  • While a great deal of academic and practitioner effort has been devoted to understanding and formalizing objective setting in corporate strategic planning and in strategic communication, far less effort has been committed to objective setting for issue management. Within this context, setting a proper objective is sometimes swept aside in the ‘rush for results’ and, as a consequence, issue management efforts can be misdirected, misapplied and poorly evaluated. Objective setting for issue management has unique requirements which distinguish it from broader corporate planning processes, and this paper develops a rationale and proposes specific guidelines to help to establish strategic objectives for effective issue management.

  • While there is a prolific literature on processes for organizational crisis management, and extensive scholarship on response methodologies such as apologia, image restoration and immediate post‐crisis discourse, little has been written about the longer term post‐crisis challenge beyond recovery, business resumption and organizational learning.
  • Crises can lead to persistent and damaging issues, but there has been limited substantive research to illuminate the optimal processes to navigate the transition from crisis to issue. Moreover, if organizations remain in conventional post‐crisis mode there is a real risk of failure to put in place proper processes for longer term management of post‐crisis issues.
  • After considering linear and non‐linear process models, and the development of a more holistic, integrated approach to issue and crisis management, this article proposes issue management as the most effective practical discipline to identify and respond to longer term post‐crisis impacts.

  • The paper provides an integrated strategy framework of political and market strategy aiming to respond to the external environment including political issues: (1) In strategic analysis stage, firm should incorporate non‐market issue analysis, selection and evaluation mechanism; (2) In strategic choice stage, firm should expand its strategic choice scope into political fields. The paper actually explores the taxonomy of CPS in transitional China; (3) Firm should pay attention to the integration between political strategy and market strategy.   • Of all the tools and techniques applied within the field of public affairs and corporate communication, Issue Management is undoubtedly the one which most often attracts excessive process at the expense of real progress. Understanding the causes and sources of this over‐emphasis on process is important to the long‐term success of issue management as an effective tool.

  • The costs and benefits of inter‐jurisdictional cooperation and how these impede strategic alliances among jurisdictions is an issue of growing importance worldwide. The reason is the potential cost savings, efficiency increase and economic development benefits that can be realized through cooperation. The literature has increasingly mentioned transaction costs as obstacles that mitigate cooperation and as a key component of cooperation costs, which must be outweighed by cooperation benefits in order for communities to perceive advantageous strategic alliances. However, a framework is lacking in the literature for evaluating the implications of transaction costs for inter‐jurisdictional cooperation. This paper develops a framework for evaluating the nature and dynamics of transaction costs and their implications for inter‐jurisdictional cooperation, with an application to land use. A simple cost function model is used to explain the costs and challenges associated with managing coordinated, cooperative or consolidated relationships, and the dynamics of such costs. The analysis highlights the importance of such things as degree of complexity, inter‐party diversity and the relative sizes of collaborating partners. An application to land use cooperation in Michigan suggests that policies to eliminate transaction costs could help reduce the barriers to cooperation of various types.

This paper focuses on how pre-existing policy priorities and goals among policy elites in the US, UK, and Australia encouraged the blurring of strategic and tactical intelligence assessment as a mechanism for legitimising the Iraq invasion. Through the selective use and interpretation of sometimes vague or unsubstantiated tactical and technical intelligence and the many uncertainties it contained, proponents of the war were able to undermine existing strategic assessments on Iraq by introducing a range of possible, but largely unsubstantiated, threat scenarios as justification for military action. The paper argues that in so far as intelligence reforms are needed, they should be focused primarily on the interface between analysis and policy making, and the issue of how policy makers interpret and understand the uncertainties that intelligence assessments necessarily contain.  相似文献

  • The consideration of a transparency regime for the European Union has stimulated considerable response from the Brussels lobbying community. Somewhat predictably, the responses have congregated about two poles: one represented by a strident group of reform activists calling for complete openness with a strong legal component, the other taking a minimalist self‐regulatory approach to the most fundamental issues. The basic positions of the competing sides seem to be immovable; embraced with all the fervour of religious ‘true believers’. At first blush the possibility for a meaningful compromise seems remote. However, the submissions may offer a limited way forward based on a fusion of principles held by many on both sides of the issue.

  • In this paper, we present a framework for building a firm's issue‐specific lobbying strategy. We argue that there are five critical elements of a lobbying strategy and that the major choices concerning political lobbying strategy relate to these elements. The five elements, and the primary strategic choices concerning these elements are: (1) the choice of the level and type of inclusiveness of the strategy; (2) the choice of the form, or forms, of argument to be used in persuading relevant target constituencies; (3) the choice of jurisdictional venue to be addressed; (4) the choice of organizational target that will be engaged and (5) the choice of delivery mode—that is, whether political strategies should be implemented directly by firm managers or outsourced to professional suppliers of these services. We explain these elements in detail. However, in order to engage in a lobbying strategy on a specific issue, the firm must first be able to identify relevant government actions and understand their profitability impact. We show how the strategic logic can be generated by an augmented version of Porter's ‘five forces’ (5F) model (Porter, 1980 ) that explicitly recognizes the role of government—‘six forces’ analysis.

Recent elections yielded sweeping majorities for the centre‐right in Scandinavia with a decade of pure centre‐right majorities in Denmark and the longest sitting centre‐right coalition in Sweden for decades. This is a blind spot in the issue voting literature, which would not expect centre‐right parties to flourish in contexts where welfare issues have a natural salience as in the case of universal welfare states. In contrast, Scandinavian universal welfare states ought to benefit social democracy when it comes to issue voting on welfare issues. It is argued in this article that centre‐right parties can beat social democrats by credibly converging to its social democratic opponent on issues of universal welfare. Issue ownership voting to the benefit of centre‐right parties will then be strongest among voters perceiving the centre‐right to have converged to social democracy and perceiving the centre‐right as issue‐owner. Using Danish National Election Studies, 1998–2007, the article shows that the Danish Liberal Party outperformed the Social Democrats on traditional welfare issues among those voters perceiving the Liberals to be ideologically close to the social democrats. The findings help us to understand why centre‐right parties have recently turned into serious competitors on social democracy's turf: the universal welfare state.  相似文献

Abstract

The literature on intelligence little describes or comparatively analyzes the intelligence services of insurgent groups. This article partially fills the gap by assessing the intelligence activities of FARC – the Revolutionary Armed Forces of Colombia. FARC intelligence displays similarities to, as well as sharp differences from, the intelligence activities of other insurgent groups and established states. Like FARC as a whole, FARC intelligence is decentralized. Its strength is its focus on tactical military intelligence. Collection on strategic political issues, analysis, and counterintelligence are relatively weak. FARC's intelligence weaknesses limit its prospects for strategic success and its intelligence-related vulnerabilities offer the Colombian government opportunities to exploit.  相似文献

Publicly funded national science agencies create value as innovation catalysts and through their scientific and research missions, they tackle wicked problems. Understanding how dynamic capabilities and business model innovation enable research-intensive organisations to seize the market in the mission is key to translating bold new science that has impact. We qualitatively explore how Australia's national science agency—the Commonwealth Scientific Industrial Research Organisation (CSIRO)—has pursued open innovation to support business model–dynamic capabilities in an evolving publicly funded landscape. We reflect on the value of open innovation initiatives that have allowed the CSIRO to ambidextrously pursue world-class science while achieving impact.

  • This paper examines the very long‐running trade dispute between Australia and New Zealand concerning a ban on the importation of apples on the basis of fire blight disease present in New Zealand. This particular example illustrates the more general case of the frequent conflict between science and politics in regard to technical trade barriers. This same issue of fire blight disease in apples became the subject of a protracted World Trade Organization dispute between the USA and Japan, with New Zealand a third party to the USA, and Australia a third party to Japan. The World Trade Organization Dispute Settlement Body, and subsequently the World Trade Organization Appellate Body, ruled in favour of the USA (and thus New Zealand) on this issue. Despite this ruling, Australia has continued its ban on New Zealand apples and the issue has become highly politicized in Australia.
  • This case highlights the need for World Trade Organization rules to be changed to ensure that its rulings become binding on third parties and other World Trade Organization members. This would ensure that once an issue is decided through the full World Trade Organization conflict resolution process, the principles established should become generally applicable to other instances of the same scientific issue.

  • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

The underlying assumption in this paper is that autonomy and accountability are both fundamental prerequisites for the effective functioning of state-owned enterprises. The paper first examines the traditional, dichotomous approach to the autonomy-accountability conundrum. This approach posits the relationship as process oriented, pervasive, quantitative and based on a priori controls. A more recent view of control and accountability as a posteriori, qualitative, strategic, results-oriented and non-zero sum is then briefly analysed. The paper presents a review of the theory and practice of performance contracts (PC) as tools to implement the latter approach. Three basic models of PCs—Senegal's contrat plan, Pakistan's signalling system and India's memorandum of understanding—have been analysed, comparing the negotiating process, major players, substantive elements and results. The contrat plan is more of a legal document, at least in formal terms, than the other two. None of the three models, however, provides any sanctions in case of a violation of the contract by the governments. Although the Indian and Pakistani PCs appeared to be more successful than the Senegalese contracts, the relationship between financial performance and performance contracts remains far from conclusive. In all the three countries, the contracts have failed to provide a single window through which government-enterprise interface can be effectively managed. Thus the problem of multiple principals and single agents remains unresolved.  相似文献

  • The concept of product positioning is well established in the commercial communication sphere, as are the notions of issue definition and agenda setting in the field of political science. Less thoroughly researched, though, is an area which intersects these two fields—the way in which lobbyists use language in order to frame policy issues so as to position their organization and its policy preferences to greatest effect. Lobbyists consciously frame and define issues in an effort to encourage policy makers both to share the lobbyist's perspective on a given policy problem, and to suggest to those policy makers what policy solution ought to be adopted. In doing so, they explicitly draw upon ideas and practices more commonly associated with other forms of commercial communication such as advertising and marketing. This paper suggests that the use of language by lobbyists is a potentially fruitful field for both academics and practitioners interested in political communication broadly defined—indeed, lobbying is essentially a form of persuasive communication in the political arena. It is well understood that how political issues are presented is an important factor in the extent to which an issue will be supported; this paper focuses on how lobbyists make use of this understanding in their efforts to achieve a desired policy outcome.

  • Based on the ‘structured content analysis’ of the longitudinal data from a journal of Chinese real estate industry during last 11 years, this paper studies the nature of public issue life cycle and corresponding corporate political actions (CPAs) in a transitional economy. This paper finds out that in a transitional economy like China: (1) a new stage called ‘policy trial’ and double steps of policy introduction were found in the public issue life cycle; (2) the possible outcomes of Chinese public issues are partially consistent with Tombari's arguments; (3) the evolution of CPAs takes a more complex and different path compared with that in the West. In general, this paper provides an available research perspective (the public issue life cycle model) for firms to manage and monitor their external political environment by effectively developing CPAs in a transitional economy.

Left–right semantics help voters simplify the complex political reality as they reduce party views on a variety of issues to a single dimension. Less studied, however, is the question of how voters arrive at parties’ left–right positions and how parties can influence voter perceptions. In this article, I demonstrate that the party can shape the voter’s understanding of the content of its left–right ideology by using three strategies: avoidance, ambivalence, or ambiguity. Specifically, the party may avoid or de-emphasize, embrace a conflicting position, or becloud its position on the controversial issue; by so doing, it induces voters to place less weight on this issue when perceiving the party’s left–right position. The empirical analysis connects voter and party data from 21 European democracies in the period 1996–2014 and finds empirical support for the effectiveness of these strategies. In particular, the study finds robust empirical evidence that strategic avoidance, ambivalence, and ambiguity strongly moderate the association between the party’s perceived ideological brand and its underlying issue content.  相似文献

  • Application of an issues management approach to corporate social responsibility consists of identifying, evaluating and responding to those issues that an industry must address in order to be socially responsible. This research focussed on identifying social and environmental issues relevant to the US forest products manufacturing industry. Towards this end, 14 interviews were conducted with key‐informants drawn from non‐government organizations, government and political offices, forest products associations, a multilateral organization and an extension expert. A rich set of issues was generated covering social and environmental issues. However, such a set may contain issues that are far too radical and may be challenging for companies to pursue. Accordingly, in order to develop a doable, socially credible and concise set of issues, a Delphi technique was employed consisting of forest products management and marketing academicians from various US universities. A two‐round Delphi resulted in identification of six social and six environmental issues that the US forest products manufacturing industry must address in order to be socially responsible. This proposed two‐stage process may have special relevance for companies that are entering into new markets overseas.
