Do voters’ assessments of the government's foreign policy performance influence their vote intentions? Does the ‘clarity of responsibility’ in government moderate this relationship? Existing research on the United States demonstrates that the electorate's foreign policy evaluations influence voting behaviour. Whether a similar relationship exists across the advanced democracies in Europe remains understudied, as does the role of domestic political institutions that might generate responsibility diffusion and dampen the effect of foreign policy evaluations on vote choice. Using the attitudinal measures of performance from the 2011 Transatlantic Trends survey collected across 13 European countries, these questions are answered in this study through testing on incumbent vote the diffusion‐inducing effects of five key domestic factors frequently used in the foreign policy analysis literature. Multilevel regression analyses conclude that the electorate's ability to assign punishment decreases at higher levels of responsibility diffusion, allowing policy makers to circumvent the electoral costs of unpopular foreign policy. Specifically, coalition governments, semi‐presidential systems, ideological dispersion among the governing parties and the diverse allocation of the prime ministerial and foreign policy portfolios generate diffusion, dampening the negative effects of foreign policy disapproval on vote choice. This article contributes not only to the debate on the role of foreign policy in electoral politics, but also illustrates the consequential effects of domestic institutions on this relationship.  相似文献

This paper studies the Pareto optimality properties of policy proposals and electoral outcomes when there is probabilistic voting. Theorem 1 proves that, when the position of one candidate is taken as fixed, the other candidate will propose a Pareto optimal alternative. This implies that whenever there is an electoral equilibrium (in pure strategies) the electoral outcome is Pareto optimal. It also implies that, even if there is no such equilibrium, the electoral outcomes from a sequence of elections will be Pareto optimal (except, possibly, for an initial status quo).  相似文献

In this paper, the concepts, methods, and findings underlying disputes between traditionalist and revisionist schools of mass-belief-system research are examined. It is argued here that revisionist critiques merit important modifications and qualifications in traditionalist concepts and methods, but not wholesale revisions.The quantitative section seeks to demonstrate the continuing usefulness of the traditional approach for understanding public opinion and voting behavior. First, groups of individuals whose belief systems display a unidimensional or near-unidimensional structure are isolated from the general electorates of 1972 and 1976 using an individual level measure of belief consistency advanced by Barton and Parsons. Next a method of discerning voter projection of candidate issue stands developed by Bruner is used to compare the issue voting competence of consistent and inconsistent voters. Voters whose issue perferences are consistent with the liberal-conservative continuum are found to project less than their counterparts in both data sets examined.An earlier version of this paper was presented at the 1979 Annual Meeting of the Midwest Political Science Association.  相似文献

Abstract. This article examines the effects of different definitions of the working class on the measurement of class voting and left voting in Denmark, Norway and Sweden. First, the similarities and differences in how the working class has been operationalized in the three countries are summarized. To determine the effects of different operationalizations, Swedish election survey data are recoded to conform more closely to the classification procedures used in Danish and Norwegian studies. The analysis shows that if a similar operationalization is used, the level of left voting in both the Swedish working and middle classes increases and the Alford index of class voting declines. Class voting and left voting in the younger and older generations and among women and men are also discussed. Dissimilar patterns of class voting and left voting among women in the three countries are largely a product of different classification schemes. The concluding discussion points to a number of problems in using the Alford index as a summary statistic in cross-national comparisons.  相似文献

Both conventional welfare economics and public choice analysis suggest that economists have an important educational role to play in the public policy process — in improving the decision-making process. In sharp contrast, information and incentive problems related to voting rules, the bureaucracy, and the legislature do not arise in CPE because these processes are all perfect agents of interest groups. Consequently, the political process is efficient and there is no scope for beneficial economic analysis as it relates to the sugar program or other public policies. That is, the polity is efficient or it would be reordered by competing interest groups to make it so. But, as Mitchell (1989: 290) stresses, the important unanswered question in CPE remains: if there is no scope for improvement how and why does change occur?The analysis here suggests that the sugar program (and similar policies) may persist not because they are beneficial to the public at large but rather because information and incentive problems in the collective choice process lead to perverse results. Consequently, economic analysts can make a positive contribution to the public policy process by providing information about the responsiveness of alternative institutional arrangements to the values and choices of individual citizens (Wiseman, 1989). The Friedmans' Tide in the Affairs of Men view holds that economic analyses are important in changing public opinion, which is an important precursor to changes in public policy.  相似文献

In market based societies consumers are able to express the intensity of their preference for an object by paying more for it. However, under some voting systems, consumers are unable to express the intensity of their preference for a candidate due to the constraint of the “one person, one vote” principle. Cumulative voting maintains the equality of the “one person, one vote” principle by allotting each voter the same number of votes, while also allowing for expression of intensity of candidate preference. Government by majority rule voting is a mixture of voting and bargaining. Bargaining among people with moderately different objectives is indispensable for the passage of laws and the formation of public policy. Little of the nation’s business could be transacted without an ability on the part of the legislators and members of political parties to strike bargains, but that same ability to strike bargains makes possible the exploitation of minorities by majorities which, beyond some limit, destroys democratic government. Rules and customs are designed to foster bargaining in the one context and to thwart bargaining in the other.  相似文献

In recent years a lively debate has emerged concerning the empirical status of the traditional proximity spatial model versus a directional model of voter choice. The central reason for this scholarly interest concerns these models' contrasting implications for parties' policy positioning, with the directional model motivating parties to present extreme policies, but the proximity model promoting centrist positions. To this point, however, there exist no studies that compute parties' optimal strategies in historical elections, for these competing models. This article addresses this issue, by examining party policy strategies in a multiparty electorate for three different vote models: (a) the proximity model, (b) a directional model (c) a mixed model which combines proximity and directional components. Each model incorporates past voting history and the random effects of unmeasured variables. Using parameter estimates derived from analyses of survey data from the 1989 Norwegian Election Study we compute — for each of these vote models — the configuration of party policy positions that maximize each party's vote share in relation to those of the other parties. We find that for each model, such a vote–maximizing configuration exists, but — for the proximity model — represents an unrealistic, tightly clustered array. A mixed proximity–directional model, however, provides by far the most convincing account of parties' actual policy strategies with regard to dispersion and vote share.  相似文献

The formal equivalence between social choice and statistical estimation means that criteria used to evaluate estimators can be interpreted as features of voting rules. The robustness of an estimator means, in the context of social choice, insensitivity to departures from majority opinion. In this paper we consider the implications of substituting the median, a robust, high breakdown estimator, for Borda's mean. The robustness of the median makes the ranking method insensitive to outliers and reflect majority opinion. Among all methods that satisfy a majority condition, median ranks is the unique one that is monotonic. It is an attractive voting method when the goal is the collective assessment of the merits of alternatives.  相似文献

Previous studies have used probit or logit models to analyze two states of monetary policy (tighter or looser). In this paper we employ multinominal logit to permit Federal Reserve monetary policy to assume one of three alternative states (tighter, looser, or no change) as a function of three independent economic variables (unemployment, real growth, and inflation) and the amount of experience of the Board of Governors. The results indicate that the Federal Reserve reacted differently under Burns, Miller and Volcker and between Volcker's two operating procedures in the formulation of monetary policy.  相似文献

The controversy between proximity and directional models of issue voting has not been settled. Instead of appointing an ultimate winner, this article explores the conditioning impact of the level of systemic polarisation and provides evidence that proximity is a more relevant determinant of voter behaviour in less polarised systems, whereas there is a centrifugal and directional dynamic in more polarised contexts. By so doing, the article shows how a largely forgotten notion – namely Sartori's idea of the spatial elasticity of the political spectrum – leads to different spatial viewpoints. In distinguishing between party (supply side) and voter (demand side) polarisation, this framework provides a comprehensive picture about the conditions that turn a centripetal electoral dynamic into a purely centrifugal one.  相似文献

This paper uses the unique social structure of Arab communities to examine the effect of social identity on voter turnout. We first show that voters are more likely to vote for a candidate who shares their social group (signified by last name) as compared to other candidates. Using last name as a measure of group affiliation, an inverted U-shaped relationship between group size and voter turnout has been found (borderline significant) which is consistent with theoretical models that reconcile the paradox of voting by incorporating group behavior.  相似文献

We investigate the method of power indices to study voting power of members of a legislature that has voting blocs. Our analysis is theoretical, intended to contribute to a theory of positive political science in which social actors are motivated by the pursuit of power as measured by objective power indices. Our starting points are the papers by Riker (Behavioural Science, 1959, “A test of the adequacy of the power index”) and Coleman (American Sociological Review, 1973, “Loss of Power”). We argue against the Shapley–Shubik index and show that anyway the Shapley–Shubik index per head is inappropriate for voting blocs. We apply the Penrose index (the absolute Banzhaf index) to a hypothetical voting body with 100 members. We show how the power indices of individual bloc members can be used to study the implications of the formation of blocs and how voting power varies as bloc size varies. We briefly consider incentives to migrate between blocs. This technique of analysis has many real world applications to legislatures and international bodies. It can be generalised in many ways: our analysis is a priori (assuming formal voting and ignoring actual voting behaviour) but can be made empirical with voting data reflecting behaviour; it examines the consequences of two blocs but can easily be extended to more.  相似文献
