This paper uses the Growth Accounting methodology to estimate technological change, as well as labor and capital productivity in the various sectors of the Greek economy over the period 1988–1998. The results show that the technological level, as measured through annual growth in Total Factor Productivity, has remained practically unchanged. Meanwhile, technological change accounts for about 40% of economic growth, which is slightly lower compared with the relative performance of other O.E.C.D. countries. Finally, our main findings are, in general terms, consistent with estimates by other researchers.   相似文献

Many countries are incorporating direct measures of non-market outputs in the national accounts. For any particular output to be included there has to be data about it for two adjacent periods. This is problematic because the classification of non-market outputs is often subject to wholesale revision. We outline the challenges associated with classification changes and propose a solution. To illustrate we construct output and input indices and estimate productivity growth of the English National Health Service (NHS) for the period 2003-2004 to 2007-2008. Our index of output growth incorporates all care provided to NHS patients and captures improvements in survival rates, waiting times and disease management. We find that more patients are being treated and the quality of the care they receive has been improving. We implement our approach to dealing with changes as to how health services are defined and show what effect this has on estimates of output growth. Our index of input growth captures all labour, intermediate and capital inputs into health service production and we improve on how capital has been measured in the past. Inputs have increased over time but there has also been a slowdown since 2005-2006, primarily the result of a levelling off in staff recruitment and less reliance on the use of agency staff. Productivity is assessed by comparing output growth with growth in inputs, the net effect being constant productivity growth between 2003-2004 and 2007-2008.  相似文献

This paper measures and compares total factor productivity (TFP) growth in agriculture for the European Union (EU) countries and candidate countries (CC), in order to distinguish and investigate cross-country differences in agricultural productivity growth rates from 1993 to 2006. A stochastic production frontier model is estimated using a Bayesian approach capturing country-specific time-invariant heterogeneity and country-specific time-varying inefficiency. Agricultural productivity growth is found to be mostly driven by technological change. The TFP growth rates of the EU-12 countries and CC are about twice the EU-15 growth rate. Catch-up in productivity levels is observed between EU-15 and EU-12 as well as between EU-15 and CC. The results are compared for a situation in which country-specific time-invariant heterogeneity is not taken into account.  相似文献

Using a quantitative methodology designed specifically for emerging economies, we measure the components of India’s economic growth over the period 1960–2005. Our approach accounts for time-varying parameters, transitional dynamics and non-linear trends. We find that increased productivity in the service sector, facilitated by a structural shift toward services, is the principal driver of India’s economic growth. Our measures also suggest that the allocation of inputs across sectors has not improved over this period, and in the case of labor appears to have significantly worsened. We further find that fluctuations in output around its trend are due primarily to fluctuations in sector-specific total factor productivity, with fluctuations in labor market distortions and labor taxes also playing important roles. In the period 1960–1980, productivity fluctuations in the agricultural sector are the dominant source of cycles. Since then, productivity fluctuations in the manufacturing and service sectors have been more important.  相似文献

Academic entrepreneurship has been intensively applied to the area of technology innovation and diffusion in the US. Along with the promotion of innovative approaches, universities take advantage of knowledge spillovers from their laboratories to the market for both economic development and financial gains. This study assessed individual university productivity in technology transfer using feasible measures of multiple input–output combinations and data envelopment analysis to examine panel data gathered over the period 1999–2007. A major finding is that there was substantial growth in the average productivity of university technology transfer during this period. The average annual productivity gain in the 90 universities was over 30%, indicating that universities’ technology transfer activities were relatively efficient in terms of their input to output ratio. The positive shifts in average productivity changes were primarily due to the increasing frequencies of commercial outputs. This finding suggests that universities and public policy should pay attention to stimulate commercial activities rather than to increase investments for upgrading a next level of realistic, long-term strategies.  相似文献

This study investigates the relative contribution of technological change, technological catch-up and capital deepening as drivers of labor productivity growth in 14 transition economies during the period 2000–2012. In addition, the study extends the usual decomposition of labor productivity growth by encompassing the impact of foreign direct investment (FDI) on labor productivity growth in transition economies. To illustrate the relative contribution of FDI as a driver of labor productivity growth, we present a simple theoretical model that augments Kohli [Labour productivity vs. total factor productivity. IFC Bulletin 20 (April), Irving Fisher Committee on Central Bank Statistics, International Statistical Institute, 2005] and Grosskopf et al. (Aggregation, efficiency, and measurement, Springer, New York, pp 97–116, 2007) decomposition of the labor productivity. The insights derived in this model provide an underpinning to the empirical analysis in this study. Using Blundell–Bond dynamic panel General Method of Moments estimators, the main finding of dynamic panel data regressions shows that technological catch-up, technological change, and human development level, trade and demographic of population ageing are the main factors that affect labor productivity growth in transition countries. Furthermore, the findings of dynamic panel data regressions show insignificant positive impact of FDI on productivity growth in transition economies. One explanation is that the 14 transition economies that are included in this study do not reach a minimum human development threshold level.  相似文献

We present evidence on industry productivity growth and business dynamics in Dutch industries for the period 2007–2012, and investigate whether there is a role for ICT intensity in explaining differences across industries. Moreover, we relate ICT intensity to various distributional characteristics of firm performance, such as the dispersion of labor productivity and turnover, concentration and turbulence of market shares, and the efficiency of resource allocation. In the first part of the paper we follow a decomposition approach, whereas in the second part we apply a regression based analysis. The results suggest that productivity growth is higher in ICT production and industries with high ICT usage, but that ICT also increases differences in firm performance and leads to concentration of markets. In addition, there is evidence that markets are more efficient in ICT intensive industries.  相似文献

This paper provides novel empirical evidence on productivity growth in the manufacturing sector in Chile, Colombia, Mexico and Peru. Relying on plant-level data, we first decompose productivity and productivity growth into plant-level growth and market allocation forces. While the average productivity of the survivors is higher than the overall contribution of reallocation forces, during recessions the inverse is true and reallocation gives a positive, albeit small, contribution to aggregate productivity growth. Next we analyze how policy measures can determine allocative efficiency levels and growth, and find important scope for action on education, financial regulation, and structural reforms.  相似文献

The efficiency of conventional polarized light microscopy (PLM) methods for analyzing synthetic fiber evidence analyses is improved. Historically, using PLM for fiber identification relied on measuring refractive index. This prior PLM technology is reliable, but it is not efficient. Most fibers are optically anisotropic, having two principal refractive index values, N(High) and N(Low). When the fiber is mounted in intermediate refractive index medium, efficiency is improved by observing the change in contrast while the polarized light’s vector is rotated relative to the fiber’s axis. Minimum contrast occurs when the refractive indices of the mounting medium and fiber are equal. This angle of equality is determined by orienting the fiber’s highest refractive index parallel to the polarized light’s electric field vector, rotating the fiber or polarizing element, observing minimum contrast and measuring the angle of equality. This method is rapid, reduces remounting fibers in different mounting media and provides a quantitative measure for fiber comparisons.  相似文献

This paper assesses the extent of structural or sectoral change and its importance for aggregate productivity growth during times of boom, bust and recovery. The analysis covers 10 EU countries from Central and Eastern Europe over the years 2001–2012. The reallocation of labour across sectors was substantial during the boom, very extensive in 2009 at the depth of the crisis and modest in the subsequent recovery period. The contribution of sectoral change to aggregate productivity growth is computed using various decomposition methods. Changes in labour productivity within sectors play the dominant role for aggregate productivity growth, while reallocation of labour between sectors is less important. This pattern is found through most of the sample period despite large differences in the extent of sectoral change during the boom, crisis and recovery.  相似文献

Based on the theoretical framework of the Solow growth model, this paper employs a dynamic panel data approach to examine the impact of openness on growth and convergence in labor productivity in the Chinese provinces during the period 1984–2008. The study finds that regional openness has a significantly positive effect on regional growth in labor productivity in the Chinese provinces. When regional heterogeneity and regional openness are accounted for, the study finds fast conditional convergence in labor productivity across the Chinese provinces. As a byproduct, this study also estimates the structural parameters of the aggregate production function in the case of China. In sum, the major findings of this study lend strong support to the claim that openness promotes growth of labor productivity in China.  相似文献

This paper summarizes the technical accomplishments and presents selected measures of research efficiencies and early stage economic impacts of the Printed Wiring Board (PWB) Research Joint Venture Project. The project was cost-shared by the Advanced Technology Program and carried out by a group of seven companies, with participation by Sandia National Laboratories. The period considerred in this case study is from mid-1991 through mid-1996, the time during which the research was conducted. ATP’s funding of the PWB Research Joint Venture has thus far had a number of direct and indirect economic impacts. Of the direct impacts, the largest to date has been the increase in R&D efficiency. The project achieved at least a 53 percent reduction in overall research costs. The increase in research efficiency has in turn led to reduced cycle times for both new project development and new process development. Collectively, the result has meant productivity improvements for member companies and improved competitive positions in the world market.  相似文献

This study examines the reciprocal relationship between violent crime and residential stability in neighborhoods. We test whether the form of stability matters by comparing two different measures of stability: a traditional index of residential stability and a novel approach focusing specifically on the stability of homeowners. We also examine whether the racial/ethnic composition of the neighborhood in which this stability occurs affects the instability—violent crime relationship. To test the simultaneous relationship between residential mobility and crime we estimate a dual multivariate latent curve model of the change in the violent crime rate and the change in the rate of home sales while controlling for neighborhood socioeconomic and demographic characteristics using data from Los Angeles between 1992 and 1997. Results indicate that the initial level of violent crime increases the trajectory of residential instability in subsequent years, whether the instability is measured as homeowner turnover specifically, or based on an index of all residents. However, the effect of instability on violent crime is only apparent when measuring instability based on an index of general residential turnover and not when including the presence of owners in this measure, or when measuring it based on homeowner turnover. We consistently find that stable highly Latino communities exhibit a protective effect against violence.  相似文献

This paper examines how the organization of a civil-law judiciary—the German labour court system—shapes court performance. It is argued that civil-law judiciaries can be considered as internal labour markets in which the main incentive derives from career opportunities. Resulting hypotheses are tested on data for nine German Labour Courts of Appeal (Landesarbeitsgerichte) over the period 1980–1998. Two performance measures are computed: the confirmation rate and a productivity measure. The confirmation rate captures how often decisions are upheld in an appeal at the Federal Labour Court. Court productivity is measured by a score derived via data envelopment analysis (DEA) and includes as outputs the number of finished cases and the number of published decisions. Regression analyses show: Courts employing more judges with a Ph.D. are more productive, but write decisions that are less often confirmed by the Federal Labour Court. Courts employing judges with higher ex ante promotion probabilities are less productive and write decisions that are less often confirmed.JEL Classification: J45, K31, M12  相似文献

The introduction of competitive funding mechanisms in higher education is found to generally increase research productivity. However, the diversity within higher education systems may lead universities to behave in substantially different ways in response to the adoption of competitive funding criteria. In particular, we argue that the legitimacy of universities, defined as their level of recognition based on the adherence to socially accepted norms and expectations, is crucial in shaping their reaction. This paper investigates the change in research productivity experienced by Italian universities following the introduction of the first Performance-based Research Funding System (PRFS) in 2003, focusing on the moderating effect of university legitimacy. Using a sample of 75 universities observed during the period 1999–2011, we find that the introduction of PRFS leads to an increase in research productivity, and this increase is significantly more pronounced among more legitimate universities.  相似文献

Central planners in Poland have continuously emphasized the importance of increasing factor productivity as a major goal of Polish development policy and have included this goal as an integral part of every economic reform proposal of the last two decades. In the decade of the 1970s a new development strategy was initiated which counted heavily on the import of more technologically advanced machinery and equipment and the purchase of licenses and production processes from the West. This paper documents the tremendous increase in Western imports and the purchase of licenses which took place in the 1970s, and which would then be expected to generate an increase in joint factor productivity due to technological change. Empirical analysis, however, indicates that there was no effective transfer of the technology. Joint factor productivity for total industry calculated as a residual in estimated production functions, which include imported inputs, has a zero rate of growth from 1970 to 1978 (using quarterly data). Disaggregating and using annual data over a longer sample period yields estimates of the rate of growth of joint factor productivity which increase slightly for total industry in the 1973–1977 period. For the electrical and mechanical branch which received large numbers of license and joint production agreements the rate of growth of joint factor productivity remained unchanged. The results indicate that systemic factors such as central planning, managerial inhibitions and supply bottlenecks out-weighed any potential increase in factor productivity as a result of technology transfer.  相似文献

The cost of greenhouse gas (GHG) mitigation over time depends on both the rate of technical change in leading-edge technologies and the diffusion of knowledge and capabilities throughout international markets. This paper presents a framework developed by the U.S. Environmental Protection Agency (EPA) and RTI International (RTI) for incorporating technical change in non-CO2 GHG mitigation projections over time. An engineering (bottom-up) approach is used to model technical change as a set of price and productivity factors that change over time as a function of technology advances and the location of developing countries relative to the technology efficiency frontier. S-shaped diffusion curves are generated, which demonstrate the maturity of the market for a given technology in a given region. The framework is demonstrated for coal mine methane mitigation technologies in the United States and China, but it is applicable for the full range of technology adoption issues.  相似文献

This paper uses Bayesian stochastic frontier methods to measure the productivity gap between Poland and Western countries that existed before the beginning of the main Polish economic reform. Using data for 20 Western economies, Poland and Yugoslavia (1980–1990) we estimate a translog stochastic frontier and make inference about individual efficiencies. Following the methodology proposed in our earlier work, we also decompose output growth into technical, efficiency and input changes and examine patterns of growth in the period under consideration.  相似文献

This study explores the effects of the 2008 global economic crisis on the labor allocation and productivity in Luxembourg. The analysis is based on firm-level data from manufacturing and non-financial service sectors and finds a dramatic productivity slowdown after 2008. The study reveals that the cleansing effect of recession did not function effectively which would otherwise improve the efficiency in the labor allocation and counterbalance the productivity slowdown. The firm entry and job creation rates are lower in the post-crisis period, but the job destruction is not significantly altered by the crisis. The findings call attention for the strict employment protection legislation that possibly plays a role in preventing reallocation towards more efficient establishments. Relaxing the employment protection legislation simultaneously with facilitating the entry and growth of young firms is expected to promote creative destruction, improve allocative efficiency and speed up the post-crisis recovery.  相似文献
