

This essay challenges the influential view that Isaiah Berlin and Hannah Arendt played a central role in inaugurating an ‘anti-utopian age’. While the two thinkers certainly did their share to discredit the radical utopian inclination to portray a political blueprint in the abstract, I show that neither was straightforwardly anti-utopian. On the contrary, both thinkers’ writings display a different kind of utopian thinking, consisting in an imaginative and idealized reconstruction of existing polities. Schematically put, Berlin’s utopia was England reconstructed as a quintessential liberal society, whereas Arendt’s utopia was America reconstructed as a quintessential modern free republic. Those two polities differ from each other in important respects, but they share two essential features in common: they are claimed to be exempt from the rise of totalitarianism; and they allegedly give men and women the decent chance to live a fulfilling life. To illustrate Berlin’s and Arendt’s overlapping and yet differing visions, I consider their contrasting responses to the upheaval of 1968 – a possible utopian moment in the late 20th century. While their responses could scarcely be more different, they were informed by their shared desire to imagine an ideal polity in what both regarded as the darkest century in human history.  相似文献

Though much research has been devoted to a range of socioeconomic and political consequences of natural disasters, little is known about the possible gendered effects of disasters beyond the well-documented immediate effects on women’s physical well-being. This paper explores the extent to which natural disasters affect women’s economic and political rights in disaster-hit countries. We postulate that natural disasters are likely to contribute to the rise of systematic gendered discrimination by impairing state capacity for rights protection as well as instigating economic and political instability conducive to women’s rights violations. To substantiate the theoretical claims, we combine data on women’s economic and political rights with data on nine different natural disaster events—droughts, earthquakes, epidemics, extreme temperatures, floods, slides, volcanic eruptions, windstorms, and wildfires. Results from the data analysis for the years 1990–2011 suggest that natural disasters have a detrimental effect on the level of respect for both women’s economic and political rights. One major policy implication of our findings is that disasters could be detrimental to women’s status beyond the immediate effects on their personal livelihoods, and thus, policymakers, relief organizations, and donors should develop strategies to prevent gendered discrimination in the economy and political sphere in the affected countries.  相似文献

Drawing on new data that combine recorded votes from the Swiss National Assembly with canton-level referendum results on identical legislative proposals, Portmann et al. (Public Choice 151:585–610, 2012) develop an innovative strategy to identify the effect of district magnitude on the relationship between representatives and their constituents. We replicate PSE’s central result and also estimate a related model that allows for the possibility of non-monotonicity in the relationship between district magnitude and representatives’ deviance from referendum median voters. Our results indicate that representatives elected in low-magnitude multi-member districts deviate from canton-level majorities less than either MPs from single-member districts or those from high-magnitude multi-member districts.  相似文献

This article examines the ideology of the ‘alt-right,’ specifically in its relation to the importance of identity. Placing the alt-right within the context of the rising importance of identity within American society, the article discusses the alt-right as overlapping in significant ways with the identitarian elements within the American Left. Investigating the manner in which national/racial identity plays a central role in alt-right thinking and using the notion of ‘category-based epistemology’ for guidance, this article argues that the alt-right – rather than a quirk of the 2016 electoral cycle – is likely to increase in its importance as a ‘rightist’ form of intersectionality.  相似文献

ABSTRACT

What does it take to cultivate spies inside an adversary’s forces? I assess efforts by the United States and South Vietnam to penetrate the Viet Cong during the Vietnam War. I offer the first extended account of the United States’ most successful intelligence penetration of the conflict. After initial recruitment by South Vietnam, a mid-level Viet Cong cadre spied for the CIA from 1969 until the end of the war. U.S. experience in this episode and others in Vietnam points up a challenge. Local allies offer expertise in identifying potential informants. But prospective spies view U.S. intelligence as more trustworthy and legitimate than local agencies with dubious operational security.  相似文献
