Comparative literature has identified how political parties at subnational levels strategically refer to the performance of parties or policy issues at national level to varying degrees. Building upon these studies on multi-level electoral dynamics, the article demonstrates how individual legislative candidates, and not just parties, selectively adopt what we call “cross-level electoral appeals”(CLEAs): campaign messages which emphasize issues, performances, and actors in levels of government other than that which the candidate or party is seeking office. Advancing existing conceptualizations of nationalization, we posit that there are mainly three types of such CLEAs, those in which local candidates: 1) praise or criticize a specific national policy or 2) performance of the national government; or 3) emphasize personal linkages to national-level parties or politicians. The article investigates the potential factors which lead to more frequent CLEAs by observing candidate manifestos for local legislative elections in Japan. We use an original dataset from a sample of prefectures differently affected by specific national policies, candidates affiliated to parties differing in organizational centralization and from districts varying in seat magnitude as well as incumbent party popularity. To test hypotheses about national and local level party popularity as well as district-level variables on the frequency of such appeals, the article analyzed the data set using the novel methodology of not just counting, but also measuring the surface area of specific appeals in candidate manifestos. Through regression analysis, we find evidence of national government party popularity leading to more frequency of local candidate CLEAs. We also find that local candidates who are more dependent on the party vote (i.e. those in smaller district magnitudes and in centralized party organizations) are more prone to certain types of CLEAs.  相似文献

Considerable policy and academic attention has been focused on the topic of food deserts. We consider this topic from an economic perspective. First, we consider how the components of a standard economic analysis apply to the study of food deserts. Second, using this economic lens, we revisit the empirical literature on food deserts to assess the progress that has been made regarding whether food deserts are problematic in the U.S. Overall, despite several studies documenting the existence of food deserts in local areas, shortcomings in available data have not allowed researchers to convincingly document the presence or absence of food deserts on a national scale, and virtually no research has provided insight as to why food deserts might exist. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

U.S. cities are limited in their ability to set policy. Can these constraints mute the impact of mayors’ partisanship on policy outcomes? We hypothesize that mayoral partisanship will more strongly affect outcomes in policy areas where there is less shared authority between local, state, and federal governments. To test this hypothesis, we create a novel dataset combining U.S. mayoral election returns from 1990 to 2006 with city fiscal data. Using regression discontinuity design, we find that cities that elect a Democratic mayor spend a smaller share of their budget on public safety, a policy area where local discretion is high, than otherwise similar cities that elect a Republican or an Independent. We find no differences on tax policy, social policy, and other areas that are characterized by significant overlapping authority. These results suggest that models of national policymaking are only partially applicable to U.S. cities. They also have implications for political accountability: mayors may not be able to influence the full range of policies that are nominally local responsibilities.  相似文献

Abstract. Because the importance of coalition formation has been long established, there is no shortage of ideas explaining and predicting coalition outcomes. However, one of the problems for contemporary coalition research is that most coalition theories have been thoroughly tested on the same data on national governments that have formed in the West European postwar democracies. This stresses the need for finding new data that can increase our ability to test and refine coalition theories. This article uses unique elite survey data from an investigation conducted among councilors in a large sample of local authorities in Sweden to test hypotheses on coalition formation.
Another problem in coalition research is that the large number of coalition hypotheses have not been tested extensively using multivariate models that provide sufficient controls. By using a methodological approach that models government formation as a discrete choice between potential governments, we can draw conclusions about the relative importance of different types of variables. The results found in this analysis indicate that we have to pay attention to both traditional variables, such as size and policy, and institutional variables if our aim is to explain and predict coalition formation.  相似文献

This study suggests that performance voting is characterised by extensive individual heterogeneity. Most economic voting studies to date treat voters as rather homogeneous in their reactions to economic performance of incumbents. Yet, a large and well‐established line of research from the American context demonstrates the conditional impact of political sophistication and salience on voters' political attitudes and behaviour. Building on this work, this article explores individual‐level variation in performance voting due to political sophistication and salience. Utilising cross‐national data from the Comparative Study of Electoral Systems (CSES) including 25 democracies, performance voting is examined across an array of policy areas including the economy, social welfare, immigration and national security, and it is shown that political sophistication and salience are key moderators of performance voting. The findings suggest that holding governments to account for past performance is mainly the prerogative of the highly sophisticated and thus may be more laborious than previously assumed. At the same time, the results indicate that the sophistication gap in performance voting narrows when voters attach a higher degree of salience to a policy area. As long as voters care enough about government activities in a particular policy area, incumbents can expect credit or blame for policy outcomes. This should provide at least some impetus for responsive policy making.  相似文献

Whereas presidents represent the entire nation, members of Congress serve districts and states. Consequently, presidents and members of Congress often disagree not only about the merits of different policies but also about the criteria used to assess them. To investigate the relevance of jurisdictional?and by extension criterial?differences for policymaking, we revisit classic models of bargaining under uncertainty. Rather than define uncertainty about the mapping of one policy into one outcome, as all previous scholars have done, we allow for every policy to generate two politically relevant outcomes, one local and another national. We then identify equilibria in which the president's utility is increasing in the value that a representative legislator assigns to national outcomes. As an application of this theory, we analyze budgetary politics in war and peace. We find that during periods of war, when members of Congress assign greater importance to the very same national outcomes that preoccupy presidents, congressional appropriations more closely reflect presidential proposals.  相似文献

Scholars disagree whether local decision making is inherently more democratic and sustainable than centralized governance structures. While some maintain it is, due to the incorporation of local knowledge, citizen decision makers' closeness to the issues, and the benefits of participatory democracy, others find it as susceptible to issues of corruption and poor implementation as any other scale. We argue that with wetlands, a natural resource with critical local benefits, it is imperative to incorporate local governance, using the U.S. state of Connecticut as an example. Despite the American policy of No Net Loss, the local benefits of wetland resources cannot be aggregated on a national scale. Each local ecosystem needs wetland resources to ensure local ecological benefits such as flood control and pollution remission, as well as the substantial economic benefits of recreation. We illustrate the benefits of local control of wetlands with data from the American state of Connecticut, which consistently surpasses the federal wetland goal of No Net Loss due, we argue, to the governance structure of town‐level wetlands commissions. A national policy such as No Net Loss, where wetlands are saved or created in designated areas and destroyed in others, is insufficient when it ignores critical benefits for localities. The Connecticut system using local volunteers and unpaid appointees is a successful method for governing common‐pool wetland systems. In the case of Connecticut, we find that local decision making is not a “trap,” but instead an effective model of sustainable, democratic local governance.  相似文献

Policy makers, public administrators, the media, and others are celebrating the "success" of the latest version of welfare reform, codified into law by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Most often, success is defined in terms of declining case loads or some other economic measure—a practice that does not provide a true sense of the impact of policy changes such as welfare reform. Assessing the human impact of policy change requires more than evaluating economic outcomes; it requires knowing the resources of beneficiaries of social services and their conditions of life from various perspectives. Thus, we must strive for greater understanding about the sociocultural aspects of people's lives that create the whole person—aspects such as health, family and friendship networks, housing situations, public and private support service and program use, conditions of work, and so forth. This is how we come to understand one's quality of life. The present research creates a conceptual model of quality of life and illustrates the model using data from a follow–up study of former welfare recipients in a county in northern Virginia. Evaluation activities that are premised on a quality–of–life model will help policy actors understand the impact of policies and how public institutions can be managed strategically within their very complex contexts, especially in an era of welfare reform.  相似文献

In recent years, there has been a strong tendency for the politicians of Western nations to make issues of economic policy making their first priority. Emerging evidence from the economics discipline, which shows a close association between subjective well-being and other macroeconomic variables such as unemployment and inflation, suggests that this priority ordering of politicians may well be one which is functional from an electoral viewpoint. However, recent research by Ronald Inglehart on the development of 'postmaterialist' values challenges the continuing electoral relevance of an economics-first approach to policy making by suggesting that, in advanced societies, mass publics are exercised more by quality of life concerns than by issues of economic affluence. Here we use Eurobarometer data for 12 EU nations to explore the nature of the linkage between economic policy outcomes and levels of popular satisfaction in both economically advanced and less advanced societies. Our findings suggest that affluence is not the only economic determinant of subjective well-being in these countries and that, contrary to Inglehart's thesis, the growth of the economy impacts on subjective well-being in rich and poor nations alike.  相似文献

Social scientists offer competing theories on what explains the policymaking process. These typically include economic rationalism, political competition or power struggles, and policy imitation of the kind that diffuses across spatially proximate neighbors. In this paper, we examine the factors that have influenced a recent local policy trend in California: inclusionary zoning (IZ). IZ programs require developers to make a certain percentage of the units within their market‐rate residential developments affordable to low‐ or moderate‐income households. By 2007, 68 percent of jurisdictions in the San Francisco Bay Area had adopted some type of IZ policy. We test the relative importance of economic, political, and spatial factors in explaining the rapid diffusion of IZ, across 100 cities and towns in the Bay Area. Consistent with an economic efficiency argument, results of hazard models provide some evidence that IZ is adopted in places with less affordable housing. However, political factors, such as partisan affiliation and the strength of affordable housing nonprofits, are even more robust predictors of whether or not a local government adopts IZ. There is no evidence of spatial diffusion in the case of IZ adoption; jurisdictions are not, on average, responding to the behavior of their neighbors. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

This article uses the case of the Soviet Union to demonstrate that in centrally planned economies there remain both incentives and channels for regional administrators to express local interests to the center and have these interests reflected in national policy decisions. Debate over future economic development in Soviet Central Asia is fascinating in what it reveals concerning the nature of center-periphery relations in the USSR and the limitations these relations impose on centrally planned economies. The debate shows that even in a system which so highly values centralized economic planning, regional planners often give priority to local over national economic needs in their policy proposals and are able to affect policy decisions made in Moscow. The process of national welfare reform has been overtaken by local reform as states implement experimental programs under federal waivers. Most of these initiatives attempt to enforce work or otherwise control the lives of the dependent in return for support. Research, which traditionally stressed the social and economic aspects of welfare or poverty, must be reoriented to address the administrative issues raised by the emerging paternalism. A combination of field interviewing and analyses of reporting data can track implementation and connect program operations to outcomes. Such research assesses program performance less definitively than experimental trials do but is more useful to operators and more relevant to current program goals. The frontiers of welfare research, like welfare policy, are institutional.  相似文献

What effect do pro‐market economic policies have on labour rights? Despite significant debate in policy and academic circles about the consequences of economic liberalisation, little is known about the labour rights effects of pro‐market policies. Extant literature has focused only on the possible outcomes of market‐liberalising policies, such as trade and investment flows, rather than directly assessing market‐friendly policies and institutions. Moreover, this line of research has found mixed results on how these outcomes influence labour conditions. To provide a comprehensive assessment of this linkage, this article combines data on five distinct policy areas associated with economic liberalisation with data on labour rights for the period 1981–2012. The results indicate that pro‐market policies – except the ones involving rule of law and secure property rights – undermine labour rights. Thus while there are some positive economic and political outcomes associated with market‐supporting policies, economic liberalisation comes at the cost of respect for labour rights.  相似文献

Authoritarian local leaders face two driving forces in social policymaking: top‐down pressure from the regime and bottom‐up motivations derived from local conditions. Existing studies recognize the importance of both forces, but remain unclear as to how they interact and which of them is more influential in driving local policy adoption. Focusing on two health insurance integration policies in China, we find that when the policy entails substantial class or distributive conflicts and bureaucratic friction, top‐down pressure for compliance is a dominant driver for local policy adoption; when the policy does not entail such conflicts or bureaucratic infighting, bottom‐up motivations based on local economic geography together with top‐down pressure drive local adoption. We find support for this argument from an analysis of an original city‐level data set in China from 2004 to 2016. This study has implications for social policy reform, decentralization, and government responsiveness in authoritarian countries with multilevel governance.  相似文献

Abstract

Economic experiments, or attempts to shape national and local economies with the help of economic theory, have been typical of post-war development efforts. Economic sociologists have explored the role of such experiments to demonstrate how economics – as a set of practices, ideas and technologies – enacts its worlds. This paper examines one such case of high-powered economic theory and its enactment in an emergent West African oil economy by focusing on economist Jeffrey Sachs's advisory project in São Tomé and Príncipe. It pivots on the ‘resource curse’, an economic device that has recently gained purchase in global policy circles. This paper argues that economic devices are not simply imposed on pre-arranged worlds. Instead, they collide with and adjust to already existing politico-economic and socio-cultural conditions, resulting in complex articulations. Drawing on ethnographic material, I critique the ability of the resource curse to make sense fully of apprehensions of the past, present and future consequences of extractive industry developments. Contrasting economic accounts of an incipient curse with competing and complementary local accounts of the effects of oil wealth, I propose a new model for the sociological analysis of the variety of articulations into which an economic device, such as the curse, may enter.  相似文献

As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision-making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open-ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity-Conflict Model of policy implementation, an oft-cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. It also demonstrates the barriers to local implementation of federal environmental policy in a nested system of government.  相似文献

Domestic savings are an important prerequisite for capital formation and growth. In this paper we analyze a new channel through which institutions influence aggregate savings and economic development. Whereas research in the field of savings decisions concentrates largely on the level of the individual, the literature on institutions and growth as well as on aggregate savings formation focuses on the aggregate, national level. First, we develop a framework that brings together both lines of reasoning, arguing that institutions may influence the individual savings decision as well as national savings in aggregate. This potential for institutional quality to influence economic performance has been neglected so far. Second, we build upon the empirical literature on aggregate savings formation and provide results supporting our hypothesis that better economic institutions drive aggregate savings formation upwards. By contrast, we do not find such effects in the case of the political environment. Our findings are robust when checked against a number of changes in explanatory variables, estimation methods and the treatment of instruments.  相似文献

Decentralization of policy provision is omnipresent yet we are not able to sufficiently account for the extent of this phenomenon. The decentralization theorem explains the decentralization of policy provision as a trade‐off between heterogenous preferences, interjurisdictional spillovers (externalities), and economies of scale. Empirical tests of the theorem have been hampered by a measurement problem on the independent as well as on the dependent variable. This article tackles these problems by using a new data set that combines a measure of externalities and scale effects of policies obtained from an expert survey with the actual provision of policies across governmental tiers in 40 countries. The analyses provide an empirical test of the decentralization theorem by showing that decentralization of policy provision is to a large extent determined by functional characteristics of policies and heterogenous preferences but other country‐specific variables, such as democracy, economic development, and European subsidies, also matter.  相似文献

There is high interest in economic development efforts involving cooperation or collaboration among metropolitan jurisdictions. To determine why some local governments engage in cooperative agreements while others do not, this paper investigates transaction obstacles, including bargaining, information, agency, enforcement, and division problems. The authors then advance an institutional collective action explanation for intergovernmental cooperation, focusing on the conditions under which these transactions costs are low. This work anticipates that the costs associated with interlocal cooperation are influenced by the demographic characteristics of communities, local political institutions, and the nature of regional government networks. Empirical analysis based on a national survey of local development officials provides support for several predictions from this model and identifies policy variables that, in turn, increase the prospects for cooperation, specifically through the development of informal policy networks.  相似文献

There is increasing attention to the mass public in the politics of trade debate, yet we still know little about how Americans formulate opinion on trade. Scholars are puzzled by the ineffectiveness of traditional dispositional beliefs to account for trade policy judgment, while an emerging economic self-interest perspective contends that opinion on trade is based on material concerns. This article demonstrates how symbolic predispositions provide critical information shortcuts for Americans on trade in which the relationship between trade policy and economic self-interest may be unclear. Symbolic politics theory explains how citizens can rely on accessible symbolic predispositions, including conceptions of national identity, in an unfamiliar and evolving trade policy environment often subject to multiple and conflicting cues, limited political information, and changing economic circumstances.  相似文献
