This article is based on two premises: current innovation polices are based on very limited understanding of how Innovation occurs and the contribution to understanding that available policy research might make is severely limited by its fragmentation. The author cites Nelson's three models of the policy process as an example of the different paradigms that have guided innovation research. But, he argues, new developments suggest that the rigid boundaries are breaking down. Three examples are offered in support, each nominally based in one of the three paradigms but representing a loosening of its strictures.  相似文献

The authors compare the innovation policies of industrialized countries along several dimensions: the policy tools (e.g., supply, demand, environment) they use or prefer, and their national philosophies, especially whether they have explicit policies toward the development of specific industries or technologies. They also identify the principal difficulties that existing innovation policies have suffered. Among them are the lack of market know-how among policymakers, bias toward research and development-oriented stimuli rather than other aspects of innovation such as demand, and vulnerability of policies to changes in political philosophy. They conclude with a list of questions that governments initiating policies of technological choice should consider to avoid some of these pitfalls.  相似文献

The states have moved through three distinct periods in finance and taxing policies. First, until the 1930s, states dominated over congress in taxing powers. During the Great Depression, many programs were initiated which involved the states in close grant-in-aid arrangements with the federal government. A second period was initiated during the 1960s. when the number of federally-funded grants exploded. States were soon involved in a variety of new responsibilities. This period has now been supplemented by a third, which is characterized by tax reductions and spending limits, often imposed through referenda.  相似文献

Taking their policy cues from the federal government, the states have done little to effectively deal with energy problems. In fact, their programs could be styled "federal funds for paper programs." inasmuch as the state programs have been written to conform to federal language, but not to attack energy problems in a serious fashion. There is great variation among the states in energy program expenditures, but these are not related to economic or political structures. However, the more urbanized, economically growing, and energy "rich" states spend the most on energy problems.  相似文献

Those in need of employment and training programs face a variety of difficulties. Accordingly, the federal response to labor market problems has encompassed a wide range of initiatives. These include preparing people for work (through skills training, the Job Corps, work experience programs); improving the functioning of the labor market (through matching workers with jobs, establishing a minimum wage, and the Targeted Jobs Tax Credit program); and preventing discrimination. Unresolved issues in these areas are examined. They include who should be targeted for federal assistance, which levels of government can best operate programs, how public versus private efforts should be balanced, how limited resources should be distributed, and how the welfare versus work question should be resolved.  相似文献

This paper examines the political implications of current decision making efforts that underpin recent cost-cutting measures of federally supported programs serving the elderly. Current policy changes that favor the private sector (e.g., shifts of the cost of care to other levels of government and to elderly individuals and their families) have also generated a renewed interest in the policy of mandating family responsibility. The paper also examines attitudes concerning filial responsibility, such as multigenerational living. The inadequacy of current policy analysis that has encouraged the disestablishment of the current long-term care system and the shifting of care costs to the private sector, especially to the individual and the family are also examined.  相似文献

Abstract: In 1990, the State Bank of New South Wales was incorporated as a company, with a view to its eventual Privatisation (which occurred formally on 31 December 1994). Key to the Privatisation process was the attainment of improved organisational performance so that the bank would be seen as an attractive proposition by potential purchasers. Its annual reports in the period 1990-93 suggested this improvement had indeed occurred. However, a recent case in the Industrial Relations Commission of NSW, involving the bank and the Australian Bank Employees Union, has highlighted the apparent difficulty of measuring organisational and employee performance in the bank. This paper examines performance measurement in the State Bank of NSW in light of the accountability framework established by the NSW government, and highlights the dilemmas facing it and other government trading enterprises (GTEs) in the wider use of their performance data.  相似文献

Abstract: This paper presents an analysis of the Esperance Local Enterprise Initiatives Committee, which is at the heart of an archetypal emerging pattern of local economic development distinct both from top-down statist models and from market alternatives. The model is composed of a mixture of state resources (notably finance, information and legitimacy), elements associated with entrepreneurialism, grass-roots orientation, bottom-up implementation, the pursuit of profit, and a network system which interlocks the ELEIC with different government departments and agencies.  相似文献

The purpose of this paper is to recast the light in which we have come to evaluate public policy initiatives and open the door for a more careful examination o f the effects markets have on the course of public policies employing producer incentives to achieve policy goals. Specifically, the paper will review the past experience of urban renewal to show the relationship between policy objectives and outcomes when policy is designed to work through the marketplace. By arguing that market incentives cons train policy outcomes, it is maintained that policies which are judged to have failed in its goals may in reality have succeeded when viewed in terms of normal market operations.  相似文献

By 1992, the party of the majority, the Democratic Party, will have been out of power for twenty years of a twenty-four year span. Since 1968, numerous reforms in the presidential nominating process have been considered and adopted by the Democrats. These reforms have had the effect of opening the nominating process to rank-and-file Democrats through state primaries and participatory caucuses. While the reforms achieve this purpose, the end result is a mixed system that has been described as a disjointed hodgepodge of rules.
This article presents ten criteria of a sound nomination system. Then a panel of researchers and practitioners weighs seven options for further reform against the ten criteria. Several policy options are considered by the panel as improvements over the current presidential nomination system.  相似文献

Years of neglect, combined with the recent development of a “hands on” judicial policy have resulted in a jail crisis in America. States, recognizing their contribution to this situation, have begun to develop policies designed to assist local jail officials in operating safe, humane, and constitutional facilities. These state efforts are a form o f mandating, and primarily concern minimum operating standards and inspections programs. In this research we investigate three questions related to state mandating of local jail operations: (1) what is the extent of state involvement, (2) what factors are associated with state involvement, and (3) what is the impact of state involvement? Our findings indicate (1) states have been active in developing and administering jail mandates, (2) state involvement is associated with state-level corrections policy, and (3) jail standards and inspections programs have a substantial impact on local jail performance. We conclude with a discussion of how state and local governments may proceed in the process of developing standards, inspections, and enforcement procedures.  相似文献

Policy scientists can make important contributions to the study of policy distribution, a question that is likely to be among the most crucial national issues to be discussed throughout this decade. One aspect of this question that has been neglected is the theoretical assumption associated with public choice theory that politicians, once elected, will reward their supporters through the distribution of policy benefits. However, empirical research indicates that policy benefits seldom are distributed in this way. Instead, politicians follow the principle of universalism. In league with bureaucracies and policy communities, politicians define need and then ask bureaucracies to allocate benefits. This makes politicians roles as distributors of policy very different than simplistic models suggest.  相似文献
