The designation of the Democratic People's Republic of Korea as state sponsor of terrorism is not only one ot the core reasons for the Bush administration to define the DPRK as a member of the axis of evil as well as the outpost of tyranny, but also constitutes the root cause of hostility and tension between the two countries. The issue of DPRK's inclusion on the U.S. blacklist of terrorism-sponsoring countries occurred before the nuclear issue. But the Bush administration now links the two issues and regards the denuclearization of DPRK as the precondition for its removal from the blacklist of terrorism-supporting states. Hence, a new round of game is unfolding between the United States and the DPRK on how to remove the latter from the list.  相似文献

"Strategic reassurance," a new concept in Obama's China policy, should be fostered bilaterally by dialogue designed to highlight and reinforce the areas of common interests while addressing the sources of mistrust directly. Yet in practice it seems that U.S. strategic reassurance has contrasted all China's core interests. The United States and China must recognize their different social systems and asymmetrical national strength in seeking to realize strategic stability. Crisis control requires sophisticated management of both side, especially on sensitive issues like weapons sales, the Dalai Lama, and the South China Sea dispute.  相似文献

Chinese philosopher Confucius once said that "at 30 I stood firm upon the ground, at 40 I no longer suffer from perplexity". Confucius' words prove that the current 30-year-old relations between China and the United States is basically standing firm on the ground. However, this relationship is by no means free from perplexities since there remain problems and troubles that might perplex its further development. In a watershed moment for regional cooperation, the ASEAN Framework for Regional Comprehensive Economic Partnership(RCEP) was endorsed by leaders at the 19th ASEAN Summit in November 2011. Just as APEC and CAFTA did many years ago, the new ASEAN initiative drew immediate, widespread attention, triggering talks on its future influence on the regional economy. After all, this flee-trade arrangement covers half of the global population and a third of global GDP. This article argues that "Harmonious Globalization" offers a platform for harmonizing the positive and negative aspects of the current U.S.-led economic globalization that reflects the objective laws of human development. The article attempts to chart the path ahead for the world economy in the context of economic globalization, pervasive poverty/inequality, the resultant worldwide political awakening, the degradation of global ecosystems, and the current turmoil in financial institutions. The global challenge ahead will be three-fold: to bring the excluded 1/3 of the world's population into the open trade system; to encourage emerging markets like China and India to carry on with open policies and to persuade the developed Western nations to adhere to an open trade system and resist the temptations of trade protectionism. Free market access should be offered to those marginalized countries, the so-called "failed or failing states" that have been excluded from and angered by the globalization process. The growth in prosperity of these nations will open up a vast potential market for the world.  相似文献

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. Since the Presidential election in 2012, the "fiscal cliff" issue has plagued the United States. Although this issue relates to the economy, it reflects the unprecedented political polarization brought by the "New Politics", an escalating conflict between "Red America" and "Blue America". The "New Politics" refers to the intensifying and increasingly ill-tempered rivalry between the Republicans and Democrats, which has seen a decline in presidential authority, a deepening of divisions in society, and a shrinking of the political middle ground. In the past, the tension between the two main political parties was regarded as the motive power of U.S. politics, a source of dynamism and innovation. The extreme organization that calls itself the "Islamic State" has alarmed the world with its rapid rise and grave damage while drawing sharp censure from numerous directions. In his speech on the strategy of dismantling the "Islamic State of Iraq and Syria," American President Barak Obama' s called it "a terrorist organization, pure and simple." 1 Rooted in Middle East turmoil, facilitated by the irresponsible policies of the great powers and nearby countries, the "Islamic State" (also known as ISIS or ISIL) stands out from among regional terrorist organizations in a number of vital characteristics. ISIS, disowned by the A1-Qaeda, nevertheless challenges it and seems to gain the upper hand.
