自1997年大选失败后,英国保守党在2001、2005年大选中接连失败,这是它在与对手英国工党的竞争中从未有过的.在很多选民心中,现在的保守党是一个内讧严重的党,一个没有找到方向的党.相比发展势头良好的工党,保守党似已陷入困顿之境.     

A hand up,not a hand out: Lessons for public policy

For many in our society owning a home is not possible without the help of grass-roots organizations such as Habitat for Humanity. The study of the response of public institutions to personal problems can provide policy makers with valuable information about changing or creating new programs and policies to assist those having difficulty finding decent, affordable housing to own. This paper presents the findings of a study of the relationship between those whose dream did become reality and those who helped them. In addition, this paper presents a model of the process that policy students can use to examine the public responses to private troubles.     

伊朗核问题再起风波

7月31日,伊朗敦促欧盟在8月1日前提出解决伊核问题的一揽子建议,否则将重启作为铀浓缩活动准备阶段的铀转化活动.欧盟回应伊重启核活动意味双方谈判终结,届时将把核问题提交联合国安理会.8月5日,欧盟三国正式向伊朗提交一揽子建议,支持伊发展民用核能,但要求其终止一切铀转化、提炼和加工活动.
