It is both a truth and a truism that Chinese politics cannot be understood without reference to Chinese culture (a truth and truism that would apply to any other society as well). But within the academic discipline of political science political culture has lost status over the past generation as not conducive to the development of empirical political theory. The usual candidate for replacement is rational choice theory. But properly understood, political culture is compatible with rational choice, inasmuch as there is no single standard of rationality, but, rather, it will vary from society to society and era to era. Considerations of the cultural background are necessary to provide content to rational choice theory, since without consideration of culture context rational choice threatens to reduce to a set of colorless banalities.

While the two dominant Eurocentric paradigms of world politics, realism and idealism, place greater emphasis on power and regime type, respectively, in their analyses of war, a recently promulgated Afrocentric paradigm of world politics suggests that cultural characteristics of states are significantly associated with the likelihood of interstate war. Drawing on these competing perspectives, I conduct a data analysis of the relationship between cultural homogeneity and interstate conflict in order to determine the extent to which Afrocentric theses on international conflict are borne out empirically. I find that cultural factors are significant correlates of interstate war as Afrocentrists suggest, although realist and idealist factors are more strongly associated with the likelihood of interstate war. In addition, the findings suggest that multiculturalism—especially ethnic diversity—is a more auspicious path for interstate peace.  相似文献

To what extent is political power fundamentally different from or, alternatively, comparable to economic power? While it is true that the basic institutions of democratic political life - the electoral arena and the sovereign representative assembly - differ from such capitalist economic institutions as the market and the joint-stock company, the logic of the power game which takes place in both settings is quite similar. In both institutions power will be a function of the capacity to enter decisive coalitions with other players: individuals, political parties, stockholders or groups of stockholders. Power indices may therefore be employed in order to reveal aspects of the strategic gaming that takes place both in representative assemblies and at yearly stockholders' meetings. This article discusses and compares various quantitative measures of voting power in the two kinds of voting bodies.  相似文献

Richard Hofstadter’s provocative interpretation of what he called The American Political Tradition has long interested students and scholars. Often read as a response to the crisis times of the depression 1930s and interventionist 1940s, the book’s origins are actually rooted in deeper cultural changes in the United States. This paper argues that George Santayana’s earlier essay, “The Genteel Tradition in American Philosophy” (1911), anticipated several key aspects of Hofstadter’s argument and proved to more accurately foresee the ideological course of twentieth century American politics.  相似文献

Transnational media corporations now wield enormous power and influence. Never has this been displayed so starkly and so shockingly as in the revelations that emerged during the Leveson Inquiry into the culture and ethics of the press in the UK. This paper considers the implications of the relationship between media elites and political elites for democratic culture and media reform. The paper argues that the culture of press–politician mutual interest in which media executives and party leaders collude will continue as long as the solutions proffered focus on the ethical constraints of professional journalists rather than wider structural issues relating to plurality of ownership and control and funding of news in the public interest.  相似文献
