The provision of subsidized child care has grown to become asizeable economic activity in Sweden during recent decades.This paper examines the changed financial relation betweencentral and local governments and the impact of child-caregrants on local government behaviour. We find that during anearlier regime, with a system of matching grants, localgovernments responded strongly to the incentives of the rules.This resulted in both intended and unintended outcomes, aswell as a distortion of information to the central government.Experiences from a recent transition of regime towards a kindof closed block grant system, illustrates new types ofadaptive behaviour but also the problem of finding a formulafor a fair allocation of resources among local governments.When designing a block grant system a distinction must be madebetween expenditures and resource needs; cost expenditure datado not necessarily reflect resource needs in cases where thereare national categorical equity goals related to socialservices of a merit-want character.  相似文献

This article reports the findings of a study developed to compare health care costs in the United States with those of eight other industrially advanced countries over the period 1960-76. All of the countries studied were found to share with the United States the problem of increased health care spending that has outpaced inflation in other sectors of the economy and continues to consume a growing share of national resources. The American growth rate in these expenditures has, in fact, been lower than that of all other coutries. Though U.S. health care expenditures have traditionally been relatively high when measured as a share of gross national product, Canada outspent the United States in this respect during the 1960's. In most recent years, West Germany, the Netherlands, and Sweden have devoted a larger share of GNP to health care than has the United States.  相似文献

Recent developments in the reform of intergovernmental relations have been influenced by contemporary models of public sector reform. Their systematic application to intergovernmental administration, in particular the manner in which jointly funded and managed programs are organised, may have profound and unanticipated effects on the federal system. When viewed in the context of a recent history of collaborative policymaking between political executives, the possibility that new forms of intergovernmental joint policy-making and program management might become the norm poses serious challenges to federal traditions of dual government. Arm's length and collaborative forms of joint decision making are contrasted as ideal types, and then used to analyse two case studies in collaborative intergovernmental decision-making — National Competition Policy and the National Training Agreement. It is concluded that the system-wide implications are profound if they are part of a broader trend, but caution is expressed about the powers of inertia and resistance in traditional forms of federal politics.  相似文献

Philippine Muslim nationalism appeals to two distinct but related imagined pasts: the traditional territorial past of the precolonial southern Philippines and the newly-emphasized moral past of the Sunna; the sacred traditions of the Prophet Muhammad and his companions in the earliest days of Islam. Problems arise when the imagined moral past, embodied in the present by a sharp increase in the influence of Middle East-educated Islamic clerics and their calls for the purification of local Islamic practice, comes into direct conflict with the authority of the traditional aristocracy and locally-cherished cultural practices. The Muslim separatist movement that began in 1968 had dual goals. It was primarily an ethno-nationalist endeavour that had as its primary goal the creation of a Philippine Muslim nation - a nation-state governed by Philippine Muslims and modelled on the sultanates of the precolonial period. The second goal of the Muslim separatist movement was to reform local religious and cultural practices under the leadership of a new set of religious leaders. To understand the place of atavism and puritanism in the Philippine Muslim separatist movement I review the largely local tradition of saints and the more universal Muslim institution of religious scholars as they have interacted in the contemporary Muslim Philippines. I consider the contradictions between revanchist and reformatist goals of the movement by interpreting the narratives of Sultan Muhammad Adil, a prominent supporter of Muslim separatism in the Philippines.  相似文献

Amalgamating municipalities carries risks in terms of public expenditure control. The tax base of the new amalgamated municipality represents a common pool resource. The incentive is to exploit it – that is, to spend before closing time. This article investigates last-minute spending by Danish municipalities before the local government reform in 2007 in which 271 municipalities were reduced to 98. It shows that local councillors exploited this situation to finance local projects before closing time. The article thus demonstrates the occurrence of common pool problems in amalgamation situations. However, it also shows that it is the availability of a common pool that matters, not its size.  相似文献

Based on surveys of scholars and practitioners, this articleranks and evaluates the significance of intergovernmental eventsand trends of I980 to I995, and also compares these with similarrankings for 1960 to 1980. The most important events of the1980 to 1995 period were found to be those that generally diminished,or potentially may diminish, the role of the federal governmentin intergovernmental affairs. It was also found that the eventsand trends which scholars rated highly for 1960 to 1980 generallyremained the top events and trends of that period as viewedby current scholars. It is concluded that events and trendsthat seem important and influential at this point in lime probablywill remain comparatively significant, even when evaluated inthe context of the passage of time.  相似文献

Malta's latest round of administrative reform has produced mixed results. While it has achieved more than any previous initiative, vital elements of the reform program have not been carried out and results have fallen short of initial expectations.
The reform initiative yields a number of lessons, some of which have already been brought to light—the need to keep the reform agenda small, the need for sustained political backing—and others which are less well known, such as the difficulty of creating an effective authority to direct reform, and the drawbacks to giving reform agencies lavish funding and a high profile.  相似文献
