In this article, I argue that when officeholders try to avoid blame, they often engage in defensive performances which can be analysed in terms of how they exploit various multimodal semiotic resources to ward off (potential) criticism: the setting, appearance, and manner chosen for a particular interaction with an audience; and both verbal and non-verbal ways of arguing, legitimising, framing, and representing social actors and actions. I apply these analytic categories to interpret the data gathered during fieldwork at a major training event of British government communicators. By combining insights from multimodal discourse analysis, discourse-historical studies of organisational behaviour, and recent research into blame avoidance in public administration, I demonstrate how certain semiotic strategies used by officeholders have an effect of backgrounding the ideas about any possible norm violations that government communicators may have been associated with in the eyes of critical audiences, such as lying, spin doctoring, and using tax money for propaganda campaigns that may not actually serve the interests of the public. I suggest that analysts of government communication should pay more attention to the defensive practices of government insiders, and study in great detail how these practices are incorporated into everyday behaviour through professional training.  相似文献

  • This study explores the relationship among identities, goals, and public relations practices of an activist organization through in‐depth interviews and document analysis. Findings suggest different levels of the participant organization's identity in communication with its different audiences. In playing its dual role (as a “public” to its target organizations and a “public communicator” to its own publics), the organization acts as an honest representative voice and a credible source of information to both parties, a process that requires a balance position compatible with its mission. Its public relations practices were found to be consistent with the identities it appropriates and the values it respects.

Regulation plays a vital role in reducing harms and promoting public order. However, regulatory reform has been likened to painting the Sydney Harbour Bridge, it never ends. Coupling this reality with the increasing array of areas requiring regulation, there is an acute need for regulators to become more effective in how they work. We discuss the leadership skills needed to ensure regulators consistently contribute to the creation of public value.

  • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

  • Modernization processes within different fields of political communication rise new challenges. Public affairs consultants are said to meet these challenges in both an effective and efficient way. Nevertheless, the rise of public affairs consultants also poses the question of their accordance with basic principles of modern democracy. Do public affairs consultants foster or impede the democratic process with respect to participation and representation? This question is answered on the basis of empirical data on public affairs consultants in Switzerland. The analysis points out three distinguishable fields of service: lobbying, political public relations and campaigning. Whereas campaigning has the strongest public‐orientation and emphasizes direct democratic institutions, the other two fields tend to be more in the backstage of the public. Results regarding public affairs services suggest a structural discrepancy between public and non‐public forms of communication, which according to normative democracy theory has to be judged critically. With view to clients, policy fields and party affiliations, the results show strong imbalances in interest representation, which seem to have mainly structural and economic reasons. In the conclusion, these results are discussed with view to the necessity of more transparency and a further professionalization.

This article contributes to the growing body of literature on government transparency by developing a model for studying the construction of transparency in interactions between governments and stakeholders. Building on theories about complex decision making, a heuristic model is developed that consists of a strategic, a cognitive, and an institutional perspective. To test the model's value, it is applied to two empirical cases: Dutch schools and the Council of the European Union. Applying the model to the school case provides insights into the connection between the introduction of transparency and the transformation in arrangements for safeguarding school quality. The case of the Council of the European Union highlights the role of transparency in the transformation of the council from a supranational to an intergovernmental body. The article concludes that the heuristic model, together with in‐depth, longitudinal case studies, helps us understand government transparency in relation to broader transformations in the public sector.  相似文献

  • This article seeks to outline how public opinion changed over the course of the government's announcement of 2nd Gulf War in Iraq until the scandal over the alleged ‘sexed‐up’ Downing Street intelligence dossier. Using quantitative analysis of opinion poll data, together with in‐depth interviews with journalists to show how the media were complicit in providing a positive spin for the government's stance on war, the authors conclude that the positive change in public opinion once the British soldiers were deployed occurred through one of the following mechanisms: 1) a patriotic effect, 2) government communication expertise and the management of a complicit news media, 3) the public basked in the reflected glory of the initially successful military or 4) some combination of the above.

  • Political marketing can be categorized with three aspects: the election campaign as the origin of political marketing, the permanent campaign as a governing tool and international political marketing (IPM) which covers the areas of public diplomacy, marketing of nations, international political communication, national image, soft power and the cross‐cultural studies of political marketing. IPM and the application of soft power have been practiced by nation‐states throughout the modern history of international relations starting with the signing of the Treaty of Westphalia in 1648. Nation‐states promote the image of their country worldwide through public diplomacy, exchange mutual interests in their bilateral or multilateral relation with other countries, lobby for their national interests in international organizations and apply cultural and political communication strategies internationally to build up their soft power. In modern international relations, nation‐states achieve their foreign policy goals by applying both hard power and soft power. Public diplomacy as part of IPM is a method in the creation of soft power, as well as, in the application of soft power.
  • This paper starts with the definitional and conceptual review of political marketing. For the first time in publication, it establishes a theoretical model which provides a framework of the three aspects of political marketing, that is electoral political marketing (EPM), governmental political marketing (GPM) and IPM. This model covers all the main political exchanges among six inter‐related components in the three pairs of political exchange process, that is candidates and party versus voters and interest groups in EPM ; governments, leaders and public servants versus citizens and interest groups in GPM, including political public relations and lobbying which have been categorized as the third aspect of political marketing in some related studies; and governments, interest group and activists versus international organizations and foreign subjects in IPM. This study further develops a model of IPM, which covers its strategy and marketing mix on the secondary level of the general political marketing model, and then, the third level model of international political choice behaviour based the theory of political choice behaviour in EPM. This paper continues to review the concepts of soft power and public diplomacy and defines their relation with IPM.
  • It then reports a case study on the soft power and public diplomacy of the United States from the perspectives of applying IPM and soft power. Under the framework of IPM, it looks at the traditional principles of US foreign policy, that is Hamiltonians, Wilsonians, Jeffersonians and Jacksonians, and the application of US soft power in the Iraq War since 2003. The paper advances the argument that generally all nation states apply IPM to increase their soft power. The decline of US soft power is caused mainly by its foreign policy. The unilateralism Jacksonians and realism Hamiltonians have a historical trend to emphasize hard power while neglecting soft power. Numerous reports and studies have been conducted on the pros and cons of US foreign policy in the Iraq War, which are not the focus of this paper. From the aspect of IPM, this paper studies the case of US soft power and public diplomacy, and their effects in the Iraq War. It attempts to exam the application of US public diplomacy with the key concept of political exchange, political choice behaviour, the long‐term approach and the non‐government operation principles of public diplomacy which is a part of IPM. The case study confirms the relations among IPM, soft power and public diplomacy and finds that lessons can be learned from these practices of IPM. The paper concludes that there is a great demand for research both at a theoretical as well as practical level for IPM and soft power. It calls for further study on this subject.

Government communication plays a key role in democratic societies as it helps public understanding of government policies and raises awareness of the roles and actions of decision makers. Within the European Union (EU) polity, communication plays a crucial role for citizens' support for the European integration process. Despite the increasing relevance of communication about major activities of the EU, studies on the EU institutions' communications are scarce, and very little is currently known about the external communication of the Council of the EU. Focusing on the media relations activities of the Council, this paper investigates the communication practices and roles of press officers working in the Council's General Secretariat as perceived by these government communicators themselves. Qualitative interviews with the press officers, analysis of Council documents, participation in their work processes and observations of their professional behaviour were used to establish the empirical basis of the study. The findings highlight the apolitical and reactive nature of these European civil servants' communication activities and identify some of the institutional and political challenges that they face in the performance of their professional duties. This paper argues that photography is best grasped not as a medium of visual communication, but as a manifest performance of the power to make visible. As such, photographic practices are central to the experience and demarcation of private/public boundaries in advanced media cultures. In the private domain, photography is both a ritualized domestic activity and provides conventional and definitive representations of the domestic. These functions are ostensibly opposed to photography's role in the public realm: the same visual technology becomes, in the mass media, both the index and agent of publicness itself, with the paparazzi?especially in the aftermath of Princess Diana's death?symbolizing the violation of the private. The paper explores the ways in which photographic performance at the public/private boundary dramatizes power relations through forms of social transparency, voyeurism and memoralization. It also asks whether momentary crises in the dominant scopic regime can provide the basis for alternative ‘uncanny’ visual practices that are tenable and empowering.  相似文献

  • In the mass democratic polities of today, the role of citizens remains confined largely to that of voting for members of elected legislatures. Beyond that, there is scant opportunity for ‘the public’ to participate in any meaningful sense in most of the tasks that make up the policy‐making process. Indeed, influencing that process is typically viewed as the sole prerogative of technocratic experts, organized interests, and elected officials. This presumption is buttressed (and rationalized) by a too‐ready acceptance of the platitude that citizens are generally uninformed, unskilled, and uninterested in the work of democratic self‐government.
    • We begin with a definition of ‘deliberative democracy’.
    • We then briefly consider its connection to the concept of democracy more generally and argue that the moral authority of the former follows from that of the latter.
    • From both the developing and the developed worlds, we draw several examples of institutionalized deliberative participation. In some, institutionalization has been sustained; in others, it has not been sustained.
    • Reflecting on these examples, we consider the ‘lessons learned’ from these and other cases. We identify costs, difficulties and limitations associated with institutionalizing participatory public deliberation as well as the benefits and advantages thereof.
    • Finally, we briefly outline a proposal for an Australian experiment that might serve as a learning model for subsequent efforts there and elsewhere to ‘institutionalize’ participatory citizen deliberation.
  • Institutionalizing deliberative participation would not replace representative government, but rather would supplement it, enabling democratic governments to reflect and respond better to the values, priorities and aspirations of the people they ostensibly serve.
  • We offer this practice‐orientated paper as a discussion paper intended to introduce readers to the idea of institutionalizing participatory public deliberation and to generate constructive debate concerning it. We do not presume to provide a rigorous analysis of the concept or of any of the many issues surrounding it.

  • This paper analyses the communication campaign of a small industry plant, the Fuji Xerox Eco Manufacturing Center in Sydney, Australia. Disproportionably to its size, it has become a national and world leader in the push for waste free, sustainable manufacturing. The rarity of the case—a resource‐poor for‐profit organization taking the role of an influential advocate—helps to highlight the centrality of public relations in the promotional mix. I examine ‘remanufacturing’ not as a one‐off technical innovation, but as prolonged internal and external communication campaign. I also stress on the public character of internal communication, where public relations is instrumental from the start. I draft and discuss an alternative model of integrated marketing communications for small businesses and nonprofits. Integration happens here on personnel rather than organizational (interdepartmental) level. The more such organizations turn towards external causes and multiple publics—as in this case of industrial advocacy and public affairs—the more likely public relations transforms from a component into the organizing principle of the communication strategy.

Policy-makers are frequently required to consider and manage conflicting public values. An example of this in the environmental domain is biodiversity offset policy, which governments worldwide have adopted as a mechanism to balance environmental protection with socio-economic development. However, little work has examined administrative practices underpinning biodiversity offset policy implementation, and how the adoption of coping strategies to manage value conflicts may influence resulting policy outcomes. This study fills this research gap using a case study of Australia's federal biodiversity offset policy under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999. Using data from 13 interviews of federal policy administrators, I show that the introduction of a new policy in 2012 enabled a shift from the use of precedent to a technical approach for setting offset requirements under the EPBC Act. Yet, multiple sources of policy ambiguity remain, and administrators have adopted post-approval condition-setting, or ‘backloading’—a form of cycling, facilitated by structural separation—to defer detailed assessments of offset requirements until after biodiversity losses are approved. Backloading thus undermines the effectiveness of environmental policy and will persist as coping strategy unless policy ambiguity is reduced via legislative amendments and adequate resourcing of biodiversity conservation.

Abstract

This article examines the public communication activities of “Quangos” (Quasi-Autonomous Non-Governmental Organizations). These non-elected organizations fulfill diverse public functions-such as, providing services, advising policy makers, regulating other institutions, representing the interests of certain social and cultural groups, supporting private enterprise, and promoting pro-social values and practices.

Focusing mainly on news management strategies in the sector, the article shows that the popular image of quangos as highly introverted organizations needs revision, and that many place considerable emphasis on public communication issues. However, this recognition contextualises rather than invalidates concerns about accountability within this tier of government, as publicity activities in the sector are geared towards facilitating the external promotion of organizations' roles rather than scrutiny of their conduct.  相似文献

For the last two decades, performance management theories and practices have focused on outcome‐oriented management but have paid little attention to the role of public communication. Using multiple large data sets from Kansas City, Missouri, for 2009–14, this research suggests that the perceived effectiveness of public communication has a more substantial impact on public satisfaction with police protection and crime prevention than neighborhood crime rates and broken windows factors and that perceived effectiveness moderates the negative impact of crime rates. After controlling for residents’ demographic characteristics, the authors find that the perceived effectiveness of communication is associated with public satisfaction with the content and quality of the city website and the government television channel. The implications for public safety management and police–citizen relations as well as directions for future research on public communication strategies and public performance management are presented.  相似文献

ABSTRACT

This article analyzes how extensively European Union local governments are using their websites to disseminate financial information in order to evaluate whether electronic-government (e-government) is promoting convergence towards more accountable local governments. We also posit and test various hypotheses about the influence of internal and contextual factors on Internet financial reporting (IFR) practices. Results show that the public administration style, the size of the city, and the audit of financial information by private firms are significant explanatory factors of IFR practices. Our findings also suggest that multilateral organizations are overly optimistic about the possible convergence in transparency and financial accountability through the use of common modes of IFR. That is, the introduction of information and communication technologies without the corresponding institutional reform is leading to limited success of IFR.  相似文献

Studies of local law enforcement actions toward immigrants show that while some cities engage in enforcement, many others do not. The extent and determinants of enforcement have been assessed, but these studies have not evaluated the full range of practices, including welcoming practices, toward immigrants. This article introduces the concept of “welcomeness,” develops a framework for measuring it, and, using a nationwide survey of local police departments, examines how widely departments are welcoming (or unwelcoming) to immigrants. The data show that many police departments have consciously and deliberately developed practices intended to foster positive relationships between the police and immigrants and to encourage immigrants to call the police for assistance.

There are several paths of terror at seaports, terminals, inland waterways, and pipelines for entry of persons, materials, and weapons and for access to destroy seaport infrastructure, ships, equipment, and people so as to disrupt economic activity. This research seeks to:
  • 1 Examine the probability of terror events via these paths and to determine a strategy to create barriers to entry and access, and to ensure the likelihood of these events is near zero.
  • 2 Identify specific actions taken, and by whom, to accomplish the above objective, considering interacting government levels and public–private partnerships.
  • 3 Suggest apparent inaction where a probability of terror remains, albeit judged more qualitatively than quantitatively.
The need for secrecy and the reality of erroneous public information complicates the task of researcher and terrorist alike.  相似文献

Women constitute the majority of the Australian public sector workforce, but their representation in senior roles is not proportional. Australian public services have gender targets to improve the representation of women in senior roles. Based on previous research, targets are expected to first increase female representation at the target's focal level, such as executive level. Then they should initiate a trickle-down effect (TDE), increasing female representation at the level immediately below the target's focal level, such as the executive feeder level. However, the TDE observed in a state public service decelerated after a gender target was imposed. We identified whether individual departments had a consistent or inconsistent TDE and conducted 13 semi-structured interviews with key stakeholders. Too many service-wide targets with low prioritisation of a gender target, as well as missing and ineffective practices, generated decoupling dynamics. Only departments with gender champions who had visible backing from the Chief Executive were able to keep the gender target coupled with practice to achieve its intended outcomes.

Points for practitioners

  • Gender targets in Australian public services may not be achieving intended outcomes due to decoupling—a response to policies in which the policies are ignored and/or ineffective practices are implemented.
  • Too many competing targets and limited accountability for achieving a gender target create a potential for decoupling by allowing individuals and groups to ignore or weakly adopt the policy.
  • Integrated bundles of top-down (e.g. requiring at least two women on shortlists) and bottom-up practices (e.g. mentoring) can help avoid decoupling by ensuring women are appointed to senior roles and supported to progress through an organisation.
