We examine whether the existence of civil society in Georgia has promoted social and institutional trust in the population. As much of the literature suggests, Georgia is different from its neighbors in that civil society development is more advanced. Does participation in civil society lead to more social and institutional trust? Using survey data from the Caucasus Barometer and the World Values Survey, we find that attitudes regarding social and institutional trust are more developed in Georgia than in its neighbors, and that activity in voluntary organizations is positively associated with social and institutional trust in Georgia.  相似文献

In less developed countries, there is often a low correlation between survey-based measures of interpersonal trust and experimental measures. This has caused doubt about the reliability of trust measures used to explain variations in levels of socio-economic development. Using data from rural Cameroon, we explore whether the correlation between survey and experimental trust depends on social distance, and on whether the survey questions are context-specific. We find a high correlation in all cases. However, correlations with survey trustworthiness do depend on social distance.  相似文献

Ordinary citizens often welcome nonstate provision of public goods and social welfare, but government officials, particularly in nondemocratic and transitional systems, may view nonstate actors as political competitors. Drawing on a combination of qualitative and quantitative data from rural China, this paper finds that some kinds of nonstate participation in public goods and social welfare provision can actually make local officials more optimistic about their ability to implement state policies and elicit citizen compliance. Local officials often believe that coproduction of public goods and services with community groups in particular, often with community actors taking the lead, can build trust and social capital that can spill over into increased citizen compliance with state demands, a central element of state capacity. Simply increasing levels of public goods provision, however, is not associated positively with optimistic perceptions of local state authority and capacity. Moreover, other forms of nonstate participation such as coproduction between private businesses and local officials or substitutive provision by nonstate actors have less potential for building trust between officials and citizens and are not seen by officials as beneficial for increasing citizen compliance.  相似文献

Abstract

This study examines the effects of social embeddedness on interest in politics and electoral behaviour using data from a nationally representative survey conducted shortly after the 2011 presidential election in Kyrgyzstan. We find that interest in politics is positively associated with community trust, public sector employment and a sense of national belonging. Controlling for the effects of interest in politics, community trust and public sector employment are also positively associated with voting in this election, whereas evidence on ethno-cultural inclusion is mixed. These findings highlight the role of social embeddedness in political participation in young post-communist democracies.  相似文献

Public education is one influence on how young people learn to navigate social conflicts and to contribute to building democratic peace, including their sense of hope or powerlessness. Social studies curricula, in particular, introduce core concerns, geographies, governance and civil society, and participation skills and norms. History education narratives frame identity, (dis)trust or peaceful coexistence, and provide exemplars of how social conflicts and injustice have been handled in the past. To shed light on these peacebuilding and peace-blocking choices, this paper examines government-sanctioned social studies and history curricula in contrasting contexts of violent conflict and peace: Bangladesh, Colombia, México, and (Ontario) Canada. Our comparative analysis shows how these official curricula (de)normalize violence and militarism, present national identities as hegemonic/exclusive or plural/inclusive, and create opportunities for teaching/learning peacebuilding citizenship competencies such as conflict dialog, human rights awareness, and engagement in collective processes of civil society and governance.  相似文献

Abstract

Trust is an essential element of governance. Lack of trust in government engenders doubts regarding its competence, weakens its legitimacy, and creates difficulties in the process of governing. As suggested, declining trust was related to reflexivity. This article, based on a Hong Kong study, confirms that a lack of competence trust in the government's ability to manage work-related risks correlated with reflexivity. Self-identified social status also influences the degree of reflexivity and competence trust. The conventional approach to cultivating trust through managed social participation has been widely practiced, but the results have not led to an increase in competence trust in Hong Kong, even when the policy outcomes are positive. While recognizing that reflexivity and its impacts on trust are inevitable, this article argues that efforts should be made to develop critical trust through meaningful participation in the deliberative process.  相似文献

ABSTRACT

State-diaspora relations is an emerging area of inquiry as we seek to deepen our understandings of state-diaspora policies. Few studies have yet to examine how the diaspora reacts to state-led policies for engagement. This paper examines Ethiopian migrants in the Netherlands awareness of and participation in five different diaspora policies implemented by the Government of Ethiopia. We explore the factors that contribute to having knowledge of these diaspora policies from a sample of 350 Ethiopians in the Netherlands. Five categories of factors are investigated including: socio-demographic characteristics, transnational ties, integration, migration experience, and trust. We find that trust and migration experience are the most significant variables in determining knowledge of the Ethiopian diaspora policies.  相似文献

Suicide rates in China have in the past been reported to be very low for a variety of historical and political reasons. In recent years, however, the reported suicide rates in China have increased alarmingly among certain age groups. This article reviews reports of the national rural suicide rates in China for 1992, gathered from the Annal of Chinese Public Health, which has previously never been reported publicly. The highest suicide rates occur in the rural areas and among young women and men over 60 years. These data reveal that suicide in China may have some unique characteristic associated with a variety of socio-cultural variables, such as traditional culture, social class, economic status, health care levels, and interpersonal problems. The author shows that lack of mental health services in rural areas in China may be considered one of associated reasons to the high rural suicide rate in China.  相似文献

Declining trust in representative institutions is considered one of the most significant political problems of our time. It is often suggested that democratic innovations—or mechanisms which aim to increase and deepen citizen participation in the political decision-making process—can help reverse this trend. However, empirical research about actual effects of participation on trust is scarce, and weakened by causality problems. With survey data representing 1,470 participants in a landmark Swedish e-petition system, the article shows that both generalized attitudes and process evaluations matter in how trust is affected by democratic innovations.  相似文献

This article argues that the social capital framework used by development agencies in community-driven development projects in post-Soviet countries may not be adequate for analysing conditions affecting community participation. Research in Armenia shows that the availability of social capital in a community may not necessarily translate into participation. The governance environment plays a key role in affecting the nature and forms of community participation and in shaping local institutions in Armenia. The research argues against the ‘cultural’ view of institutional change, which presumes that the main barriers to participation are posed by cultural factors, such as interpersonal trust and the ‘mentality’ of post-Soviet citizens. Development interventions that focus on building social capital as a means to promote community participation may not be effective without addressing broader structural factors affecting participation.  相似文献

This paper examines the effects of natural resource abundance on social spending in dictatorships. Natural resources, particularly oil, provide authoritarian leaders with economic rents without widescale labor force participation. I argue that dependence on natural resource production thus reduces dictators’ incentive to invest in human capital, which is reflected in lower levels of social spending. Using a panel dataset of authoritarian regimes between 1972 and 2008, I find that oil abundance leads to significantly lower levels of social spending by authoritarian governments. The negative effects are especially prominent concerning expenditures for public education and health: when an authoritarian country earns ten more dollars per capita from oil production, per capita spending on education and health decreases by approximately 1%. Extended analysis shows that the negative impact of oil on social spending is peculiar to authoritarian regimes; no impact of oil wealth on social expenditures is found among democracies.  相似文献

Local government reforms have been carried out in a number of European countries, aiming at both more effective service production and increased citizen participation in local politics. Although extensive research has been carried out analysing the content and background of these reforms, few if any, studies have considered the democratic effects of these reforms at the level of the individual citizen. This article investigates relationship between local government reforms and citizen trust in local government, focusing on individual-level data on local government reforms in Norway in 2008. The analysis shows that it is difficult to find a clear relationship between reform policies and trust in local politicians. These findings parallel other contributions in concluding that it is difficult to find substantial effects from local government re-organisations.  相似文献

We use a nationally representative survey in Uganda to study the links between social capital and financial access. Our results indicate a positive association between individual social capital and access to institutional credit, but no significant relationship between generalised trust and credit access. The effect of individual social capital is more pronounced for poorer people, in rural areas, and in areas where generalised trust is low. Individual social capital seems to promote access especially to semiformal and informal financial institutions.  相似文献

Public administration literature usually assumes that citizens' participation in administrative decision-making (PDM) processes can improve public sector performance and trust. In this article, we question the universality of this assumption, arguing that PDM processes will have positive results in terms of performance and trust only when there are available channels to influence policy outcomes and democratic participatory behavior. We construct theoretical arguments based on a mechanism of social learning and illustrate them by reference to the case of Israel. The framework highlights the centrality and importance of culture and social characters for the study and planning of public administration reforms.  相似文献

Abstract

Beyond all the material and economic losses that natural disasters produce, post-disaster environments can alter the social capital of a community by affecting social norms, attitudes, and people’s behaviour. To analyse this issue, we empirically investigate the effect that the aftermath of a disaster can have on trust and reciprocity of people within communities. We do this by comparing outcomes of trust games conducted in earthquake-affected and non-affected rural villages one year after the 2010 Chilean earthquake. Our findings show that while trust levels do not differ across cases, reciprocity is lower in earthquake-affected areas.  相似文献

The social capital theory holds that there is a positive relationship between social and political trust; however, despite the prominence of this postulation, this relationship has often been disputed among political scientists. While recent studies on advanced democracies have shown a strong positive relationship between social and political trust, studies on East Asian democracies, which previously showed a weak or negative relation, remain scant, separating these countries into their own category of new democracies. The motivation of this study is based on the importance of revisiting the relationship between social and political trust using recent data from one such country—South Korea—to determine the nature of this previously studied negative or weak relationship. The results of this study indicate that generalized social trust in South Korea is positively associated with political trust. This result is in line with recent findings in advanced democracies. While this positive relationship is consistent and significant across models, a greater portion of political trust is explained by economic and political performance, including factors such as the economy, corruption, inequality, and the welfare system, making institutional performance a critical predictor of political trust.  相似文献

In this article, we investigate how higher education contributes to the employment and earnings of individuals in labour markets, and whether social origins play a role in the financial benefits from higher education. We focus on these questions in nine low- and middle-income countries: Armenia, Bolivia, Colombia, Georgia, Ghana, Kenya, Laos, Macedonia, and Vietnam. We use the recent Skills Towards Employability and Productivity (STEP) surveys of urban labour force participants to examine individuals’ educational attainment, labour market participation, and earnings. Using logistic regressions, we find that individuals from disadvantaged origins are less likely to obtain a higher education degree. We find that in most of these countries, individuals who have earned a higher education degree are significantly more likely to be in the labour force and find employment, and enjoy sizable earnings premia. The findings are fairly robust with regard to the samples of individuals examined, and the methods used to measure earnings premia. Finally, we find little evidence that the earnings premia from higher education vary by social origins or the likelihood of an individual completing a degree. These results suggest that the benefits from higher education are comparable for individuals from disadvantaged and advantaged social origins.  相似文献

This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process.  相似文献

Abstract

Hope, despair, fear, hate, joy, desire and anger; the social scienceshave increasingly recognised the role of emotions in shaping society, and in defining and transforming people and place. Such concerns have clear implications for the study of development. Emotions help create development subjects and define subjectivities. They are imbricated in the production of exclusions and colonialisms yet they can also empower resistance and progressive change. In short, they are intimately bound up with the way development functions in all its messiness. In this paper I begin to explore the generative role of emotions in the discourses and practices of development. I draw on empirical work with land reform participants in the Philippines to consider the ways emotions are central to participants' experiences. Emotions inform how the land tillers act and react, and how they understand the past, present and future. I find that consideration of emotions, and indeed of all that is beyond-the-rational, is imperative if we are to move beyond development's modernist roots towards more postcolonial understandings.  相似文献

The consequences of the socioeconomic transition for male physical health in Russia are widely documented, but much less research examines psychological well-being and mental outlook, or how these outcomes differ for men and women in Russia. Exploring gender differences in personal control, an important aspect of psychological well-being, we find that, controlling for social and economic factors, Russian women report lower levels of control than men. Gender differences in the social determinants of perceived control highlight the importance of gender roles for understanding psychological stress and inform how social expectations differentially influence men's and women's paths to well-being in Russia.  相似文献
