Contradictory expectations exist about the effect of differential turnout on party support. This paper estimates the likely changes in party support in Britain under different levels of turnout. By applying multivariate analysis to individual-level data collected in 1964, 1974 and 1983, we argue that there is a consistent Conservative disadvantage in higher turnout, but that the corresponding Labour advantage is either slight or non-existent. The Liberals (and the Alliance in 1983) usually make a modest gain from increased turnout. While the magnitude of these changes in the vote may be small, they have the potential to determine the outcome of closely fought elections.  相似文献

This article outlines a method for forecasting British general elections from national level vote shares at local elections. Although local elections are notionally ‘local’, the evidence suggests that they at least partly mirror national electoral fortunes. A simple general election vote share on local election vote share regression model that accounts for partisan differences and incumbency effects fits past data with reasonable accuracy. Based on the results of the 2013 and 2014 local elections, the model forecast a 56% probability of hung parliament, with a 78% probability of the Conservatives receiving the largest share of the vote.  相似文献

The purpose of this paper is to examine the effect of elections on economic sentiment. Using monthly data from 14 EU countries over the 1985–2011 period, we show that there is a significant improvement, statistically and economically, of sentiment of the month that elections take place, but this effect is rather short lived, lasting on average less than two months.  相似文献

This paper finds that the relatively favorable standing of Ronald Reagan in the preelection polls helped to generate a bandwagon effect in the 1980 presidential election. The models tested here suggest that this effect was most pronounced among voters who had the weakest prior political opinions and hence were most susceptible to suggestion through the media. While the bandwagon effect that is generated is modest, after controlling for an array of other political biases, it is substantial enough to warrant further attention as the dissemination of poll results becomes an increasingly attractive news event.  相似文献

The personal characteristics of political elites play an important role in British elections. While the personalization of the media’s election coverage has been the subject of much debate, we know less about the conditions under which voters receive personalized messages directly from elites during the campaign. In this paper, we use a new dataset that includes more than 3300 local communications from the 2015 general election to explore variation in the personalization of campaign messaging. We find that there is systemic variation in terms of where photographs of party leaders are included in election communications, which provides further evidence that campaign messages are deployed strategically to portray the candidate – and their party – in the best possible light.  相似文献

In spite of substantial public controversy, very little reliable data exists concerning the frequency with which non-citizen immigrants participate in United States elections. Although such participation is a violation of election laws in most parts of the United States, enforcement depends principally on disclosure of citizenship status at the time of voter registration. This study examines participation rates by non-citizens using a nationally representative sample that includes non-citizen immigrants. We find that some non-citizens participate in U.S. elections, and that this participation has been large enough to change meaningful election outcomes including Electoral College votes, and Congressional elections. Non-citizen votes likely gave Senate Democrats the pivotal 60th vote needed to overcome filibusters in order to pass health care reform and other Obama administration priorities in the 111th Congress.  相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献

Government formation in multi-party systems often requires coalition negotiations and finding common ground among coalition partners. Supporters of parties involved in the government formation process face a trade-off when evaluating such bargaining processes: on the one hand, voters usually prefer seeing their party being in government rather than in opposition; on the other hand, negotiations require coalition compromises that they might dislike. In this paper, we study voters’ willingness to accept policy compromises during government formation processes. We argue that voters’ acceptance of policy compromises depends on both the strength of their party attachment and the importance they assign to the issue at stake during the coalition negotiations. Not giving in on important issues is key, especially for supporters of challenger parties, who hold strong policy preferences on a selected number of issues. To test these expectations, we collected original survey data immediately after the Spanish general election in November 2019. The results show support for the hypothesized effects, shed light on the pressure potential coalition partners face during government formation and help explain the failures of government formation attempts in increasingly polarized societies.  相似文献

In federal democracies, parties often invest in local politics as a strategy to improve their performance on upcoming national elections. In this study, I use the concept of reverse coattails to investigate how winning local elections affect upper-level electoral dynamics in Brazil. Using a regression discontinuity design (RDD), I show that parties in Brazil boost their national performance, earning more votes on House elections in districts where their members control local offices. I discuss how access to ‘‘pork” controlled by co-partisan House members and mechanical information gains explain these effects. Additionally, I use a Bayesian LASSO algorithm to address data sparsity in RDD designs, and to demonstrate the existence of pro-large party bias on the coattail effects. By disentangling the various effects of winning local elections, this paper contributes to a greater understanding of how parties build electoral strength in fragmented democracies.  相似文献

This article investigates possible bandwagons in actual elections rather than the usual opinion poll data. Until 1918, British general elections were staggered over a fortnight or more. We use the eight general elections between 1885 and 1910 to investigate whether there was a general bandwagon or underdog effect as the election progressed. We find that any bandwagon effect was in favor of the party which eventually won the election, not the party gaining seats compared with last time. We also find that a typical election featured an initial bandwagon effect which peaked about halfway through the election and then declined. Its decline appears to be due both to declining enthusiasm for the leading party and to later polls occurring in places where voters were less prone to get on a bandwagon in the first place. The weakening of the bandwagon was correlated to distance of the constituency from London, although it revived to some extent in Scotland.  相似文献

Existing theories of contesting elections typically treat all potential challengers as identical while under-playing the importance of political parties and primary contests. We offer a theory addressing these issues based on how the various actors in the process define and evaluate the probability of winning an election and the value of the office being contested. We test our theory by estimating a model predicting which of three responses a party that loses a legislative race makes in the next cycle: nominating the same candidate, nominating a new candidate, or nominating no one. Research has consistently shown that women are less likely than men to participate in political parties as members and activists; this participation gender gap has persisted despite narrowing gender gaps in education, employment and in other types of political participation.  Yet while the gaps are widespread, their size varies greatly by country as well as by party.  To what extent do party organizational factors help explain these disparities? More pointedly, are there any lessons to be learned from past experiences about party mechanisms which might help to reduce these gaps? To answer these questions, this study investigates grassroots partisan participation in 68 parties in 12 parliamentary democracies, considering whether factors that have been shown to boost the number of women candidates and legislators are also associated with changing the traditionally male dominance of grassroots party politics.  We find evidence of links between some party mechanisms and higher women's intra-party participation; however, because the same relationship holds for men's participation, they do not alter the participation gender gap. Only greater participation of women in parties’ parliamentary delegations is associated with smaller grassroots gender gaps. We conclude that parties which wish to close grassroots gender gaps should not rely solely on efforts aimed at remedying gender gaps at the elite level.  相似文献

This paper investigates the impact of elections on the level and composition of fiscal instruments using a sample of 19 high-income OECD democracies during the period 1972–1999. We find that elections shift public spending towards current expenditures at the cost of public investment. Although we find no evidence for an electoral cycle for government deficit and overall expenditures, we find a negative effect of elections on revenue attributed to a fall in direct taxation. Our results apply for predetermined electoral periods while endogenous elections seem to increase deficit and leave the composition of fiscal policy unaffected.  相似文献

We investigate the degree of affective polarization in presidential election years toward the two major parties and their nominees. Notwithstanding studies which show that individuating information about an out-group member can generate a person-positivity bias, we demonstrate a person-negativity bias directed at out-party candidates at least for some. We motivate and test two hypotheses: first, we expect more sophisticated partisans to display a greater difference in their feelings towards specific candidates compared to evaluations of the parties themselves; second, we anticipate sophisticated partisans will exhibit a person-negativity bias toward out-party candidates and a person-positivity bias toward in-party candidates. The results accentuate the conditional nature of the person-positivity bias and shed light on how political sophistication is linked to affective polarization.  相似文献

Prior research on civic duty has focused on national elections, believed to be the most salient. Evidence on turnout gaps between election levels suggests that it is relevant to inquire whether people feel that they have the same duty to vote in national, subnational, and supranational elections. The article investigates this phenomenon, comparing citizens’ attitudes towards national, European, and regional elections in ten regions from four countries. About one-quarter of European citizens demonstrate a lesser degree of duty towards European rather than in national elections. Differences in duty levels for national and regional elections are infrequent and concentrated in regions with nationalist movements. Both rational and identity considerations explain why some individuals feel less obliged to vote in a particular election than in another, but the latter matter more.  相似文献

Snap elections, those triggered by incumbents in advance of their original date in the electoral calendar, are a common feature of parliamentary democracies. In this paper, I ask: do snap elections influence citizens’ trust in the government? Theoretically, I argue that providing citizens with an additional means of endorsing or rejecting the incumbent – giving voters a chance to ‘have their say’ – can be interpreted by citizens as normatively desirable and demonstrative of the incumbent's desire to legitimise their agenda by (re)-invigorating their political mandate. Leveraging the quasi-experimental setting provided by the coincidental timing of the UK Prime Minister, Theresa May's, shock announcement of early elections in April 2017 with the fieldwork for the Eurobarometer survey, I demonstrate that the announcement of snap elections had a sizeable and significant positive effect on political trust. This trust-inducing effect is at odds with the observed electoral consequences of the 2017 snap elections. Whilst incumbent-triggered elections can facilitate net gains for the sitting government, May's 2017 gamble cost the Conservative Party their majority. Snap elections did increase political trust. These trust-inducing effects were not observed symmetrically for all citizens. Whilst Eurosceptics and voters on the right of the ideological spectrum – those most inclined to support the incumbent May-led Conservative government in 2017 – became more trusting, no such changes in trust were observed amongst left-wing or non-Eurosceptic respondents. This study advances the understanding of a relatively understudied yet not uncommon political phenomenon, providing causal evidence that snap elections have implications for political trust.  相似文献
