Most studies of the impact of local campaign expenditure on British election results have found that expenditure by incumbents has less of an effect on the outcome than does that by challengers. Some argue that this, in part, reflects an underestimate of how much is spent by incumbents because it excludes their expenditure under various parliamentary allowances which facilitates contacts between MPs and their constituents. Data on spending under those allowances are now available and are used here to evaluate its impact at the 2005 general election in England. The analyses show that only expenditure by Conservative MPs had any impact on their re-election chances.  相似文献

The 2004 Greek election provides an interesting case study for examining the impact of party leaders on the vote. A change in governing party leadership a few months before polling day had two important implications. First, it generated a highly favourable context for the emergence of decisive leadership effects. Second, it made it feasible to grasp empirically how voters form their evaluations of new leaders. Regarding the first question, the findings indicate that even in the most favourable environment the impact of leadership evaluations on the overall electoral outcome is only slight. Regarding the second, it seems that the change of leader at the start of an election campaign can be a mixed blessing. Whereas it can help a party to divert media and public focus from other less favourable issues, the party pays a corresponding price when its new leader has to learn the job in the full glare of an election campaign.  相似文献

Combining local council election data with fiscal data on grant allocations in a German state, we study partisan favoritism in the allocation of intergovernmental transfers within a quasi-experimental framework. We hypothesize that state governments pursue two distinct goals when allocating grants to local governments: (1) helping aligned local parties win the next election and (2) buying off unaligned municipalities that may obstruct the state government’s policy agenda. We argue furthermore that the relative importance of these two goals depends on local political conditions. In line with this argument, we show empirically that the effect of political alignment on grant receipts varies depending on the degree of local support for the state government. While previous contributions find that aligned local governments always tend to receive larger transfers, our results imply that the political economy of intergovernmental transfers is more intricate.  相似文献

Previous research has shown that those who won an election are more satisfied with the way democracy works than those who lost. What is not clear, however, is whether it is the fact of winning (losing), per se, that generates (dis)satisfaction with democracy. The current study explores this winner/loser gap with the use of the 1997 Canadian federal election panel study. It makes a theoretical and methodological contribution to our understanding of the factors that foster satisfaction with democracy. At the theoretical level, we argue that voters gain different utility from winning at the constituency and national levels in a parliamentary system, and that their expectations about whether they will win or lose affect their degree of satisfaction with democracy. On the methodological front, our analysis includes a control group (non-voters) and incorporates a control for the level of satisfaction prior to the election. The results indicate that the effect of winning and losing on voters' satisfaction with democracy is significant even when controlling for ex ante satisfaction before the election takes place, and that the outcome of the election in the local constituency matters as much as the outcome of the national election. They fail to show, however, that expectations about the outcome of the election play a significant role in shaping satisfaction with democracy.  相似文献

Do individuals believe that an election victory by their favored candidate will improve their personal economic well-being? Previous work has either adopted an approach that is not well suited to determining this relationship, or ignored this question to focus on perceptions of macroeconomic conditions. In this paper we adopt a new approach that allows us to determine the relationship individuals perceive between elections and personal economic welfare, examining the relationship between vote choice, the election outcome, and post-election expectations for personal economic well-being. We find that economic individualism plays an important role in shaping the relationship individuals perceive between election outcomes and their personal economic well-being. Individuals who reject economic individualism do perceive a relationship, with those viewing an election outcome as favorable more optimistic in their expectations for personal economic well-being than those who view the election outcome as unfavorable. Conversely, election outcomes do not influence the expectations of economic individualists.  相似文献

Accounts of turnout often maintain that citizens participate in elections because the expressive, instrumental and normative benefits associated with the act of voting outweigh the respective costs. Although the impact of those benefits has been empirically assessed in many studies, we know little about when and for whom this impact is stronger. To this end, this paper examines 1) how the effect of those benefits and particularly that of civic duty increases over the election campaign and 2) whether this increase can be attributed to voter heterogeneity. Survey respondents who have not yet decided how they are going to vote will be increasingly swayed to cast a vote on the basis of their civic duty and not other predictors of turnout. The empirical hypotheses are being tested by utilising recent rolling cross-section election studies from Britain. The results suggest that the influence of civic duty on turnout is stable for decided but increases for undecided voters the closer the election day looms.  相似文献

The outcome of the 2017 general election—a hung parliament—defied most predictions. In this article, we draw on aggregate‐level data to conduct an initial exploration of the vote. What was the impact of Brexit on the 2017 general election result? What difference did the collapse of UKIP make? And what was the relative importance of factors such as turnout, education, age and ethnic diversity on support for the two main parties? First, we find that turnout was generally higher in more pro‐remain areas, and places with high concentrations of young people, ethnic minorities and university graduates. Second, we find that the Conservatives made gains in the sort of places that had previously backed Brexit and previously voted for UKIP . But, third, we find that the gains the Conservatives made from the electoral decline of UKIP were offset by losses in the sort of places that had previously supported the Conservatives, particularly areas in southern England with larger numbers of graduates. The implication of these findings is that while a Brexit effect contributed to a ‘realignment on the right’, with the Conservative strategy appealing to people in places that had previously voted for UKIP , this strategy was not without an electoral cost, and appears to have hurt the party in more middle class areas.  相似文献

This paper seeks to understand the effect of campaign finance laws on electoral outcomes. Spurred by the recent Supreme Court decision, Citizens United v. Federal Election Commission (2010), which eliminated bans on corporate and union political spending, the study focuses on whether such bans generate electoral outcomes that are notably different from an electoral system that lacks such bans. We look to two key electoral dynamics that such bans might influence: the partisan balance of power and the success of incumbents. Using historical data on regulations in 49 American states between 1968 and 2009 we test alternative models for evaluating the impact of corporate spending bans put in place during this period. The results indicate that spending bans appear to have limited effects on election outcomes.  相似文献

For many years voting rights litigation has focused on eliminationof at-large elections and the creation of ``majority-minority''districts – election districts where a majority of the electorateare racial/ethnic minorities. Numerous studies have analyzed theimpact of district elections on minority representation,particularly the election of blacks in the South. Most of thesestudies have focused on a single time period, comparing the ratioof black representatives to black population across cities withdifferent electoral schemes. The present study combines data fromsix different data sets to produce a panel of data covering fivedistinct time periods over a 26 year span. Cross-sectionalestimates of the effect of district elections in each time periodare compared to determine how the efficacy of district electionshas changed over time. To control for possible selection bias,inter-temporal models of the impact of changes in electionstructure on changes in representation are also estimated.  相似文献

The German election of 2005 creates three puzzles for the literature on coalition formation. First, the election led to a rare event in German politics and in parliamentary systems more generally, a ‘grand coalition’ between the two largest parties. Second, a minority government, something which has never occurred in postwar Germany (except briefly as the result of the breakdown of a government coalition), was in fact one of the two most likely governments to form. Third, the parties of the left retained a comfortable majority in the Bundestag; however they did not form a coalition. The election of 2005 appears unique in German politics, but we argue that its outcome is easily understood using existing institutional theories of coalition formation. We examine party positions in two dimensions (economic and social) using computer-based word scoring of party manifestos. We demonstrate that the conditions for a SPD minority government were present in Germany due to its central location in the policy space. While the configuration of policy positions would thus have allowed the SPD to form a minority government, the role of the Federal President as a veto player could have prevented it from forming, and the presence of an opposition-controlled upper house would have decreased its effectiveness. The mere possibility of forming a minority government gave the SPD a bargaining advantage in the coalition negotiations with the CDU/CSU. We show that in the final portfolio allocation, the SPD received ministries which control approximately two-thirds of the federal budget.  相似文献

Why do well‐educated citizens show high turnout in elections? Despite broad scholarly agreement that educational attainment predicts electoral participation, there is little consensus about which aspects of higher education account for this positive association. This study addresses this gap in the empirical literature by investigating the educational correlates of micro‐level turnout. To this end, the article first discuss two types of factors that prior research has suggested to connect higher education to voting: participation‐enhancing benefits; and the type of education. Using a unique, nationally representative survey of the 2012 cohort of Finnish undergraduates, the relative importance of and relationships between these competing factors in explaining the students’ intended voting in the 2014 European Parliament election are tested. It is found that turnout is positively associated with the student’s sense of political efficacy, which also mediates between an open classroom environment and turnout. Furthermore, students enrolled in the academic university track have stronger voting intentions – an effect that reflects their sense of civic duty. By contrast, no support is found for the effect of social network centrality. These results suggest that several, but not all, elements of higher education as discussed in the literature are relevant for electoral participation.  相似文献

Electoral campaigning is studied almost without exception at the national level. This article has chosen another road, claiming that electoral campaigning can also be studied at the local election level. Campaigning before the Danish local elections of 21 November 1989 is studied. The design permits comparisons between the two levels (national/local) as well as between different units at the local level. It furthermore provides an opportunity for studying the influence of local party systems as well as local mass media on election campaigning. A substantial part of the article discusses the institutional frameworks surrounding electoral campaigning in the municipalities studied and in general. It is maintained that the electoral system, the mass media structure, and the (local) party system are important contextual factors or frameworks. Given this, it is argued that organization, past performance, and campaign focus as a mix of policy proposals and leader image are paramount in affecting the local election vote. The main conclusions are: local election campaigning differs from national election campaigning; local election campaigning matters, i.e. it has a direct effect on the vote; and the functions of local party organizations in connection with local elections and local performance make them less vulnerable to organizational decline, which most mass membership political parties are experiencing at the national level.  相似文献

Economic voting studies remain contentious in Spain. The notion is widely-held that there is no economic vote in that country, due to the pervasive and effacing influences of left-right ideology. Still, a growing number of investigations show a significant impact of economic evaluation on the vote choice in Spanish national elections. At least one possible exception here is the 2008 election, where the question has received no systematic treatment. In this study, we explore the impact of economic voting in that contest. We find, first, the presence of strong economic voting of the valence kind. Second, we find that two hitherto unstudied dimensions of economic voting – position and patrimony – have their own independent effect.  相似文献

We argue that two different sets of considerations shape the decision to vote or abstain in an election–ethical and non-ethical. First the citizen may vote out of a sense of duty. Failing that, she may vote because she has strong preferences about the outcome of the election. Abstention occurs when neither duty nor a sufficiently strong preference is present. The implication is that while duty and preference each have strong positive effects on turnout, they also have a negative interaction effect, since the impact of preference is much weaker among those with a sense of duty. We present a wide array of empirical evidence that systematically supports our claim that the turnout decision is importantly shaped by this causal heterogeneity. Thus a turnout model misses something fundamental if it does not take into account the effect of civic duty.

Undecided voters are often regarded by political parties and candidates as the group that determines the outcome of an election. This paper discusses the concept and measurement of issue cross-pressures and explores to what extent they influence the time of voting decision in different political systems. Using survey data from national election studies in the Netherlands (1994–2012), Germany (1994–2013) and the United Kingdom (1992–2010), this study finds that issue cross-pressures do influence the time of voting decision regardless of voters' personal consideration set size, demographic background and political attribute. The effect of issue cross-pressures in the Netherlands is most pronounced. In the United Kingdom it is more moderate, while it is least prevalent in Germany. This partially demonstrates that party systems may constrain the role of issue cross-pressures.  相似文献

We investigate whether the degree of political competition affects electoral turnout by using Italian municipal election data from 1993 to 2011. Relying on elections held using a double ballot system, we apply an instrumental variable technique exploiting the actual closeness between the two leading candidates in the first round as an instrument for closeness in the second round. The use of this strategy to estimate the impact of closeness on turnout is new to the literature. Controlling for municipal fixed effects and candidates’ characteristics, we find that expected closeness significantly increases turnout, thus supporting the idea that the expected benefits of voting increase in tighter political races. The estimated effect is much larger than that found when measuring closeness with ex-post electoral results, suggesting quite a relevant endogeneity bias in previous studies.  相似文献

A primary objective of election administration is ensuring voter confidence. Logically, this entails meeting two conditions: procedures should insure that elections are fair and accurate, and voters should be aware of the procedures. Yet American election procedures such as ballot access and design, post-election audits and recounts, voter registration, and polling place operations are complex and highly decentralized. Given the complexity of the information environment and the relatively limited information most voters have about politics, what (if any) connection is there between election administration and voter confidence? We consider whether candidates fill the gap between election administration and voter confidence in elections. We test several hypotheses using an experimental design with multiple measures of voter confidence. The results show that candidates have a significant effect on voter confidence.  相似文献

Despite increasing academic interest in political marketing, confusion remains over its meaning and scope. Whilst most research focuses on its use in election campaigns, some argue that marketing influences other aspects of political behaviour. This paper contends that a lack of comparative research has contributed to this confusion. Theories derived from country‐specific studies may not be broadly applicable due to the impact of systemic differences. To show this, it analyses the case studies of Clinton in the 1992 US presidential election and Blair in the 1997 UK general election. Comparing the use of marketing in the two cases reveals that while systemic features created the scope for a broader, more coordinated and delivery‐oriented approach in the case of Labour, in both cases marketing influenced the design as well as the presentation of the ‘products’ on offer. This paper considers the relationship between election campaigns and the impact of economic evaluations on vote choice. The motivation is the standard expectation that the campaign generally serves to amplify the significance of economic considerations in the voter's calculus—to focus his/her attention on this “fundamental” element of the electoral decision. Drawing on survey data from ten national elections across four countries (Canada, New Zealand, the United Kingdom and the United States) and applying both parametric and semi-parametric statistical techniques, the paper finds no support for this proposition. The paper reflects on the significance of this conclusion for work on political learning during election campaigns, the literature on economic voting, and the study of electoral behaviour more generally.  相似文献

Political science research suggests that campaign visits by presidential candidates produce small and short-lived effects, consistent with mixed findings of their influence on election returns. We argue that existing studies are constrained by two issues: most studies rely on state-level data, rather than more localized data, and do not incorporate differentiation in the quality of campaign appearances in their assessment of visit effects. To incorporate these concerns in a study of campaign visit effects on election outcomes, we study the 1948 presidential election, during which Harry Truman engaged in a major whistle-stop train tour and won a surprise victory over his opponent, Thomas Dewey. Using data on campaign stops gathered from archival sources, we estimate the effect of campaign appearances on candidate vote share at the county level. We find that Truman, on average, gained 3.06 percentage points of the overall vote share in counties that he visited. Consistent with contemporary judgments of the “quality” of the two candidates' campaign stops, we find no effect of Dewey's appearances on his performance. Our results provide strong evidence that candidate visits can influence electoral returns, rather than merely affect short-term public opinion. In counterfactual simulations, we show that Truman's extensive campaign tour likely won him the state of Ohio, highlighting the importance of strategic campaign decisions and campaign effects in close elections.  相似文献
