Much attention has been paid to government ‘blunders’ and ‘policy disasters’. National political and administrative systems have been frequently blamed for being disproportionately prone to generating mishaps. However, little systematic evidence exists on the record of failures of policies and major public projects in other political systems. Based on a comparative perspective on blunders in government, this article suggests that constitutional features do not play a prominent role. In order to establish this finding, this article (a) develops theory‐driven expectations as to the factors that are said to encourage blunders, (b) devises a systematic framework for the assessment of policy processes and outcomes, and (c) uses fuzzy‐set qualitative comparative analysis to identify sets of causal conditions associated with particular outcomes (i.e., blunders). The article applies this novel approach to a set of particular policy domains, finding that constitutional features are not a contributory factor to blunders in contrast to instrument choice, administrative capacity and hyper‐excited politics.  相似文献

This article examines how evaluation induces policy learning – a question largely neglected by the scholarly literature on evaluation and policy learning. Following a learner's perspective, the article attempts to ascertain who the learners are, and what, and how, learners actually learn from evaluations. In so doing, it focuses on what different types of learners actually learn within the context of the evaluation framework (the set of administrative structures defining the evaluation goals and process). Taking the empirical case of three EU programme evaluations, the patterns of policy learning emanating from them are examined. The findings are that only two types of actors involved in the evaluation are actually learning (programme units and external evaluators), that learners learn different things (programme overview, small‐scale programme adjustments, policy change and evaluation methods) and that different learners are in control of different aspects of the evaluation (learning objectives and processes) according to the evaluation framework established by the European Commission.  相似文献

Research on policy communities, policy networks, and advocacy coalitions represents the most recent effort by policy scholars in North America and Europe to meaningfully describe and explain the complex, dynamic policy making processes of modern societies. While work in this tradition has been extraordinarily productive, issues of collective action have not been carefully addressed. Focusing on the advocacy coalitions (AC) framework developed by Sabatier (1988) and Sabatier and Jenkins-Smith (1993) as an example of a productive research program within the policy network tradition, this article (1) examines the potential of the AC framework, with its emphasis on beliefs, policy learning, and preference formation, to provide richer explanations of policy making processes than frameworks grounded exclusively in instrumental rationality; (2) suggests that paradoxically, however, the AC framework can more fully realize its potential by admitting the explanations of collective action from frameworks based on instrumental rationality; (3) incorporates within the AC framework accounts of how coalitions form and maintain themselves over time and of the types of strategies coalitions are likely to adopt to pursue their policy goals; and (4) derives falsifiable collective action hypotheses that can be empirically tested to determine whether incorporating theories of collective action within the AC framework represents a positive, rather than a degenerative, expansion of the AC framework.  相似文献

The Nuclear Waste Policy Act (NWPA) is generally analyzed from the distinct perspective of any given actor involved in the nuclear waste policymaking process. Yet, these perspectives often rest on totally different models of decisionmaking. This article applies a multiple perspective explanation as developed by Allison (1971) and Linstone (1984) to the NWPA and explains policy outcomes by reference to three models of decisionmaking: rational actor, organizational processes and governmental politics. Commonalities and points of disjointure in the three models are highlighted and prospects for future nuclear waste disposal policy development are assessed using an integrated decisionmaking framework.  相似文献

Beyond the evidence provided by randomized controlled trials, there is a need for supplementing and contextualizing efficacy findings through early evidence. This may include evidence of program costs, quality implementation processes, and impact of programs on different groups. This article considers the Quality and Impact of Component Evidence Assessment and other exemplary efforts for translating early evidence for policy making within a common framework. This framework includes processes for strategic review, development of guiding standards on the quality of evidence, and active communication with policy makers.  相似文献

Most studies of policy feedback have focused on processes of self‐reinforcement through which programs bolster their own bases of political support and endure or expand over time. This article develops a theoretical framework for identifying feedback mechanisms through which policies can become self‐undermining over time, increasing the likelihood of a major change in policy orientation. We conceptualize and illustrate three types of self‐undermining feedback mechanisms that we expect to operate in democratic politics: the emergence of unanticipated losses for mobilized social interests, interactions between strategic elites and loss‐averse voters, and expansions of the menu of policy alternatives. We also advance hypotheses about the conditions under which each mechanism is likeliest to unfold. In illuminating endogenous sources of policy change, the analysis builds on efforts by both historically oriented and rationalist scholars to understand how institutions change and seeks to expand political scientists’ theoretical toolkit for explaining policy development over time.  相似文献

This article surveys the policy feedback framework developed in political science and clarifies its implications for public administration. A feedback perspective encourages us to ask how policy implementation transforms the webs of political relations that constitute governance. Administrators play a key role in shaping the political conditions of bureaucratic performance and the organization of power in the broader polity. At the same time, this perspective underscores that policies are more than just objects of administrative action. Policies are political forces in their own right that can alter key components of administration, including phenomena such as organizational capacity, structures, routines, authorities, motivations and cultures. These sorts of administrative themes have received little attention in policy feedback research, just as the political effects of policies have been overlooked in public administration studies. Bridging these perspectives offers a basis for exciting new agendas and advances in public administration research.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

This article centers on two interconnected ideas that have garnered increasing attention in public administration: (1) a shift away from centralized institutional authority structures and (2) the concomitant rise of networks in the public sector. While network theories have been viewed as ushering in a new paradigm for understanding governance, they remain rooted in the language and framework of hierarchical bureaucratic systems. The author suggests that embracing an approach not grounded in a centralized institutional perspective may clarify network theories in public administration. Specifically, the author argues that anarchism has much to add to our understanding of networks and illustrates how an anarchist perspective may advance our understanding of networks in three areas—network formation, network stability, and accountability in networks—in which the hierarchical perspective has generated persistent questions.  相似文献

To develop and implement policy, lawmakers rely on the input from external experts and stakeholders. Public affairs professionals are responsible for monitoring the sociopolitical environment and responding to public policy proposals on behalf of firms and organizations. However, how public affairs operate intraorganizationally and develop information strategies is not clear nor consistent in the literature. The purpose was to explore how public affairs engage with internal stakeholders to leverage their knowledge for information strategies in responding to policymakers. Knowledge transfer served as a theoretical framework through a qualitative multiple case study of 3 not-for-profit healthcare delivery organizations. Primary data were collected using semistructured interviews from public affairs (n = 11) and healthcare professionals (n = 18) along with a review of organizational documents and public records. Patterns and themes emerged through cross-case synthesis, presented as a process-based model and theory. Public affairs structures and decision-making processes varied across cases indicating no coherent approach by practitioners. Intraorganizational engagement and knowledge transfer processes were managed both consistently and ad hoc, through informal and formal methods. Practitioner strategies and tactics were identified to facilitate internal interaction such as filtering policy issues and effective communication methods. Common institutional barriers were identified that made stakeholder engagement a challenge. This study provides insight into understanding how public affairs practice internally and supports the fundamental importance of linking knowledge into public policymaking.  相似文献

In the past few decades, Norway and Sweden, like the rest of the Western world, have attempted to restructure and deregulate education. In both countries, the established governing models were threatened due to lack of legitimacy and efficiency. This article discusses the extent to which the different explanations of stability and institutional change address what happened when Management by Objectives and Results (MbOR) was introduced in Norway and Sweden. However, both the content and the course of change were different in the two countries. More specifically, one can talk about processes combining lock‐in mechanism and layering in the Norwegian course of development. In Sweden, the process of change was characterized by sudden and radical decisions. A decision made in 1991 could be explained as a state of punctuated equilibrium, as strong forces produced a situation where nothing else was to be done except make a radical change, turning the centralized system into a decentralized one. The period has parallels to the concept of ‘critical juncture’, representing a moment of openness to and possibility for different and new actors to influence a new constitution. In Norway, the transformation of policy tools for education purposes has thus far dominated the process and direction of change. In Sweden, through processes of conversion, the policy tool has gained a more dominating influence over education policy. Accordingly, there was a stronger emphasis on MbOR in its original version in Sweden than in Norway, which has transformed and defined the concept in line with educational purposes. This article outlines two cases of institutional change that combine elements of lock in with new developments. In neither Norway nor Sweden was the development pushed further in the same trajectory, rather it was transformed and, in the case of Sweden, radically changed within a larger nationally specific framework of sequence of events, values, norms and traditions of policy making.  相似文献

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献

Environmental impact assessment (EIA) is a process that involves the identification, prediction, evaluation and mitigation of the environmental and other impacts associated with development proposals and policies, plans and programs. Australian governments were amongst the first in the world to introduce EIA in the 1970s. Since then, the federal, state and territory EIA regimes have undergone multiple changes. In recent times, the push for EIA reform has intensified as governments have sought ways to improve the cost‐effectiveness of regulatory processes. In light of the impetus for change, this article outlines principles and a framework for best practice EIA in Australia. The intention is to inform the policy development processes at the federal, state and local levels.  相似文献

One of the more interesting features of contemporary policy‐making is the way in which certain policies and administrative processes have been branded. While this is not yet a common feature, it does appear to be one that is increasing in importance. This article looks at the phenomenon through a consideration of one particularly interesting case; the Gateway Review Process (subsequently Gateway), a policy with a related set of administrative processes which is both branded and franchised. Gateway also seems a successful example of a much more common feature of contemporary policy making: policy transfer. It has been transferred from the UK to five Australian jurisdictions, New Zealand and Holland. This article examines the extent to which the branding, and indeed the franchising, of Gateway is responsible for the putative success of that transfer. We begin with a very brief consideration of the literature on branding and franchising to situate our discussion, before outlining the ways in which branding and politics intersect. In the main part of the article we focus on the branding of public policy and on the Gateway case.  相似文献

Effective policy responses to the ageing of the population are a priority area for government and non‐government agencies across Australia, particularly at the community level. This article focuses on the policy goal of ageing well at the local level, and more specifically, the strong principle of collaboration that underpins this goal. Too little is known about how to achieve effective collaboration in the ageing field. This article aims to address this by developing an analytical framework from the broad literature on collaborative processes, and applying this framework to data collected from interviews with stakeholders in ageing across two local communities in Queensland. While participants recognise the importance and strength of working together and provide local examples of how this has been achieved effectively, they also acknowledge the associated challenges and complexity. This all spanned the six factors of the framework: the context of ageing; the characteristics and relationships between partners; the need for adequate procedures; as well as structure and relationships aimed at building capacity; a shared sense of purpose; and access to adequate resources.  相似文献

Utilizing a cognitive perspective, this article examines the social processes through which teachers come to understand the Common Core State Standards. The authors begin by identifying three beliefs that have important implications for policy implementation: self‐efficacy, resource adequacy, and value for clients. They measure those beliefs and the Common Core discussion networks that emerge among teachers at three points in time. Through the use of SIENA models, the authors explore how networks and beliefs coevolve within schools. Unlike prior research on social networks, which consistently finds strong homophilous tendencies, this research finds no evidence that teachers seek out coworkers who hold similar beliefs. Rather, teachers relied on preexisting formal and informal relationships to guide interactions. Those interactions were characterized by social influence, whereby a teacher's own beliefs adapted toward the beliefs held by the members of their social network. The findings offer a novel perspective on the complex dynamic that occurs within organizations as new policies are unveiled and employees interact with one another to understand the changes those policies entail.  相似文献

The hope that policy-making is a rational process lies at the heart of policy science and democratic practice. However, what constitutes rationality is not clear. In policy deliberations, scientific, democratic, moral, and ecological concerns are often at odds. Harold Lasswell, in instituting the contemporary policy sciences, found that John Dewey’s pragmatist philosophy provided an integrative foundation that took into account all these considerations. As the policy sciences developed with a predominantly empirical focus on discrete aspects of policy-making, this holistic perspective was lost for a while. Contemporary theorists are reclaiming pragmatist philosophy as a framework for public policy and administration. In this article, key postulates of pragmatist philosophy are transposed to policy science by developing a new theoretical model of transactive rationality. This model is developed in light of current policy analyses, and against the backdrop of three classical policy science theories of rationality: linear and bounded rationalism; incrementalism; and mixed-scanning. Transactive rationality is a “fourth approach” that, by integrating scientific, democratic, moral, and ecological considerations, serves as a more holistic, explanatory, and normative guide for public policy and democratic practice.  相似文献

We put forward a new approach to studying issue definition within the context of policy diffusion. Most studies of policy diffusion—which is the process by which policymaking in one government affects policymaking in other governments—have focused on policy adoptions. We shift the focus to an important but neglected aspect of this process: the issue‐definition stage. We use topic models to estimate how policies are framed during this stage and how these frames are predicted by prior policy adoptions. Focusing on smoking restriction in U.S. states, our analysis draws upon an original data set of over 52,000 paragraphs from newspapers covering 49 states between 1996 and 2013. We find that frames regarding the policy's concrete implications are predicted by prior adoptions in other states, whereas frames regarding its normative justifications are not. Our approach and findings open the way for a new perspective to studying policy diffusion in many different areas.  相似文献

The policy sciences have advanced in the past by introspection, and there appears to be a need for a return to such self-conscious examination of the field of inquiry. A design orientation offers a useful framework for such an examination. It requires reconsideration of some of the fundamental premises of policy inquiry. This article explores what impact design might have on the conventional process framework and then proceeds to discuss the development of a design perspective.  相似文献

This article examines public policy in the European Union (EU) by drawing upon the framework of policy transfer, which has been recently refined by comparativists, and the concept of isomorphism developed within organizational theory. Three case studies—namely, the single currency, tax policy and media ownership policy—are discussed and compared with the aim of assessing the potential of isomorphism for the analysis of policy dif-fusion. The author argues that European institutions, which have a serious limitation in terms of legitimacy, stimulate policy transfer by catalyzing isomorphic processes. Policy transfer, however, is constrained when there are no national cases to be imitated. Yet European institutions, most notably the European Commission, can overcome the problem by "inseminating" solutions into national political systems.  相似文献
